Could the next ten years be the most exciting economic development period in Pasco County’s history?

Consider the evidence.

All along State Road 54/56, major developers have put stakes in the ground, for millions of square feet and dirt is flying.

In East Pasco, a new freeway interchange is being engineered, and whole new communities are being master planned.

Can Pasco County support potentially explosive growth?

The Penny for Pasco will provide an estimated $45 million for job creation. New funds from gas taxes will provide another $80 million for roads, and Pasco County still has hotel tax revenues that can be budgeted for tourism. This is an unprecedented level of financial horsepower.

Last year, County Commissioners made a commitment to become the premier county in Florida. At Pasco EDC we are prepared to help find this point on the horizon, draw the route to arrive there, and help drive the bus.

Seems like only a few months ago I stepped off a plane from Phoenix to lead a change process that had been initiated by the Pasco EDC board.

Now, five years later, it’s time to take a breath and recap our progress.

First, Pasco EDC’s innovative community marketing has exposed thousands of prospective employers to the benefits of a Pasco location. It has generated a growing pipeline of prospective employers and created thousands of jobs and millions of dollars in new investment.

Second, the encouragement of public-private cooperation on development issues has resulted in a more competitive business climate.

Third, a commitment to small and start-up businesses has energized local entrepreneurs. Hundreds of businesses have been assisted and we have garnered a reputation for creative, progressive leadership.

We have moved down the path quite a way; our report provides the details. Yet, we have miles to go. It promises to be an exciting journey.

issued a full report with comprehensive recommendations including:

PRINCIPLES AND PRIORITIES Pasco EDC Executive Committee members outlined six principles for funding and program priorities.

► ECONOMIC DEVELOPMENT Funds should be primarily used to help companies grow and create employment opportunities.

► ALIGNMENT WITH PLANS Funding decisions should align with County plans.

► LEVERAGE Funds should be employed in ways that earn income, replenish themselves, and/or provide matching funds.

► GENERAL FUND REPLACEMENT Current projects or programs should not be shifted to Penny for Pasco revenues.

► WIDE PUBLIC BENEFIT Funds should benefit as many local people as possible.

► OPPORTUNITY ALLOCATION A portion of the funds should be left unallocated for unforeseen opportunities.

$45 MILLION FOR ECONOMIC DEVELOPMENTRevenue from the Penny for Pasco renewal, overwhelmingly approved by voters in 2012, begins flowing into County coffers in January 2015. Pasco EDC realized it had an unprecedented opportunity this year to help guide the economic development programming for the estimated $45 million available over the next decade.

Pasco EDC proposed that Penny for Pasco funds be allocated into five program areas:

► NEW OPPORTUNITIES ($7.5 Million): Incentives for new job creation

► REAL ESTATE PRODUCT DEVELOPMENT ($21.7 Million): Business parks and buildings

► ENTREPRENEURSHIP ($11.7 Million): Business incubation, loans, and investment funds

► BRANDING/MARKETING ($3.7 Million): Business recruitment and international trade and investment

► WORKFORCE DEVELOPMENT ($400,000): Manufacturing apprenticeships

12TH ANNUAL NETFEST RECEIVES AWARDPasco EDC received an award from the Florida Economic Development Council

for its 12th Annual NetFest event. The event was held in April at Starkey Ranch in Odessa, Florida, with around 300 in attendance.

The annual NetFest event was designed to provide an opportunity for business and community leaders to meet, get to know each other, talk informally about community business, and strengthen relationships, all the while enjoying some great barbecue and country music.

Twenty-nine companies sponsored the event, bringing in $26,800 and exceeding this year's goal.

The Competitiveness Task Force, Chaired by Shelly Johnson of Shelly May Johnson, PA, helped spearhead the Urban Land Institute national panel visit to Pasco County. Another major task force initiative has been to work with Pasco County to hold ongoing roundtables with area builders and developers to make permit process improvements.

The Task Force also turned its attention to the shortage of buildings and sites, which it expects to resolve utilizing Penny for Pasco funds.

The Marketing Task Force, Chaired by Angie Gardner, Wells Fargo, started planning a new Pasco Branding/Marketing Progam. The Task Force also helped create a new marketing plan for the City of Zephyrhills “Clearly Zephyrhills” campaign and helped launch the SMARTstart marketing campaign for Pasco EDC’s business incubators.

