According to the Department progress to date include the placement of concrete with the total volume of 129 000 cubic metres, which was placed in 30 days during November 2011. This is a new South African record for Roller Compacted Concrete (RCC). Partial impoundment is expected to commence before the end of 2012i. In 2003, the then President Thabo Mbeki announced the construction of a dam on the Olifants River System that would supply water to the towns, industries and poorly serviced rural communities in parts of the Sekhukhune, Capricorn and Mogalakwena regions of Limpopo. The Olifants River Water Resources Development Project, with its many phases, including the construction of De Hoop Dam will supply water to communities and mines in the surrounding areas. In March 2007, the construction site was officially opened during a sod turning ceremony. Construction activities advanced at good pace with many milestones achieved. As per the De Hoop Dam Charter, signed by the Department of Water Affairs, the Premier of the Province, as well as the Executive Mayor of Sekhukhune District Municipality, it was agreed that a minimum of 60% of the labour force, should be sourced locally. There are 1061 people employed on the site, of which 842 are local residents from Makhuduthamaga (2 wards), Tubatse (6 wards), Elias Motsoaledi (1 ward) Municipalities. The completion of the dam unfortunately also holds some bad news. The department says as the end of construction approaches, the amount of work will become less and less, up until the dam is fully operational and providing water to communities and industry in the area. This means that some employee contracts will not be renewed as the work downsizes. This process will continue until completion of the project. The South African Department of Mineral Resources has issued a Section 54 safety stoppage notice in respect of the Bokoni operations and further updates will be provided to the market in due course. The name of the deceased will be withheld until the next of kin have been informed. The board of directors and management of the Company and Bokoni Platinum Mines extend their condolences to both the family and colleagues of the deceased employee”. This is the second fatality at Bokoni in less than four months. On 21 November last year the company announced that an employee was fatally injured at the Bokoni Platinum Mine’s Middelpunt Hill UG2 shaft, on Friday, 18 November 2011, after being struck by a dump truck in the main decline shaft. A South African trend is that security risk is moving to the softer targets – the residences where individualsrather than companies are responsible for paying the security bills. The above bring about demands for lower security costs, which are achieved by certain securitycompanies, but to the detriment of the service to the resident or complex or estate. Security guards arenormally unhappy because they are underpaid, are not paid statutory required benefits such as annualbonuses, provident fund contributions nor overtime, uniforms are shabby and guards pay for part of theuniform pieces or provide own shoes and on the other hand are government statutory payments not met –all of these to cut costs to be able to have a warm body in a uniform at the gate meeting the requirementof having a guard at the gate.It is indeed in the residential areas, complexes and security estates where security requirements arestringent - where lives are at risk. A higher than normal level happy security officer, properly equipped anddressed is required to care for our lives and belongings.Thorburn Security Solutions is putting together a package for residential security in Burgersfort which isbased on volumes and the provisionof security to four or more estates –we would like to see higher gradedguarding on Grade C levels inestates, equipped with sms basedpanic alarm system linked to areputable response company andThorburn managers in Burgersfortand Steelpoort, backed up by a 24hour Thorburn mobile supervisor inBurgersfort for immediate clientinteraction (not replacing individualresponse services). Live guard petrolmonitoring systems is essential.Security officers would beremunerated as prescribed by theSectorial Determination and noshort cuts taken in the paymentsystems, which will include thepayment of the prescribed minimum208 hours basic wage, overtime,Sunday time, public holiday time, annual bonus and contributions to the Private Security Industry

Provident Fund. Uniforms will add tothe image of residential estates and amonthly performance and attendancebonus system is in place.A second phase of the development, which could be sooner than later couldbe dedicated, qualified armed responsewhilst off site cctv and alarmmonitoring systems from anindependent Thorburn RemoteMonitoring Center is a furtherdevelopment on the horizon forBurgersfort.Contact Dolf Scheepers on 082 4446844 or [email protected] orOnkabetsie Mosielele on 071 670 1642or [email protected] visit ourweb site www.thorburn.co.za

Limpopo Premier, CasselMathale blitzed through GreaterTubatse Municipality onTuesday, inter alia to inspectwork on the new bridge betweenPenge and Mankele village. Itwas decided to build the bridgeafter an Imbizo where residentscomplained about their safety incrossing the Olifants River. Thephotographs were taken lastweek Thursday. As can be seenon the photogrph, work on thebridge and tarred road toMankele is progressing rapidly.

‘The law must take itscourse’ - Executive MayorThe Executive Mayor of SekhukhuneDistrict Municipality, Cllr Mogobo DavidMagabe, says he is disturbed by theongoing violent protests in Praktiseer areaof the Greater Tubatse Municipality.

“Of utmost concern to me and theentire leadership collective is that thisprotest is done in the name of servicedelivery. And unfortunately this raises lot ofsuspicions due to the fact that our peoplein Praktiseer, Ga-Manoke, Bothashoek andpart of Dresten have been without watersince January and there was no violence. One wonders the timing of the violencesince on the Monday violence broke out, itwas the same day that government hasbegan supply of water to all the people”.

Whilst the District Municipalityacknowledges that not enough was doneto communicate the breakdown of its rawwater pump in the Tubatse River, whichled to interruption of supply of water toresidents, and the coordination of its watertankers to assist with water, ExecutiveMayor Magabe still maintains “it can’t bethat when there are challenges our peopleshould take to the streets and embark onunlawful marches, barricade public roads, prevent people from going to work anddeny learners access to schooling, burntyres and intimidate public officials withdeath and destruction of their properties. All this are purely criminal acts and SAPSshould then work accordingly”.

“Once again I urge our people to becareful not to be abused by criminals who

take advantage of their genuine servicedelivery concerns such as shortage of waterto instigate their unlawful activities. Water isa constitutional right for all and governmenthas the responsibility to supply people withwater without failure”.

On the alleged arrest of PutiputiMogakala purporting to be COPE leader, MrGert Masilela, former PAC councillor andCollen Dlamini, Greater Tubatse Municipalemployee, and others, Councillor Magabesays “we must allow Police to execute theirduties without any interference fromwhoever, be it political or otherwise. We area constitutional country and we need respectthe independence of our law enforcementagencies hence I can’t comment much onthe arrests and the justice process becausethis institutions are independent and thefunction as such”.

Mayor Magabe said in conclusion“During our urgent meeting which was heldon Sunday last week with residents ofPraktiseer, we outlined short, medium andlong term plans that the District Municipalityis embarking upon to solve this problem ofwater shortages once and for all. And we willshare more details during a MayoralOutreach meeting with all residents to beheld at:

Batubatse Primary School on Sundaythe 19th February 2012 at 10:00 am”

Currently all the people of Bothashoek,Praktiseer, Ga-Manoke and part of Drestenare receiving water as usual.
