On Tuesday, December 16, 2014, Deputy Jake Serigne was recognized by Phillips 66 and the Belle Chasse Rotary Club as their Deputy of the Year during at the organizations’ first ever Plaquemines Parish Community Recognition Event. The ceremony was held at Bayou Barriere Country Club in Belle Chasse. Other deserving recipients from Plaquemines Parish included a firefighter, emergency medical technician, and an elementary, middle and high school teacher. On February 16, about 2:10 a.m., a two-vehicle car crash occurred in the 14000 block of Highway 23, near West Parker Lane in lower Belle Chasse. Within minutes of the crash, Plaquemines Parish Sheriff’s Office (PPSO) deputies were on-scene.

Upon interviewing witnesses, it was learned that the driver of a 2014 Ford F-250, later identified as Timothy Vincent Lincoln, IV, 32, of 30144 Highway 23 in Port Sulphur, had fled on foot in a northerly direction after the crash. A description of Lincoln, to include his clothing, was provided to assisting deputies.

Moments later, Lincoln was located walking along Highway 23, approximately three-tenths of a mile north of the scene. When a deputy attempted to interview him, he pushed the deputy and ran into a nearby orange grove. During the chase, Lincoln was sprayed with OC (pepper) spray. After a short foot chase and physical altercation with two deputies, Lincoln was taken into custody.

A preliminary investigation determined that Lincoln was traveling southbound on Highway 23 in the right lane at a high rate of speed in his Ford pickup truck and rear-ended a 2013 Dodge Dart that was being driven by a 19-year-old Belle Chasse man. Upon impact, the vehicles lost control and subsequently came to a rest off the right side of the roadway. Before doing so, Lincoln’s vehicle struck a brick and wooden fence and a natural gas main. Lincoln’s vehicle traveled over 600 feet after initial impact. Both Lincoln and the other driver sustained minor injuries and their vehicles received extensive damage.

Lincoln, who smelled of an alcoholic beverage and had slurred speech, refused a chemical test for intoxication. Deputies obtained a search warrant and had blood drawn from him for testing by the Louisiana State Police Crime Laboratory, which the results are pending. The other driver was not impaired.

Lincoln was arrested and booked with Driving While Intoxicated, Reckless Driving, Hit and Run, Resisting an Officer with a Force/Violence, two counts of Battery on a Police Officer, and a New Orleans Fugitive Warrant.

At the time of his arrest, Lincoln was free on bond for a March 2014 Plaquemines Parish arrest for Sexual Battery of a Juvenile, Felony Carnal Knowledge of a Juvenile, and Contributing to the Delinquency of a Juvenile, as well as a March 2014 Orleans Parish arrest for Pornography Involving Juveniles and Contributing to the Delinquency of a Juvenile.

Lincoln remains in the custody of the Sheriff’s Office at the Plaquemines Parish a Detention Center in lieu of an $18,000 bond with a hold for Orleans Parish.

Depending on whose interpretation you use, Yankees are people anywhere from Alexandria, LA to above the Mason-Dixon Line and who visit and leave. Damn Yankees are those who stay or are really from New England…or both. Damn Yankee(s) is a musical from the 1950’s in which a local version in the 1990’s starred Jerry Lewis as the Devil.Anyone who gets assimilated here eventually loses the “yankee” label and becomes a “former Yankee” or in my case, “that California guy who still roots for the 49ers”. Why, of course. Don’t you root forthe Saints and wouldn’t you do so if you lived in Boston or New York? Case closed.

Anyway…what do you expect for a column during Mardi Gras weekend? In my case, I received a visit from a damn Yankee on Thursday. Bad enough the next day was Friday the 13th and we had to work.

