Rural Dental College, LoniIntroduction : Rural Dental College & Hospital started with an Undergraduate intake capacityof 60 students per year. The intake capacity was enhanced to 100 seats in 2007. Post graduatecourses commenced in 2002.

The college is situated in the sprawling campus of Pravara Institute of Medical Sciences(DU) measuring 129 acres. The new building was inaugurated on 29th September 2007. It hasa total built up area of 5.22 lakh sq. fit. The building is spacious and esthetically designed. Itaccommodates classrooms, well equipped laboratories and clinical dental departments.

Students of the Dental College are benefited with high technological dental educationwith simultaneous exposure to the rural population through community based training.

IntroductionPravara Institute of Medical Sciences (Deemed University) was established under Section (3)of the University Grants Commission (UGC) Act 1956 on 29th September, 2003 by Governmentof India, Ministry of Human Resource Development vide notification No. F.9-11/2000-U-3.

The Pravara Institute of Medical Sciences, popularly known as PIMS is located in the PravaraMedical Trust complex in village Loni, Tal - Rahata, Dist - Ahmednagar in Maharashtra. PravaraMedical Trust is the parent organisation of the Deemed University and was established in 1972in a small village Loni of Ahmednagar District (Maharashtra State) by a visionary Padmashri Dr.Vitthalrao Vikhe Patil, the founder of the Co-operative movement in India.

In 1976, the Trust started providing primary and secondary level medical care with establishmentof a modest hospital of 100 beds. Over a period of time, the hospital grew in to 1000 beds & anattached multi-disciplinary, super speciality medical institute with state of the art facilities.

The trust received accolades from His Excellency Dr.A.P.J. Abdul Kalam, President of Indiafor the pioneer work done in the field of Integrated Rural Development and appreciated theparticipative model at Loni as a Role Model for the development of Rural India. It has beenreferred by His Excellency as operative model for PURA - Providing Urban Amenities to RuralArea.Pravara Institute of Medical Sciences (DU) has been awarded LOKMAT National EducationLeadership Award in 2014 .

The Pravara Institute of Medical Sciences - Deemed University at present offers various undergraduate , post graduate and diploma level programs in medicine, dentistry and other alliedhealth sciences. To fulfill the needs of comprehensive health care, PIMS also offers educationand training courses for Nurses, Midwives, Medical laboratory technicians, X-Ray Technicians,Dental Mechanics, Dental Hygienists and Certificate Course in Implantology.

The degrees, diplomas and certificates awarded by the University have the approval of theGovernment of India as well as the University Grants Commission (UGC) New Delhi.

All the courses are recognised by the respective regulatory bodies i.e. Medical Council of India(MCI), Dental Council of India (DCI), Indian Association of Physiotherapists (IAP), RehabilitationCouncil of India (RCI) and Indian Nursing Council (INC).

Besides providing state - of - the - art health-care to rural people, PIMS has undertaken manyresearch activities in the field of Medicine, Social Medicine, Dentistry, Medical Biotechnology,Ayurvedic Medicine etc. PIMS also provides Tele-medicine services to the rural people throughits Primary Health Centers and Health clubs.

PIMS has several international collaborations with leading Universities such as Skovde, Milano,Pecs, Lund, Greifswald etc. Under these international collaborative programmes, PIMSundertakes research and development programmes besides faculty & students exchangeprogrammes.

PIMS University is a Member of Association of Commonwealth Universities, UK.PIMS University is a Member of Association of Indian Universities, New Delhi.

A. Definitions

a. ‘ PIMS University‘ means Pravara Institute of Medical Sciences, Deemed University.

b. ‘Admission Committee’ means committee constituted for the purpose of conduct of

All India Common Entrance Test and selection process for undergraduate courses at

PIMS University.

c. ‘Competent Authority’ means the authority appointed by the PIMS University for the

purpose of conduct of common entrance test for selection and admission to

undergraduate courses.

d. ‘Application Form’ means prescribed form to be filled by the candidate for appearing

at PIMS-AICET- UG 2014.

e. ‘Internship’ means the compulsory rotating internship to be completed as per rules of

MCI/ DCI.

f. ‘BDS’ means Bachelor of Dental Surgery

g. ‘MBBS’ means Bachelor of Medicine and Bachelor of Surgery

h. ‘DCI’ means the Dental Council of India

i. ‘MCI’ means the Medical Council of India.

B. Competent AuthorityThe Controller of Examinations, PIMS University will be the Competent Authority and also theCo-ordinator of Admission Committee. Competent Authority will supervise and control theselection process by implementing the admission procedures through Designated Authority.

C. Designated AuthorityThe Designated Authority will be responsible to carry out the instructions given by theCompetent Authority in respect of selection and admission for undergraduate courses.The Assistant Registrar , PIMS University will be the Designated Authority.

1. Admission ProcessAll India Common Entrance Test for the selection to undergraduate courses in Medicine (MBBS)& Dentistry (BDS) for the academic year 2014-15 will be conducted by the Admission

Committee. The entrance test herein will be referred as PIMS-AICET- UG 2014.

2. Intake Capacity and Duration of Courses :The intake capacity and duration of courses as approved by the respective councils is given

below :

3. Distribution of Seatsa. General Category : 85 % seats are reserved under this category. Admission to this category

will be made on the basis of inter-se-merit of the candidates at PIMS-AICET- UG 2014.

b. FN (Foreign Nationals) / PIO (Persons of Indian Origin) / NRI (Non Resident Indians) Category:15 % seats are reserved under this Category.

The Foreign National (FN), wards of Persons of Indian Origin (PIO) settled abroad and wardsof Non Resident Indians (NRI) are eligible to apply under this category. Preference will begiven to the foreign nationals and wards of PIO.

The merit of candidates seeking admission under this category will be decided by the PIMSUniversity taking into consideration equivalence and recognition of the examination passedby the candidate at higher secondary level (XIIth year) and his academic performance i.e.marks / grade obtained by him in Physics, Chemistry and Biology (Botany and Zoology) inthe said examination.

Candidates seeking admission under this category will have to apply separately toThe Registrar, PIMS University.

If the seats in FN/PIO/NRI Category remain vacant, these will be filled from among the IndianNationals on the basis of PIMS - AICET - UG 2014 merit of the candidates who apply underthis category. They will however have to pay the same fee as FN/PIO/NRI candidates for theentire duration of the course.

4. Eligibility and Qualifications· Candidate must be an Indian National. The Nationality Certificate issued by the District

Magistrate / Additional District Magistrate /Chief Metropolitan Magistrate or a valid passportwill be considered as a proof of Nationality.

· The candidate must be born on or before 31st December 1997 to be eligible to appearfor PIMS-AICET-UG 2014.

· Candidate must have passed any of the qualifying examinations as enumerated below.

The Higher/Senior Secondary Examination or the Indian School Certificate Examinationwhich is equivalent to (10+2) Higher/Senior Secondary Examination which is conductedafter a period of 12 years study, the last two years of such study comprising of Physics,Chemistry, Biology/ Bio-technology (which shall include practical tests in these subjects)and Mathematics or any other elective subject with English as a core course.

NOTE: where the course content is not as prescribed for 10 +2 education structure of theNational Committee, the candidates will have to undergo a period of one year pre -professional training before admission to the Medical Colleges.

OR

The Intermediate/Pre-degree Examination in Science of an Indian University/Board or otherrecognised examining body with Physics, Chemistry, Biology /Bio-technology (which shallinclude practical test in these subjects) and also English as compulsory subject.

OR

The Pre-professional/Pre-medical Examination with Physics, Chemistry, Biology/Bio-technology & English after passing either the Higher Secondary Examination or Pre-University or an equivalent examination. The Pre-professional/Pre-medical examinationshall include practical test in these subjects and also English as compulsory subject.

OR

The first year of the three years degree course of a University recognized by UniversityGrants Commission (UGC) with Physics, Chemistry and Biology/Biotechnology includingpractical tests in these subjects, provided the examination is a University Examination andfurther that he/she has passed the earlier qualifying examination with Physics, Chemistry,Biology/Bio-technology and English.

OR

B.Sc. Examination of an Indian University recognized by University Grants Commission(UGC), provided that he/she has passed B.Sc. Examination with not less than two of thesubjects Physics, Chemistry, Biology (Botany, Zoology)/Bio-technology and further thathe/ she has passed the earlier qualifying examination with Physics, Chemistry, Biologyand English

OR

Any other examination which in scope and standard is found to be equivalent to theIntermediate Science Examination of an Indian University/Board, taking Physics, Chemistryand Biology/Bio-technology including practical tests in each of these subjects and English.For such qualification, the candidate are required to obtain equivalence certificate fromAIU (Association of Indian Universities, New Delhi).

