Re: Planning permission application for the proposed development of the site of the new National

children's Hospital of Ireland at the St. James Hospital Campus, James Street Dublin 8.

While we are in favour of the building of a National Children's Hospital in Ireland,

We wish to state as residents of O'Reilly Ave, Ceannt Fort housing estate and as members of the

local community living in the immediate area to the proposed building of the above structure, would

like to voice our objections to the building of this hospital at the St. James's campus for the

following reasons.

1. In the plans submitted by the National Paediatric Hospital Development Board they stated

that there are 7 floors from ground level up and 3 sub level floors, but on the plans after

studying them there are in fact 8 upper floors which include a plant room on the 81h floor.

This will have a major impact on the natural light being obliterated from the residents

particularly on O'Reilly Ave. The size of the development will also overlook some of the

houses on O'Reilly Ave and invade their privacy. The over shadowing report is obviously

based on the structure having 7 floors as opposed to 8 floors so one would have to wonder

how accurate this report is. The NPHDB also showed the results of their over shadowing

report based on one day surely this should have been done over a period of several months

to give an accurate scenario of the effect this will have on local residents properties. The

recommended minimum amount of times this should be carried out is 4 according to

experts.

2. The proposed road that will run adjacent to back boundary walls of O'Reilly Ave residents

will have a huge impact on noise pollution as well as fume pollution as this road will carry all

public transport and emergency ambulances. This road runs within meters at the rear of the

houses on O'Reilly Ave. Residents in these houses have already experienced subsidence as

the foundations are not solid and are worried that major excavation works will cause further

movement to houses that are nearly 100 years old. Even though the NPHDB has carried out

a survey of the houses and assured us that the building works will not affect these properties

the residents remain sceptical. We were informed by the NPHDB that as residents we could

appoint our own surveyor and they would carry the cost of these surveys but to date we are

still waiting on confirmation of this despite sending several emails to the communications

manager. In the Arch report section 8.6, page 68 the NPHDB there is reference to

landscaping 15m of gardens at the rear of O'Reilly Ave. If this was to happen our gardens

would dissect across the proposed main road of the new Hospital! II!

3. The proposed underground car park is also to be constructed extremely near to the rear of

the residents of O'Reilly Ave; we have grave concerns about this as many residents have

experienced movement in their foundations already and the depth to which the car park is

required to excavate to will surely have a direct impact on these houses. The NPHDB has

stated that in this underground car park they will be providing 1000 car parking spaces but

this is In fact false as they will have to get rid of over 600 spaces at ground level to allow for

the building of the new hospital, so they are only providing around 400 spaces. When this is

taken into consideration compared to other international children's hospitals it is quite

inadequate and will leave parents with sick children searching for parking in surrounding

areas. Car parking In the areas surrounding such as Ceannt fort, Mount Shannon, Brookfield

road, Cameron Square and Mount Brown is already a problem for local residents and this

will only enhance it further. In the planning of the hospital parking there are to be no new

spaces provided for staff and in fact their spaces are been reduced, staff will be encouraged

to use public transport but with traffic congestion at high levels this will do little to

encourage staff to use this mode of transport.

4. Traffic in the area surrounding StJames's Campus is already a major problem. Most

mornings and evenings traffic will stretch from the top of Kilmainham down to James Street,

in both directions causing major delays. Surely during the building phase and the operational

phase of this development this will add to the major congestion that local residents are

already experiencing. The volume of extra vechuliar traffic particularly during the building

and decanting phases will have a detrimental effect on all local residents trying to go about

their daily business. The main road into the underground car park will be at Faulkner's

Terrace and this is a small narrow road that surely will not be able to cope with the levels of

traffic that it will encounter during the building of the proposed development. Heavy

construction vehicles will also have to use this route as well as residents and we are

expected to put up with this for many years which are not practical given the congestion

that residents are already putting up with. The rate at which the population is growing will

also add to this problem and have the HPHDB thought of the effect this will have on the local

infrastructure. St. James's hospital adult patients and visitors will also have to use the main

entrance as there will be no access via the Rialto entrance and it is estimated that around

400,000 people will visit the hospital annually based on 2013 figures, this will have a major

impact on the traffic entering & exiting on to James's Street and the surrounding areas

especially during peak hours.

5. In the plans the NPHDB have submitted they intend to build a green garden area adjacent to

the rear of the houses of O'Reilly Ave. This garden is being created to Jet the sick children go

there to relax and help in their recovery. This area however will be the development land for

the future hospital expansion when it is required. The idea of this space was for the sick

children to use this green area to aid in their recovery surely this will contradict the purpose

in which it was intended fori Doctors agree that children who are recovering from illness do

so better when surrounded by green open spaces and in the future plans for expansion this

will be taken away proving that the size and location of the new hospital are totally wrong.

Have the HPHDB considered any alternatative sites? And if so what were the reasons for

rejecting these sites in comparison to the St. James's site and if they did not consider any

other sites why not?

6. The idea of building a new National Children's Hospital was to incorporate it with a

maternity hospital as experts agree that co-location or even tri-location is the way forward.

Having the hospitals together will give new infants that are born and need immediate

attention a better chance of survival, but locating the new Children's Hospital here in this

campus that has no Maternity Hospital does not make any sense. Surely the consideration of

Connolly Hospital for this purpose should have been taken into account as it has a greater

green space (145 acres) than St. James's campus, the Rotunda Maternity Hospital is to

relocate here and the hospital is easy accessible from the MSO both North and South of the

country. Instead of building the main hospital at the St. James's campus would it not be a

better idea to locate a satellite Hospital at this location. Building the hospital on this

Connolly campus will also cost the Government around 25% less than the price that is

currently going to cost to build on the St. James's campus as the site is ready for

development with no decanting required. This location can also offer unlimited spaces for

parking for staff, parents and visitors and will not affect surrounding residential parking.

7. During the decanting phase and building phase there will be major disturbance to local

vermin especially as the main Drimnagh sewer has to be re-routed behind the houses on

O'Reilly Ave. local residents are very worried about this and are concerned if the NPHDB

have put any controls in to monitor this and to deal with this infestation should it arise.

As residents we would like to say that we have lived beside St. James's adult Hospital for

many years and are delighted to have it in our locality and welcome developments to this

hospital within reason. It has been a great source of employment to local people in an area

that is classed as disadvantaged for many decades. But while we welcome the building of a

new National Children's Hospital we feel that this location is totally inadequate for this

purpose.
