DOZENS of Bridgetown residents showedtheir disapproval of a popular shebeenlast week.
The community marched to Willy’s Placein Heron Court because they feel its operat-ing hours and the owner’s methods are ques-tionable.Western Cape Community Police Forum
chairperson Hanif Loonat, who participatedin themarch, questions the legality of the liq-uor licence issued to the shebeen.“I don’t knowhow that shop got permission
to sell liquor on a Sunday. Not even Pick nPay sells liquoronaSunday, sohowcan they?If they did give him a licence then the Cityof Cape Town gives out licences willy nilly,”says Loonat.Western Cape Liquor Board spokesperson
Phillip Prinsloo has confirmed that Willy’sPlace doeshave a licence to trade onSundays.“The reason the owner of Willy’s Place can
trade Sundays is because he applied to do so
and it was approved,” Prinsloo says.However, Prinsloo says this will soon
change.“From Monday 1 April the City of Cape
Town’s liquor tradinghours bylawwill be im-plemented,” says Prinsloo.The main concern shown by residents was
the alleged selling of alcohol to minors.“I have seen with my own eyes how liquor
is sold to children that are clearly under age.I will make sure an investigation is launchedto get to the bottom of this on behalf of thecommunity,” says Loonat.He says he wants to find out whether the
correct procedures were followed.Resident Michael Sharp says he has also
seen minors buy alcohol from the outlet.“I don’t mind that they sell alcohol on Sun-
days but the fact that they sell to minors isjust wrong,” he says.“I do understand that nowadays some teens
look like fully grown adults but they need toask for proof of identity before serving peo-ple.“These alcohol shops are just in it to make
money, they don’t care about the communityor young people being led down the wrongroad.”Another resident, who does not want to be
named, says the shebeen should be closeddown or moved because it is opposite a park.“My children are exposed to this place
when they go and play in the park and I don’tthink that is right. What example is that set-ting for them?” she says.Another resident, Claudia Fortuin, says
nothing can deter drinkers from getting their“fix”.“I do not have a problemwith the place sell-
ing alcohol on Sundays. If drinkers aren’t get-ting alcohol here, they go to someother illegalplace, so why fight it?” she says.“Also, underage drinking is everywhere
and no matter what, alcohol will be madeavailable to youngsters, some way or the oth-er. It doesn’t mean I am condoning it or say-ing they should allow youngsters to buy alco-hol, all I’m saying is that it can’t be managed.A group of friends always have an older cous-in or friend that can buy them alcohol, trust

Petersen – who has had the shebeen for over20 years – says he is being targeted by jealousresidents.“The complaints are all just allegations and
they are not true,” he says.“I have a licence to sell drinks on Sundays.
Iwent throughall the right channels and rele-vant structures and got my licence in 2010.”Petersen also denied allegation that he was
selling liquor to minors.“I belong to the Mitchell’s Plain Liquor
Trade Association and there is a code of con-duct thatmust be followed, including not sell-ing alcohol to the underaged,” he says.“This is my bread and butter, why would
I jeopardise that by selling alcohol to mi-nors?”Petersen says the community has a right
to air their views but should do so when theyhave the correct facts.“The government allows me to sell liquor
and that’s what I do. I do it responsibly andlegally,” he says.

THE Cape Town rag trade is being hon-oured through an exhibition of theSpring Queen extravaganza.
The event is on at the new District SixHomecoming Centre in the former SacksFuteran Building in Buitenkant Street.Old newspaper clippings of past winners
who participated in the pageant between the1980s and 2012 can be viewed.Interesting facts and photos of every past
winner forms part of the exhibition, as wellas a photo of how they look today.Carolie Roberts, who was crowned Miss
Spring Queen in 1985, became emotionalwhile looking at her photo on her special
night. “Seeing this exhibitionwas breathtak-ing,” she said as she wiped tears from hercheeks. “That was one of the best days of mylife. I see myself as an ordinary Cape Towngirl and to see how my life has turned outmakes me very proud.”LumkaVumendlini (20), whowas crowned
in November, also attended the opening.Local clothes designer Shakur Olla ques-
tioned theway forward for the SouthAfricanclothing industry. “Many changes still needto be made so that workers in this industrycan benefit,” he said at the event opening. “Ifwe rightfully acknowledge our women, theycan become absolutely brilliant. If Americacan cater to a worldwidemarket, so can we.”The exhibition runs until Tuesday 26 Feb-

