Challenging area for pedestrians to walk adjacent to the site (lack of sidewalks; lack of separation from vehicles; steep slopes)

Challenging area for bicyclists to get to the site (no facilities on Garnet / Balboa, no facilities on Morena)

Heavy vehicle traffic in area; roads designed for vehicle traffic

Limited width on Garnet / Balboa with I-5 freeway undercrossing – what modes should get preference?

Specific Plan to include completing sidewalk network and improved bicycle facilities “up the hill”
