The Chamber is a vibrant, thrivingorganization in the process of revitalizingitself with renewed membership, businesspartnerships and services. Incorporated in1923, we remain a united group of individualbusiness people who work voluntarily todevelop and maintain a business environmentof prosperity and growth for the businesscommunity.

As a Chamber membership of large and smallbusiness, we strive to foster a positivebusiness climate while advocating for theintelligent growth and enhancement of ourcommunity. Our members are invited toattend informational seminars andnetworking opportunities through morningcoffee hours and evening mixers where theycan share ideas, learn from each other andlearn from experts.

We are working closely with the StanislausCounty Economic Development andWorkforce Alliance and other businessexperts to develop educational seminars and

provide small business developmentoutreach. “Connecting the right person at theright time with the right message in the rightway.”

As an all-volunteer group, our operations aresupported by member investment andfundraising actives such as communitypublications and our annual Lobster Fest,held in the fall of each year. Each year weinvite local business and communitymembers to enjoy an old-fashioned, family-style lobster meal that has grown inpopularity to now include a Surf and Turfversion.

With our roots firmly planted in thecommunity, we give back each year throughthe annual Patterson Downtown Christmasevent, which has been sponsored by theChamber since as far back as 1924. TodaySanta Claus arrives to his workshop as part ofan Electric Light Parade, where he stops tovisit with local children, sit for photos andshare a small gift.

In 1929 event founders added the first litChristmas tree in the Downtown Plaza as partof the celebration, and in 2010 we had over50 trees throughout the downtown park area.

The Patterson-Westley Chamber is dedicatedto preserving the quality of life in thePatterson area while supporting economicdevelopment through relationships thatsupport business development and workforcetraining.

Emergency Preparedness: When people hearthe words emergency preparedness, theperception may be…preparedness falls on thelocal officials within their communities,which, in context, is correct; the City ofPatterson oversees the emergencymanagement program including mitigation,preparedness, response and recovery for theentire city and its residents; however, it goesmuch deeper than that.

Just as important as protecting our community,the City of Patterson has to plan forcontinuity-of-government—moving forwardafter a disaster has taken place. We must beprepared to conduct business even withblocked roads, disruption of utility servicesand loss of critical infrastructure such as

communications.

In addition,preparing forpotential disastersincludes all of us –taking a

collaborative and cooperative approach –from our local elected and appointed officials;subject-matter experts; community-basedorganizations; social service agencies; faith-based organizations and civic groups; citizens(whether affiliated with a group orindependent); the private sector, includingour local Chamber of Commerce and privatebusinesses; and media organizations. Each ofthese groups has a wealth of knowledgebringing tried-and-true or new-and-improvedideas to the table, which in turn, benefits ourentire community.

Rancho Del Puerto And The Patterson ColonyEditorial section submitted by ClaudeDelphia, The Patterson Historical Society andthe Patterson-Westley Chamber of Commerce

Picture the San Joaquin Valley as it was in1800. A vast sea of native grasses and oaksgrowing near the rivers, and miles apartnative Yokut Indian settlements were the onlyinhabitants. Over the hill at the south end ofSan Francisco Bay, in the Santa Clara Valley,were two missions that served this area,Mission San Jose and Mission Santa Clara.

As the Mexican Colonial period neared itsend in 1846, two brothers, Mariano andPedro Hernandez, Californios descendants ofthe DeAnza efforts to colonize the coastalarea, wanted their piece of San Joaquin Valleyand received a land grant on January 20,1844, by Manuel Micheltorena, Governor ofthe Californias headquartered in nearbyMonterey.

So begins the first recorded history of thisarea, a Mexican land grant whose later legalU.S. patent description starts: “Beginning at aWillow tree 18 inches in diameter marked P.No. 2 and P. No. 1, being a corner of theRancho El Pescadero and Corner No. 1 of thisRancho (Rancho Del Puerto), thencemeandering up the center of the San JoaquinRiver…”

This Mexican Land Grant was acreagestretching mostly east of the present day Hwy33 to the San Joaquin River. The northernboundary was Del Puerto Creek and thesouthern boundary was just south of MarshallRoad. The brothers didn’t occupy the land forlong, as they were harassed by native Indians

who made it impossible to live on the grant.They were required to live on the land for aspecified period of time.

After California became a state, it wasnecessary for the Mexican land grants to belegalized by the U.S. Samuel G. Reed andRuben S. Wade made claim to the Rancho DelPuerto and, on January 7, 1855, a patentencompassing the land grant was signed byPresident Abraham Lincoln. (It is said thatLincoln’s clerk was off that day, thus Lincolnhimself signed the document now in thehands of the Patterson family.)

Reed and Wade received title to 13,340 acreson August 15, 1864. They sold the grant to

J.O. Eldredge on June 18, 1866, for $5,000.He held the title only two months beforeselling it to John D. Patterson of New Yorkstate on August 14, 1866, for $5,400.

