The act of Congress declares the Repre- sentatives "shall be elected by districts composed of contiguous territory and con- taining as nearly as practicable an equal number Of inhabitants." The aggregate population of tho Stato being 1,25S,520, it gives 139,8G5 as tho exact representative population of each Congressional district. This i3 about five thousand more than the number which Congress made its basis of apportionment. This is owing to the fact that Tennessee has a fraction more than the number required to entitle her to nine representatives. The aggregate population of the States of the Union is 38,113,253. The number of Representatives fixed by tho recent law is two hundred and eighty-thre- e. This makes the Congressional ratio of representation one hundred and thirty-fou- r thousand six hundred and seventy-si- x. We give the following table showing the population in round numbers of the several Congressional districts, as at present consti- tuted, in 1SC0 and in 1870 with the Increase of each in numbers and the percentage of increase of each. To the Editors 6t the Union and American: Without preface, I qtiest that you sub- mit to the careful consideration of those of your readers in Kaslivilie and Edgefield, who may feel interested on the subject of a free bridge, the following particular, and at the same time, reasonable arid 'just plan for its quick accomplishment, viz.; Let us suppose thaij there are inDavidson county four hundred and sixty heads of fam- ilies who desire to secure a perfectly free crossing of the Cumberland for their own respective householda, without regard to "sex, race, color or previous condition." Let these four hundred and sixty heads of families buy ten shares each of the Broad .Street Bridge stock, which Can be bid .now at $26 per5 share or less.- - "Having done this, let them call a meeting and organize a company composed of said owners of ten shares or more. Let that meeting decree that all owners of ten shares of said Broad Street Bridge stock, shall from and after a given date, say May 1, 1872, be free to cross tho bridge during such ownership of said ten shares or more of stock, but no longer. Let them also decree that a street railroad company that will become the just and rightful owners of one thousand shares of said Broad Street Bridge stock, shall be during the ownership of said one thousand shares, free to cross the bridge with its hone cars to any extent they may desire, without let or hindrance from any person. Having dope all this, then reorganize the Bridge Company on tho basis of 4,000 shares or votes to heads of families and one thousand votes to the Street Railroad Com-pnn- y, and then proceed to busi- ness. Let us suppose thaij there are inDavidsoncounty four hundred and sixty heads offam-ilies who desire to secure a perfectly freecrossing of the Cumberland for their ownrespective householda, without regard to"sex, race, color or previous condition."

Let these four hundred and sixty headsof families buy ten shares each of the Broad

.Street Bridge stock, which Can be bid .nowat $26 per5 share or less.- - "Havingdone this, let them call ameeting and organize a companycomposed of said owners of ten shares ormore. Let that meeting decree that allowners of ten shares of said Broad StreetBridge stock, shall from and after a givendate, say May 1, 1872, be free to cross thobridge during such ownership of said tenshares or more of stock, but no longer.Let them also decree that a street railroadcompany that will become the just andrightful owners of one thousand sharesof said Broad Street Bridge stock, shall beduring the ownership of said one thousandshares, free to cross the bridge with its honecars to any extent they may desire, withoutlet or hindrance from any person.