AFTER a week of being in operation, aManenberg school was forced to close itsdoors.
The Manaarul Hooda Islamic School inGouritz Road was shut down last Tuesday af-ter provincial education department officialssaid the school was not registered.Fagrodien Johnson, the co-founder of the
faith-based school, says the school followedthe procedure of being registered.“We are operating as an Islamic school
with spiritual learning, but also offer aca-demic studies,” he says.“Last year we inquired at the department
about registering the school. Were were un-der the impression that we could operate asa religious learning centre.”The school is still open, but only operates
as a madrassah.“A madrassah is where we teach pupils
about the Islamic way, the history of Islamand what is required of a Muslim,” Johnsonsays.“We are presently busy with putting every-
thing in place according to the criteria of thedepartment. We want to comply with the de-partments regulations because we want ourlearners to benefit academically as well.”Anina Jonathan is a parent of one of the 31
children enrolled at Manaarul Hooda and be-lieves the school is a benefit to the communi-ty.“I plead with the government not to close
the school because in our community, drugsand gangsterism is a problem. The school in-spires the children not to do drugs or becomepart of gangs,” she says.“The school is affordable and provides aca-
demic and religious learning. They even pro-vide meals for the children.”Millicent Merton, a spokesperson for the
education department, says the school didnot register as an independent school and on-ly indicated lastweek that they plan to be reg-istered.“Application for the registration of an inde-
pendent school must be submitted to the de-partment, via an education district office, by30 June of the year preceding the year inwhich the school intends to begin operating.For registration purposes, the school mustconform to accommodation, education andmanagement requirements prescribed in thepolicy for registration,” she says.“Aminimumof 20 potential learners are re-
quired for registration. Teachers employed atan independent school must be suitably qual-ified and registered with the South African
Council for Educators.”Merton says schools that operate without
being registered are committing a crime.“Any person who operates an unregistered
independent school is guilty of an offenceand, on conviction, liable to a fine or impris-
onment,” she says.“Any school that wants to offer recognised
basic education programmes to children ofschool-going age during normal school hoursmust register as an independent school.” shesays.

GREENHAVEN residents are elated afterthe vagrants living on their doorstephavefinally been relocated.
For the past few years, vagrants have beenliving under the College Road bridge and theissue has been a recurring topic between resi-dents and officials.
But since the removal of eight homelesspeople two weeks ago, they have not returned- unlike other times.
This time, instead of just clearing the areaof vagrants, Social Development and Law En-forcement officials worked closely with thevagrants and moved them to the ObservatoryAssessment Centre.
Executive director of Safety and Security,Richard Bosman, says that vagrants have
been occupying the bridge on and off forabout 10 years. “This has been an ongoingconcern for many years with little or no re-sults. Due to this, subcouncil 17 set up a spe-cial task team to address certain concernswithin the area, College Road bridge beingone of them,” says Bosman.
Bosman says an integrated approach be-tween the law enforcement agencies, SocialDevelopment, Solid Waste, Roads and Storm-water and City Parks departments will helpto keep the area clear of squatters but resi-dents need to play their part.
“Residents and businesses have also con-tributed to the problem of vagrancy withinthe community, as they continue to providehandouts and informal employment directlyto street people,” he says. “Should they wantmore information regarding the City’s GiveResponsibly Campaign they can call 0 0800
872 201 (from a cellphone or landline) or 0 107(from a landline).”
Ward councillor Junade Hoosein says: “Wehad to do something because the communitywas getting frustrated with the situation. Afew wanted to take the law into their ownhands after an incident where a boy wasknocked down by a car after a vagrant’s dogattacked him,” he says.
Hoosein adds that while the vagrants werea problem because they squatted under thebridge, there were also criminals pretendingto be homeless.
“People were using the homeless status tocommit crimes because we found weaponsand a plastic toy gun – which we suspect wasused to rob people – at the structures underthe bridge.”
But the integrated apporach is expected toyield results, he says.
“There are daily patrols by police and thecommunity calls to report any suspicious ac-tivity.”
Resident Shamiel Hassiem says it’s abouttime something is done about the vagrants.
“No one wants vagrants around their area.It’s an eyesore because Greenhaven is an up-standing community. This problem has beencoming along for quite some time now. I amnot trying to be mean; I am an understandingman and these people have obviously gonethrough some hardships during their life. Butsomething needed to be done because theywere becoming a nuisance,” he says.