John D. Patterson added land, and at hisdeath on March 7, 1902, a total of 18,462acres was willed to Thomas W. and WilliamW. Patterson, executors of his estate, andother heirs mostly in the East. Patterson’sestate was large by any standards at justunder a million dollars. He also ownedthousands of acres in two other farms inCalifornia, in addition to New York stateassets.

In order to maximize the assets for the heirs,it was believed that the Del Puerto land grantarea needed to be commercialized. HeirsThomas W. Patterson, a Fresno bankpresident, and cousin John Patterson fromCanada comprised the principles of theRanch Company investment group anddeveloped a plan to subdivide the land intoranches of various sizes, most 10 to 20 acres,and to create a town to serve as a communityhub for the land buyers.

The Patterson area land was sold to thePatterson Ranch Company on May 16, 1908,for the sum of $540,000 cash gold coin andthe layout of farms, irrigation and a townwere begun.

For irrigation, T.W. developed a uniquesystem that successfully pumped water to thedry land from the San Joaquin River,transporting it to the fields by a series of liftsand canals. This system still delivers water tothe area mostly east of Hwy 33.

On a day in June 1909, T.W. Patterson and anentourage met near Salado Creek and therailroad tracks with W.W. Cox who wasfarming thousands of acres of the Patterson-owned land. He told Cox, “Will, I want tostart a town here...” T.W. wanted the grainharvested as soon as possible so he couldlayout the colony. Those famous words

announced the start of the community and latercity of Patterson. By that fall, Patterson streetswere being surveyed and laid out withconstruction of key buildings started by thebeginning of 1910.

Determined to make Patterson different from theother towns along the west side, he modeled hiscity after Washington, D.C., and Paris, France, byusing a series of circles with radiating streets.Major avenues and streets were planted withPalm, Eucalyptus and Sycamore trees. Someseven miles along Sycamore Avenue were linedwith trees of the same name and interspersedwith Oleander bushes featuring a diversity ofcolors. The trees and bushes of this avenue havealmost disappeared.

Las Palmas Avenue was once lined withEucalyptus between the Palms. Only the Palmsremain, now designated one of three state-registered historical landmarks in the Pattersonarea. The other two landmarks are the CenterBuilding (now the museum) and the Hotel DelPuerto across the street (burned in 1996). Theparks east of the Center Building were developedby T. W. Patterson.

Once the Patterson Colony map was filed withthe Stanislaus County Recorders office onDecember 13, 1909, sales of ranches and city lotsbegan. Patterson was incorporated as a city inlate 1919.

The area is encompassed by anagricultural landscape, with such products asapricots, almonds, walnuts and various row cropsleading the local economy. location andtransportationLocation is among the Patterson-Westley area’s greatest assets.These quaint communities are nestled within the northwesternSan Joaquin Valley, within beautiful Stanislaus County. Itsposition in the Modesto metropolitan area places itconveniently along the I-5 corridor, which connects the twocommunities to many of California’s major cities. DowntownModesto is a short 16-mile drive, while Livermore is 45 milesaway and San Francisco approximately 90 miles.

The area is also served by Highway 33, which runs through theheart of both communities, as well as a variety of localthoroughfares that make getting around town a breeze. Forthose looking to utilize local public transit options, StanislausRegional Transit (StaRT) operates fixed-route bus service inPatterson and Westley, along with the Patterson Dial-A-Rideservice. Riders take advantage of StaRT to travel throughouttown and to surrounding cities where transferring to othertransit operators (such as Modesto Area Express, Ceres AreaTransit, the Bus Line Service of Turlock, the Riverbank/OakdaleTransit Authorityand others) isavailable at no cost.

Flight service isavailable throughthe Modesto City-County Airport.While the airport’sprimary activity isgeneral aviation, itdoes offer leisurecharter service toresorts in Nevada and daily roundtrip flights to San Franciscothrough United Airlines’ SkyWest. Additional transportationoutlets in the Patterson-Westley area include the CaliforniaNorthern Railroad (CFNR) and ports in Stockton and Oakland,all of which serve the business and industrial sectors of thearea.

Thanks to its location and the availability of convenienttransportation options, getting around the Patterson-Westleyarea is an easy task.

culture and entertainmentFrom history and theatre to highly anticipated community events, thePatterson-Westley area is bursting with avenues to enjoy local cultureand entertainment.

History buffs enjoy perusing the Patterson Township HistoricalSociety Museum, while theatre-goers take pleasure in the offerings ofthe Patterson Repertory Theatre. This nonprofit troupe presents highquality live theatre to audiences of all ages, as well as a number ofcommunity-based classes, workshops and outreach programs. Theannual Patterson Art & Wine Gala, held at the Patterson CommunityComplex each April, supports the programming of the theatre andpromotes the works of local artists.