Back to Yankees. Hate ‘em. Especially A-Rod. Oh, wrong Yankees. Like ‘em. Like to watch them slowly begin to understand our South Louisiana culture, which leads the nation in hot babes, killer food and the best college football around. Education, health and pollution still need a little work and our crop of corrupt politicians, converted to foodstuffs, could feed the world for a hundred years. So into this cauldron drops Joe, recovering from four days in Houma and a jolting introduction to Cajun food. Joe has a couple of papers like Northshore Plus and Plaquemines Plus in Kiel, Wisconsin. Now Kiel, don’t ya know, is between Milwaukee and Green Bay, you betcha! Next year, the LSU Tigers travel to Lambeau Field, a football icon named after a Frenchman in a German, Slovak and Scandinavian dominated land. It’s a country of great cheese, Cheeseheads, beautiful glacier-carved lands and beer. It’s got sausage, oomph-a polka bands, liberal colleges, cold weather and beer. It’s got frauleins, franks, freezing snow and beer. Did I mention it has beer?Joe doesn’t normally speak like a dude from the Badger State he was born into. Wisconsin’s dialect is a combination of Canadian, Fargo and Minnesota with a hard overlay of Chicago. It’s the Chicago that makes it more fun to hear and speak. We didn’t have much time to learn the intricacies of Wisconsinese, hey, once, but we kind of, don’t ya know, got the hang of it, one, you betcha! Joe and I ran into at least four Wisconsin natives during our night with Selene, the goddess of Slidell’s Mardi Gras night parades. None of them had much of dat accent, hear me, ya know…once. Joe is working on getting us a couple of tickets to Lambeau Field for next year’s LSU/Wisconsin game. It’s Lambeau in September, which means you won’t have to freeze your keister off. Up in Wisconsin, dere, dat “ting” we sit on here, once, is a keister. Going to Wisconsin means sausage, sauerkraut and beer. Cheese and beer. Brewskies and beer. I really don’t drink much beer but Wisconsin has more local breweries with national prominence than any other state (and don’t tell me St. Louis, which is a city, not a state!). I don’t eat much cheese or sauerkraut either, but the sausage is killer and the polka is kinda cool (but spare me the chicken dance).My personal experience with Wisconsin is very limited, as anyone from there reading this has already figured out, once. The University of Wisconsin has one of the five or six greatest classic football fight songs of all time - “On Wisconsin.” Chris Borland is a rookie linebacker for the 49ers, the first Badger, I believe, to ever stick with the team. I once interviewed for a radio news director’s job in Waukegan, which is really in Illinois but is damn close to Wisconsin. One of the best college football games I ever attended was the 1963 New Years’ Day Rose Bowl between the Wisconsin Badgers and the Trojans of USC, a game for the national championship, which USC won, 42 to 37. And Mike Holmgren, the former coach of the Green Bay Packers among others, played his high school football at the same high school I attended as a junior in San Francisco, Lincoln High, four years after I went there. I also attended my only Super Bowl in 1997 when the Green Bay Packers beat the New England Patriots in New Orleans for Holmgren’s only Super Bowl win as a head coach. That’s it.I don’t get coonass crazy during Festival like the old days. However, Joe and I made an afternoon and night of it on Friday the 13th. No black cats crossed our paths, but plenty of cool cats did. They had fun trying to figure out my 49er sweatshirt with me wearing a Cheesehead. Joe was laid back, not attracting much attention unless he slipped into his ‘Consin Venacular. He did. Once. Hey, what’s with this ‘once’ thing, don’t ya know? It drives me crazy, you betcha!

Words to GROW by!USE NATIVE PLANTS IN THE LANDSCAPE

Planting time in Louisiana is here, but before doing landscape planting, do some planning. You might also want to include one or more native trees or shrubs in your plans.

Native plants have several advantages over introduced species. They are adapted to local soil conditions, and they tolerate most insects and diseases occurring in the area. In addition, they are adapted to temperature extremes common to Louisiana, and they do not require as much care as introduced species.

One of the best native flowering shrubs for moist, shady areas is the Oakleaf hydrangea (Hydrangea quercifolia). This 6-8 foot shrub bears large panicles of white flowers in April and May. In winter, after the leaves are off, the straggly, reddish stems add interest to the garden.

Another choice is the fringe tree (Chionanthus virginicus), which is sometimes called Grancy Graybeard. It is a large shrub or small tree growing to about 15 feet. It produces a mass of white fringelike blooms in April. This plant requires sun or part shade and will grow in a wide variety of soils.