· Candidate belonging to general category must have passed in the subjects of Physics,Chemistry, Biology/Biotechnology and English individually and must have obtained aminimum 50% marks in Physics, Chemistry and Biology/Biotechnology taken together atthe qualifying examination.

· Candidate belonging to backward classes (SC, ST, NT & OBC) must have passed in thesubjects of Physics, Chemistry, Biology/Biotechnology and English individually and musthave obtained a minimum 40% marks in Physics, Chemistry and Biology/Biotechnologytaken together at qualifying examination.

Candidates belonging to the backward class must attach a copy of the caste and castevalidity certificate along with the application form. It should however be noted thatthere is no reservation for students belonging to Backward class. This certificate is requiredin support of relaxation of eligibility criteria i.e. if such a candidate gets admission on thebasis of inter-se-merit of PIMS-AICET-UG 2014 but has scored less than 50% marks inqualifying examinations.

· The candidates who are appearing for qualifying examination in February/March 2014are eligible to appear for PIMS-AICET-UG 2014. However they must fulfill the eligibilityconditions at the time of counseling ·

· Candidates Qualified (10+2) under a foreign system in India, are required to obtainequivalence certificate from AIU (Association of Indian Universities, New Delhi).

5. Mode of Entrance Test

· Date & Time of Entrance Test: Saturday - 26 April, 2014 from 2.00 p.m to 5.00 p.m.

· Centers for Entrance TestThe PIMS-AICET- UG 2014 will be conducted at following centers.

a. Ahmedabad b. Chandigarh c. Delhi d. Hyderabad f. Cochin g. Mumbai h. Navi Mumbai i. Pune j. Aurangabad

PIMS University reserves the right to change or cancel any test center . In event ofsuch a change, concerned candidates will be informed.

The venue of examination will be intimated to the candidate on his/her Hall Ticket.

· Nature of Entrance Examination

· There will be one question paper of 3 hours duration containing 200 multiple choicequestions (MCQs), 50 questions each in Physics, Chemistry , Botany and Zoology.

· Each correct answer will be awarded one mark. There will be no negative marking forwrong answers.

· Scratching, overwriting, tick-marking and multiple answers will be considered as wronganswers and no marks will be awarded.

· Guidelines for Entrance TestFor detail “Guidelines for Entrance Test” refer Annexure - E and for specimen of OMR

“Answer sheet” refer Annexure - D

· Syllabus for Entrance Examinations The entrance examination will be conducted based on the syllabus of Physics, Chemistry,

Botany and Zoology as specified in Annexure - F.

6. Submission of Application form & Entrance Test fee6.1. Filling of Application formThe candidates are required to fill the application form completely. Incomplete applicationform will be rejected. Please refer Annexure - A for instructions for filling the application form.

The photograph on the Application Form should be attested by a gazetted officer or Principalof the college where last studied.

Note : Change of category status like SC, ST, NT and OBC i.e.Backward Class Category willnot be entertained mid-way during the course of PIMS-AICET-UG 2014. As such students areinstructed to declare their correct status while filling the application form.

6.2. Hall TicketCandidates are required to fill Hall Ticket information provided in the Application Form andpaste a recent sharp and clear colour photograph (not more than three months old) in the boxso provided.The photograph should be the same photograph as pasted on top of the Application Form.Any discrepancy in photograph will lead to rejection of application at any stage of admissionprocess. Please do not attest the photograph on the Hall Ticket.

Candidates should not separate/cut the Hall ticket from application form and are required tosend the application form as it is.

The Hall Ticket Number and address of the Test center allotted to the candidate will be filledby the Admission Committee.

The Hall Tickets will be dispatched to the candidates by post and e-mail. Admission Committeewill not be responsible for non - receipt of Hall Tickets in time due to postal delay.

In case a candidate does not receive the Hall Ticket, he/she should immediately contactDesignated Authority PIMS-AICET- UG 2014 by phone (02422 - 271475) or fax (02422 -273442). Such candidates will be issued duplicate Hall Ticket two hours before the entranceexamination at the examination center after verification of receipt/Identity Card.

Candidate should not tamper or make any changes in the entries made by the AdmissionCommittee in the hall ticket.

The Hall Ticket must be produced at the time of entering the Examination Hall and later whennecessary.

6.3 . Entrance Test FeeThe fee for the Entrance Test is `̀̀̀̀ 1,500/- . The fee is payable by demand draft in favour of“Pravara Institute of Medical Sciences, Loni”, drawn on any of the banks indicated below :

The details of entrance examination fees paid must be filled in the application form.Thecandidates should write their full name, address and application form number on the reverseside of the demand draft.

If candidate is using downloaded application form from our official websitehttp: //www.pravara.com, a Demand Draft of `̀̀̀̀ 1,700/- should be enclosed.After last date for submission of Application form i.e. late fee `̀̀̀̀ 2,000/- extra.

The Entrance Test fee once paid is non refundable.6.4. Submission of Application form· General Category candidates should not send any document/ testimonials along with

application form.· Candidates belonging to Backward class / Reserve category should attach caste and caste

verification certificate along with Application Form failing which Application Form will betreated as that of a candidate in general category.

· Candidates who have obtained qualification (10+2) under foreign system in India, shouldattach AIU equivalence certificate along with Application Form failing which ApplicationForm will be rejected.

· The candidate should ensure that his application form along with demand draft andapplicable documents reaches the office of the Competent Authority on or before01 April, 2014 and with late fees on or before 07 April, 2014 at the following address .

The applications received after the due date or not accompanied by the demand draft coveringentrance fee will be rejected. The Admission Committee will not be responsible for non-receiptof the application form by the specified date due to postal delays. Application forms should besent by registered post or handed over to the Office of Competent Authority personally. Thecandidates are advised not to send the application form by courier service other than‘Blue Dart’ courier.

7. Declaration of Result & Merit List· The merit list will be prepared indicating hall ticket number, name, merit number and

marks scored by the candidate.· A combined merit list will be prepared for MBBS and BDS .· Tie-breaker Rules

In case two or more candidates obtaining equal marks in PIMS-AICET - UG 2014, the

inter - se merit of such candidates will be decided in the order of performance as under.

i. First Level :- The candidate obtaining higher marks in Biology (Botany & Zoology) at PIMS - AICET - UG 2014 will be preferred. If the tie still persists,ii. Second Level :- The candidate obtaining higher marks in Chemistry at PIMS-AICET- UG 2014 will be preferred. If the tie still persists,iii. Third Level :- The candidate obtaining higher marks in Physics at PIMS-AICET- UG 2014

will be preferred. If the tie still persists,iv. Fourth Level :- An older candidate will be preferred over a younger candidate.

· The result will be declared on 03.06.2014 at 10.00 AM· The result will be displayed on the official website of the PIMS University

i.e. http://www.pravara.com· There is no provision of re-evaluation of the answer sheets & verification of marks.· The statement of marks of the candidates will be dispatched by post on 04/06/2014.

The University will not be responsible for non receipt of marks statement due to postaldelay.

· The candidate who requires duplicate marks statement will have to apply to theCompetent Authority on plain paper with fees of `̀̀̀̀500/- (Rupees Five Hundred only) .

8. Selection Process

Candidates belonging to general category who secure minimum 50% marks inPIMS - AICET - UG 2014 and satisfy the eligibility norms laid down by respective councils willbe eligible for admission to MBBS / BDS Courses .

Candidates belonging to backward classes (SC/ST/NT & OBC etc) who secure minimum 40%marks in PIMS - AICET - UG 2014 and satisfy the eligibility norms laid down by respectivecouncils will be eligible for admission to MBBS / BDS Courses.

The admission to MBBS / BDS Courses will be offered only on the basis ofPIMS - AICET - UG 2014 merit of candidates reported for counselling. There is no reservationfor backward class (SC/ST/NT & OBC etc).

Please Note :“The Students appearing for PIMS-AICET-UG 2014 for M.B.B.S. & B.D.S. are also eligible foradmission to B.Sc. (Nursing), B.P.Th. (Physiotherapy) and B.Sc. Biotechnology courses ofPravara Institute of Medical Sciences”.

9. Counselling· The mere inclusion of a candidate in the merit list will not entitle a candidate to be

called for counselling.

· Candidates short listed for counselling will be informed about the time and date of thecounselling by letter sent under certificate of posting and the information will also bedisplayed on official website of PIMS University http : //www.pravara.com.

· Asking a candidate to report for counselling does not mean that he/she will be admittedto the course.

