Construction Manager

The Champaign Park District is seeking a construction manager to coordinate and supervise the

renovation of the The Bicentennial Center. The Bicentennial Center is located at 2112 Sangamon Drive

Champaign, IL 61821. The recreation center has approximately 12,500 square feet of usable space.

1. General Scope of Project

The Champaign Park District is accepting proposals for construction manager to coordinate and

supervise the renovation of the Champaign Park District's Bicentennial Center.

The Bicentennial Center is currently being utilized as a batting cage facility but a need has arisen to

covert the facility into a recreation center for Champaign-Urbana Special Recreation and other

recreation programs offered by the Champaign Park District.

2. Project Description

The Champaign Park District is seeking a construction manager for the renovation of the Bicentennial

Recreation Center. The Bicentennial Center is located at 2112 Sangamon Drive Champaign, IL 61821. The

recreation center has approximately 12,500 square feet of usable space.

The Bicentennial Center has 12,500 square feet of space which includes one full-size gym, office space,

one small activity room, restrooms and storage space. The Bicentennial Center shares parking space

with the Sholem Aquatic Center, the Leonhard Recreation Center and the Champaign School District's

Jefferson Middle School.

Pre-construction Bidding and Negotiations

Results and Deliverables

• Assist in development of design documents program with respect to requirements of

governmental agencies having jurisdiction and utilities and advise on cost impact of these

requirements

• Assist the selected architect in the preparation of the "front end" bid documents including

General and Special Conditions, contract formats, and scope definitions

• Assist the architect on drawings and permits needed for the selected Design Program

• Assist in developing bid packages to cover complete scope of project, including unit pricing

requests and alternate pricing

• Develop a recommended trade contractor bidders list for each component of work and submit

to the project team for review and approval. Pre-qualify four trade contract bidders according to

work capacity and quality• Solicit, receive and analyze trade bids

• Report bids in tabulation form to the project team, along with recommendation for award

• Assist the project team with subcontracts and other required procurement processes

• Award work upon receipt of project team approval

• Compare and adjust line items of project budget to reflect firm pricing received and bidpackages awarded, and to maintain adherence to overall project budget

• Prepare cost estimates at 50%CD, 95%CD, and 100%CD

® Develop project specific safety and site logistics programs.

« Provide a Project Management team to oversee all aspects of the construction on site and the

administration required.

® Provide planning, scheduling and coordination of all activities to facilitate the completion of thework in accordance with the contract documents and the project team occupancy requirements.

a Provide for the distribution of the project documents and for the receipt, review, logging, and

distribution of shop drawings, catalogs, samples, and other pertinent documents. Maintain

necessary coordination with the architect, consultants, and the trade contractors in order to

procure or expedite approvals.

8 Continuously review work in place for adherence to the quality standards set forth by the

project documents.

a Record and monitor costs in order to provide for proper disbursements and cost accounting in

accordance with the project team requirements. Review the progress reports provided by each

trade contractor, and applications for progress payments and final payments. Certify to the

project team that the progress of the work is as stated in the reports for purposes of payment

under the terms of each trade contractor.

• Expedite the issuance of Building Permits, Certificate of Substantial Completion, and Certificate

of Occupancy.

• Assist in coordinating state and local agency review as necessary for occupancy.

• Prepare a punch list with the Project Team and supervise completion of same.

• Assist the Project Team in coordinating the move-in and occupancy.

• Coordinate all 0/M manuals, warranties, and close out documents.

3. Selection & Award Process

Champaign Park District staff will review all the proposals and rank the companies or individualsaccordingly based on the award criteria, which are detailed below. Award criteria includes, but is not

limited to:

• Qualifications of company, organization, and individual as a construction manager company or

individual. (50%)• Listing of previous successes as a construction manager of similar projects. (40%)

• References (minimum of three letters of reference detailing previous experience as a

construction manager company or individual. (10%)

4. Submission Process, Due Date & Required Documents

A total of four copies (one original and three copies) of the response, including all required forms andsupporting documentation, must be addressed and delivered to the address listed below, which is the

address to be used for all communication in connection with this project:

later than the stated date and time above will be rejected and returned unopened.

5. Schedule for Selection Process

c. Contract is expected to be executed by November 20, 2019.

d. Facility is expected to be available for occupation on November 15, 2020.

6. Insurance Requirements & Quality Assurance

At the time an agreement is signed, successful proposer must provide proof of insurance as listed below.

