Our victim got into an argument on Hippie Hill with an individual and resolved it by showing he had a gun. He then left and walked through the Alvord Lake tunnel where he was jumped and badly beaten by the other side. his gun was taken. Officer Dave Goff, who has worked at Park Station over 20 years and now works plainclothes, spearheaded our investigation. He heard from various sources which group was involved. He was familiar with them and was able to make an arrest of one of the group and identify the main assailant. In addition he was able to persuade our suspect to show where the gun was buried in GGP and we dug it up. 2. We had an incident in the news where a man was hit with a skateboard and went to the hospital. No homeless were involved. The incident was not over a drug deal but something less important. Our victim got into an argument on Hippie Hill with an individual and resolved it by showing he had a gun. He then left and walked through the Alvord Lake tunnel where he was jumped and badly beaten by the other side. his gun was taken. Officer Dave Goff, who has worked at Park Station over 20 years and now works plainclothes, spearheaded our investigation. He heard from various sources which group was involved. He was familiar with them and was able to make an arrest of one of the group and identify the main assailant. In addition he was able to persuade our suspect to show where the gun was buried in GGP and we dug it up.

Volunteers Court Appointed Special Advocates (CASA): Over two thousand children from San Francisco alone are victims of child abuse and neglect, forcing these children into foster care. CASA, the only agency operating in San Francisco to provide court appointed volunteer advocacy and mentorship exclusively to this group of high-risk children and youth, helps these children through mentoring. They are currently looking for volunteers to be sworn court officers trained to work one-on-one with abused and neglected children in foster care; assessing individual needs, reporting directly to the court, advocating for necessary educational healthcare, providing therapeutic services and serving as a trusted mentor. Each volunteer must make a 18-month commitment to advocate for the child and to meet with that child at least once week as well as meet with the courts. Monday, May 22, 2006; 7:45 a.m.; 900 Block of Stanyan Officers went to an apartment on the above block to attempt warrant service. They were successful as they went to the guy's last known residence, knocked on the door, woke him up, and arrested him. Battery Monday, May 22, 2006; 9:03 a.m.; 900 Block of Central A homeowner heard a noise in the alley of her home. She opened her alley door to find a guy 'recycling' in her secure garbage area. She confronted the guy (a 6th Street resident) and then took his picture. Not wanting his picture taken, the suspect forcefully pushed the victim, causing her to drop her camera, damaging it in the process. The bad guy then took off running. The victim called police and then attempted to chase the suspect. Officers arrived and located a possible subject not far from the scene. The victim was brought to the scene where she positively identified the bad guy. The victim then signed a citizen's arrest and officers arrested the subject for the battery and several warrants that he had for his arrest. Felony Narcotics Arrest Monday, May 22, 2006; 12:00 noon 1:48p.m; Alvord Lake and Children's Playground Plainclothes officers were in the Alvord Lake area when one was approached to buy some 'buds'. The officer agreed to a purchase, gave the seller some money and received a nice bag of marijuana. Other officers moved in and arrested the mobile pot club. Officers then went on to arrest three more sellers, two of which had set up shop adjacent to Children's Playground. The four arrested in today's operation were not residents of the City. They were just passing through making a little spending cash.Each also had local criminal records, most for the same crimes. Battery Monday, May 22, 2006; 8:30 p.m.; 100 Block of Galewood Victim had been hanging out at her boyfriend's house when his estranged wife called. Shortly thereafter, the wife shows up and enters the house. She becomes irate with the girlfriend and grabs her hair then punches her about four times to the face. The victim then runs out of the house. Police respond and return to the house to find the wife gone. The victim received minor injuries. Grand Theft, Arrest Made Monday, May 22, 2006; 5:54 p.m.; 2675 Geary Blvd Store security watched as a woman enters the dressing room with a huge pile of clothing. Magically, when she reappeared she had no clothing with her, but she did have a closed bag that appeared to be stuffed with heavy contents. A check of the dressing room revealed that it was also magically empty. They watched as she exited the store without purchasing anything. A security officer stopped her outside and arrested her. Police then arrived and arrested the woman for felony theft because of the value of the clothing. Oh, and she had a warrant for petty theft. Petty Theft with a Prior - Parole Violation Tuesday, May 23, 2006; 1130am; 2675 Geary Blvd Store security observed a male enter the store and remove several items of clothing and go into a fitting room. Once this male left the fitting room he was no longer carrying the items. Security became suspicious and checked the fitting room for the items but only located the hangers. The security detained the male and discovered the items hidden on his person. When officers arrived they discovered that the male had several outstanding warrants for his arrest. One was for a Parole violation and another was for Grand Theft out of Newark, CA. He was booked for the warrants and since he had been convicted for shoplifting before he now was being booked for the felony charge of stealing from a merchant with priors. A merchant along Haight Street was running after a customer, who had left her credit card in the store. As the merchant ran past a large dog jumped at her biting her on the arm. The owner of the dog then accused the merchant of doing something to provoke the attack. Being scared the merchant went back to her store to contact the police. Once the officers arrived they immediately recognized the description of the dog owner and the dog as a well-known local drunk who hangs out on Haight Street. The Officers were able to quickly locate the male and his 100-pound dog on the 1500 block of Haight Street. They could see that the male was his normal intoxicated self and was having a hard time controlling the dog. In fact as they were interviewing the male about the incident earlier the dog lunged at another person passing by and bit him on the hip. The Officers contacted the Animal Care and Control department who responded to take custody of the vicious dog. The male was arrested for being drunk in public as well as the 2 Health Code violations concerning the dog bites.