The actual admission will depend on the number of seats available when his/her turncomes in order of his/her PIMS - AICET - UG 2014 merit.

· The Counselling session will be conducted atPravara Institute of Medical Sciences,Loni 413 736, Tal-Rahata,Dist – Ahmednagar, (MS), INDIA.

The schedule will be displayed on offical website of PIMS Universityhttp://www.pravara.com at the time of declaration of PIMS - AICET- UG 2014 result.

· The physical presence of the candidate and his / her guardian for counselling is essential.If a candidate is unable to present himself / herself for counselling on account ofunavoidable circumstances, he/ she may authorise any individual to represent him/her.The said representative must carry with him/ her, the authorisation letter given by thecandidate in prescribed format (Annexure - B).The representative should bring original documents for verification and prescribed fees.

· Candidates will have to report for counselling at their own cost.

· Canvassing directly or indirectly for allotment of seat or adjustment will disqualify thecandidate for admission.

· The claim of eligible candidate will be forfeited and candidate will not be consideredfor subsequent rounds in case of following .....

i. If the Candidate/ representative is absent at the time and date given to him /her.ii. If the Candidate does not join allotted course.iii. If the Candidate fails to pay the prescribed fees at the time of counselling.

····· In case of any dispute in the matter of allocation/ admission or any other matter pertainingto the provisional selection or cancellation of admission, the decision of the AdmissionCommittee will be final and binding on the candidate.

····· Scrutiny/ Verification of the Documents :a. The candidate should report before 10.30 AM at counselling centre on scheduled date

for completing the process of scrutiny/ verification of original documents.b. The attendance of the candidates present for Scrutiny/ verification of documents will be

recorded between 9 AM to 10.30 AM. If candidate fails to report before 10.30 AM,he/ she will be considered as absent for counselling and his/ her claim will not beentertained for admission process & subsequent rounds.

c. Once the attendance is recorded, candidate should not leave the Hall/ Location for anyreason unless they have completed the Verification/ Scrutiny of documents.

d. Verification/ Scrutiny form should be signed by the Candidate/ Authorised representativeor parent/ guardian. In the verification form candidates are required to specify theirpreference of course.

e. The choice/ preference of course once entered in the verification form shall be finaland irrevocable. This final data shall be used for entire selection process for admissionto first year M.B.B.S./ B.D.S. courses.

f. After verification has been completed for all the candidates who have reported before10.30 AM, admission process will commence at 2.00 PM as per AICET merit of thecandidates who have reported for verification/ counselling.

····· Personal Interview & Admission Process :

a. After verification has been completed, all eligible candidates must report for personalinterview & to complete admission process which will commence at 2 .00 PM on thesame day. If candidates fails to report at 2.00 PM on the same day, his/ her selection willbe cancelled and his/ her claim for admission will be forfeited. The available seat willbe offered to the next candidate in the order of merit.

b. The attendance of candidates present for Personal Interview will be recorded at2.00 PM.

c. Once the attendance is recorded candidates should not leave the Hall/ Location forany reason unless they have completed personal Interview/ admission process.

d. During personal interview, the identity of the candidate will be verified form thephotograph, fingerprints & signature of the candidate obtained during the entrance test.

e. In case the identity of a candidate does not match, this will be treated as an attempt ofimpersonation and the candidate will be disqualified from admission process and legalaction will be initiated.

f. If a vacancy in the desired course exists and candidate is found eligible for admission tothat course, Provisional Admission Letter will be given to the candidate with instructionsto complete all other formalities with the Student Section, Legal Section and AccountSection immediately on the same day.

g. If vacancy in the desired course does not exist, candidate will be wait-listed for thatcourse & the waiting list acknowledgement will be given to the candidate.If desired, candidate can also be admitted to course of his second preference if vacancyexists. However, this will not affect his status of his first choice for which he has beenwait listed.

h. A separate record of wait-listed candidates will be maintained indicating Name of theCandidate, Merit Number & Waiting List Number.

····· Candidates selected for admission will have to make full payment of fees as mentioned inpara (10), failing which the admission offered to him/ her will be treated as cancelled andno claim for admission will be entertained and the same seat will be offered to the nextcandidate on merit list.

10. Fee Structurea. The annual fees payable by the candidate admitted to the constituent Colleges of Pravara

Institute of Medical Sciences will be subject to review. Fees for the academic year 2014-15,are as given below...

The above fee structure shall be applicable for a period of three years for admissions forAcademic year 2014-15.The tuition fee for M.B.B.S course shall be increased by 15% and tuition fee for B.D.S.course shall be increased by 10% of the existing fees for the remaining period of the coursefrom the Academic year 2017-18.

12. Cancellation of admission & refund of feesa) Cancellation

A candidate who has confirmed his / her admission may cancel it by submitting an application

to the Competent Authority, PIMS-AICET-UG 2014 alongwith the following....

i) Application for cancellation ( Ref. Annexure - G ) duly signed by the candidate &

co - signed by Parent / Guardian.

ii) Original Admission Letter

iii) Original Fees Receipts

b) Refund of Fees

After cancellation of Admission, following rules for refund of fees will be binding on candidate

· The refund clause mentioned above will also be applicable to the candidates admitted insubsequent round(s).

· All Deposits will be refunded in full.

· The permissible refund will be made after three months from date of application forcancellation. No Correspondence in this regard will be entertained during this period.

c) Cancellation during the conduct of the course

In event of failure to qualify or continue the chosen UG programme, for whatever reasons, thestudents will be liable to pay the complete course fee to secure NOC and return of originaldocuments from the institute concerned. Application needs to be submitted to the Principal ofthe college to this effect.

13. Process for Filling Vacant Seats (Subsequent rounds)

After first round, the Competent Authority will issue the notification giving details of vacantseats, which will be available on the official website of PIMS University http : //www.pravara.comThe waitlisted candidates will be called for admission against vacant seats.

14. Cut - off - date of admissionThe cut-off-date for the admission to MBBS and BDS courses through PIMS-AICET- UG 2014will be 22/08/2014 .

The seats of MBBS / BDS remaining vacant after 22.08.2014 will be surrendered to theManagement.

15. Medical Fitness TestSelected candidate will have to undergo medical fitness test, before medical board of PravaraInstitute of Medical Sciences, Loni and submit Medical Fitness Certificate duly signed by Medicalsuperintendent, Pravara Rural Hospital, Loni within seven days from the comencement of coursefailling which his/her admission may lead to cancellation and forfeiture of the fees paid.

16. Commencement of ClassesThe M.B.B.S. & B.D.S. course will commence from 01st August, 2014.Candidates will be required to be present in the campus and report to the Dean / Principal ofthe respective college to which he / she is admitted.

17. DisciplineThe candidates admitted in the constituent colleges of the University are subject to the disciplineand conduct rule of the PIMS University. A Disciplinary Committee will deal with all caseseither suo-moto or when referred to by the Dean / Principal of the concerned College. Thedecision of the Vice-Chancellor shall be final in this regard.

18. Dress CodeThe admitted candidates will be required to dress & they have to adhere to the following dresscode of the University.

19. Court JurisdictionAll legal disputes including the conduct of PIMS-AICET- UG 2014 and admission procedure toconstituent colleges of Pravara Institute of Medical Sciences are subject to the jurisdiction ofthe Courts at Rahata/Shrirampur and High Court of Bombay, bench at Aurangabad, with advancelegal notice of one month to PIMS University.

regulations of the University Grants Commission, New Delhi and agrees to make payments

accordingly.

3. The said student agrees, understands and undertakes that :

a. The said student shall not transfer himself / herself or allow himself / herself to be transferred

to any other college conducting the same course.

b. The said student agrees to pay the full tuition fees and other fees as prescribed by the PIMS,

LONI, for the entire duration of the course to which the said student is admitted irrespective

of whether the said student continues the said course or not for whatsoever reason and

c. The said student shall pay the aforesaid fee in lump sum in the event the said student is not

able to continue the course for any reason whatsoever, the said student failing and or

neglecting or being unable to attend the said course or any part, therein the said college.

d. Relying on the aforesaid presentations and believing the same to be true the PIMS LONI has

agreed to admit the said student to the __________ course at the ______________ a constituent

college of the PIMS LONI.

Now this agreement witnessed and it is agreed, declared, recorded and confirmed by andbetween the parties hereto to abide :

1. The Said student agrees and undertakes that he/she shall pay to the PIMS, Loni the tuition fees and

other fees for the said ______ course in accordance with regulations made by the PIMS from time to

time.

