TWO decades after the Aquino government successfullyrammed through the first major revision of the country’s LaborCode to the detriment of workers’ rights, the Employers’ Con-federation of the Philippines (ECOP) recently aired its desireto revise it anew. As with previous attempts to change theLabor Code, their stated reasons boil down to the “impera-tives of creating jobs to improve the economy.”

Their announcement followed the first major public ap-pearance of ex-Senator Ernesto Herrera, leader of the gov-ernment-backed Trade Union Congress of the Philippines(TUCP). Herrera is the principal author of Republic Act 6715of 1989, dubbed as the Herrera Law, the first major revisionof the Labor Code, which was passed in 1974 during theMarcos dictatorship. It was followed a few weeks later bythe “Wage Rationalization Act” or RA 6727, which providedfor the creation of regional wage boards, composed of repre-sentatives of the government, corporations, and labor, for thepurpose of determining wage increases. This, workers as-serted, was meant to weaken the national unity and struggleof workers for legislated wage increases.

After his role in changing the Labor Code, Herrera lost hisreelection bid for the senate. But recently, he came out of hi-bernation to lead TUCP in the filing of wage hike petitions insome regional boards, while the rest of the labor sector havegiven up on these “inutile” wage boards and are lobbyinginstead for a legislated wage hike.

What is in store for private sector employees and workersnow that the ECOP and TUCP, which progressive unionsaccuse of conniving to mangle workers’ rights, are againactively pushing for their respective agenda? These two groups,who are favored by the government and the InternationalLabor Organization (ILO), also often represent the two sidesof the tripartite body that formulates proposals for labor leg-islation.

Will another round of revisions of the Labor Code resultin jobs creation and improvements in the economy, which isreeling from a crisis?

National Disaster Coordinating Coun-cil said about 35,000 people were affectedby floods in Mindanao, particularly partsof Sultan Kudarat town in Maguindanaoand Cotabato City

A report from dzXL radio disclosedthat heavy rains poured in Mindanao ataround 4 a.m. triggering waist- and neck-deep floods. Several vehicles were stalledin the flashflood on the national highwayin Cotabato City . The report also said some23 of the 37 villages in the city wereflooded.

Several houses in Bulalo village in Sul-tan Kudarat town in Maguindanao report-edly were also flooded causing heavy traf-fic in the area.

Earlier, Philippine Atmospheric Geo-physical, Astronomical Service Admin-istration said a low-pressure area offBatanes and the "Amihan" (northeastwinds) will bring rains to some parts ofthe country.

NBI nabs two men for bogus dollars worth P1.8M

FORMER Department ofSocial Welfare and Develop-ment (DSWH) SecretaryCorazon “Dinky” Soliman hasbeen acquitted by the QuezonCity Regional Trial Court(QCRTC) after the prosecutionfailed to prove her guilt on theP1 libel case filed by Alagadparty list Rep. RodanteMarcoleta.

In a 21-page decision,QCRTC Branch 88 PresidingJudge Rosanna Fe Maglayaruled that “a conviction in acriminal case must rest noth-ing but certainty of guilt basedon the strength of the evidencefor the prosecution. As theprobative value of the People’sevidence failed to establishguilt beyond reasonable doubt,accused must be acquitted.”

Marcoleta filed the case in2005 after Soliman allegedlyissued malicious statementsagainst him during a pressconference on August 30,2005 in Rockwell Center inMakati City .

The complainant said thatduring the said press confer-ence, Soliman had linked himto alleged efforts byMalacañang to manipulatethe impeachment proceedingsby supporting a defectiveimpeachment complaintagainst President GloriaMacapagal-Arroyo.

NATIONAL Bureau of Investigation(NBI) agents seized a total of US$38,400in bogus US$100 denominations worthabout P1.8 following the arrest of twomen during an entrapment operation inManila .

The NBI identified the arrested sus-pects as Warlito Madrid Jr., of PasongKawayan 2, General Trias, Cavite andFelecito Briones Jr., of Area 1, BarangayLibho, Paranaque City . The two werecharged with violation of Article 168 ofthe Revised Penal Code (Illegal Posses-sion and Use of False Treasury or BankNotes and Other Instruments of Credit).