In addition to this greatgathering, the area hosts anassortment of exciting eventsthat draw communitymembers from Patterson,Westley and the surroundingarea. Downtown Patterson isbustling with festivities,including summertime Moviesin the Park and the FallFamily Festival held the lastSaturday in October. But one of the biggest draws to the area is nodoubt the Patterson Apricot Fiesta. Recognized by the Chamber as theApricot Capital of the World, Patterson’s Apricot Fiesta has been apart of the community for 42 years (in 2012). It has grown into one ofthe area’s favorites, featuring everything from a parade, an arts &crafts show and food booths to an arm wrestling competition, abaking contest and pageants.

Patterson Township Historical Society’s MuseumEditorial submitted by Patterson-Westley Chamber ofCommerce

Preserving Patterson’s rich historical founding andenlightening future generations about our past has beenthe goal of the Patterson Township Historical Society sinceits organization in 1969.

In cooperation with the City of Patterson, which owns andmaintains the Center Building, the PTHS has operated amuseum in the century-old structure since 1978. TheCenter Building, as well as the Del Puerto Hotel, wasdesigned by noted Los Angeles architect Arthur BurnettBenton, a promoter of the Mission Revival style. It cameunder city ownership in the 1940s and was used sparinglyafter 1960 until the museum opened. The building is nowon the registry of the National Trust for HistoricalPreservation in recognition of its historical importance.That listing assures its exterior protection.

Most recently, the Historical Society established a ResearchCenter. Many filing cabinets containing historical records,more than 5,000 photographs and numerous videoedinterviews are available for historical research.

The Patterson Township Historical Society has grown toover 280 members and appreciates the continued supportof the community.

educationProducing lifelong learners and leaders is animportant goal of Patterson and Westley’s richeducational community. Opportunities for highquality education are widespread in the area.Many parents begin their children’s learningcareer early at one of several local childcarecenters and preschools. When it comes time forprimary and secondary education, families takeadvantage of several private and parochialinstitutions in Patterson, or choose to enrollstudents through the Patterson Unified SchoolDistrict.

PUSD (which also offers preschool programs atfive sites in the area) currently servesapproximately 5,800 preK-12 students in nineschools, including one comprehensive highschool, one alternative high school, one 6-8middle school, one K-8 facility, one K-6 charterschool and four K-5 elementary schools. Thedistrict’s rigorous curriculum is designed tosupply students with foundational skills in coreacademic areas, with emphasis on criticalthinking and oral and written expression. Inaddition to the fundamental instructionprovided, PUSD offers gifted and talentededucation, English Language Learners (ELL)support and Advanced Placement and honorscourses.

The Rancho del Puerto land grant, whichincluded the present town site of Patterson,was dry farmed with waves of golden wheatstretching as far as the eye could see. Thetown’s founder, T.W. Patterson, dreamed of averdant oasis in the middle of the goldengrain fields.

In order for his dream to come true, arevolutionary irrigation system was producedthat would make water “run up hill.” Thefirst successful lift irrigation system in theworld was started in July 1910 and wascompleted 14 months later. It lifted water 70feet to its uppermost destination from the SanJoaquin River through the 3.5-mile maincanal and several pumping stations. Waterflowed from the 85 miles of laterals fordelivery to the growing crops.

The early-day farmers were interested in cashcrops instead of the orchards of walnuts,peaches, apricots and vineyards of grapes thatT.W. envisioned. Acres of alfalfa and cropsthat cows and horses ate or could be sold atthe end of the growing season prevailed in theearly days. There were many small dairiesscattered throughout the area, which thenwas the backbone of the economy.

Work in the beginning days was done withmules and horses. It was mules and theFresno scraper that dug the main canal. Theanimals also pulled plows, cultivators andother farming equipment to work the ground,plant and harvest crops.

With the passing of time and theestablishment of farms, T.W.’s dream cameinto fruition. All of the crops he dreamed ofare now part of the agriculture scene in thearea, plus many more. The animal power wasreplaced over the years with tractors andstate-of-the-art machinery. With themechanization and a good, steady laborsupply, abundant diversified crops are thenorm today. However, the trees, sod and rowcrops of tomatoes, spinach, broccoli,cauliflower, beans, cantaloupes and herbs areall irrigated with the same irrigation systemthat T.W. had constructed over 100 years ago.In 1951 the Delta-Mendota Canal was

completed near the foothills and givesadditional security for irrigation water to thePatterson Irrigation District. The CaliforniaAqueduct built alongside the Delta-MendotaCanal furnishes no water to the local district.

The many small dairies have given way totwo large dairies in the area. The fertile landand water produce crops in Rancho DelPuerto that blend in with the farms to thesouth in the Crows Landing area and to thenorth in the Westley-Grayson areas. Alltogether these lands produce a sizable portionof the economy of Stanislaus county.Patterson business are strategically locatednear several of California’s major markets andthe Pacific Rim. The area is within 90 miles of
