The Sekhukhune District Municipality successfully hosted a councilmeeting that adopted IDP/Budget for 2012-2013 incorporating theState of the District Address at Nthame Primary School, Ga-Madiseng near Burgersfort on Tuesday.

The event was attended by more than a thousand people,amongst them all Mayors from the five local municipalities inSekhukhune District Municipality, Speakers and Chief Whips, allcouncillors, traditional leaders, representatives of the mining sector,non-governmental organisations, business sector, faith-basedorganisations, representatives of the vulnerable groups, andmembers of the public from across the district.

The Executive Mayor of Sekhukhune District Municipality, CllrMogobo David Magabe said “our gathering today was mainly topresent to our constituencies what we call citizen’s report. You willremember that following the 18th May local government elections,our newly elected council did not pause to celebrate but rather wentstraight to the execution of the business of service delivery for thepeople. Part of the programmes included engagements withcommunities through mass based meetings, councillors monthlymeetings, meetings with traditional leaders, Mayoral Outreaches,stake-holder consultations meetings, IDP/Budget consultations, andso forth. And in the final analysis the law stipulate that councilshould incorporate all the views and ideas from all this sectors andformulate an Intergrated Development Plan that incorporated budgetand adopt it”.

Mayor Magabe announced a record budget for SekhukhuneDistrict Municipality, which has increased from R881 million for2011-2012 to R1200 million for the financial year 2012-2013.

Of the total budget of more than R1200 million, R 841 Million isset aside for capital infrastructure projects and R545 Million is foroperational purposes.

“This means that for the department of Infrastructure and WaterService, which is a department that is the face of service deliverywithin the municipality, responsible for rolling out service deliveryprojects on water, sanitation, roads etc, there is more money. Thedepartment is allocated R 809 398 million, which is a 47% increasefrom the previous year’s allocation. This significant increase isattributed to our expansion in infrastructural projects especially bulkwater projects” explained the Executive Mayor.

Some of the key pronouncements included:

· The establishment of Audit Steering Committee to lead thedistrict municipality towards operation Clean Audit 2014,

· The acquisition of land from Bapedi ba Mamone tribalauthority for government complex that will house the SekhukhuneDistrict Municipality and all sector departments offices that arecurrently located at Lebowakgomo,

· The pronouncements of Burgersfort as a new city andprocess to rename it,

· The economic developments around Greater TubatseMunicipality, including the multi-million Mining Input Supplier Park,the Casino, Malls and other related developments,

· The developments regarding De Hoop Dam which iscurrently 90% complete and due for completion In December thisyear,

· The results of the meeting with the Minister of Water AffairsHonourable Edna Molewa regarding a commitment to assistcommunities of the district municipality to get water from De HoopDam and other related sources,

· Readiness of Sekhukhune to work with national andprovincial government regarding the envisaged bulk roads andinfrastructure projects in Steelpoort,

· The expansion of bulk water pipe lines across the district tocover all areas in need,

· The good progress being made on other bulk waterinfrastructure namely: Nkadimeng, Nebo Platue, Oliphantspoort,Mooihoek-Tubatse, Groblesdaal-Luckau, Carbonites-Zaaiplaas andMoutse scheme,

· The solid working relationship between the districtmunicipality and its traditional leaders,

· A call to members of the public to harmonize relationshipswith the mining sector and the adoption of dialogue as a peacefulmeans to resolve disputes where they exist,

· A call to all the mines to relook their social labour plans andmake sure that they do more regarding beneficiation to their effectedcommunities, and

· A call to all the people of Sekhukhune to leverageopportunities that exist as a result of the booming mining sector,agriculture and tourism,

“As Sekhukhune District Municipality we acknowledge andappreciate progress being made following our decision to movetowards bulk water infrastructure as opposed to water reticulationprojects based on bore-holes since we have realized that we have aproblem of capacity in terms of underground water sources. We arehowever aware that more still need to be done in order to improvethe quality of life of the 1,2 million people of Sekhukhune regardingwater and sanitation provisioning, and we want to stress that we areon the right track. We are increasing the number of our watertankers to make sure that we respond rapidly to areas of drasticalneed” concluded the Executive Mayor, Cllr Mogobo David Magabe.

The council meeting was adjourned at !7:00pm following thedelivery of the State of the District Address and the Adoption of IDP/Budget for 2012-2013.

90 % completebut, trouble again

The Department of Water Affairs has called on workersengaged in an un-protected strike at its De Hoop Damconstruction to return to work immediately.