Possession of Stolen Property - Juvenile Arrested Wednesday, May 24, 2006; 7:33 A.M.; 730 Stanyan Street A young man the other day ran away when an employee of the City and County Electrical Department found the suspect’s van loaded with property taken from four city trucks broken into a few days ago. Our Officers had a good idea from the registration of the suspect's towed vehicle, what the young man looked like and sure enough he emerged from his hiding place in Golden Gate Park this early morning. The youth attempted to lie about his identity but when confronted with a copy of his driver's license, he quickly remembered who he was. He was charged with four felony counts of Possession of Stolen Property and given a ticket (citation) because the psychiatrist at Youth Guidance Center felt the young man was a danger to himself. Well what can you do, case solved until this danger to himself strikes again. Mental Health Detention Wednesday, May 24, 2006; 3:20 P.M.; 55 Grattan Street A naked man was passed out on the sidewalk near the school. When the Officers arrived to investigate his dress code violation, they found him wearing an orange tee shirt with his buttocks exposed and sunburned. The unfashionable gentleman was incoherent due to the affects of an unknown drug overdose, and in an apparent depressed mood kept mumbling "I'm a fairy". The Officers covered his ass with a red sheet, which did not badly clash with his orange top and took him to SFGH psychiatric ward for a 72-hour mental evaluation and treatment. The man was registered as John Doe white male 30-45 years old 5'-10. 160 pounds and with blonde hair. The Officers followed a standard procedure finding the man's behavior a sign of depression, his condition gravely disabled and a danger to himself. Slander Wednesday, May 24, 2006; 6:00 P.M.; In the Park District A resident of the Park District came to Park Station to report a suspicious occurrence wherein he received an anonymous note stating that a neighbor was spreading a rumor that he was a homosexual pedophile. The Sergeant taking the report stated that an investigation into the victim's identity showed that he had no history of being a sex offender. This is a terrible slander and hopefully the spreader of this vicious lie will be found out. Burglary, Theft by False Pretenses Thursday, May 25, 2006; 8:21 P.M.; 1589 Haight Street Park Station plainclothes officers were approached by a concerned citizen in regard to a person identifying himself as a Department of Parking and Traffic employee. The citizen told the officers that the subject was offering to paint the curbs green outside of businesses on Haight Street, so they could have fifteen minutes of free parking. The citizen said that the suspect was also offering to sell parking permits that allowed free parking throughout the city. The citizen was very suspicious of this person. The officers recalled earlier in the week being told that a subject was impersonating a Department of Parking and Traffic employee offering to paint curbs for money. The officers along with the help of the citizen started to walk the area in search of the subject believing he was attempting to find more businesses to victimize on Haight Street. The officers were correct and located the suspect at Haight and Clayton Streets. The suspect was wearing a Department of Parking and Traffic uniform.