Investigations conducted by the Inter-national Police or Interpol Division ofthe NBI headed by Atty. Claro de CastroJr. revealed that the bureau received an

information regarding a syndicate, ledby Roel Santos also known as “Ka Imo,”that is involved in the production, distri-bution and sale of fake US and Philip-pine currencies in violation of the RevisedPenal Code.

In coordination with the personnel ofthe Investigation Division, Cash Depart-ment of the Bangko Sentral ng Pilipinas,the NBI team conducted a buybust op-eration inside the Times Plaza on UN Av-enue corner Taft Avenue, Ermita, Manila.Santos was nowhere in sight during theoperation.

The suspects were immediately appre-hended after they received the markedfive P1,000 bills in exchange for the 384pieces of counterfeit US100 bills.

Sabban is flying to Sulu today to giveawards to the Marine soldiers whoturned down the bribe offer “for dis-playing professionalism and of coursededication (to their duty)” and for “do-ing what is right.” He identified two ofthe three recipients of the award for gal-lantly protecting the integrity of the elec-tion as Pfc. THE Commission on Elections (Comelec)admitted yesterday that it has no clue yet onthe source of the supposed taped conversa-tion between Interior and Local GovernmentSecretary Ronaldo Puno and Comelec Com-missioner Nicodemo Ferrer on the alleged plotto rig the May 10 automated polls.

Comelec chairman Jose Melo said theNational Bureau of Investigation (NBI) hasbeen finding difficulty in determining thesource of the conversation due to the layerson the website wherein it was originallyposted.

This was how-ever tempered by the slow-down in the income from se-curities trading.

In terms of total resources,PVB grew significantly last2009 from P45.1 Billion in2008 to P51.8 Billion as ofDecember 2009. The increasein PVB’s deposit base to P43billion from P37 billion wasthe main contributor to theBank’s asset growth. PVBPresident & CEO Ricardo A.Balbido Jr. said that PVB’sCash Management solutionswere the primary productsthat drove growth of depos-its while the loans to LGUsdominated the growth in theasset side. The Bank alsoopened 15 new branches allover the country expanded its

branch network to a total of60 branches nationwide.

The Bank’s capital posi-tion likewise improved toP4.99 billion as of December2009, from P4.74 billion in De-cember 2008. PVB’s Capital-Adequacy Ratio (CAR) re-mained high at 18.36% de-spite the bank’s continuedgrowth, still way above theBSP’s minimum of 10%. TheCAR is a measure to deter-mine a bank’s capability toshoulder risks.

”For 2010, we foresee abetter year and project im-proved earnings as we seeeconomy picking up now thatthe May 2010 elections areover.” said Balbido.

THE Caloocan City Division Office of theDepartment of Education (DepEd) orderedschool authorities to ban its students frombuying street foods being sold by ambulantvendors outside their respective schools onceclasses re-open.

The directive stemmed from complaints re-ceived by Caloocan City Mayor Enrico“Recom” Echiverri from pupils’ parents say-ing that consumption of these street foods havecaused sickness on the part of their children.

According to Echiverri, it is only right tolook after the health of the returning studentsso that their performance in school wouldnot be affected by having ailments.

With this in mind, Division Superinten-dent Dr. Corazon Gonzales has ordered allschool principals in the City of Caloocan toprohibit students from consuming food thathave been bought outside school premises.

Gonzales said that through such direc-tive, school officials would be able to limitthe number of students who would get sickby eating these foods.

Meanwhile, Echiverri told school officialsto make sure that the meals being served atthe school canteens are clean and safe to eatso that students would not bother going out-side to buy food.

“Our main concern here is the health ofour students. Because we all know that apupil with a strong and healthy body wouldbe able to study well,” Echiverri reckoned.

Consequently, the mayor advised parentsof school-aged children to help in the localgovernment’s campaign of saying “no” tostreet foods because it would only endangerthe health of their kids.