2. The student agrees and undertakes that:-

i. In any circumstances whatsoever the student or any other person shall not be entitled to

claim any refund of the aforesaid tuition fees and other fees or any part thereof in the event of

the said student leaving the college. The said college will be entitled to recover the balance

fees from the student.

ii. The tuition fees shall be paid by him strictly in the manner stated hereinabove regardless of

whether the said student is able to continue the said ______ course.

iii. Even if for any reason whatsoever the said student fails and / or neglects and / or is unable to

complete the said course , the student shall be bound and liable to pay full tuition fees and

other fees for the entire course in lump sum in the manner aforesaid.

iv. The said student hereby agrees to observe the rules, regulations and discipline of the College/

PIMS, Loni with regular attendance and in case of failure in this respect, the decision of the

PIMS, Loni will be final.

3. It is clarified that the obligation and liability of the student to pay the tuition fees and other fees

shall not be affected in any manner by any reason whatsoever.

4. The student abide himself/herself to pay all the fees for the entire duration of the course as may be

stipulated by the PIMS, Loni from time to time.

5. The student has read and understood the terms and conditions of this agreement and is signing

the same with full consent, full consciousness and in sound mind and further states that the

Management of PIMS, Loni has not influenced them to do so.

Regulations at the Test CenterThe examination hall will be opened 30 minutes before the commencement of the test. Candidateshould occupy the seat with the allotted number. Candidate must carry Hall Ticket and produceit as and when demanded failing which, candidate will not be allowed to appear for the test.The candidates are required to sign the declaration on the answer sheet in the presence of theinvigilator.

At 1:45 PM the candidates will receive an Answer Sheet. They must ensure that the AnswerSheet they have received is correct and properly printed on both sides.

At 1:55 PM the candidates will receive a Test Booklet for AICET - UG 2014. They must ensurethat the Test Booklet received by them is correct and printed properly. Each Test Booklet has aspecific five-digit Test Booklet number which should be entered in the Answer Sheet and alsodarken circles of text booklet version at the appropriate place.

No candidate will be allowed to enter the examination hall after 2:00 PM. Candidates willhave to remain seated in the examination hall till the completion of the duration of the test.Candidates are expected to maintain silence during the examination. Any conversation orgesticulation or disturbance in the examination hall shall be deemed as misbehavior.

The Admission Committee will take strict action against the candidates, who use unfair meansor impersonation. Such candidates will be asked to leave the examination hall immediatelyand they will be liable to be debarred from examination either permanently or for specifiedperiod as decided by the PIMS University. The Admission Committee will reserve the right towithhold the result of such candidates.

Candidates have to put their Hall Ticket number in appropriate places on the answer sheet byball point pen. All the entries of MCQ's made using a HB Pencil. Wherever the entries have tobe marked in the circles, it should be done by completely darkening the corresponding circles.

The candidate will be solely responsible for writing the wrong Hall Ticket number and the TestBooklet number on the Answer Sheet. Candidates must stop marking the answer after thewarning bell at the closing time. The candidate must ensure that the Hall Ticket Number andthe Test Booklet Number are correctly written in the answer sheet. The answer sheets of thecandidates who do not submit the Test Booklet will not be evaluated. Such candidates will bedebarred from appearing the test in future.

Candidates will not be allowed to carry any test material (printed or written) or any other materialexcept the Hall Ticket inside the examination hall. Candidates are also not permitted to carryany device like calculator, cellular phone, pager, electronic gadgets etc. Smoking in theexamination hall is strictly prohibited. Any kind of eatable or drink is not allowed in theexamination hall.

Marking of AnswersEach Multiple Choice Question will have four responses labeled A,B,C and D. Candidatesshould indicate the correct or most appropriate answer by darkening the appropriate circlecompletely. The questions can also be in form of incomplete statements. The candidate shouldmark appropriately one of the four responses, which completes the statement.

If more than one circle is darkened or if the response is marked in any wrong manner otherthan circle it will be treated as wrong answer. Candidates must ensure that the Answer Sheet isnot folded and make no stray marks on it. Candidates must bring their own pencils, erasers andsharpeners. They are not allowed to take, borrow anything from the other candidates duringexamination. The order of questions is not the same in all Test Booklets and they are jumbled.Candidates should never change their Test Booklet during the test.

Changing the AnswerIf a candidate wants to change any answer on his/her answer sheet, he/she must erase completelythe existing pencil mark and then darken the appropriate circle with HB pencil.

Rough WorkIf a candidate wishes to do some rough work, the same should be done in the Test Bookletitself. It should not be done on the Answer Sheet.

ScoringEach question carries one mark. There is no negative marking. An answer marked incorrectlywill be considered as a wrong answer. No request for revaluation or re-checking will beentertained.

Vigilance1.The University Observer / University Representatives appointed by PIMS University will...

a. Ensure that the AICET is conducted as per norms laid down by the PIMS University.b. Observe whether the Center Incharge, Senior Supervisor and Block Supervisors are

following instructions for conduct of the AICET. c. Identify the students who try to resort to malpractices at the time of AICET and report to

University Authorities.

2.The University Observer is authorized to visit any Examination Center without prior intimationand enter office of the Incharge of Examination Center to check the record and other materialrelating to the conduct of AICET. They can enter in any block of the Examination for checkingthe candidate's identity, Hall Tickets etc. to ascertain the authenticity of the candidate. Theuniversity observer is authorized to detect use of malpractices and unfair means at the AICETCenter; and if found guilty, University observer is authorized to expell such candidate fromthe examination block and report to the Admission Committee. The action taken by theUniversity Observer will be final and binding on the candidate.

UNIVERSITY GRANTS COMMISSION, NEW DELHIREGULATIONS ON CURBING THE MENACE OF RAGGING

IN HIGHER EDUCATIONAL INSTITUTIONS, 2009NO.F 1-16/2007 (CPP-II) Dated 17th June, 2009.

PREAMBLE

In view of the directions of the Hon’ble Supreme Court in the matter of “University of Keralav/s. Council, Principals, Colleges and others” in SLP no. 24295 of 2006 dated 28.05.2007 andthat dated 8.05.2009 in Civil Appeal number 887 of 2009, and in consideration of thedetermination of the Central Government and the University Grants Commission to prohibit,prevent and eliminate the scourge of ragging including any conduct by any student or studentswhether by words spoken or written or by an act which has the effect of teasing, treating orhandling with rudeness a fresher or any other student, or indulging in rowdy or indisciplinedactivities by any student or students which causes or is likely to cause annoyance, hardship orpsychological harm or to raise fear or apprehension thereof in any fresher or any other studentor asking any student to do any act which such student will not in the ordinary course do andwhich has the effect of causing or generating a sense of shame, or torment or embarrassment soas to adversely affect the physique or psyche of such fresher or any other student, with orwithout an intent to derive a sadistic pleasure or showing off power, authority or superiority bya student over any fresher or any other student, in all higher education institutions in the country,and thereby, to provide for the healthy development, physically and psychologically, of allstudents, the University Grants Commission, in consultation with the Councils, brings forth thisRegulation.

In exercise of the powers conferred by Clause (g) of sub-section (1) of Section 26 of the UniversityGrants Commission Act, 1956, the University Grants Commission hereby makes the followingregulations, namely;

1. Title, commencement and applicability

1.1 These regulations shall be called the “UGC regulations on Curbing the Menace of Raggingin Higher Educational Institutions, 2009.”

1.2 They shall come into force from the date of their publication in the Official Gazette.1.3 They shall apply to all the institutions coming within the definition of an University under

sub-section (f ) of section (2) of the University Grants Commission Act, 1956, and to allinstitutions deemed to be a university under Section 3 of the University Grants CommissionAct, 1956, to all other higher educational institutions, or elements of such universities orinstitutions, including its departments, constituent units and all the premises whether beingacademic, residential, playgrounds, canteen, or other such premises of such universities,deemed universities and higher educational institutions, whether located inside campusor outside, and to all means of transportation of students, whether public or private,

accessed by students for the pursuit of studies in such universities, deemed universitiesand higher educational institutions.

2. Objectives

To prohibit any conduct by any student or students whether by words spoken or written or byan act which has the effect of teasing, treating or handling with rudeness a fresher or any otherstudent, or indulging in rowdy or indisciplined activities by any student or students whichcauses or is likely to cause annoyance, hardship or psychological harm or to raise fear orapprehension thereof in any fresher or any other student or asking any student to do any actwhich such student will not in the ordinary course do and which has the effect of causing orgenerating a sense of shame, or torment or embarrassment so as to adversely affect the physiqueor psyche of such fresher or any other student, with or without an intent to derive a sadisticpleasure or showing off power, authority or superiority by a student over any fresher or anyother student; and thereby, to eliminate ragging in all its forms from universities, deemeduniversities and other higher educational institutions in the country by prohibiting it underthese Regulations, preventing its occurrence and punishing those who indulge in ragging asprovided for in these Regulations and the appropriate law in force.