The City of Cape Town’s Tourism, Events and Marketing Directorate is inviting applicationsfor funding from arts organisations/institutions within the municipal boundaries of the Cityin one of the following areas:
1. Productions for a Performing Arts Festival in July 2014. Performing arts companies andgroups (in drama, dance, music, opera, and spoken word) are invited to submit proposalsfor original productions.
2. Events with a national and/or international impact (July 2013 – June 2014).Only applications for existing events taking place in Cape Town that include adevelopmental component will be viewed favourably.
Applicants need to indicate:(a) numbers attending the event in the last 2 – 3 years,(b) media value attained, and(c) economic impact (if possible).
All applicants must have a proven track record of no less than 2-3 years. A portfolioincluding press releases is required.
The City of Cape Town expects all applicants to have multiple sources of income and willnot provide bulk funding or fund entire proposals. Proof of funds raised or successful pastexperience at raising funds needs to be shown.
Supporting documents must include proof of bank details, NPO certificate, valid taxclearance certificate, latest municipal rates account and most recent audited financialstatements. All documents must be certified.

HARSH penalties for drug-relatedcrimes do more harm than good.
This is according to Shaun Shelly, theAd-dictions Programme Manager of HopeHouse Counselling Centre, which caters foraddicts from across the city.The criminal sanctions for drug addicts
are praised, encouraging harsher penalties,he says.“Even the recent special remissions of
sentences, granted by the president, haveexcluded those convicted of drug-relatedcrimes. Although this is a popular opinion,I suggest that this approach is ill-informedand not helpful if we are to make in-roadsin dealing with the drug problem. We needto base our approach on sound research andnot on popular sentiment.”Besides one-to-one counselling, the Hope
House Counselling Centre offers grouptherapy sessions for recovering drug usersand addicts over 18 years.Shelly and Peter Cilliers are counselling

interested in training to do counselling.
Shelly says it is important to make a dis-tinction between addicts and casual drugusers. “An addict’s whole life revolvesaround the getting or using drugs and can-not say ‘no’. There is significant researchproving that chronic drug use brings aboutfundamental neurological changes thatmove a susceptible individual fromdrug us-er to addict.”Shelly works with addicts daily. “Addic-
tion is very seldom something entered intoby ‘free choice’. It is a chronic, relapsingdis-ease which, like many brain diseases, hasbehavioural and socio-spiritual aspects.Onceweunderstand this,we canaccept thata bio-psycho-social approach is required totreat addiction. Drug addicts need treat-ment for the medical disorder from whichthey suffer, (and) not time in jail which willonly teach them how to become better crim-
inals.”He says many recovering addicts have
battled hard to overcome their addictions,are well into recovery, and could becomeproductive members of the community androlemodels for others.Unfortunately,manycannot find employment because of crimi-nal records for minor possession charges.“Our youth, our children, have very real
problems when dealing with the conse-quences of addiction. By treating them ascriminals, instead of providing real oppor-tunities for recovery and by sabotagingtheir future with criminal records, we areensuring the cycle is not broken. To incar-cerate someone who has been caught forpossession of an illegal substance, throwthem into jail with hardened criminals andleave them with a criminal record againsttheir name is not justice.”

A STENCH caused by illegaldumping at a vacant plot isgetting up the noses ofManenberg residents.
Mattresses and rubble areconstantly being dumped atthe plot in Kareedou Road
Nazlie Southgate, who livesnext to the plot, says she is bat-tling with rats at her home anda terrible smell coming fromthe erf.
“When I confront some of thepeople, they tell me that it’s notmy property,” she says.
The dumping is done in theearly hours of the morning, Southgate says.People would come with their trolleys filledand toss their rubble near her driveway.
“When it’s a windy day the dirt blows upto our premises and we have to clean theyard four to five times a day,” she says.
“I am embarrassed when I have visitors atmy home because the smell and the dirt istoo much too handle.”
Ward councillor Junade Hoosain says thecommunity has a role to play in order to stopthe dumping.
“The community needs to take ownershipbecause it’s their area. If they see someonedumping there they should report the indi-vidual to Law Enforcement,” he says.
“A fence was put up on both sides of theplot but on the other side a part of the fenceis gone.
“We can’t keep replacing or fixing things
that have been stolen or vandalised. In all thecommunities people need to work with theircouncillors so that we can uplift our areas.”
Nina Heuvel also lives next to the dumpingarea.
She says people sometimes burn their rub-bish on the open field.
“Sometimes people burn their dirt and Ihave to extinguish the fire myself for fear ofmy house being burnt down,” she says.
“We have confronted some of the peoplewho dump here but it didn’t help becausethey are still doing it.”
Southgate says the dump is a health haz-ard for her diabetic 15-year-old daughter.
“The germs that come from the plot is notgood for her health,” she says.
Heuvel says the plot was normally cleanedonce a month by the council but lately noth-ing has been done.