Just before going to press on Thursday, thedepartment said it is keen to resolve the disputespeedily to ensure that work at the De Hoop Damconstruction site resumes and that further delays willnegatively impact on the completion of the dam andultimately the delivery of water to the communities andmines.

Some workers are taking part in an illegal strikeciting unhappiness over benefits related to their workcontracts. The department is seeking an interdict to stopthe aggrieved workers from intimidating other workersand departmental officials, blocking access to the damsite and causing malicious damage to property on site.

The senior management of the department is awareof the situation and has sent a high level team, lead bythe Acting Deputy Director-General for CorporateServices, to the construction site to negotiate an end tothe illegal protest action.

The strike action started on Monday 28 May. Thedepartment says it will invoke the principle of “no-workno pay” for those workers taking part in the unprotectedstrike. Employees have therefore been instructed toreturn to work and to use the established channels todiscuss their grievances in order to find an amicablesolution. The department says that workers are unhappyabout the benefits as agreed upon in terms of theCollective Agreement regulating the conditions ofservice for staff employed on contract in terms ofsection 76 of the National Water Act.

development is taking place, but theLand Claims Court dismissed a claim bythe claimants to halt developmenttowards the end of last year. Thismeans that the claim still stands andthat claimants will benefit from thedevelopment should the claim succeed.The court’s view was also that“development should not be stopped”.

Another court case between thedeveloper and a rival developer is alsostill pending on which the SekhukhuneDistrict Executive Mayor, Mogobo DavidMagabe, commented “it seems that atthe bottom line they are fighting overtenants, on that one we as governmentmust be neutral.

It is also true that certain thingswent wrong during the previousadministration (before the localgovernment elections last year), but weare busy to put it right. Developmentshould not be stopped.”

The Limpopo Province annual child protection weekcommemorations were officially opened by the honorableMEC Dr Norman Mabasa in Tubatse - SekhukhuneDistrict on Tuesday under the theme “working togetherto protect children” .As a public defender mandated to protect and defendthe rights of vulnerable groups; Legal Aid South Africahas pledged to continuously strengthen its effort toprotect children’s rights thus ensuring a safe and secureenvironment for our young generation.The introduction of the Child Justice Act, Legal Aid SAtook steps to ensure that children are legally representedat the Preliminary Court stage. Their main priority andfirst approach is to try and remove the child from thenormal criminal justice system, by recommending thatthey be put into a diversion programme or undergorestorative justice.Legal Aid South Africa has joined numerous governmentdepartments and state agencies (Office of the Premier,Dept. of Safety and Security Liaison, Office of the FamilyAdvocate, SAPS and the Department of Justice) in theactivities of the Child Protection Week campaign whichis led by the Department of Social Development with theaim to increase the awareness of children’s rightsamongst communities.With the establishment of children’s units in some of theJustice Centre, their primary focus is exclusively onp r o v i d i n grepresentation tochildren in bothcriminal and civilmatters. On Saturday 26/05/2012Leboeng SAPS Youth AgainstCrime forum organised theladies top four soccertournament at Phiring sector.The four ladies soccer clubsthat participated are Killers FC,Conty FC, Phiring Stars andMashilo FC. Conty FC ofKgautswane sector won thetournament by scoring 1-0against Killers FC fromLeboeng sector.The tournament was aimed atremoving the young people ofPhiring out of taverns and thestreets. For the love of thegame the young people did notdisappoint and came innumbers to support their peerswho were doing sports. “Thetournament was a success asthe message reached thetargets. The action spoke morethan people can say” the SAPSspokesman said.

The Youth Against Crimedelivered a message to theirpeers that alcohol abuse is oneof the causes of violence. Thetournament took place duringChild Protection Week. At thetournament UBS drama,comedy and Leboeng gospelartist Cain Makofaneentertained the crowd after thegame as the SAPS deliveredthe massage ‘‘STOP CHILDABUSE ’’.Cain Makofane gave thewinning team (Conty FC) afootball. His message to themwas that “God is a God of youngpeople too”. ConstableSibatana addressed the crowdafter the game on behalf of thestation. Theystarted with the morning parade. Const. MASibatana led them into the offices andexplained to them how the SAPS operates. .They spend the whole day at the SAPS inLeboeng, learning more about the work of apoliceman or woman.

Mr Frank Maphake said: “Fanie can makeit to at least position 2 or 3. When itcomes to watching I don’t make amistake. The athletes owe us. We needposition 1 and they must know that theyare in debt with us on that”.

Mr Maurice Molapo said: “Our people aregoing to win it. We are going to give themour full support. This week they musttrain hard so that on Sunday they will win.I’ll be in Pietermaritzburg to supportthem”.