Please note that all limits of liability for insurance shall be not less than the following amounts, and mustbe greater where required by other laws or regulations and must be insured on an "occurrence" basis

and not on a "claims made" basis:

1. Champaign Park District

The City of Champaign is home to approximately 89,000 residents and is located nearly equidistant fromChicago, Indianapolis, Indiana, and St. Louis, Missouri. Though surrounded by farm communities,

Champaign is notable for sharing the campus of the University of Illinois at Urbana-Champaign with itssister city of Urbana. Champaign is also the home of Parkland College which serves about 20,000

students during the academic year. Champaign is an integral part of what is known as the "Silicon

Prairie." Champaign is also home to offices for Abbott, Archer Daniels Midland (ADM), Caterpillar, Deere

& Company, Dow Chemical Company, IBM, State Farm, Science Applications International Corporation

(SAIC), Sony, and Yahoo!, all Fortune 500 companies. Champaign is the eleventh-most populous city in

Illinois, and the fourth-most populous city in the state outside of the Chicago Metropolitan Area. In

2013, Champaign was rated fifth best place in the United States for a healthy work-life balance. Thearea's top employers are The University of Illinois, Champaign Unit 4 School District, Kraft Foods,

Parkland College, and PlastiPak.

Organized in 1911, the award-winning Champaign Park District ("Park District") has an annual operating

budget of $18 million. The Park District manages and maintains more than 700 acres of community

parks, playgrounds, and facilities, and provides recreational services and educational opportunities to

more than one million visitors annually.

The Park District's recreational facilities include (1) outdoor pool, (3) waterslides, (2) recreation centerswith gymnasiums, (2) senior centers, (1) cultural arts center, the Virginia Theatre (a renovated historic

theater featuring a 1,500 seat auditorium), (6) court indoor tennis facility, (23) outdoor tennis courts,(19) softball and baseball fields, (21) soccer fields, (32) playgrounds, (1) children's petting zoo, (5) picnicshelters, (1) skate park, (1) dog park, and (1) small lake for fishing.

The Park District schedules more than 1,500 recreational and leisure programs and events each year

targeting families and residents of all ages. A few of the Park District's hallmark events include Taste of

Champaign-Urbana, seasonal Concerts in the Park, and Halloween Funfest. The Park District also is

integral in providing support for well-attended community events like Street Fests in downtown

Champaign, art exhibits at the Springer Cultural Center, EbertFest at the Virginia Theater, and various

fitness events.

The Park District has received several state and national awards such as the Distinguished Agency

distinction from the Illinois Association of Park Districts (IAPD), The National Gold Medal Award forExcellence in Parks and Recreation in 1979,1990 and 1998, and numerous International Platinum and

Gold Aquatic Safety Awards.

2. The Bicentennial Center

Bicentennial Center: Existing Conditions

The Bicentennial Center is located at 2212 West Sangamon Drive. The facility is equipped with (1) full-

size gymnasium, restrooms, (1) small activity room, a reception area, storage, two small office spaces,

and storage areas. The Bicentennial Center has a capacity of 512 people. There are 134 parking spaces

and four accessible parking spaces in the lot across Sangamon Drive, south of the building. The

Bicentennial Center was dedicated on November 6,1976. Now nearly 43 years old, the facility is no

longer able to meet the needs of today's residents or the Champaign Park District's programming and

services. The following is a list of the current conditions of The Bicentennial Center:

Gymnasium: Space does not function as a true full size gym. The main court basketball

supports/hoops are non- operable and the half-court hoops do not adjust. The space

lacks adequate storage and spectator seating and the gym noise is disruptive to adjacent

office and reception areas. The gymnasium floor is painted concrete. Floors made of

wood or a synthetic multi-purpose material. The gym is not air conditioned and the roof

is not rated to handle more than a slight hanging load.

Program space: There is one small activity room located next to the offices.

Locker rooms and bathrooms: Bathrooms lack privacy and are visually exposed to the

hallway. The locations of the bathrooms do not allow the gymnasium to be secured

from public usage. The locker rooms are used for storage, and the showers are not

used.

Storage: There is not enough storage for all programs of the facility. The staging area

and distribution areas are not adequate. Storage needs for seasonal usage, daily usage,

fixed storage and movable storage are not functional or programmatic.

Building Exterior: Gymnasium roof leaks will need to be replaced. The existing masonry

is in good condition.

MEP and Fire Suppression Systems: The gym and storage areas are not air conditioned.

A new HVAC system is proposed for shared spaces and the multipurpose room.

Increased electrical service is proposed.

Develop a BUDGET MENU to allow the PROCESS to yield a building USE by the SCHEDULE TARGET.
