Associate Professor of Management, Director of the Centre for Public Sector Governance & Director

of Studies (January 2005 – July 2006) Gibaran Business School, Adelaide. Founder of the Centre

for Public Sector Governance, which conducted seminars and workshops for Executives of various

government departments including hosting John Uhrig on corporate governance in the public sector

for the Office of the Commissioner of Public Employment. As Director of Studies he reviewed and

developed curriculum in project management, public sector management and developed an associate

degree in management (e.g. for Indigenous staff of Australia Post), as well as action learning and

distance education packages in: Information & Communication, People I & II, as well as examining

these and other subjects (e.g. Project Management and Strategic Management), for the Bachelor and

Associate degree of Business Administration and Master of Business Administration. As a Facilitator

of adult learning he helped develop teaching packages, supervised and assessed participants (mature

students) in training for the South Australian Aboriginal Health Services and the research programs

for PhD and DBA which are unique to any commercial RTO in Australia.

supervision of 2 part-time staff and a budget of $60,000 for training & consultancies.

Achievements:

* Convenor and manager of the national trial Evaluation Training Kit for staff of the CRS;

* Coordinator of the development of State Policy Guidelines and Management Information System

for the Rehabilitation Branch of the Commonwealth Department of Community Services

(Victoria);

* Evaluation adviser on the review of the needs of people with disabilities in the western suburbs of

Melbourne;

* Evaluation adviser on the review of the needs of ethnic clients of the Commonwealth Rehabilitation

Service;

* Evaluation adviser on the development of the Residential Accommodation and Independent Living

Services of the Commonwealth Rehabilitation Services.

Program Director, Western Region Work Preparation Centre (Footscray, Victoria), Commonwealth

Rehabilitation Service, Department of Social Security (April 1981 - July, 1983). This project entailed

establishment and management of the new Centre, including:

the recruitment and selection and training of the complement of 23 qualified training staff and 4

allied health professionals;

establishment of the first devolved budget,

the oversight of the Operations Manager‟s procurement of the equipment for a fully functioning

factory and training facility with a metalwork shop (including 20 ton press, capstan & turret

lathes, milling machines, bench drills, etc), a printery (including metal and paper plate industrial

printing presses), an industrial sowing shop (including twin needle industrial sowing machines),

an industrial kitchen (including servery and food stores), an industrial warehouse stores facility

(including 2 electric forklift trucks), and a commercial landscape gardening unit (including

commercial ride-on lawn mowers, and posthole digger).

Achievements:

* placement of >80% of the trainees in open employment within 2 years;

*Chair Employment Sub-Committee of the WESTCOD (Western Region Council of the Disabled)

1981 – 1983.

Clinical Neuro-Psychologist (Sessional, February, 1976 – April 1981): Department of Psychiatry, Royal

Melbourne Hospital, Parkville, Victoria, entailed assessing and reporting on acute and chronic

patients of Psychiatry in the RMH; liaison & referrals with other Psychologists and Psychiatrists.

Achievements:

* first to practice as a clinical neuro-psychologist at the RMH.

Tutor in Psychology, Faculty of Medicine, University of Melbourne (Sessional, February, 1976 – December

1980)

Achievements:

* Established the first formal Psychology programme in the Medical School, which entailed teaching

and assessment of 6 classes a fortnight each of 20 1st year medical students.

1. Australian Skills Vouchers Programme

The Commonwealth Government‟s work skills voucher scheme has been operational (through DEST)

from 2/1/07. TAFE SA has been one of the most successful RTOs in Australia in getting

registrations and obtaining vouchers for our courses. He was the Coordinator for the TAFE South

response to the DEST vouchers, and had been facilitating communication between key TAFE staff of

the various campuses across the state. This successful Business Development team of Dr Sharp, Ms

Janene Piip (TAFE SA Regional) & Ms Heather Gill (TAFE SA North) have been nominated among

the three finalists for the annual national TAFE Marketing Awards.

2. Customer Relations Management (CRM) & Knowledge Management (KM) Proof of Concept

Projects

The South Australian Minister and the Chief Executive of the Department (DFEEST) have expressed

a keen interest in CRM and Knowledge Management systems for the Department. TAFE SA was

meant to be conducting a pilot (proof of concept) of these systems for the whole of DFEEST. After

the pilot project was part way through its project plan, the TAFE SA Executive Director and the

Chair of the TAFE South Council appointed Dr Sharp to take over the management of these projects

at short notice (after two external consultants had failed to deliver on time). Together with another

external IT strategy consultant he was able to get the project back on track and to deliver its main

objective before the close of its budget at the end of the financial year. This entailed developing an

audit trail of invoices and budget accountability, as well as a computerized store of the key

documents. This CRM roll out project was eventually given further funding from DFEEST.

8. MANAGEMENT/ADMINISTRATIVE EXPERIENCE

8.1 Formal Management Appointments in Organisations

2008 Chief Executive Officer, Australian Rehabilitation Providers Association (February, 2008 –

December 2008, part-time), managed the support services for the Council of the industry association,

including dealing with Government, Regulators and Clients; advice to the National Council on

financial, strategic and communication issues; assistance for the Treasurer in management of the

budget and assistance for Secretary in managing the National Office, the Newsletter. As the only

paid manager for the national network this position entailed assistance to the National Committees

and Branches in the States and Territories.

2006- 2007 Manager, Strategic Alliances, TAFE SA, Adelaide SA

Managed a budget of $383,600 for Youth Pathways and Partnerships (with four staff to administer

this budget and distribute the appropriate funds to the various programs which deliver services to

schools), and in adult pathways a budget of $175,000 (with a part-time administrative assistant) to

assist in professional development and research grants for TAFE SA staff. As Project Manager for

five TAFE South Council funded research and development projects he has wider control but short

time schedules and has required staff to tighten the expenditure and reduce the scope to be able to

complete the deliverables on time before his contract expired (July 2007).

2005 - 2006 Director of Studies Gibaran Business School, Director Centre for Public Sector Governance

Co-supervised a shared administrative staff of 3. Budget oversight of approx $90,000. Marketing

and managing student enrolments. Presenting and facilitating marketing lunches with Executives and

or sessional staff, organised on a "secondment matrix" team structure, with inter-disciplinary

teams operating under a "management by objectives and results" approach; the process of

establishing the centre, involved conducting more than 150 personnel selection interviews for

the appointment of 24 staff at various levels;

* public relations (generating referrals and job prospects for trainees).

* fully in charge (for five weeks) of the central administration and co-ordination of three

centres similar to the Work Preparation Centre in Footscray.
