We have availed of the excellent services of Our Ladies' Children's Hospital
Crumlin.
The new children's hospital is being built to serve the children of Ireland,
particularly those in critical need of hospital services.
The location of this hospital should logically facilitate easy access by parents
from across the length and breadth of Ireland.
The locational determinants should not be in thrall to vested interests in the
form of inter alia urban regeneration (Dublin City Council), medical
consultants, medical research and university linkages, politicians, political
parties and their whips, etc.
Rather, the locational determinant should be one clear statement on which
location provides easiest access for parents and children across the entire
country.
The choice of James's Hospital as the site for the New Children's Hospital is
fundamentally flawed as it precludes easy access to parents and their children.
Accordingly, the ideal choice for the National Paediatric Hospital is Connolly
Hospital, an extensive site on the MSO, given that it provides easier access for
parents and children across the country.
Many experts will be called to discuss the intricacies of proposed plan.

However the only true experts are the children's groups and paediatric
doctors I consultants as they represent the core substantive interests of sick
children in Ireland.
We recommend that you ask representatives of such organisations to give
their expert views on the merits or demerits of this proposed development.
In the following document we will discuss some of what we see are the key
issues relating to this development.

The vast majority of seriously ill children come from beyond the MSO
perimeter.
If this hospital is to be a national children's hospital, it should logically be
located at the most accessible location, namely adjacent to the MSO, not least
given contemporary, and projected future traffic growth. Connolly Hospital is
recommended in this regard as providing best access.
2. Access: Traffic and Mode of Transport
2.1 Traffic:
Many observations will have gone into detail on traffic problems and parking
problems relating to the proposed James's Hospital site. (See South Circular
Road, Kilmainham Residents Association observations).
Indeed the EIS is replete with methodological flaws on the traffic around the
James's site contemporaneously and neglects the impact of demographic
growth, economic growth, growth in employment numbers, and the ability of
this potential size to cope with current and the inevitable future growth and
expansion of the NCH.

Given the profound traffic problems that exist currently and will only increase,
to mitigate traffic problems and ameliorate access, the James's site proposal
should be rejected as the Connolly location is optimum.
2.2 Mode of Transport
If you have a sick child, what mode of transport would you use? Bus? Train?
Luas? Dart? In truth almost 90% of children come to hospital by car. If you are
a parent, you understand why this is.
Rather than focusing on an ideal world with a perfect public transportation
system which parents may avail of day or night, the truth is that Irish parents
use cars to transport their sick children to hospital.
The current situation that prevails at Crumlin and indeed Temple Street
provides an insight into this fundamental and immutable reality, and how James's hospital and environs will be impacted.
The Connolly site is the largest of all considered in the Dolphin Report and
provides extensive parking for parents and their sick children a~ well as staff.
3. The Dolphin Report 1-'N ov , ....
As the Dolphin Report (2012) highlights, Connoll~ HospitaJ is the largest site for u ,_ v
the development of the hospital and potential expansion. The ke¥R'Qrj ticism ~
that has a limited research infrastructure comparfcl'WitW~he-other~u~if1__d teaching hospitals. Yet a Greenfield site provides tlteJJSiv~lexrbiUf'T particularly for long term strategic planning.
4. Expert Opinion: Professional and Parental
In order to provide a holistic view on the needs of children and their childhood
in relation to the proposed development on the James's site, we with
diffidence request that you call forth expert opinion.
In regard to sick children, expert opinion does not include inter alia traffic
engineers, architects, planners, politicians.
Rather, the only true experts are the children's groups and paediatric doctors
I consultants (retired or otherwise) as they represent the core substantive
interests of sick children in Ireland.

Please keep in mind that some children's associations may feel that their
funding might be compromised if they raise their head above the parapet.
Nonetheless, two key stakeholders might be requested to offer their insights
on the reasons why the James's site is not the appropriate location for the
NCH.
4.1 Jack & Jill Children's Foundation1
Having benefited from Jack & Jill, and given its renown in the interests of sick
children and their parents, we feel that Mr Jonathan Irwin of Jack & Jill will
provide profound insights on the choice of James's Hospital as the potential
location for the New Children's Hospital, in terms of access by sick children
from all over Ireland.
4.2 New Children's Alliance2
We feel that the New Children's Alliance is of particular importance in terms of
expert opinion. This alliance is a group of health professionals, parents,
grandparents, ex-patients and other interested persons from all over Ireland
who wish to ensure that the correct decisions are taken regarding the location
of the new National Paediatric Hospital (NPH). Children must be central to all
considerations of the development of their new hospital.
With diffidence, we would like to recommend two medical experts from the
New Children's Alliance:
• Dr Fin Breatnach - who established and developed the National
Children's Cancer Centre at Our Lady's Children's Hospital, Crumlin.
• Dr Roisin Healy- who previously worked as a consultant paediatrician at
Crumlin.

In conclusion
The critical problem with James's as the proposed NCH site is access.
The proposed Mater site for the NCH was rejected by An Bard Plana Ia. The
reasons for this rejection are equally applicable to the James's site proposal.
Thus, by the very same logic used to dismiss the Mater proposal, An Bard
Planala should reject the James's proposal.
As the development of the New Children's hospital is a long term strategic
infrastructural project we have to get this right. We cannot be harried into
making the wrong decision.
Those that represent the core substantive interests of sick children in Ireland
recommend the rejection of this proposal for the building of the NCH on the
James's site. Rather they articulate in favour of Connolly Hospital on the MSO
with its better national access and scope for expansion for meeting the needs
of sick children in Ireland over the next 100 years.
