Steps to Applying for a Voucher for Private Grade 10 Non-ESC Completers Only

Students fill out and download forms and
confirmation slip from Online Voucher Application
Portal or from their school/DepEd DO.
The filled out form, confirmation slip and supporting docs are
submitted to PEAC National Secretariat.
Students are notified of the results and the list of
Qualified Voucher Recipients (QVR) is posted on OVAP
Eligible students download and print their QVR
Certificates from the OVAP. This is presented upon
enrollment.

Vouchers shall be redeemed within the first semester of the School Year immediately after Junior High School completion.

Vouchers covers only 2 consecutive years of schooling. If a student is unable to complete the academic requirements for Grade 11, then he is disqualified to receive a voucher in Grade 12.

Conditions for Voucher Beneficiaries

Voucher support is discontinued, if the
student:
• Drops out in middle of the SY • Does not re-enroll in the
following SY • Is retained at the same grade
level • Transfers to another SHS within
the SY • Transfers to a DepEd SHS
Voucher support may be continued, if the
student:
• Shifts tracks/strands at the end of the 1st semester in same school or the end of SY in same or different school
• Transfers to another private HS, HEI, or TVI at the end of the SY. (The voucher amount can only be equal to or lower than the subsidy he receives from the originating school.)
• Leaves school not for more than 1 year due to medical reasons

All SHS providers with DepEd SHS permits are allowed to participate.
Private schools are encouraged to minimize or to provide additional subsidies to cover top-up fees.
Joint delivery of programs will be allowed: public or private school offers core curriculum while TVI offers tech-voc specializations

SHS Voucher Redemption Process
DEPARTMENT OF EDUCATION
Students enroll in public and in private HS, HEIs, or TVIs with DepEd SHS permits. Some
students may enroll with vouchers.
Private HS, HEIs, and TVIs with DepEd SHS permits submit the list of voucher
recipients/billing statement through the voucher
management system.
Checks are made in the system to ensure there
are no errors in the billing statement (on names and voucher amounts,
etc).
Periodic reports on attendance may be
required.
Payments are made directly to the schools’
accounts.
Grade 11 completers are
promoted to Grade 12. Same process
follows for new batch of students.