TWO local schools are much safer thisyear with the help of Metro police, theCity of Cape Town and the provincial de-partment of education.
Phoenix High in Manenberg and CrystalHigh in Hanover Park each have a Metro Po-lice officer permanently deployed at theschool and each officer is tasked to identifyand deal with disorder, crime and rotten be-haviour.The officers are trained as School Resource
Officers and will help with security.The schools are two of six schools chosen
to be a part of the pilot project in the province.They include Oscar Mpheta High in Nyanga,Lotus River High, Bishop Lavis High and Siz-imisele Kuyasa High in Khayelitsha.The unit was deployed the start of this
school year at facilitieswith escalating safetyissues that are most vulnerable to violence.Gang related incidents have been reported
at these particular schools, and the officersare also there to prevent further incidentsfrom happening. If incidents occur, officerscan call for reinforcements from police andMetro Police. They can also conduct searchesand make arrests themselves, explains JPSmith, the Mayoral Committee member forSafety and Security.Bronagh Casey, the spokesperson for pro-
vincial education minister Donald Grant,says the schools chosenaren’t necessarily theschools with the most problems.“The programme was initiated as a re-
sponse to the violence, gangsterism, burglaryand vandalism at Cape Town schools. Eachofficer will be responsible for working withthe principal, school safety committee,school safety volunteers, learner supportstaff, departmental officials and other roleplayers at or assigned to their school to iden-tify and address the underlying problemswhichmay lead to disorder, ill-discipline andcrime, and implement strategies to overcomethese problems tomake schools and their im-mediate surroundings safer,” she says.“We have selected and trained qualified
and skilled Metro Police officers who areequipped to provide the support to participat-ing schools, as well as their staff, learners,
parent groups and the communities inwhich they operate.”Casey says the officerswill be responsible
for providing law enforcement services toparticipating schools and areas adjacent tothese schools; providing relevant adviceand support to school staff, school safetycommittees, school safety fieldworkers andschool district coordinators; developingand implementing school-based crime pre-vention programmes and programmes thatpromote good behaviour and social cohe-sion within the school environment; im-proving the readiness of schools todealwithemergency situations; assisting schoolswith the early identificationof illegal activi-ties involving youth at risk; creating net-working opportunities that promote com-munity involvement in school safety initia-tives; andproviding supervisedafter-schoolactivities for learners on school and com-munity safety-related topics.Principal of Crystal High, Dino Abra-
hams says there are lots of challenges at theschool but most of the problems stem fromexternal influences. “The project is amuch-needed resource to assist us. If the officerscan assure safety and security, we as staffcan work on our core function of educatingthe learners,” he says.The officer stationed at Crystal High,
AshleyDaniels, has already come to the res-cue.“Last week, we had a shooting incident.
Itwasn’t on school premises but somewhereclose-by and the officer could immediatelyget back up. There was immediate responsefrom police and Metro Police. “Usually ittakes a while for police to come out whenthere are shootings in the area. His pres-ence in uniform and visibility is making ahuge difference,” says Abrahams.He explains their problematic times are
in the morning when pupils come to schooland when they leave for home in the after-noon.“Some students bring along gangster
friends in the morning or are fetched bythem and there is a lot of tension becausetherewouldbedifferent gangmembers. Theofficer’s presence in uniform defuses thetension and makes it much safer for every-one because these gangsters don’t respectus as teachers. They would fight regardlessof whether we were standing there or not,”he says.The first phase of the pilot projectwill run
until the end of 2013, when itwill be evaluat-ed and changed if necessary, and four more
schools will be added.At the end of the pilot phase, the City will
review its successes and failures and decidehow to proceed.

