Pegasus Group Grows Further With New Office Location in Bracknell

Pegasus has relocated to larger offices in Bracknell, supporting its strategy for growth. The first Bracknell office opened in 2007, and the new building at The Columbia Centre is perfect timing to celebrate its forthcoming 10-year office anniversary. One of the areas of planning that appears to be becoming increasingly important to cover effectively and diligently when applications are submitted is heritage. Inevitably in a country such as ours with many old listed buildings and conservation areas many development proposals have the potential to impact on heritage. This is not restricted to urban sites, many greenfield sites are often now close to listed farm buildings, intervisible with church towers or on approaches to conservation areas..

LIFTING THE HERITAGE BURDEN

The harm to heritage weighs heavily in the planning balance post the Barnwell judgment. The subjective nature of issues such as setting, taking account of the sheer number of heritage assets in the country, often results in the impact on heritage being a reason for refusal and more often these days the main reason for refusal of a development proposal.

The heritage team at Pegasus has a vast knowledge and experience of these matters, that allows us to clearly articulate any harm or lack of harm resulting from a proposed development. The first thing to be considered, is of course, does the development actually affect the heritage asset. Change does not necessarily mean harm, and as such, neither does being able to see development from a heritage asset. Most of the significance of an asset is embodied in its fabric rather than its setting and there is a need for this harm to be put into the proper perspective.

On behalf of our clients we have an enviable reputation relating to completing robust and defensible reports, negotiating with consultees to resolve issues and to present the evidence effectively. Through our expert witnesses, we have been instrumental in winning numerous heritage cases at appeal. Most recently at Silver End, Essex and Ludlow in Shropshire.

As with all aspects of planning the sooner we are called on to deal with an issue the easier it is to do something to aid the situation. So if you have a development scheme close to a heritage asset please do take our advice before you potentially waste significant amounts of money.

Pegasus Group were appointed as the Planning consultant by Mace to guide the delivery of a new and improved facility for RBKC’s frontline services, to address existing underutilisation and inaccessibility of existing library and youth service facilities in North Kensington, at no additional cost to the taxpayer.

Pegasus Group prepared a ‘Planning and Consultation Strategy’ at the outset and led this complex mixed-use development through an ambitious programme of Pre-Application engagement and Design Review, working closely with the project architects (Piercy & Co) and RBKC’s

Planning, Design and Technical Officers to ensure the new civic building met the highest standards of design and sustainability.

Being a Council-led project, the scheme was subject to considerable scrutiny and accordingly Pegasus Group coordinated the project team to prepare a comprehensive Full Planning Application covering matters such as design, air quality, transport, noise, sunlight/daylight, ecology and trees, archaeology and heritage, land contamination, energy, overheating and sustainability, site waste and servicing, community access, flood risk and community consultation.

This was a surprisingly contentious scheme given its perceived association with the closure of the existing and much loved Grade II Listed Library over the road. However, Councillors welcomed the scheme as a new civic building of the highest design quality, that is accessible to all and that will safeguard future investment in frontline services (through the leasing of third-party education space). The ‘front-loaded’ strategy proposed by Pegasus Group ensured that the Application was determined within 10 weeks of submission, well in advance of the statutory deadline. Pegasus Group is currently busy discharging the pre-commencement conditions attached to the Planning Permission to ensure the expedient delivery of this new civic building that will act as a real focal point for the community of North Kensington.

Pegasus Group has secured Full Planning Permission on behalf of the Royal Borough of Kensington & Chelsea (RBKC) for a new ‘flagship’ mixed use civic building comprising a new Library (ground floor), Youth Centre (1st floor), Secondary School (2nd and part 3rd floor) and Multi-Use Games Area (3rd floor) in Ladbroke Grove, North Kensington.

Pegasus Group was appointed as the lead consultant to manage the Reserved Matters Application and coordinated a multidisciplinary team through a programme of Pre-Application Engagement and Design Reviews with St Albans City & District Council.

Pegasus Group successfully worked within the parameters of the Outline Planning Permission to ensure the development potential of the site was maximised and worked closely with the design team to ensure the delivery of a unique design solution with a strong visual character to meet the BRE’s and Local Authority’s design and sustainability objectives for this site.