Native azaleas (Rhododendrom canescens), sometimes called honeysuckle, have soft pink to white fragrant flowers in early spring. They thrive in part shade and require loose, moist, somewhat acid soils with fair drainage. They grow under conditions that are right for other azaleas. However, they are not as subject to attacks of insects and diseases as Indian Azalea. Native azaleas grow to a weight of 6-10 feet, and will make a handsome addition to your garden.

If you need a small tree for a poorly drained (not boggy) area in your garden, then silverbell (Halesia diptera) may fill the bill. This plant will attain a height of 20 feet or more and produces clusters of white, bell-shaped flowers in April. It should be used instead of dogwood in coastal Louisiana where soils are often too wet for dogwood. It is one of the several plants called possumhaw because of its edible fruits.For wet, heavy soil, the titi or swamp cyrilla (Cyrilla racemiflora) or black titi (Cliftonia monophylla) are both good selections. Swamp cyrilla is a small tree, nearly evergreen producing white flowers in spreading to drooping racemes in June. The black titi is, again, a small, almost evergreen, native tree producing either white or pink flowers in early spring.

For a show of red berries all winter, plant the deciduous holly or possumhaw (Ilex decidua). This small tree loses its leaves in fall, exposing masses of orange to red berries that persist until new leaves are full-grown in spring. It will grow anywhere except in boggy ground. Of course, like most hollies, only the female plants produce berries.

Native plants that tolerate wet boggy soils are Virginia willow, mayhaw, buttonbush, red maple, wax myrtle and snowbell. Those that grow anywhere but bobby soils include hollies, magnolia, live oak, black gum, sweetleaf, pawpaw, tulip tree, sumac and may others.

Why don’t you consider using native plants in your landscape? Although they may be difficult to obtain, they’ll reward you with foliage, flowers and fruit at a minimum of maintenance cost.

Although February is a short month and the days slip by rapidly, some of the most important gardening chores of the year are recommended for this month.Some of the most important garden management practices to consider this month are:• Prune trees and summer flower shrubs. Delay pruning spring-glowering plants until after they bloom. Prune azaleas and others in their category immediately after they flower.• Start planting roses during this month. Select a sunny location which has very good drainage. Prune already established rose plantings.• Prepare beds for planting warm-season annuals. Don’t be too eager to plant tender annuals outside, however. Plant seeds of your tender annuals in boxes indoors, because February often has some of our lowest temperatures.• This is an excellent month for planting of all types of trees and shrubs. Nurseries and garden centers have their best selections now. Newly set plants still have time to become conditioned to their planting location before the warm days of spring arrive.• If they haven’t been in the ground since last year, forget planting spring-flowering bulbs. Enjoy someone else’s plantings. They should have been set out in October. However, late February is an excellent time to plant gladiolus corms for late spring flowering.• Fertilize your trees this month. Since things haven’t changed much in the past two weeks, so we’re repeating what we said last week. Midwinter patterns are making trout catching harder for most fishermen, although it doesn’t seem like much can deter the harvesting of keeper and bull reds. One day this bounty may not be here, so come down now or in the near future and hook into the greatest marshland fishing you might ever experience. Bring your cold and nasty weather layered clothing and note the precautions we have issued in recent Generally Speaking columns about preparing for this time of year and the possible consequences of not doing so. You may be able to fish short sleeved today, but make sure you have at least two long-sleeved layers to cover it up and one of them should be waterproof. Open-toed footwear is never recommended on the deck of a fishing vessel unless you plan on sitting down the entire trip and in this weather, are you really that stupid to wear open-toed footwear? Use what common sense God gave you and then get a big dose more from the guys and women who know these waters and want you to come back for more great fishing and family fun. And with Mardi Gras over, can spring be that far away? Just be happy we don’t live in Boston or even Baltimore, where my cartoon artist, Tom, lives. They were expecting up to eight inches of heavy snow Monday night this week in Baltimore and had about two inches on the ground last Sunday night. Baltimore usually avoids more than a heavy dusting of snow in any given year but even they are getting a blast this February.

