Project Background

Township of Langley’s Pavement Management History• Pavement Management System Installed in 2002/2003;• The last full Pavement Condition Surveys were conducted in:

– 2005 MRN Roads (TransLink);

– 2007 Major Roads (Arterial, Collector & Grid roads);

– 2005 & 2006 Local roads (Minor roads).

The objectives of this study are:• Update analysis to reflect current construction pricing;• Analysis of Major, local and MRN roads;• Determine the optimal annual funding level that will indefinitely sustain the quality and value of the pavement network; and • Integrate all pavement condition and analysis results in the Township’s GIS;• Update the City’s in-house systems to incorporate latest work.

Analysis Inputs

Example Pavement Strategies (combinations of treatments)

Page 16: Pavement Management System Presentation to Township of Langley Council, June 22, 2009

Analysis Inputs

Using Life Cycle Cost Analysis Evaluated Several Strategies for Each Pavement Segment

• Strategy is comprised of combinations of individual treatments and treatment application timings

• For a given pavement there are hundreds potential preservation strategies.

Pavement Asset Value

Pavement Type Replacement 2008 Value 2018 Value (Recommended Budget)

MRN Roads $ 74 million $ 66 million $ 66 million (at $1.3 million/ Year) Major Roads $151 million $136 million $133 million (at $4.0 million/ Year) Local Roads $110 million $ 85 million $ 85 million (at $4.0 million/ Year)

$335 million $287 million $284 million •Recommended MRN Road Funding : 1.8% of Asset Value

•Recommended Major Road Funding : 2.7% of Asset Value

•Recommended Local Road Funding : 3.6% of Asset Value

Roads in good condition can be managed for between 2% and 2.5% of asset value

The local road funding could be reduced to $2.8 million/year once cracking is reduced to 4%