Pegasus Group has secured Reserved Matters consent on behalf of Crest Nicholson (Chiltern) for 100 dwellings at the Building Research Establishment (BRE) site in Bricket Wood, St Albans.

Following the grant of Outline Planning Permission in October 2014, the BRE invited proposals from developers to take the site forward to deliver up to 100 new homes. Given the BRE’s interest in the site, it was very important that the proposals for residential development were delivered in an exemplary manner.

Crest Nicholson were chosen as the preferred developer to take this unique project forward to the Reserved Matters stage due to their strong track record of delivering high-quality and sustainable projects across the UK, in addition to their commitment to deliver a number of BRE objectives and initiatives relating to environmental performance and design which significantly exceed policy requirements, including:

• Code for Sustainable Homes Level 4

• Certification of the development using BREEAM Communities;

CASE STUDYHAMS HALL

BIRMINGHAMPegasus were responsible for the project management of the application and coordination of the Environmental Impact Assessment. We also contributed the Landscape and Heritage Chapters of the Environmental Statement, as well as creating photomontages of the proposed facility. We worked closely with technical consultants, particularly Air Quality and Transport as these were key disciplines discussed throughout the course of the application.

Part way through the original determination period, the technology of the facility was changed, which required a re-design to the site layout and changes to

At Hams Hall, there was an existing substation adjacent to the site, with the Hams Hall Distribution Centre being a very busy and vibrant estate servicing several large companies such as BMW and Sainsburys.

We held a second round of public consultations and underwent negotiation with the District Authority (North Warwickshire) who were opposed to the scheme.

Pegasus and our clients responded to queries, comments and objections from residents and Parish Councils to demonstrate that the proposals would not have significant environmental effects, and successfully secured Planning Permission at committee in February 2017.

Pegasus Group are now retained to manage the discharge of conditions, and have won an ongoing portfolio of similar schemes from the same client, who were very pleased with the result.

What attracted you to join Pegasus?Its reputation – I’d heard positive things about the company and their work. The variety of work also appealed to me – the opportunity to get involved in new types of projects and also continue to do work I’m familiar with and enjoy – such as restaurant work, which I knew Pegasus have a lot of experience in. I also wanted to stay in a dedicated planning consultancy rather than be in the planning department of a wider company. The people are also a big part of the job and I got a good impression from the interview and meeting the team, which I’m pleased to say hasn’t changed since!

What do you enjoy doing in your spare time?I enjoy commercial/street dancing and I also like trying new activities, most recently aerial hoop classes and rock climbing. I also enjoy going to National Trust and English Heritage houses, together with spending time with friends, usually trying out various eateries around London (if I’ve got them planning permission, all the better!)

What was your first job?Washing up in a restaurant when I was 14, which specialised in snails and seafood. Not the most glamorous, and very greasy, but the chef would take pity on us and give us mussels and fries at the end of a shift which was an added bonus.

What inspired your career path?During my undergraduate degree it quickly became apparent that I was much more of a Human Geographer and I’ve always had an interest in visiting new places and seeing how they differ. On graduating I went to Camp America and went travelling around the US for a month afterwards. When I returned, I met up with my friend who had just started a Town Planning masters. After asking her about it, I decided it sounded like the sort of thing I’d enjoy – with lots of variety, opportunities to get out on site and it related to my degree. In particular, I find it rewarding knowing you’re responsible for changing the built environment and it still excites me to see development built out which I’ve helped get consent for!

Born and raised in Kent, I graduated with a Geography degree from the University of Southampton before heading north to undertake my Planning Masters at University of Sheffield. Whilst there I volunteered at the Campaign to Protect Rural England (CPRE) in Yorkshire & Humber before moving to the Kent branch on graduation.

Following on from this I worked in Planning Policy at East Herts Council for two years, before moving to a consultancy role at Firstplan, based in London. I spent the last three years there working on a wide variety of projects, including residential, retail, bars and restaurants, and industrial schemes. I particularly enjoy heritage related schemes and projects involving listed buildings.