Thank God redfish can always be our go-to fish. When it’s cold and nasty, concentrate on all intersections and the mouths of all drains. As the temperature warms up, move up onto the oyster reefs and flats adjacent to deep water and you’ll definitely find hungry redfish. Fish the deeper water using a 3/8 jughead with Gulp! or your favorite soft plastic tipped with shrimp. As the temperatures warm up during the day, you can switch to spoons or spinner baits or your soft plastics tipped with shrimp. Remember to bring your gnat spray on calm days. While Robert’s laid up recovering from cataract surgery (his other eye goes under the knife this month as well), the fish are laying down and not doing anything. I recently took 2 guys from Boston Mass., John Hoffman and his buddy Mike on a fishing trip down in Venice La. They wanted to only catch and release, as they were not going to bring any fish home. The conditions were a strong NE wind, approx. 15-20mph; water temp was 53 degrees and a rising tide all day. We went to a large bay down river and started casting plastic cocahoe tails under a cork. We were easing down this shallow bank and all of a sudden we spooked a school of mullets on the shoreline. The mullets swam out into the bay and next thing you know, it was ON FIRE!!! The 2 anglers caught and release right around 25 bull reds on that first spot. When they quit, I moved the boat

about 50 yards further into the bay because I figured the fish would be moving further in due to the rising tide we had all day. They picked up another 3. Then I moved the boat 50 yard further and they picked up yet, another 3. After this spot we went all the way to the back of the bay and the wind was blowing so hard that it was blowing the water right through the canes. I put the power pole down and on their first casts; they doubled up with massive 35 and 32 pounders on my handheld scale. We stayed in that spot for the next 2 hours catching and releasing all the bull reds their arms could take. I can only estimate that they caught another 25 or 30.I called my buddy, Capt. Jay over because he was running a charter also, and once Capt. Jay got there the bite was over. That figures.We wondered over to another adjoining bay and I told the guys to cast into these canes that were growing in the middle of the water and they didn’t hit the mark to say the least. I walked up to the bow and threw where I told them and the water exploded again with another bull red in the 30 pound range. We drifted from that spot and picked up a couple of trout, which we also released. We then went to the back of that pond and I hit another large red only to have the fish spit the hook.

I decked for RJ hunting and fishing. After the last few days I knew right where to go. The bite was slow at first. We marked a few but they were not active yet. We did get 2 blackfin. Once again when I suggested cutting one up I was the most hated person on the boat. I took the knife to one anyway. This move did not help much. The bite started getting better and we were now marking them well. We soon had our first yellowfin in the boat.

We had several doubles on but with the power of these 80 to 100 class fish they would fight enough to pull the hook or find a week spot in the line or a chafe or rub from the hook set in the mouth allowing the teeth weaken the leader. In this particular double that was the case. The fish in front broke free. We also had sharks in the area nailing our fish.

The one in the back came in to visit us though. After the battle his arms were too spent to lift the fish. He did great.

It got to be a bit aggravating hooking up and loosing the fish after a 15 to 20 minute fight for one of the guys. He was getting more spent making it harder for him to fight the fish. He had not got any fish all day. He was determined to not give up the rod and because of that we had one at a stand still. The fish finally worked the hook out and we lost another. We discussed how the fish was lost and he decided to tag team the next one. Once again the forearms were spent. Lifting after several fights like that for somebody that does not do this on a regular basis is a bit hard.

We tag teamed another and rightfully so. This guy went just over a hundred. It was a nice fatty and used it’s broad shoulders to battle both of these guys. This picture does not show the size of it well but I did not attempt to hang it for the picture.

By 1:30 we had the fish box full and after packing the fish and picking up the boat we headed to the barn about 2:00. We would have been heading in by noon if we had not lost 5 good ones in between catching these.

Not mine! Have to share this with you. There were a lot of big sharks out there attacking our fish. This monster tuna was eaten by a shark as the boat was fighting it. What was left weighed 82 pounds. No idea of what the fish weighed.