THOUSANDS of students enter privatetertiary education institutions everyyear – increasingly out of choice, but oth-er times because of limited opportunitiesin the public sector.
As prospective students have always donewhen deciding on which university to at-tend, private students must be encouragedto similarly ensure they entrust the right in-stitution with their higher education.With an estimated 110 000 students regis-
tered in private higher education annually,leaving these students without guidance onhow to choose quality courses and institu-tions exacts a significant but rarely recog-nised toll on the individual, the communityand ultimately the country and economy, aneducation expert warns.“Many students would already have been
exposed to valuable guidance on how to en-sure that an institution is registered and itsqualifications are accredited, to avoid be-comingavictimofunscrupulous operators,”saysDrFelicityCoughlan, the director of theIndependent Institute of Education,which isresponsible for the academic leadership andgovernance of education and training onmore than 20 registered higher educationcampuses in SA which collectively welcomemore than 5 000 new students annually.But Dr Coughlan notes that once this first
safety hurdle has been successfully navigat-ed, prospective students must turn to under-standing what would represent a high quali-ty learning experience.“That will guide you as to what quality in-
dicatorsyou shouldbe looking for,” she says.“Of course, no institutionwill advertise it-
self as being of low quality and virtuallynonewill definewhat qualitymeans to them,
so it is up to you to be clear about what youneed and want and then look for those at-tributes in a college.”Dr Coughlan advises:•It is important to look at a total quality
experience assessment – from the conditionof the campus to the “intangibles” such asthe values and interpersonal skills you willgain from the experience.•One must also consider the output – such
as graduation rates; quality of teaching; na-ture of facilities and number of lectures andlearning materials you get in relation to theinput: fees, time and effort.•A further assessment should be done of
the “value-add” to determine what youwould gain from the higher education expe-rience beyond the actual qualification. The“product” you leave with is a qualification,but you also should expect to be betterequipped with work-related skills and im-proved interpersonal abilities and a strongsense of citizenship. There may be otherthings of value that you seek from a qualifi-cation and you should ask about thesethings.“When considering colleges, it is in your
best interest to do thorough research onlineand offline, looking at an institution’s offi-cial website and materials, but also at whatothers havewritten about the campus,” saysCoughlan.“You should ask the basic regulatory and
quality questions, but then you should beginto explorewhat is really offered. Ask the per-son interviewing you to tell you why youshould choose their campus, and listen care-fully for messages that focus only on “prod-uct” or almost exclusively on the student lifeexperience. Either extreme may be a reasonto be cautious,” Coughlan says.

GLENDENE UNITED have emerged asSecond Division title contenders follow-ing an impressive run of victories.
The Athlone club won their sixth consecu-tive game at Vygieskraal on Friday evening,leaving them level on points with log leadersCape Town All Stars and second on the table.
United’s attacking play has been at theheart of their surge up the table and they havescored two or more goals in all seven of theirvictories this season.
Following Glendene’s 2-1 victory overMitchell’s Plain United this weekend, headcoach Duran Francis said he was pleased tohave so much attacking talent at his disposal.
“We are blessed – we normally have fourattacking players with one defender and agoalkeeper on the bench,” said Francis.
“We do not only use (the strategy) at home,but away too. We making use of the attackingplayers in our team and I think that is ouradvantage. We are not really a team who liketo focus on defending.”
Mitchell’s Plain United had the better of theopening exchanges on Friday, but the homeside opened the scoring, with the type of goalwhich has become a hallmark of their playthis season.
After they won a free kick on the edge ofthe box, Danian Warley stepped up andcurled the ball over the wall and into the bot-tom left hand corner, beyond the keeper’sreach.
Glendene started to dominate after takingthe lead and had another chance ten minuteslater, but Moses Fieks fired high after he wasplayed through on goal. The home side even-tually doubled their tally, in the 45th minute,when towering centre-forward Clinton Em-manuel slipped his marker at a corner andglanced a header into the far corner.
The visitors were a much improved side inthe second-half and pulled a goal back afterjust seven minutes, when Tasleem Paulsescored with a free kick that was a carbon copyWarley’s opener.
They almost levelled matters twice fromtwo successive corners in the 11th minute –both of which were taken by Paulse. Glend-
ene keeper Marlon Heugh pulled off a full-length save to keep out a shot at the first cor-ner and the post came to Glendene’s rescueat the subsequent set piece.
Paulse was a constant danger throughoutthe second-half, popping up on either flank,playing dangerous balls into the box and har-rying defenders when his team weren’t in
possession.However, the former Santos midfielder
could not help his side rescue a point and theysuffered their sixth loss of the season.
Mitchell’s Plain will face RC Athletico inLansdowne on Saturday, while Glendene con-tinue their title chase in Pinelands againstOld Mutual on Saturday.