The Florida Economic Development Council (FEDC) presented three prestigious promotional and marketing awards to Pasco EDC at its annual conference. Awards included Best Email Campaign, Best Annual Report Design, and Best Special Event.

Since its launch a little more than two years ago, the weekly Monday Cup o’ News, a summary of stories about Pasco County business and economic development, has become Pasco EDC’s number one newsletter. Its subscription list has grown from 580 to nearly 1,300 subscribers.

In the past four years, Pasco EDC has won nine state or national economic development awards.

The Monday Cup o' News started Pasco EDC's eNewsletter program, which over the last two years has expanded to include SMARTstart Events, Made in Pasco, and Launching Business newsletters. ENewsletters are an inexpensive, yet effective, way to tell Pasco's story!

TELLING PASCO'S STORY This year, Pasco EDC continued its aggressive drive to promote Pasco County as the best location in Tampa Bay for corporate investment. Pasco EDC reached out to national site location consultants in Atlanta, Dallas, Las Vegas, and San Diego to communicate the benefits of a Pasco location. Attending industry trade shows, Pasco EDC created new relationships with industry leaders in financial and shared services and technology-related industries, and built new relationships through several business incubation associations. The Zephyrhills Economic Development Coalition (ZEDC), an alliance of local business and community leaders, was formed in 2013. The ZEDC is coordinated by representatives from the Greater Zephyrhills Chamber of Commerce, Pasco EDC, Mainstreet Zephyrhills, and the City of Zephyrhills.

Pasco EDC worked with the ZEDC to complete a community marketing plan. The plan included the creation of a new City brand, "Clearly Zephyrhills."

Together, Pasco EDC and the ZEDC executed initial plan elements, including an open invitation to former President George H.W. Bush to skydive on his 95th birthday which received national attention.

Pasco EDC also collaborated with ZEDC on the production of a Zephyrhills Retail Market Report and a Zephyrhills Industrial/Aviation Report. The choice for companies in these sectors is Clearly Zephyrhills.

Since 2012, Pasco’s medical community has invested over $300 million in new facilities. In 2013, the Urban Land Institute Panel Report noted Pasco’s future population growth and recommended that 25% of business development efforts be directed to the health sector.

Two companies that exemplify Pasco’s steady growth in the health sector are Rochester Electro-Medical in Land O' Lakes, a medical device manufacturer, and MedActive in Odessa, an oral pharmaceutical company.

Combined, they increased their workforce to 60 employees, a 62% increase from the previous year. Both find Pasco’s lower business cost structure, highly-skilled workforce and pro-business environment the perfect combination to grow their businesses.

A HALF DECADE OF PROGRESS

COMMUNITY PARTNERS COLLABORATE TO KEEP PASCO COMPANY

Pasco EDC, City of New Port Richey, Pasco County, Duke Energy, Pasco County School Board, and CAP Realty collaborated to keep Applicant Insight, Inc. in New Port Richey.

The result is that Applicant Insight, Inc. leased a 21,430-square-foot office, keeping 109 jobs, with plans to continue expanding. The average annual salary of Applicant Insight’s 109 employees is 125 percent of Pasco County’s median wage.

To show its commitment and encourage Applicant Insight to stay in the city, New Port Richey officials agreed to make improvements around the building. This included repairing the road, working with Duke Energy to install necessary street lighting and trimming trees. The Police Department also initiated programs to ensure employee safety.

“Applicant Insight was set to pack up and move out of Pasco County.…Then a consortium of interests stepped in and made the save and in the process kept 109 jobs in New Port Richey.”

PRIME LOCATION FOR AMATEUR HOCKEY

In 2014, Pasco Economic Development Council could almost feel a chill in the air. It wasn’t a cold front moving in, but local developer, Gordie Zimmerman, icing a deal on 13 acres in Wesley Chapel to

build a 155,000-square-foot ice and sports complex. It will be Florida’s largest such facility.

Zimmerman’s company, ZMitch, LLC., is planning to invest a cool $20 million into the two-story complex.

