    Plantwise launchesGhana operationsLaunched recently at a ceremony in Accra,

    Plantwise Ghana is ofcially underway and

    already growing in interest and reach. Ministry

    o Agriculture leaders, partners rom the

    Council or Scientifc and Industrial Research

    (CSIR), extension workers, members o

    national press, and plant doctor trainees came

    together to celebrate the launch and discuss

    supporting ood security in the country.

    Alongside the launch, a review and planning

    workshop took place or stakeholders in the

    agricultural sector who were all keen to share

    their knowledge and ideas on how to develop

    Plantwise.

    Plantwise would help the challenges

    aced by the ood and agricultural sectors

    and reduce poverty in the country

    says Ghanas Chie Technical Advisor

    Dr Samuel Dapaah.

    In the opening ceremony o the workshop,

    Dr Entsua-Mensah, Deputy Director General o

    CSIR, said she was particularly pleased the

    clinics will be community based. She went on to

    express her support o the knowledge bank (KB):

    The best thing is the KB [which has] historical

    data and then national and international data,

    and [we] need to tap into that.

    Plantwise began working in Ghana in June

    2012 with the training o 29 plant doctors. As

    part o this training, a pilot clinic was set up

    which proved popular, receiving 52 queries

    rom 42 armers in just 3 hours. This signifcant

    interest inspired the trainees, and there havenow been 13 clinics launched in Ghana since

    they frst began operation in September 2012.

    There are plans to establish many more clinics

    in Ghana, expanding coverage into the North

    and East o the country.

    Data owingrom KenyaSince the launch o the knowledge bank in July

    2012, eedback continues to stream in on the

    various developed online tools, ahead o the

    next phase o production, version 2.1, coming

    mid-2013. Amongst the latest tools are the

    plant health news updates, new pest alerts,

    image diagnostic search, pest actsheet

    database, and Plantwise blogs, coveringmany plant health issues. MaryLucy Oronje

    o CABI Arica, speaks about the importance

    o bringing in eedback to put out the best

    possible services. (See page 3)

    Plantwise at Agroest BarbadosThe annual celebration and plant party held in CABIs newest member country, Barbados, was a perect time or locals to get to know Plantwise.

    Examining insects, asking or arming tips and learning about the plant clinics were some o the activities hosted by CABI.

    At the strategic level, Plantwise has a potential to make a big contribution to the delivery o plant health systems, shares one Barbados partner

    Plantwise goes to Rome orCPM side-eventFor 350 international delegates and observers

    attending the annual meeting o the Commission

    on Phytosanitary Measures (CPM), standards will

    be adopted on plant protection with ar-reachingimplications on livelihoods, ood security and

    ecosystems back at home. Plantwise, working in

    31 countries to improve livelihoods, held a side

    event or national governments and international

    organizations to discuss the impacts o improved

    pest advice, and pest tracking, or the small-

    holder armer. Held at the FAO headquarters

    in Rome, Plantwise hosted representatives o

    the World Trade Organization, the InternationalSeed Federation and Contracting Parties o the

    International Plant Protection Convention (IPPC)

    to demonstrate how Plantwise can support the

    National Plant Protection Organizations (NPPO)

    and contribute to the mission o the IPPC. The

    discussion included three voices rom the feld-

    specifcally IPPC contact points or Tanzania, Nepal

    and Sierra Leone. They shared their experiences

    o bringing Plantwise into their countries and

    the valuable benefts and lessons learned along

    the way. This is the missing link between

    armers and experts. Plantwise is one

    MaryLucyHow important is user eedback toknowledge bank development?

    User eedback is key in the development o

    the Plantwise knowledge bank (KB). It helps

    one get both positive and negative critiques

    o the contents rom real and intended users.

    For example, we learn what they now fnd

    useul on the KB, and what other inormation

    they would like to see. We can then analyze

    these perspectives, and incorporate them in

    uture developments.

    How did these KB users hear about thewebsite and services?

