CALL TO ORDER Board President Christensen called the meeting to order at 6:30 p.m. FLAG SALUTE Mr. Christensen introduced Franklin STEM Elementary Principal, Deidre Holmberg who then introduced the following students that led the flag salute, Anisa Garza, Cassie Gelhaus, Emma Gonzalez, Jackson Watts, Malakai Lewis, McCarty Kubalek and Sean Meredith. The students are representing the Destination Imagination Team that placed 3rd in the regional competition. The students introduced themselves and their family members who were present for the meeting and then led the flag salute and stated the Destination Imagination pledge. The Student Representatives presented each student with a Pride of Pasco pin. REPORTS Long Term Facilities Planning Process Schedule – Dr. Susana Reyes The objective is to provide a report on the Pasco School District long-term facilities management planning timeline.

The board has requested the development of a long-term facilities management plan (LTFMP) to address facility needs for Pasco School District. The purpose of this report to the board is to provide an update regarding the LTFMP schedule for this work. Review and analysis of the following components in determining a long-term facilities plan will be incorporated into the process. • Capacity and utilization analysis

• Enrollment projections • Geographic IS data analysis • School size standards • School siting guidelines • Boundary study • Prioritization of facility needs • Financial analysis • Development of a 10-20-year Facility Master Plan

Board discussion followed. Audience Comments: Heather Kubalek addressed the board in support of the idea of solicitating information and input from community. EXTENDED STUDY/DISCUSSION State of the School Review – Mrs. Michelle Whitney, and Mrs. Amy Phillips This presentation was to provide the Board of Directors with information about an alternative approach to school reports/data bytes. Vice President Phillips requested a discussion about a model used by Everett School District called State of the School Review. The model was presented at WSSDA to bridge the distance between the board dais and each student’s desk. There is a handout included in the packet. Board discussion followed. In order to address questions presented and to allow for further research and process review no action was taken. There were no audience comments. FUTURE AGENDA ITEMS Mrs. Whitney stated that the next Board meeting is scheduled for April 24, 2018. There will be a Study Session and reports will include Technology 1:1 Laptop Take Home Initiative and Nutrition Services Update. Board members also suggested ideas for future meetings which included WSSDA legislative priorities for the next session, field trips and security.

COMMUNICATIONS Dr. Richardson – Reminded the audience about the Ready for Kindergarten sessions occurring in April with English and Spanish sessions. Miss Quiroz – She shared her Enterprise experience and appreciation for the great experience. Miss Craig – Japanese students will be arriving this week as part of the Yamate Exchange Program, SBAC testing is occurring and The CHS Dance Team competed in the State Competition. Friday, April 13, 2018, The Every 15 Minutes Shift Into Safety Program will be presented. It is emotionally charged and timely as a good reminder since Prom Spirit Week is next week. Mr. Christensen – Spent some time at Enterprise Week and shared Senator Murray attended. The event was very successful, and students positively represented PSD. Mrs. Whitney – Provided additional information on the success for Enterprise and shared Columbia Basin College partnered with PSD on the facility use and Country Gentlemen partnered with PSD on meal service. OBJECTIVE: To secure Board approval for overnight student travel.

BACKGROUND: (Pertinent past action/events): David Blacketer and Adrian Paulakis, Delta National History Day Team co-advisors, are seeking permission for overnight travel for students involved with the National History Day State Competition at Green River Community College located in Auburn, WA occurring April 20 – 21, 2018. Students who place 1st or 2nd at the state level will advance to the national competition in Washington D.C. June 2018.

National History Day is an education program that engages students in grades 6-12 in the process of discovery and interpretation of historical topics. History comes alive for students by engaging them in the discovery of the historical, cultural and social experiences of the past. Students produce dramatic performances, imaginative exhibits, multimedia documentaries and research papers based on research related to an annual theme. These projects are then evaluated at local, state and national competitions.

There will be 27 Delta students traveling, 13 are PSD Delta students.

Nutrition Services will make a recommendation on the 2018-2019 school lunch prices and provide an update on the Community Eligibility Provision.

The Community Eligibility Provision (CEP) is an option available under the United States Department of Agriculture’s (USDA) Child Nutrition Programs that allow schools with high numbers of low-income students identified via direct certification processes to serve breakfast and lunch at no cost to all students in the school without collecting school meal applications.

The district introduced a pilot program in the 2015-2016 school year for the Community Eligibility Provision at Emerson and Stevens. Since then the district has expanded the Community Eligibility Provision to nine additional schools.
