Scope of Work

The river training system consists of a guiding revetment

along both banks of the Padma River, extending upstream

and downstream from the bridge axis. The proposed length

of revetment along the North bank (Mawa side) and south

bank (Janjira side) is about 1.5km and 11.5km respectively.

3.1 Accomplishment Summary

Construction team Dredger J07 of SINOHYDRO had commenced the dredging work ofthe Third Trail Section (0-300m~ 0-100m) in Janjira side on 13rd Dec. 2015 and a totalquantity of 282,743 m3 has been excavated up to 31st Dec. 2015. The actual quantity willbe subject to the quantity approved by CSC. The excavation of trail section is aimed at theachievement of design slope with slope ration 1: 6 for the permanent work and laying thefoundation for the the commencement of the permanent work in Janjira side.

SINOHYDRO had received the revised drawings for the protection work in Mawa sidewhich was sent by CSC. In view of the intensive protection work and limited constructionperiod, SINOHYDRO has carried out some relating researches and discussions and startedthe preparatory work, such as the mobilization of plat barge B09 and deployment ofworkers. On 10th Dec. 2015, SINOHYDRO officially commenced the dumping andplacement of 5 layers of 800kg geo-bag as a part of launching apron in Mawa side. Thecumulative quantity of 800kg geo-bag dumped and placed has totaled 12,240 up to 31stDec. 2015.

For the time being, SINOHYDRO has 10 CC block production lines, eight of them areused for the production of block in the size of 400×400×400mm, two manual productionlines are used for the manufacturing of block in the size of 400×400×300mm. Afterproducing the blocks for more than half a year, SINOHYDRO has accumulated a greatdeal of manufacturing experience in this regard and our production technology has becomemore and more stable. Meanwhile, SINOHYDRO now possesses a large group ofexperienced on-site management personnel and labors. The production rate is graduallyincreased and the production quality is guaranteed at the same time. At present, the dailyproduction rate can reach 21,400 no.s of blocks. Up to 31st Dec. 2015, a total of 1,648,270blocks in the size of 400*400*400mm and 69,887 blocks in the size of 400×400×300mmhas been manufactured.

The rock ripraps, coarse aggregates and fine aggregates are continuously delivered to thestockyards in North Bank (Mawa Side), South Bank (Janjira Side) and South Bankupstream area (Kaorakandi) subjecting to the procurement/production program so that toensure the production demand.

Side) was conducted by using multibeam echo sounder in response to the requirement ofConsultant, then the survey data was submitted to the Consultant and the Employer;

2) From 30th Nov. to 1st Dec. 2015, the regular volume measurement of sand, stone chipsand rock rip-rap at the end of each month was conducted by GPS-RTK.

3) From 4th to 5th Dec. 2015, the bathymetric survey was conducted by single beam echosounder in the 60km long channel used for translating sand, which is in the downstreamof SINOHYDRO Temporary Jetty of North Bank (Mawa Side).

4) The positioning survey of the placed location and manufacturing date of CC Block wasconducted by using GPS-RTK every week in response to the requirement of Consultant.

5) On 6th Dec. 2015, the positioning equipment was installed in the 600T capacity dumpingbarge and calibrated; the flow velocity of river water was measured at north bank.

6) From 8th to 9th Dec. 2015, the original bathymetric survey was conducted in South BankSta. 0-350 to 0-100.

7) The excavation area of the Janjira trial section and dumping area of North Bank wassurveyed by using multibeam echo sounder everyday.

8) From 21st to 22nd Dec. 2015, the flow velocity of river water was measured at both Northbank and South Bank was.

3.1.3 Dredging Work

According to CEGIS report, the Area BL1 was suitable for and selected as the Disposal Areafor Janjira Permanent RTW of 2015/2016 dry season, and the “Request for getting Access toand Possession of B1 as the Disposal Area” was submitted to Consultant for approval bySINOHYDRO, and at present SINOHYDRO is waiting for the approval order ofConsultant/Engineer.

The Area BL4 and BL5 was selected as the disposal area for Mawa Permanent RTW of2015/2016 dry season based on the requirement to disposal area of Mawa Permanent RTW,and SINOHYDRO has submitted the request to take BL4 and BL 5 as the disposal area andthe statement of layout of discharging pipelines, which was approved by the Employer up tonow.

4.1 Interim Payment

Up to now, Ten nos. Interim Payment Applications have been submitted by the contractorand have been approved by the Engineer, and then the Contractor has received nine sumof money. The 1st Interim Payment Application is for advance payment, the 2nd, 3rd, 4th,5th, 6th, 7th, 8th, 9th and 10th interim payment Application for works completed to the monthof January, February, March & April, May &June, July, August, September, October,November and December The cumulative amount of approved interim payment is BDT19,109,816,022.50/-(including the amount of Advance Payment-BDT13,061,721,217.00/-). The actual amount of payment is BDT 5,158,176,840.57/- andUSD 156,030,951.44/- after deduction of retention money and tax.