The officers stopped the suspect and found out that he had no affiliation with DPT and had kept a log listing the businesses he had victimized. The officers started their investigation and located two stores on Haight Street that the suspect solicited. The officers notified DPT and were told that this subject has been working all over San Francisco accepting money for painting curbs under false pretenses. DPT said that the loss for some of the businesses was in the thousands of dollars. This was a great effort on the part of a concerned citizen and Park Station police officers working together to get this criminal off the streets. Theft/Robbery of Department Store Friday, May 26, 2006; 11:30 a.m.; 1750 Fulton Street Store security watched as a guy entered (homeless type) entered the store and filled a shopping cart up with various items. Suspecting that he may not pay for the cart's contents, security kept a watchful eye on the 'shopper'. Their hunch was correct when the shopper attempted to make his get-away, rushing by staffed registers as he exited the store without paying for his goods. Store security stopped the guy outside of the store and began escorting him back into the store when he changed his mind. The suspect forcefully pushed the security officer knocking him over some magazine racks as he attempted to run. The bad guy fell over, separating his shoulder in the process, and got up and ran. Police arrived and took the security officer, now victim, to search for the suspect. Five blocks away they located him where officers easily took him into custody. They found that the 'shopper' had brass knuckles secreted in his pocket. Felony Drug/Weapon Arrest Friday, May 26, 2006; 1:02 p.m.; Alvord Lake Plainclothes officers were driving in the above area when they saw a guy they recognized as having a stay-away order from the above location, for previous drug violations. The guy was in the company of another individual that they knew to have a search condition, also for previous drug violations. They got out to investigate and upon searching one of the two, they found him to be in possession of a slungshot (usually a rope or chain with a heavy object, like a large lock, attached to one end, commonly used by park inhabitants). Upon further investigation they found the guy to be in possession of methamphetamine. Both subjects are homeless. Both went to jail. Arson Friday, May 26, 2006; 4:00 p.m.; 1430 Scott Officers were called to investigate a suspicious fire, the third in two weeks. It turned out that one student 'subconsciously' lit a piece of paper on fire and threw it into the garbage. Once his friends (two other students) told him what he had done, he grabbed it out of the garbage and stomped out the fire. He then went home. Shortly thereafter, the entire can became engulfed. The two friends were brought to the principal's officer where police were called. There was no structural damage only minor damage to a garbage can. No arrests were made. Theft from Person Friday, May 26, 2006; 4:58 p.m.; Haight and Ashbury Streets Four teenagers were visiting from Alameda when one of them took $50 out and was transferring it to his wallet. He said a guy (described as a white male, 28-35 years, 6', 175 lbs, with tattooing on his face and arms, and wearing a black jacket) snatched the money right out of his hand. The bad guy then fled on foot, east along Haight Street. Officers detained one of the several tattoo faced 'residents' of the Haight but when the victim viewed him he was positive that it was not the guy. No arrest was made. Felony Theft Arrest Friday, May 26, 2006; 6:15 p.m.; 2675 Geary Blvd Store security saw a shopper take numerous items into the dressing room. They waited until he came out and it appeared that he had secreted items on his person. The 'shopper' placed a few unwanted items down and exited the store. Security stopped the guy and found that he now was wearing four pairs of pants, three of which still had store tags on them. They arrested him and called police. Once police arrived it was determined that he had prior convictions for the same crime, making this one a felony. He went to jail for the theft.

