Outline of the outline

1) Why specific guidelines on agricultural sector?

2) 4 key principles

3) Draft structure of the guidelines

4) Points of discussion

High Level Stakeholders Meeting on Global Strategy From Plan to Action , Rome , 3-5 December 2012

1. Why specific guidelines?

• Better mainstreaming

• Complexity of the agricultural sector

• On-going updating NSDS guidelines

• One pillar of the Global Strategy

NSDS

SSPARS

2. Four Key principles

1. SSPARS as a building block of NSDS

2. Design vs Implementation

3. Sequenced vs Permanent steps

4. Links with norms, tools and best practices

2.1 SSPARS as a building block of NSDS

• SSPARS to be developed whatever NSDS status

• SSPARS to be synchronized with NSDS cycle

• SSPARS may be developed before the NSDS:

building block

2.2 Design vs Implementation

SSPARS cycle

2.3 Sequenced vs Permanent (1)

• Processes carried out at a specific moment, according to a specific sequenced process during the design process = SEQUENCED

• Processes referring to horizontal and permanent activities over the whole design and implementation of SSPARS = PERMANENT

3. Draft structure of the guidelines: 4 main parts

• Scope and specificities of agricultural sector

• SSPARS as a building block of NSDS

• Designing and implementing the SSPARS

• Specific issues – Scales: region, infra-national

– Fragile states, small islands (Light SSPARS)

– Sub-sectors

4. POSSIBLE POINTS OF DISCUSSION

• Does the proposed outline match the requirement of better mainstreaming the agricultural sector into the NSDS process?

• What is specific and important to the agriculture sector for each of the tasks related to design and implementation of SSPARS. Are there points missing?

• Are they specific issues which should be further addressed?

• How to plan for an appropriate rolling out of the SSPARS guidelines: website, e-learning tools, regional meetings with statisticians, which languages. How better reach the stakeholders in the countries?

• How to cross-fertilize SSPARS and update of NSDS guidelines process?