3. What constitutes Ragging

Ragging constitutes one or more of any of the following acts :

a. any conduct by any student or students whether by words spoken or written or by an actwhich has the effect of teasing, treating or handling with rudeness a fresher or any otherstudent;

b. indulging in rowdy or indisciplined activities by any student or students which causes oris likely to cause annoyance, hardship, physical or psychological harm or to raise fear orapprehension thereof in any fresher or any other student;

c. asking any student to do any act which such student will not in the ordinary course doand which has the effect of causing or generating a sense of shame or torment orembarrassment so as to adversely affect the physique or psyche of such fresher or anyother student;

d. any act by a senior student that prevents, disrupts or disturbs the regular, academicactivity of any other student or a fresher;

e. exploiting the services of a fresher or any other student for completing the academic tasksassigned to an individual or a group of students.

f. any act of financial extortion or forceful expenditure burden put on a fresher or any otherstudent by students;

g. any act of physical abuse including all variants of it : sexual abuse, homosexual assaults,stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any otherdanger to health or person;

h. any act or abuse by spoken words, emails, post, public insults which would also includederiving perverted pleasure, vicarious or sadistic thrill from actively or passivelyparticipating in the discomfiture to fresher or any other student ;

i. any act that affects the mental health and self-confidence of a fresher or any other studentwith or without an intent to derive a sadistic pleasure or showing off power, authority orsuperiority by a student over any fresher or any other student.

4. Definitions

1) In these regulations unless the context otherwise requires –

a) “Act” means, the University Grants Commission Act, 1956 (3 of 1956);b) “Academic year” means the period from the commencement of admission of students in

any course of study in the institution up to the completion of academic requirements forthat particular year.

c) “Anti-Ragging Helpline” means the Helpline established under clause (a) of Regulation8.1 of these Regulations.

d) “Commission” means the University Grants Commission;e) “ Council” means a body so constituted by an Act of Parliament or an Act of any State

Legislature for setting, or co-ordinating or maintaining students in the relevant areas ofhigher education, such as the All India Council for Technical Education (AICTE), the BarCouncil of India (BCI), the Dental Council of India (DCI), the Distance Education Council(DEC), the Indian Council of Agricultural Research (ICAR), the Indian Nursing Council(INC), the Medical Council of India (MCI), the National Council of Teacher Education(NCTE), the Pharmacy Council of India (PCI),etc. and the State Higher Education Councils.

f) “District Level Anti-Ragging Committee” means the Committee, headed by the DistrictMagistrate, constituted by the State Government, for the control and elimination of raggingin institutions within the jurisdiction of the district.

g) “Head of the institution” means the Vice-Chancellor in case of a university or a deemedto be university, the Principal or the Director or such other designation as the executivehead of the institution or the college is referred.

h) “Fresher” means a student who has been admitted to an institution and who is undergoinghis/her first year of study in such institution.

i) “ Institution ” means a higher educational institution including, but not limited to anuniversity, a deemed to be university, a college, an institute, an institution of nationalimportance set up by an Act of Parliament or a constituent unit of such institution, impartinghigher education beyond 12 years of schooling leading to, but not necessarily culminatingin, a degree (graduate, postgraduate and/or higher level) and/or to a university diploma.

j) “NAAC” means the National Assessment and Accreditation Council established by theCommission under section 12(ccc) of the Act; ,

k) “State Level Monitoring Cell” means the body constituted by the State Government for thecontrol and elimination of ragging in institutions within the jurisdiction of the State,established under State Law or on the advice of the Central Government, as the case maybe.

2) Words and expressions used and not defined herein but defined in the Act or in theGeneral Clauses Act, 1897, shall have the meanings respectively assigned to them in theAct or in the General Clauses Act, 1897, as the case may be.

5. Measures for prohibition of ragging at the institution level

a) No institution or any part of it thereof, including, but not limited to, the departments,constituent units, colleges, centres of studies and all its premises, whether academic,residential, playgrounds, or canteen, whether located within the campus or outside, andin all means of transportation of students, whether public or private, accessed by studentsfor the pursuit of studies in such institutions, shall permit or condone any reported incidentof ragging in any form; and all institutions shall take all necessary and required measures,including but not limited to the provisions of these Regulations, to achieve the objectiveof eliminating ragging, within the institution or outside,

b) All institutions shall take action in accordance with these Regulations against those foundguilty of ragging and/or abetting ragging, actively or passively, or being part of a conspiracyto promote ragging.

6. Measures for prevention of ragging at the institution level

6.1 An institution shall take the following steps in regard to admission or registration ofstudents; namely,

a) Every public declaration of intent by any institution, in any electronic, audio-visual orprint or any other media, for admission of students to any course of study shall expresslyprovide that ragging is totally prohibited in the institution, and anyone found guilty ofragging and/or abetting ragging, whether actively or passively, or being a part of aconspiracy to promote ragging, is liable to be punished in accordance with theseRegulations as well as under the provisions of any penal law for the time being in force.

b) The brochure of admission / instruction booklet or the prospectus, whether in print orelectronic format, shall prominently print these Regulations in full.

Provided that the institution shall also draw attention to any law concerning ragging andits consequences, as may be applicable to the institution publishing such brochure ofadmission / instruction booklet or the prospectus.

Provided further that the telephone numbers of the Anti-Ragging Helpline and all theimportant functionaries in the institution, including but not limited to the Head of theinstitution, faculty members, members of the Anti-Ragging Committees and Anti-RaggingSquads, District and Sub – Divisional authorities, Wardens of hostels, and other

functionaries or authorities where relevant, shall be published in the brochure of admission/instruction booklet or the prospectus.

c) Where an Institution is affiliated to a University and publishes a brochure of admission/instruction booklet or a prospectus, the affiliating university shall ensure that the affiliatedinstitution shall comply with the provisions of clause (a) and clause (b) of Regulation 6.1of these Regulations.

d) The application form for admission, enrolment or registration shall contain an affidavit,mandatorily in English and in Hindi and/or in one of the regional languages known to theapplicant, as provided in the English language in Annexure I to these Regulations, to befilled up and signed by the applicant to the effect that he/she has read and understoodthe provisions of these Regulations as well as the provisions of any other law for the timebeing in force, and is aware of the prohibition of ragging and the punishments prescribed,both under penal laws as well as under these Regulations and also affirm to the effect thathe/she has not been expelled and/or debarred by any institution and further aver that he/she would not indulge, actively or passively, in the act or abet the act of ragging and iffound guilty of ragging and/or abetting ragging, is liable to be proceeded against underthese Regulations or under any penal law or any other law for the time being in force andsuch action would include but is not limited to debarment or expulsion of such student.

e) The application form for admission, enrolment or registration shall contain an affidavit,mandatorily in English and in Hindi and/or in one of the regional languages known to theparents/guardians of the applicant, as provided in the English language in Annexure II tothese Regulations, to be filled up and signed by the parents/guardians of the applicant tothe effect that he/she has read and understood the provisions of these Regulations as wellas the provisions of any other law for the time being in force, and is aware of the prohibitionof ragging and the punishments prescribed, both under penal laws as well as under theseRegulations and also affirm to the effect that his/her ward has not been expelled; and/ordebarred by any institution and further aver that his/her ward would not indulge, activelyor passively, in the act or abet the act of ragging and if found guilty of ragging and/orabetting ragging, his/her ward is liable to be proceeded against under these Regulationsor under any penal law or any other law for the time being in force and such actionwould include but is not limited to debarment or expulsion of his/her ward.

f) The application for admission shall be accompanied by a document in the form of, orannexed to, the School Leaving Certificate/Transfer Certificate/Migration Certificate/Character Certificate reporting on the inter-personal/social behavioural pattern of theapplicant, to be issued by the school or institution last attended by the applicant, so thatthe institution can thereafter keep watch on the applicant, if admitted, whose behaviourhas been commented in such document.

g) A student seeking admission to a hostel forming part of the institution, or seeking to residein any temporary premises not forming part of the institution, including a privatecommercially managed lodge or hostel, shall have to submit additional affidavits

countersigned by his/her parents/guardians in the form prescribed in Annexure I andAnnexure II to these Regulations respectively along with his/her application.

h) Before the commencement of the academic session in any institution, the Head of theInstitution shall convene and address a meeting of various functionaries/agencies, suchas Hostel Wardens, representatives of students, parents/ guardians, faculty, districtadministration including the police, to discuss the measures to be taken to prevent raggingin the institution and steps to be taken to identify those indulging in or abetting raggingand punish them.