Felony Drug/Weapon Arrest Saturday, May 27, 2006; 6:44 a.m.; Alvord Lake Officer observed an individual tampering with a Rec and Park utility box. The officer stopped to investigate and checked the person for any wants and/or Warrants. Low and behold this would be thief had an outstanding drug warrant from Marin County. Needless to say this desperado was booked and is in route to Marin County. Felony Narcotic Arrests Saturday, May, 27, 2006; 2:00 p.m.; Alvord Lake Plainclothes and uniformed officers once again targeted this area to attempt to buy drugs and, once again, had no trouble making three felony drug sales and possession arrests. As usual, all three were not local residents of San Francisco, though all had previous San Francisco arrests for similar crimes. Found Runaway Juvenile Saturday, May, 27, 2006; 2:00 p.m.; Alvord Lake After conducting a Buy/Bust operation in the Alvord Lake Area of Golden Gate Park, the listed members of Park Station returned to the station preparing to book their prisoners and evidence, and complete paperwork. When they arrived at the station they noticed a distraught woman and man holding a picture of a 17-year-old girl. The girl was a run away from San Luis Obispo, Ca., and had been missing for 11 days. After looking at the photo, the officers immediately realized that they had just seen her in the Alvord Lake area of the park walking east toward Sharon Meadows. Without hesitation, the officers mobilized again and began an immediate search for the missing teenager. Within minutes they located the girl and reunited her with her mother. After a tearful reunion, and some meaningful discussion, the mother and daughter set off to return home. Stabbing with Knife Saturday, May 27, 2006; 4:45 p.m.; 6th Street and Market Officers saw a MUNI bus double parked (at Parnassus and Clayton Streets) and an ambulance pull up to it. Officers got out to investigate and found that they were called to treat a subject that had been injured. A passenger on the bus told the driver that there was a man on the back of the bus that had lost a lot of blood and appeared as if he was passing out. The driver of the bus stopped and reported it to his dispatch who in turn called SFFD. The victim had been downtown and been in a fight with five individuals (described only as black males). The victim said that he thought he had been hit and after the fight got onto the MUNI to go home. Turns out that one of the five had sliced a wound ten inches long and two inches deep along his back. Victim was taken to SFGH for treatment. Felony Theft Saturday, May 27, 2006; 5:00 p.m.; 2675 Geary Blvd. A guy went into the store and picked out a $300 blender and placed it into the garbage bag that he had brought with him. He then left the store where security stopped him and returned him back inside where they called police. Officers responded and found that he had been arrested numerous times in the past for the same crime. In fact his record showed that he was a potential 20 striker with a record stretching 34 years. Two recent arrests for the same crime were dismissed in the "interest of justice"? Off to jail again. Felony Drug Arrest Sunday, May 28, 2006; 6:00 p.m.; Alvord Lake A beat officer was making his rounds in the above area when he interrupted a drug transaction. The seller was a regular, resident of the district. Well, he saw the officer and made a b-line for his nearby bike. He took off riding and thought he got away from the foot beat officer. Well the officer had put out such a detailed description that officers in the area were able to capture the suspect at Oak and Ashbury Streets. He still had the 'goods' in his pocket. He was arrested for the sale and for running from the police.

Alvord Lake Task Force Meeting Summary 5/17/06

Attending: SFPD Captain Ehrlich, Lt Mannix, Officer Andrews SAFE Pam Matsuda, Mirkirimi Aide Regina Dick-Endrezzi, HAYOT Mary Howe, Homeless Coalition Steve Chester, Abbie Zimmerman Hucleberry House, CVIA Karen Crommie, Neighbor Joan Boyd, Homeless Resident Vernon Ray Hirtzel, UCSF Ethnographer Jeff Schonberg

1. Ehrlich handed out a summary of the 5/10 meeting and a packet of the PROSF e mails on the issues. 2. May Howe will forward to Ehrlich a partial list of places for additional garbage cans. 3. Showers: Steve Chester wanted showers. Ehrlich offered that there is a very tightly controlled shower

program in a North Beach RPD facility. It was agreed that there needed to be a proposal put forward by interested parties on a shower program.

4. No one attending objected to needle containers in the parks. Captain Ehrlich received through e-mail two opinions against containers and some in favor.

5. Mary Howe outlined how she has organized park cleanups with ten clients working for eight hours. They have been given lunch and sweatshirts. She would be able to do more except for lack of funds. Each one would cost $250.
