I. Welcome and Introductions: Houston L. Tate, OCR Director, called the meeting to order at 10:12 a.m. and asked the Countywide Community Revitalization Team (CCRT) members and attendees to introduce themselves.
II. Department Updates
Ike Powell, PBC Youth Services (YS)
Mr. Powell reported that YS is in the process of accepting parent applications for the summer camp scholarships on the YS website through the end of March 2020.
Mr. Rafaidus stated that Ike Powell of YS will be the keynote speaker on “Strategies for Improving Outcomes for Boys and Young Men of Color” on Thursday, February, 20, 2020 in the Governmental Center, 7th Floor, OFMB Conference Room.
Vivian Brooks, PBC OCR
Mrs. Brooks mentioned that she along with Chrystal Mathews and Ruth Moguillansky are working
on the CCRT Areas Reassessment to determine the future direction of the CCRT.
Ms. Brooks also stated that she is work on the assessment of the Abundant Community Initiative
(ACI) pilot project.
Michael Sklar, PBC Housing Economic Sustainability (HES)
Mr. Sklar reported that on Tuesday, February 25, 2020 at 10:00a.m. HES will be having their one year Action Plan kickoff meeting at 100 Australian Avenue, 5th Floor, West Palm Beach, FL 33406
Fadi Nassar, PBC Engineering
Mr. Nassar reported that Plantation area speed hump project is going well, the Pahokee project has an issue that needs to be addressed with one proposed location, the San Castle project work order has been signed for the remaining speed humps that need to be installed and with the Seminole Manor project Engineering is working with OCR to get petitions for project approval.
Engineering is working on the sidewalk project in San Castle. Issues need to be resolved with water lines that need to be addressed.
Bob Smallacombe, PBC Fire Rescue
Mr. Smallacombe reported that FR partnered with Red Cross and installed 150 smoke alarms and 40 carbon monoxide detectors in the Delray Beach, Boynton Beach area.
FR recently finished taking applications for FR new hires.
FR will be conducting interviews for new fire fighters at the end of March 2020.
FR is currently hiring approximately 100 fire fighters per year.
FR is looking for an additional two communities for the smoke alarm installation program for this fiscal year.
Casey Pranckun, PBC Parks & Recreation (P&R)
Ms. Pranckun reported that the Bridgeman Drive Park is 60% complete, with possible completion within the next 60 days (two months).
With funding from the PBC Infrastructure Sales (Penny) Tax (IST), P&R is installing new playground equipment at the Kenwood Park.
OCR will have an agenda item going to the BCC for the Limestone Creek and San Castle basketball courts on March 10th.
The Glades Pioneer Park Fitness Zone located in South Bay, FL is close to completion Michael Owens, School District of PBC
Mr. Owens reported that the school district is doing sales tax school maintenance projects. Currently working on 10-15 schools.
Mr. Owens stated that the school district Public Affairs office may be able to help with the Back to School PBC.
Helene Hvzid, PBC Attorney’s Office
Ms. Hvizd, Assistant County Attorney, stated that she represents a few departments in the county which includes Community Services, Youth Services and the Office of Community Revitalization.
III. Presentation: James Green, Director, Palm Beach County Community Services Department
“Securing Our Future: An Initiative to Increase Economic Mobility and Reduce Poverty in Palm Beach County”
Mr. Green provided a detailed presentation on the initiative. Highlights of the presentation included:

IV. Questions/Comments:
• Michael Sklar of HES stated that a lot of older hotels are magnets for the poor and addicts. How
can this type of environment be transformed? Mr. Green replied that Community Services has
actually looked at older hotels and motels to create affordable housing opportunities with the IST
sales tax but as of currently it hasn’t done. The repair and maintenance to these structures is very
costly. There would also have to be different types of counselors on staff at these locations to
address the various issues of the residents. This would be extremely expensive endeavor.