i) The institution shall, to make the community at large and the students in particular awareof the dehumanizing effect of ragging, and the approach of the institution towards thoseindulging in ragging, prominently display posters depicting the provisions of penal lawapplicable to incidents of ragging, and the provisions of these Regulations and also anyother law for the time being in force, and the punishments thereof, shall be prominentlydisplayed on Notice Boards of all departments, hostels and other buildings as well as atplaces, where students normally gather and at places, known to be vulnerable tooccurrences of ragging incidents.

j) The institutions shall request the media to give adequate publicity to the law prohibitingragging and the negative aspects of ragging and the institution’s resolve to ban raggingand punish those found guilty without fear or favour.

k) The institution shall identify, properly illuminate and keep a close watch on all locationsknown to be vulnerable to occurrences of ragging incidents.

l) The institution shall tighten security in its premises, especialy at vulnerable places andintense policing by Anti-Ragging Squad, referred to in these Regulations and volunteers,if any, shall be resorted to at such points at odd hours during the first few months of theacademic session.

m) The institution shall utilize the vacation period before the start of the new academic yearto launch a publicity campaign against ragging through posters, leaflets and such othermeans, as may be desirable or required, to promote the objectives of these regulations.

n) The faculties/departments/units of the institution shall have induction arrangements,including those which anticipate, identify and plan to meet any special needs of anyspecific section of students, in place well in advance of the beginning of the academicyear with an aim to promote the objectives of this Regulation.

o) Every institution shall engage or seek the assistance of professional counsellors before thecommencement of the academic session, to be available when required by the institution,for the purposes of offering counselling to freshers and to other students after thecommencement of the academic year.

p) The head of the institution shall provide information to the local police and localauthorities, the details of every privately commercially managed hostels or lodges usedfor residential purposes by students enrolled in the institution and the head of the institution

shall also ensure that the Anti-Ragging Squad shall ensure vigil in such locations to preventthe occurrence of ragging therein.

6.2 An institution shall, on admission or enrolment or registration of students, take the followingsteps, namely;

a) Every fresh student admitted to the institution shall be given a printed leaflet detailing towhom he/she has to turn to for help and guidance for various purposes including addressesand telephone numbers, so as to enable the student to contact the concerned person atany time, if and when required, of the Anti-Ragging Helpline referred to in theseRegulations, Wardens, Head of the institution, all members of the anti-ragging squadsand committees, relevant district and police authorities;

b) The institution, through the leaflet specified in clause (a) of Regulation 6.2 of theseRegulations shall explain to the freshers, the arrangements made for their induction andorientation which promote efficient and effective means of integrating them fully as studentswith those already admitted to the institution in earlier years.

c) The leaflet specified in clause (a) of Regulation 6.2 of these Regulations shall inform thefreshers about their rights as bona fide students of the institution and clearly instructingthem that they should desist from doing anything, with or against their will, even if orderedto by the senior students, and that any attempt of ragging shall be promptly reported tothe Anti-ragging Squad or to the Warden or to the Head of the institution, as the case maybe.

d) The leaflet specified in clause (a) of Regulation 6.2 of these Regulations shall contain acalendar of events and activities laid down by the institution to facilitate and complementfamiliarization of freshers with the academic environment of the institution.

e) The institution shall, on the arrival of senior students after the first week or after the secondweek, as the case may be, schedule orientation programmes as follows, namely; (i) jointsensitization programme and counselling of both freshers and senior students by aprofessional counsellor, referred to in clause (o) of Regulation 6.1 of these Regulations;(ii) joint orientation programme of freshers and seniors to be addressed by the Head ofthe institution and the anti -ragging committee; (iii) organization on a large scale of cultural,sports and other activities to provide a platform for the freshers and seniors to interact inthe presence of faculty members ; (iv) in the hostel, the warden should address all students;and may request two junior colleagues from the college faculty to assist the warden bybecoming resident tutors for a temporary duration. (v) as far as possible faculty membersshould dine with the hostel residents in their respective hostels to instil a feeling ofconfidence among the freshers.

f) The institution shall set up appropriate committees, including the course-in-charge,student advisor, Wardens and some senior students as its members, to actively monitor,promote and regulate healthy interaction between the freshers, junior students and seniorstudents.

g) Freshers or any other student(s), whether being victims, or witnesses, in any incident ofragging, shall be encouraged to report such occurrence, and the identity of such informantsshall be protected and shall not be subject to any adverse consequence only for thereason for having reported such incidents.

h) Each batch of freshers, on arrival at the institution, shall be divided into small groups andeach such group shall be assigned to a member of the faculty, who shall interactindividually with each member of the group every day for ascertaining the problems ordifficulties, if any, faced by the fresher in the institution and shall extend necessary helpto the fresher in overcoming the same.

i) It shall be the responsibility of the member of the faculty assigned to the group of freshers,to coordinate with the Wardens of the hostels and to make surprise visits to the rooms insuch hostels, where a member or members of the group are lodged; and such member offaculty shall maintain a diary of his/her interaction with the freshers under his/her charge.

j) Freshers shall be lodged, as far as may be, in a separate hostel block, and where suchfacilities are not available, the institution shall, ensure that access of seniors toaccommodation allotted to freshers is strictly monitored by wardens, security guards andother staff of the institution.

k) A round the clock vigil against ragging in the hostel premises, in order to prevent raggingin the hostels after the classes are over, shall be ensured by the institution.

I) It shall be the responsibility of the parents/guardians of freshers to promptly bring anyinstance of ragging to the notice of the Head of the Institution.

m) Every student studying in the institution and his / her parents / guardians shall provide thespecific affidavits required under clauses (d), (e) and (g) of Regulation 6.1 of theseRegulations at the time of admission or registration, as the case may be, during eachacademic year.

n) Every institution shall obtain the affidavit from every student as referred to above in clause(m) of Regulation 6.2 and maintain a proper record of the same and to ensure its safeupkeep thereof, including maintaining the copies of the affidavit in an electronic form, tobe accessed easily when required either by the Commission; or any of the Councils or bythe institution or by the affiliating University or by any other person or organisationauthorised to do so.

o) Every student at the time of his/her registration shall inform the institution about his/herplace of residence while pursuing the course of study, and in case the student has notdecided his/her place of residence or intends to change the same, the details of his placeof residence shall be provided immediately on deciding the same; and specifically inregard to a private commercially managed lodge or hostel where he/she has taken upresidence.

p) The Head of the institution shall, on the basis of the information provided by the studentunder clause (o) of Regulation 6.2, apportion sectors to be assigned to members of the

faculty, so that such member of faculty can maintain vigil and report any incident ofragging outside the campus or en route while commuting to the institution using anymeans of transportation of students, whether public or private.

q) The Head of institution shall, at the end of each academic year, send a letter to theparents/guardians of the students who are completing their first year in the institution,informing them about these Regulations and any law for the time being in force prohibitingragging and the punishments thereof as well as punishments prescribed under the penallaws, and appealing to them to impress upon their wards to desist from indulging inragging on their return to the institution at the beginning of the academic session next.

6.3 Every institution shall constitute the following bodies; namely,

a) Every institution shall constitute a Committee to be known as the Anti-Ragging Committeeto be nominated and headed by the Head of the institution, and consisting ofrepresentatives of civil and police administration, local media, Non GovernmentOrganizations involved in youth activities, representatives of faculty members,representatives of parents, representatives of students belonging to the freshers’ categoryas well as senior students, non-teaching staff; and shall have a diverse mix of membershipin terms of levels as well as gender.

b) It shall be the duty of the Anti-Ragging Committee to ensure compliance with theprovisions of these Regulations as well as the provisions of any law for the time being inforce concerning ragging; and also to monitor and oversee the performance of the Anti-Ragging Squad in prevention of ragging in the institution.

c) Every institution shall also constitute a smaller body to be known as the Anti RaggingSquad to be nominated by the Head of the Institution with such representation as may beconsidered necessary for maintaining vigil, oversight and patrolling function and shallremain mobile, alert and active at all times. Provided that the Anti-Ragging Squad shallhave representation of various members of the campus community and shall have nooutside representation.

d) It shall be the duty of the Anti-Ragging Squad to be called upon to make surprise raids onhostels, and other places vulnerable to incidents of, and having the potential of, raggingand shall be empowered to inspect such places.

e) It shall also be the duty of the Anti-Ragging Squad to conduct an on-the-spot enquiry intoany incident of ragging referred to it by the Head of the institution or any member of thefaculty or any member of the staff or any student or any parent or guardian or any employeeof a service provider or by any other person, as the case may be; and the enquiry reportalong with recommendation shall be submitted to the Anti-Ragging Committee for actionunder clause (a) of Regulation 9.1.