The Louisiana Department of Wildlife and Fisheries’ (LDWF) new whooping crane public awareness television message will feature Louisiana singer-songwriter and environmentalist Zachary Richard. In the 30-second television message, scheduled for distribution later this month, Richard emphasizes the importance of the whooping cranes’ return to Louisiana and advises the public to observe the birds from a distance. The message includes a number to call if anyone sees cranes being harmed -- the toll free 1-800-442-2511 LDWF Enforcement Division’s Operation Game Thief hotline. The television spot announcements were funded by Chevron as part of a grant administered by the Louisiana Wildlife and Fisheries Foundation (LWFF). Chevron has provided financial support for the department’s whooping crane reintroduction project since 2011. “Zachary Richard’s support for this project is greatly appreciated and we hope his message furthers the department’s efforts to protect whooping cranes, especially during these critical early years of the reintroduction project,” said Robert Love, LDWF Coastal and Nongame Resources Division administrator. “The Chevron grant funding has been vital in getting this message out to the public.” The whooping crane, a very vulnerable species, was found in south Louisiana until their decline during the late 1800s and early 1900s when little conservation ethic was in existence and conversion of prairies and marsh lands to agriculture acreage became a trend. Since 2011, LDWF has soft released 64 isolation-reared, juvenile cranes provided by the US Geological Survey Research Center in Patuxent, Md., into rural southwest Louisiana, and 40 survive today. Cranes in the experimental population that have not survived include those lost to disease, predator species and six birds killed in random shooting incidents. In 2014, a breeding pair in Louisiana produced eggs in the wild for the first time in over 60 years. No chicks resulted in 2014, but project biologists are optimistic for 2015 since the mating pair has matured. The recovery plan goal is for Louisiana to reach a subpopulation of 25-30 productive pairs, which translates to about 130 cranes in Louisiana. This process could take 15 to 20 years. The Louisiana Department of Wildlife and Fisheries (LDWF) Law Enforcement Academy today, Feb. 12, graduated its 28th class of cadets into the ranks of LDWF Enforcement Division agents at a ceremony in Baton Rouge.

After six months of intensive physical and academic training at the academy, 15 newly commissioned agents are ready to begin enforcing hunting, fishing and boating regulations that govern the use of the state’s natural resources.

LDWF Secretary Robert Barham was the keynote speaker at the ceremony. “You have a tremendous responsibility to protect Louisiana’s rich natural resources and those who enjoy those resources, whether in the field or on the water. Congratulations on your achievement which we celebrate today,” Barham noted.

Col. Joey Broussard, head of the LDWF Enforcement Division, presented certificates and recited the Oath of Office making the cadets’ transition to commissioned agents official. “We welcome these cadets into the Enforcement Division ranks. They are well trained and will be required to hit the ground running when they get to their local regions.”

I hope you all had a fabulous Mardi Gras and was anxious to get back to work on Wednesday. I was off for five days and enjoyed my time off. Didn’t even do a whole lot of crafting. I thought about a lot of things that I had wanted to do. And even attempted to do something new. But, it didn’t turn out like I wanted it to. No, I have not given up on it, just have to get the right supplies. I used what I had on hand and

it just didn’t work. So, I have to go and purchase the correct supplies for it to come right. I plan on giving it as gift so it must be perfect.. And I certainly didn’t feel like fighting all the traffic to go across the river to the supply house to purchase what I needed.

So, I decided to use what I had hand and make something easy. And here you have it! I decided to make a spring wreath. I think all of us are in the mode for flowers, warm breezes, and long lazy days. This is a very simple wreath.

All I did was layer mesh upon mesh and added Tubing and a bow. I had help with the placing of the bow. My granddaughter, Carlea,’ decided I didn’t have it on the wreath correctly. So she fixed it for me. So glad I have her to correct my mistakes. So now I guess, she and I will be heading to look for more craft supplies and maybe grab some lunch. Have a great day. So what will your next craft project be? Mine…I don’t know. But, I know it will be fun. Carlea’ will make sure of that!