    The users weve interviewed had heard about

    the KB mostly through demonstrations by

    Plantwise and partners. Others located the

    website on their own while browsing and

    doing web searches.

    How does talking to people about the

    knowledge bank help you working in

    these services in Kenya?

    It helps us understand their needs and identiy

    gaps in agricultural inormation. It stimulates

    more participation rom stakeholders,

    especially agriculture-based institutions, by

    identiying content they would like to share,

    just as others have done on the KB.

    What are the top two benefts o this type

    o inormation, or data sharing, with the

    knowledge bank?

    Data sharing with the KB helps make use o

    data that would otherwise be sitting on dusty

    shelves! There is also the beneft o publicity

    or the institutions sharing data, or example,

    having their name attached to pest survey

    data and pest images, hosted on the KB or a

    global audience.

    Tripartite agreement paves wayor Plantwise MyanmarCABI has acilitated cross-partner cooperation

    between China and Myanmar, which are

    important member countries o CABI, with the

    potential to improve crops or millions o armers,

    preparing the ground or agricultural development

    in the country.

    The cooperation statement, signed by Minister

    o Agriculture U Myint Hlaing o the Republic o

    the Union o Myanmar, Proessor Zhang Lubiao,

    Director General o International Collaboration o

    the Chinese Academy o Agricultural Sciences

    (CAAS), and Plantwise Programme Executive

    Ulrich Kuhlmann, represents the exchange o

    agricultural and educational resources. For

    Myanmars young researchers, extension workers

    and armers, it is a new doorway to important

    agricultural inormation rom CABI and other

    international partners.

    As it now stands, the situation or amers in

    Myanmar is an urgent one. The agricultural

    sector is the back bone o Myanmars economy

    as the entire agricultural sector contributes 30% o

    its current GDP, reports the Minister o Agriculture.

    In addition, 61% o the countrys labour orce is

    working in the agricultural sector. Myanmar will

    take part in uture extension workshops with

    CAAS, student scholarships, act fnding visits,

    and the construction o state-o-the-art acilities

    or biological research.

    In Aghanistan, the people make the programmeThere are many pieces that must all into

    place to make Plantwise run. CABI-Central

    West Asias Muhammad Faheem takes us

    through the implementation journey rom the

    frst handshake to the frst armer helped.

    In 2012, Plantwise was launched in Aghanistan. It

    began through a series o successul negotiations

    between the Aga Khan Foundation (AKF), the

    Directorate o Agriculture, Irrigation and Livestock

    (DAIL), the Plant Protection & QuarantineDirectorate (PPQD) o the Ministry o Agriculture

    Irrigation and Livestock (MAIL), and CABI Central

    West Asia (CABI CWA). The frst decision was

    where to base Plantwise. It was ftting that such

    a landmark system would be inaugurated in the

    historic city o Bamyan, in Bamyan province, 150

    kilometres west o Kabul.

    In order or the plant clinic system to start

    eectively, good human resources were vital. The

    people who would run these clinics had not only

    to possess the appropriate level o experience

    and knowledge to run a symptomatic diagnostic

    clinic, but also had to ft these new undertakings

    into their existing agricultural extension activities.

    By April last year, 19 representatives rom our three

    national partners were trained by CABIs Julien

    Lamontagne-Godwin and mysel, to run ourteenclinics in seven districts o Bamyan and Parwan

    province. Since their inception, 700 queries have

    been recorded during the 130 clinic sessions

    that were held. More than 84 dierent pests,

    diseases and health problems were identifed on

    25 dierent crops, including wheat, potato and

    apple. Through close collaboration with DAIL, and

    thanks to the unrelenting support o the Director o

    PPQD, its been a particularly exciting year.

    The plan or 2013 is extremely encouraging. Well

    see urther training o 33 plant doctors to bring

    plant clinics to the Baghlan province and Kabul-

    a central location o great importance that will

    ensure good visibility or Plantwise. This year, we

    plan to reach a total o 25 clinics, but progress

    is not only in expansion. Plant doctors need

    continued diagnostic support, data validationtraining and backstopping through national

    linkages. For example, were holding a cluster

    meeting this month or plant doctors to meet and

    learn rom shared experiences working at the start

    o Plantwise in Aghanistan.