Provided that the Anti-Ragging Squad shall conduct such enquiry observing a fair andtransparent procedure and the principles of natural justice and after giving adequate

opportunity to the student or students accused of ragging and other witnesses to placebefore it the facts, documents and views concerning the incident of ragging, andconsidering such other relevant information as may be required.

f ) Every institution shall, at the end of each academic year, in order to promote theobjectives of these regulations, constitute a Mentoring Cell consisting of studentsvolunteering to be Mentors for freshers, in the succeeding academic year; and there shallbe as many levels or tiers of Mentors as the number of batches in the institution, at the rateof one Mentor for six freshers and one Mentor of a higher level for six Mentors of thelower level.

g) Every University shall constitute a body to be known as Monitoring Cell on Ragging,which shall coordinate with the affiliated colleges and institutions under the domain ofthe University to achieve the objectives of these Regulations; and the Monitoring Cellshall call for reports from the Heads of institutions in regard to the activities of the Anti-Ragging Committees, Anti - Ragging Squads, and the Mentoring Cells at the institutions,and it shall also keep itself abreast of the decisions of the District level Anti-RaggingCommittee headed by the District Magistrate.

h) The Monitoring Cell shall also review the efforts made by institutions to publicize anti-ragging measures, soliciting of affidavits from parents/guardians and from students, eachacademic year, to abstain from ragging activities or willingness to be penalized forviolations; and shall function as the prime mover for initiating action on the part of theappropriate authorities of the university for amending the Statutes or Ordinances or Bye-laws to facilitate the implementation of anti-ragging measures at the level of the institution.

6.4 Every institution shall take the following other measures, namely;a) Each hostel or a place where groups of students reside, forming part of the institution,

shall have a full-time Warden, to be appointed by the institution as per the eligibilitycriteria laid down for the post reflecting both the command and control aspects ofmaintaining discipline and preventing incidents of ragging within the hostel, as well asthe softer skills of counselling and communicating with the youth outside the class-roomsituation; and who shall reside within the hostel, or at the very least, in the close vicinitythereof.

b) The Warden shall be accessible at all hours and be available on telephone and othermodes of communication, and for the purpose the Warden shall be provided with amobile phone by the institution, the number of which shall be publicised among allstudents residing in the hostel.

c) The institution shall review and suitably enhance the powers of Wardens; and thesecurity personnel posted in hostels shall be under the direct control of the Warden andtheir performance shall be assessed by them.

d) The professional counsellors referred to under clause (o) of Regulation 6.1 of theseRegulations shall, at the time of admission, counsel freshers and/or any other student(s)

desiring counselling, in order to prepare them for the life ahead, particularly in regard tothe life in hostels and to the extent possible, also involve parents and teachers in thecounselling sessions.

e) The institution shall undertake measures for extensive publicity against ragging by meansof audio-visual aids, counselling sessions, workshops, painting and design competitionsamong students and such other measures, as it may deem fit.

f) In order to enable a student or any person to communicate with the Anti RaggingHelpline, every institution shall permit unrestricted access to mobile phones and publicphones in hostels and campuses, other than in class-rooms, seminar halls, library, and insuch other places that the institution may deem it necessary to restrict the use of phones.

g) The faculty of the institution and its non-teaching staff, which includes but is not limitedto the administrative staff, contract employees, security guards and employees of serviceproviders providing services within the institution, shall be sensitized towards the ills ofragging, its prevention and the consequences thereof.

h) The institution shall obtain an undertaking from every employee of the institutionincluding all teaching and non-teaching members of staff, contract labours employed inthe premises either for running canteen or as watch and ward staff or for cleaning ormaintenance of the buildings/lawns and employees of service providers providing serviceswithin the institution, that he/she would report promptly any case of ragging which comesto his/her notice.

i) The institution shall make a provision in the service rules of its employees for issuingcertificates of appreciation to such members of the staff who report incidents of ragging,which will form part of their service record.

j) The institution shall give necessary instructions to the employees of the canteens andmessing, whether that of the institution or that of a service provider providing this service,or their employers, as the case may be, to keep a strict vigil in the area of their work andto report the incidents of ragging to the Head of the institution or members of the Anti-Ragging Squad or members of the Anti-Ragging Committee or the Wardens, as may berequired.

k) All Universities awarding a degree in education at any level, shall be required to ensurethat institutions imparting instruction in such courses or conducting training programmefor teachers include inputs relating to anti-ragging and the appreciation of the relevanthuman rights, as well as inputs on topics regarding sensitization against corporalpunishments and checking of bullying amongst students, so that every teacher is equippedto handle at least the rudiments of the counselling approach.

l) Discreet random surveys shall be conducted amongst the freshers every fortnight duringthe first three months of the academic year to verify and cross-check whether the institutionis indeed free of ragging or not and for the purpose the institution may design its ownmethodology of conducting such surveys.

m) The institution shall cause to have an entry, apart from those relating to general conductand behaviour, made in the Migration/Transfer Certificate issued to the student whileleaving the institution, as to whether the student has been punished for committing orabetting an act of ragging, as also whether the student has displayed persistent violent oraggressive behaviour or any inclination to harm others, during his course of study in theinstitution.

n Notwithstanding anything contained in these Regulations with regard to obligationsand responsibilities pertaining to the authorities or members of bodies prescribed above,it shall be the general collective responsibility of all levels and sections of authorities orfunctionaries including members of the faculty and employees of the institution, whetherregular or temporary, and employees of service providers providing service within theinstitution, to prevent or to act promptly against the occurrence of ragging or any incidentof ragging which comes to their notice.

o) The Heads of institutions affiliated to a University or a constituent of the university,as the case may be, shall, during the first three months of an academic year, submit aweekly report on the status of compliance with Anti Ragging measures under theseRegulations, and a monthly report on such status thereafter, to the Vice-Chancellor ofthe University to which the institution is affiliated to or recognized by.

p) The Vice Chancellor of each University, shall submit fortnightly reports of the University,including those of the Monitoring Cell on Ragging in case of an affiliating university, tothe State Level Monitoring Cell.

7. Action to be taken by the Head of the institution

On receipt of the recommendation of the Anti Ragging Squad or on receipt of any informationconcerning any reported incident of ragging, the Head of institution shall immediately determineif a case under the penal laws is made out and if so, either on his own or through a member ofthe Anti-Ragging Committee authorised by him in this behalf, proceed to file a First InformationReport (FIR), within twenty four hours of receipt of such information or recommendation, withthe police and local authorities, under the appropriate penal provisions relating to one or moreof the following, namely;i. Abetment to ragging;ii. Criminal conspiracy to rag;iii. Unlawful assembly and rioting while ragging;iv. Public nuisance created during ragging;v. Violation of decency and morals through ragging;vi. Injury to body, causing hurt or grievous hurt;vii. Wrongful restraint;viii. Wrongful confinement;ix. Use of criminal force;x. Assault as well as sexual offences or unnatural offences;

xi. Extortion;xii. Criminal trespass;xiii. Offences against property;xiv. Criminal intimidation;xv. Attempts to commit any or all of the above mentioned offences against the victim(s);xvi. Threat to commit any or all of the above mentioned offences against the victim(s);xvii. Physical or psychological humiliation;xviii. All other offences following from the definition of “Ragging”.

Provided that the Head of the institution shall forthwith report the occurrence of theincident of ragging to the District Level Anti-Ragging Committee and the Nodal officer ofthe affiliating University, if the institution is an affiliated institution.

Provided further that the institution shall also continue with its own enquiry initiatedunder clause 9 of these Regulations and other measures without waiting for action on thepart of the police/local authorities and such remedial action shall be initiated andcompleted immediately and in no case later than a period of seven days of the reportedoccurrence of the incident of ragging.