4.2 Record of Notice and Claim

4.2.1 Issues Concerning the Commencement of 2015/2016 Dry Season

At present, it has come into the best construction time of 2015/2016 dry season, the RTWContractor requested for commencement of the permanent works on the south bank via anofficial letter to Consultant dated 14th Oct. 2015. However, the commencement order hasnot been issues by the Consultant, and their official reply is that the RTW Contractor hassome problem: the shortage of purchased materials; the inaccuracy of pre-dredging survey;the excavation inaccuracy of dredging equipment; the operational capability problem ofdredger’s operator; the arrangement and preparation of disposal area; the improvement ofmethod statement of 800kg geobags dumping works and rock riprap dumping works. Afterthe completion of trial dredging section (Sta. 0-500 to 0-300) at Janjira Side with totallength of 200m, the dredging works in trial section (Sta. 0-300 to 0-100) at Janjira Sidewith total length of 200m was conducted subsequently. Now, the RTW Contractor isrectifying their deficiencies as per the comments and opinions of Consultant in the purposeof receiving commencement order in an early time.

4.3 Variation

4.3.1 Claim Extra Cost for 800kg Geo-bags size adjustment

Due to the size of 800kg Geo-bags (1.7m×1.25m) mentioned in specification is notsufficient to achieve the minimum dry weight, while the sand used in the trial fillingcompletely meet the requirement of specification. Proposal of 800kg Geo-bags sizeadjustment (2.1m×1.5m) has been approved by the consultant. In fact the size adjustmentwill cause a large sum of extra cost, the RTW Contractor has submitted the Claim report of800kg Geo-bag Size Adjustment to the Employer, however has not yet received anyresponse from the Employer or the Consultant.

8.1 Safety CommitteeSafety management committee and site safety environmental protection department havebeen established by the Contractor, and the qualified construction safety managementpersonnel have been selected and assigned to implement construction safety procedures, sothat the contract can be fulfilled smoothly and safely.The safety management committee is comprised of project manager, project safety manager,safety officer (full time), safety officer (part time), etc. and project manager is the firstresponsible person.

8.2 Major ActivityIn response to the inspection comment raised by the Environmental and Security Engineersin September 2015, the RTW Contractor takes following security assurance andenvironment-friendly measures in both south and north banks:

8.2.1 HSE Activity1) The final CEAP (Construction Environmental Action) was approved by the

environment specialists of CSC. At this moment, it has been approved by the ProjectManager of CSC.

2) SINOHYDRO has submitted the Monthly Progress Report on Environment &Occupational Health and Safety for November 2015 to CSC.

3) SINOHYDRO has intensified the safety management on site. The Safety Manual forConstruction on Site and Safety Brochures have been prepared. Besides, the documentsrelated to safety, such as the safety operation regulations for machinery and equipmentwhich are written in three kinds of languages, have been distributed to all constructionteams and groups who are requested to learn and put these regulations into practice.

4) SINOHYDRO has arranged the identity information of labor which is provided by laborcompany. Based on such information, we have made 127 No.s of ID cards which isrequired by CSC.

5) The samples of drinking water on Mawa and Kawrakandi side were collected and sentto laboratory (Department of Public Health Engineering Central Laboratory) to be tested.

6) A joint inspection on Kawrakandi campsite , the use of labor protection products, theconstruction progress and safety condition of some facilities such as waste dumping pit, toilets,oil tanks has been carried out. For those labors who have not got any protection products, wehave informed the labor company to give them in a timely manner.

7) An inspection on some important works such as forklift operation, welding and manualCC Block production has been performed. Any work which is not in conformity withsafety operation regulations will be rectified soon and the proper methods of safetyoperation are presented to the construction personnel on site.

8) The security work on campsites has been strengthened. SINOHYDRO has enhanced thecommunication with the local police station and army. Besides, we have also takensome measures, such as increasing the number of security personnel, establishingbarricades, checking the labors’ ID cards before they enter the construction sites,requesting the local police station to deploy policemen to stay and patrol around our

construction and camp sites, to ensure the safety of both personnel and property ofSINOHYDRO.

9) The education work related to HSE was reinforced. Personnel on site, especially thelocal labors, are requested to receive the training on first-aid measures for suchaccidents as electric shocks, drowning and mechanical injuring accident, so as to betterensure the health and safety of these personnel on site.

10) Safety education and technical disclosure of safety were conducted among the J08 crewof SINOHYDRO. Some unsafe elements existing on J08 were examined regularly andsafety precautions against these unsafe elements were taken. In addition, the safetymanagement regulations and rules made for the River Training Work and safetyrequirements were publicized to everyone. All the staff on board were equiped withsafety protection products ,firefighting and lifesaving materials.

11) Physical examinations on such diseases as hepatitis and AIDS were carried out among theassistant cookers to ensure the health of project personnel. The examination result were normaland no any kind of virus carrier was found.

8.3 Accident and IncidentUp to now, no quality incident takes place, HSE works run smoothly.