    Putting M&E and Gender at the heart o PlantwiseGender responsiveness, gender disaggregated

    baseline studies and theory o change were

    some o the key topics addressed in the

    week-long training in Wallingord, UK or CABI

    sta, including Plantwise project leaders rom

    Arica, the Caribbean & Latin America, Asia,

    East Asia and Europe. Through discussion o

    case studies and group analysis, sta learnedhow to bring the mind-set o gender-aware

    monitoring and evaluation (M&E) into all levels

    o Plantwise. There are many reasons CABI

    and other organizations wish to take a look

    at and embed M&E, and the obvious one

    is to better report to donors, says INTRAC

    workshop acilitator Max Peberdy. However,

    this is not the only reason to put M&E and

    gender into project planning. Another important

    reason, says Peberdy, is to become more

    agile, or rather sensitive to a changing world.M&E can enable an organisation to respond

    rapidly and eectively to change. Throughout

    the course, three universal questions were

    asked and discussed widely. Its about a way

    o thinking, says Peberdy, asking ourselves

    Are we doing what we said we would? Are

    we making a dierence? Are we doing the

    right thing? These questions aim to bring

    greater eectiveness to implementation but

    most importantly, M&E training can help build

    a ramework or tracking impacts o Plantwisecapacity building within national plant health

    systems, a model or current and uture

    Plantwise countries.

    A win or the uture o oodsecurity in Arica as Plantwisereceives 10 million in EU support

    Plantwise has been named the recipient of

    a 10 million contribution from the EuropeanCommissions development body (DG

    DEVCO-EuropeAid) to boost global food

    security, with a particular focus on Africa.

    Across nine countries of Sub-Saharan Africa,

    Plantwise will become the vehicle to realise

    some of the EUs most urgent development

    goals- increasing access to food, alleviating

    poverty and improving livelihoods. Ghana,

    where Plantwise recently held the launch

    event, will accompany Zambia, Ethiopia,

    Rwanda, Malawi and Burkina Faso as

    countries where EU support will help initiate

    plant clinics and national-level partnerships.In countries where Plantwise is quickly

    growing into nationally-embedded plant

    health systems, for example Sierra Leone,

    Kenya and Uganda, ECs contribution

    will support effective policy making,

    strengthening Plantwise globally, and the

    establishment of impact assessments.

    By building the resources of Plantwise, the EC

    demonstrates the importance of timely action

    to prepare small holder farmers to respond to

    changing agricultural conditions. Trends such

    as increased international trade, tourism and

    climate change are exacerbating crop loss,hunger and sustainable livelihood problems

    by accelerating the spread of plant pests.

    Food insecurity is a complex problem

    that needs to be tackled through variousmeasures, including measures that

    enhance agricultural productivity, says

    EC Commissioner for Development Andris

    Piebalgs in his address to the European

    Parliament. This is why, as the worlds largest

    grant donor, we are leading by example.

    We are spearheading efforts to encourage

    donors worldwide to give appropriate space

    to food security and rural development in

    their development cooperation.

    The EU also recognises that Plantwise aligns

    with global targets for development such as the

    achievement of Millennium Development Goal(MDG) 1- to halve extreme poverty and hunger,

    and MDG 7- to safeguard the environment by

    providing knowledge and tools required to

    enhance sustainable productivity.

    Studies of Plantwise clinics in Bangladesh

    and Bolivia have shown that, as a result of

    the plant clinics, farmers have increased crop

    yields and spent less money on inappropriate

    or excessive use of pesticides, increasing their

    average household income, protecting local

    ecosystems and improving livelihoods where

    it is needed most. In partnership with the

    EC, these gains will be expanded for farmersacross Africa, a sign of long term commitment