8. Duties and Responsibilities of the Commission and the Councils

8.1 The Commission shall, with regard to providing facilitating communication of informationregarding incidents of ragging in any institution, take the following steps, namely;

a) The Commission shall establish, fund and operate, a toll-free Anti-Ragging Helpline,operational round the clock, which could be accessed by students in distress owing toragging related incidents.

b) Any distress message received at the Anti-Ragging Helpline shall be simultaneouslyrelayed to the Head of the Institution, the Warden of the Hostels, the Nodal Officer of theaffiliating University, if the incident reported has taken place in an institution affiliated toa University, the concerned District authorities and if so required, the District Magistrate,and the Superintendent of Police, and shall also be web enabled so as to be in the publicdomain simultaneously for the media and citizens to access it.

c) The Head of the institution shall be obliged to act immediately in response to theinformation received from the Anti-Ragging Helpline as at sub-clause (b) of this clause.

d) The telephone numbers of the Anti-Ragging Helpline and all the important functionariesin every institution, Heads of institutions, faculty members, members of the anti-raggingcommittees and anti ragging squads, district and sub-divisional authorities and stateauthorities, Wardens of hostels, and other functionaries or authorities, where relevant,shall be widely disseminated for access or to seek help in emergencies.

e) The Commission shall maintain an appropriate data base to be created out of affidavits,affirmed by each student and his/her parents/guardians and stored electronically by theinstitution, either on its or through an agency to be designated by it; and such database

shall also function as a record of ragging complaints received, and the status of the actiontaken thereon.

f) The Commission shall make available the database to a non-governmental agency to benominated by the Central Government, to build confidence in the public and also toprovide information of non compliance with these Regulations to the Councils and tosuch bodies as may be authorised by the Commission or by the Central Government.

8.2 The Commission shall take the following regulatory steps, namely;a) The Commission shall make it mandatory for the institutions to incorporate in their

prospectus, the directions of the Central Government or the State Level MonitoringCommittee with regard to prohibition and consequences of ragging, and that non-compliance with these Regulations and directions so provided, shall be considered aslowering of academic standard by the institution, therefore making it liable for appropriateaction.

b) The Commission shall verify that the institutions strictly comply with the requirement ofgetting the affidavits from the students and their parents/guardians as envisaged underthese Regulations.

c) The Commission shall include a specific condition in the Utilization Certificate, inrespect of any financial assistance or grants-in-aid to any institution under any of thegeneral or special schemes of the Commission, that the institution has complied with theanti-ragging measures.

d) Any incident of ragging in an institution shall adversely affect its accreditation, ranking orgrading by NAAC or by any other authorised accreditation agencies while assessing theinstitution for accreditation, ranking or grading purposes.

e) The Commission may accord priority in financial grants-in-aid to those institutions,otherwise eligible to receive grants under section 12B of the Act, which report a blemishlessrecord in terms of there being no reported incident of ragging.

f) The Commission shall constitute an Inter-Council Committee, consisting of representativesof the various Councils, the Non-Governmental agency responsible for monitoring thedatabase maintained by the Commission under clause (g) of Regulation 8.1 and suchother bodies in higher education, to coordinate and monitor the anti-ragging measures ininstitutions across the country and to make recommendations from time to time; andshall meet at least once in six months each year.

g) The Commission shall institute an Anti-Ragging Cell within the Commission as aninstitutional mechanism to provide secretarial support for collection of information andmonitoring, and to coordinate with the State Level Monitoring Cell and University levelCommittees for effective implementation of anti-ragging measures, and the Cell shall alsocoordinate with the Non-Governmental agency responsible for monitoring the databasemaintained by the Commission appointed under clause (g) of Regulation 8.1.

9. Administrative action in the event of ragging

9.1 The institution shall punish a student found guilty of ragging after following the procedureand in the manner prescribed hereinunder:

a) The Anti-Ragging Committee of the institution shall take an appropriate decision, inregard to punishment or otherwise, depending on the facts of each incident of raggingand nature and gravity of the incident of ragging established in the recommendations ofthe Anti-Ragging Squad.

b) The Anti-Ragging Committee may, depending on the nature and gravity of the guiltestablished by the Anti-Ragging Squad, award, to those found guilty, one or more of thefollowing punishments, namely:

i. Suspension from attending classes and academic privileges.ii. Withholding / withdrawing scholarship / fellowship and other benefits.iii. Debarring from appearing in any test/ examination or other evaluation process.iv. Withholding results.v. Debarring from representing the institution in any regional, national or

international meet, tournament, youth festival, etc.vi. Suspension / expulsion from the hostel.vii. Cancellation of admission.viii. Rustication from the institution for period ranging from one to four semesters.ix. Expulsion from the institution and consequent debarring from admission to

any other institution for a specified period.

Provided that where the persons committing or abetting the act of ragging are notidentified, the institution shall resort to collective punishment.

c) An appeal against the order of punishment by the Anti - Ragging Committee shall lie,i. in case of an order of an institution, affiliated to or constituent part, of a

University, to the Vice-Chancellor of the University;ii. in case of an order of a University, to its Chancellor.iii. in case of an institution of national importance created by an Act of Parliament,

to the Chairman or Chancellor of the institution, as the case may be.9.2 Where an institution, being constituent of, affiliated to or recognized by a University, fails

to comply with any of the provisions of these Regulations or fails to curb ragging effectively,such University may take any one or more of the following actions, namely;

i. Withdrawal of affiliation/recognition or other privileges conferred.ii. Prohibiting such institution from presenting any student or students then

undergoing any programme of study therein for the award of any degree / diplomaof the University.

Provided that where an institution is prohibited from presenting its student orstudents, the Commission shall make suitable arrangements for the other studentsso as to ensure that such students are able to pursue their academic studies.

iii. Withholding grants allocated to it by the university, if anyiv. Withholding any grants chanellised through the university to the institution.v. Any other appropriate penalty within the powers of the university.

9.3 Where in the opinion of the appointing authority, a lapse is attributable to any member ofthe faculty or staff of the institution, in the matter of reporting or taking prompt action toprevent an incident of ragging or who display an apathetic or insensitive attitude towardscomplaints of ragging, or who fail to take timely steps, whether required under theseRegulations or otherwise, to prevent an incident or incidents of ragging, then such authorityshall initiate departmental disciplinary action, in accordance with the prescribedprocedure of the institution, against such member of the faulty or staff.

Provided that where such lapse is attributable to the Head of the institution, the authoritydesignated to appoint such Head shall take such departmental disciplinary action; andsuch action shall be without prejudice to any action that may be taken under the penallaws for abetment of ragging for failure to take timely steps in the prevention of ragging orpunishing any student found guilty of ragging.

9.4 The Commission shall, in respect of any institution that fails to take adequate steps toprevent ragging or fails to act in accordance with these Regulations or fails to punishperpetrators or incidents of ragging suitably, take one of more of the following measures,namely;

i. Withdrawal of declaration of fitness to receive grants under section 12B of theAct.

ii. Withholding any grant allocated.iii. Declaring the institution ineligible for consideration for any assistance under

any of the general or special assistance programmes of the Commission.iv. Informing the general public, including potential candidates for admission,

through a notice displayed prominently in the newspapers or other suitable mediaand posted on the website of the Commission, declaring that the institution doesnot possess the minimum academic standards.

v. Taking such other action within its powers as it may deem fit and impose suchother penalties as may be provided in the Act for such duration of time as theinstitution complies with the provisions of these Regulations.

Provided that the action taken under this clause by the Commission againstany institution shall be shared with all Councils.

2. I have, in particular, perused clause 3 of the regulations and am aware as to whatconstitutes ragging.

3. I have also, in particular, perused clause 7 and clause 9.1 of the Regulations and amfully aware of the penal and administrative action that is liable to be taken against mein case I am found guilty of or abetting ragging, actively or passively, or being part ofa conspiracy to promote ragging.

Adequate number of standard hostels exist for undergradu-ate and postgraduate students with excellent amenities, multigymnasium, indoor sports facilities and advanced communi-cation facilities. All hostels are provided with uninterruptedpower supply.

Cultural activities:

Poster competitions, painting, rangoli competitions areheld at various levels round the year in order to encourageindependent creativity among students in art activities,Students take part in various intercollegiate competitions andregularly win laurels.

Annual cultural events of the medical college includeGanesh Festival and Annual Social Gathering - "Padmanjali".

Sport facilities :Sports facilities are provided in seven

International Collaborations :Rural Medical College is part of the collaborations developed

3. Candidate should occupy the seat in the examination hall at least Thirty minutes

before the commencement of the examination.

4. Write your Hall ticket No, Test Booklet Version and Test Booklet No in the appropriate

places on the Answer Sheet. Darken the corresponding circles.

5. Use Black HB pencil to darken the circles in the Answer Sheet. It is advisable to bring

extra pencils and sharpener.

6. Rough work, if required should be done on the Test Booklet only.

7. Do not use any religious invocation or any writing that is not relevant to the answer.

8. Stop marking the answer as soon as the warning bell at the closing time is rung.

9. No candidate will be allowed to leave the examination hall till the end of examination.

10. Return the Test Booklet and Answer Sheet to the Invigilator at the close of the

Examination.

11. Candidates are not allowed to take any books, notes, papers, cell phones, pagers and

any other electronic gadget in the Examination Hall/Room.