LIGHTING UP PASCOA & K Energy, headquartered north of Dade City, is a

leader in providing lighting maintenance, re-lamp, and energy services solutions. Its client list includes schools, hospitals, government facilities, and Fortune 500 grocery and retail chains including a recently-signed contract with Family Dollar Stores to service its outlets nationwide.

Pasco EDC been working with A & K Energy for the past three years. This year the company won a Pasco Industry Award.

A & K Energy has experienced exponential growth over the last seven

years and is a key employer for northeast Pasco with 170

employees and growing daily.

CREATING POSITIVE CHANGE IN NEW PORT RICHEY

The City of New Port Richey hired a new City Manager this year and established an Economic Development department, setting the stage for a bright future. Pasco EDC also worked with the City to address the redevelopment of the Community Hospital site.

Pasco EDC and the City of New Port Richey worked together to open the new SMARTstart business incubator, which accepted its inaugural members in May.

In June, Pasco EDC held a Downtown New Port Richey Stakeholders Meeting to help identify opportunities for increasing business activity and investment. Results of a business survey an analysis of market conditions were presented, and stakeholders had an opportunity to contribute to City redevelopment plans.

GrowthTASK FORCE

The Growth Task Force strives to create more support resources for Pasco’s business community. The Task Force guides the Pasco Microloan Fund, Pasco Enterprise Network and BizGrow 2.0.

Chairman Jimmy Adcock of Tampa Electric/Peoples Gas worked with the Task Force team to open Pasco County’s two business incubators, and evaluated technical assistance tools for a comprehensive entrepreneur development program.

» The City of New Port Richey contracted with Pasco EDC this year for $14,500 for economic development services, including work on the Grand/Marine District and downtown New Port Richey real estate.

PASCO ENTERPRISE NETWORKPEN is a collaborative effort of community organizations committed to ensuring the

success of small businesses in Pasco County.

PEN partners provide free consulting, counseling, education, and technical assistance on a variety subjects. The program has continued to grow, and in FY 2013-14 served 326 small businesses.

DADE CITY INCUBATOR

Pasco’s first SMARTstart business incubator opened September 2013 in the Dade City Business Center, a hub of business activity and great place for entrepreneurs to reach out to experienced business owners. With 2,500 square feet of office suites, professional space was available to start-up businesses to meet with clients and vendors.

By February 2014 all office suites were full, and the incubator acquired four more office suites. All members have access to mentoring, coaching, classes and seminars. Small business roundtables are held once a month to allow peer-to-peer mentoring and collaboration.

NEW PORT RICHEY INCUBATOR

SMARTstart’s second location was launched in June 2014 in downtown New Port Richey in a 9,000-square-foot vacant property owned by the City.

Over 250 people attended a grand opening where Pasco EDC was surprised with a $50,000 sponsorship from the Florida High-Tech Corridor Council. The incubator opened with six on-site members and a waiting list of entrepreneurs.

The Pasco Microloan Fund was created to provide working capital for early-stage and small businesses that do not qualify for traditional financing. Applicants can apply for a low-interest, six-year maximum term loan up to $35,000.

Sixteen loans have been made since the inception of the program, and 96 jobs have been created or retained by microloan recipients.

CenterState Bank, SunTrust Bank, Wells Fargo Bank and Pasco EDC, made financial contributions this year to grow the loan fund by $76,000. The total loan fund capitalization to date is $392,000.

A SMART STARTGiving Startups

INCUBATOR LAUNCHIt has been a cornerstone year for Pasco EDC

with the launch of the SMARTstart business incubator program.

Initially, the Pasco Enterprise Network provided access to resources via a virtual portal for small businesses. The second step was launching the Pasco Microloan Fund which helped companies access capital. The next logical action in the three-part strategy was the creation of the SMARTstart business incubator program.

JOBS AND TRAININGThis year, SMARTstart businesses

have created or retained 42 jobs, and over 400 business professionals were served though seminars, classes, and training.

Mentoring serves as the program's backbone. Pasco EDC is committed to helping businesses get a SMART start!

Pasco EDC held its Annual Appreciation Banquet at Saddlebrook Golf and Tennis Resort attended by 656 people. The event was emceed by Eric Waxler of ABC Action News and Melanie Snow with the Pasco Sheriff's office. Prior to the banquet, a trade show was held, featuring 51 exhibitors.
