Water Serviceand SanitationBy-lawsdiscussed

Sekhukhune District Municipality held several community meetingsthis week to discuss Water Service and Sanitation By-laws that havebeen approved by the Municipal Council last year.

The Greater Tubatse meeting was held last Wednesday at theBatubatse Primary School in Praktiseer where politicians andofficials explained to the community the shape of things to comeregarding water supply regulations. These regulations or By-lawsinclude the responsibilities of the government and the community inall it facets.

Some of the aspects contained in the By-laws are the levels ofservice to different levels of consumers, the applications forservices, and conditions of supply, such as when water supply isinterrupted for more than 24 hours, the municipality must providealternatives to meet basic needs and that the municipality mayinterrupt water services without notice in cases of emergency.Meters and metering are also regulated in the document, inter aliastating that where it is not possible or cost effective to measurewater supplied to each consumer, the municipality may determinethe fees to be paid based on estimated average consumption.

An interesting part of the By-laws deals with water conservationan pollution control, which gives the municipality inter alia the powerto take measures to remedy leakages on a consumer’s side and torecovers costs from the consumer or prohibit the use of equipmentwhich is deemed inefficient. Carwash facilities are also regulated asthey will have to ensure that at least 50 percent of the water theyuse, is recycled.

The watering of gardens will also be restricted. No gardens,sports field, parks or other grassed or horticultural area my bewatered between 11:00 and 15:00 between the months of Octoberand March, irrespective of the water source. Owners of premisesmust also ensure that substances that could affect water’s potability,be kept out of the system by installing approved backflowpreventers.

Even boreholes will be regulated. The municipality must givepermission to use other sources of water, except rainwater and theDistrict municipality must be notified of the existence of a boreholewith all information. The municipality must also be notified before a

borehole is sunk and an EnvironmentalImpact Assessment is required. Industrialeffluent are also covered in the By-laws.

During the meeting commuity memberswere allowed to air their views and makesuggestions in writing, which will beconsidered before the By-laws are enacted.

The Xstrata-Merafe chrome joint venture’s production increased by 48% year-on-year in 2010, in response to a market recovery and improved ferrochrome demand.

The companies announced that the average operating capacity utilisation raterose to 74% of installed capacity in 2010, up from 50% in 2009, as the full impact ofrestarting previously suspended furnaces was offset by scheduled maintenance. Upto 80% of operational capacity was suspended in 2009.

Ferrochrome producers achieved a 46% increase in the average Europeanbenchmark ferrochrome price in 2010, compared with 2009. Lower stainless steeldemand in the second half of 2010 resulted in a 5c decrease to $1,25/lb in theEuropean benchmark ferrochrome price for the first quarter of 2011, closing the gapbetween the contractual and spot prices that existed throughout 2010.

Meanwhile, Xstrata’s platinum-group metals volumes were 11% lower than in2009, resulting from the mining of lower grade areas at Eland, in North West, anddelays in obtaining the Section 102 mining right, which was partially offset byimproved concentrator recovery.

The Department of Mineral Resources has converted Evraz Highveld’s Mapochs old-order mining right to a new-order right, the company announced earlier this week.The conversion of the mining right comes after Evraz Highveld concluded a black-economic empowerment transaction, which will result historically disadvantaged SouthAfricans holding a 26% stake in the mine.The Mapochs opencast mine, near Roossenekal, supplies magnetite iron-ore to EvrazHighveld’s iron plant.CEO Scott MacDonald previously said that access to its own iron-ore through the minewas a strategic advantage for the steelmaking company.Evraz Highveld said that it would now move to register the mining rights.

Sylvania says that its Steelpoort platinum operation increased production by 31%during the second quarter, keeping the miner on track to reach its targeted 40 000-oz production for its 2011 financial year.

The platinum miner reported a total production of 10 135 oz of three platinum-group elements and gold (3PGE +Au) for the three months ended December 2010,which was an increase of more than 1 000 oz on the previous quarter.

Sylvania owns a number of tailings retreatment operations and a shallow miningexploration interest in the Bushveld Igneous Complex.

Its Steelpoort operation produced a record 3 612 oz during the quarter, primarilyowing to higher grades. The balance included production at Millsell of 2 014 oz, 1348 oz produced at Lannex, Mooinooi’s production of 1 318 oz, Doornboschproduction of 1 480 oz, and Sylvania’s 25% attributable ounces of 353 oz fromCTRP.

The company was able to increase its revenue from its tailings operations byabout 30% to R79-million in its second quarter, from R60-million in the previousquarter.

Profit margins were further inflated by a stronger basket price of $1 123/oz, whilequarter-to-quarter production costs were also cut from $655/oz to $551/oz.

Sylvania reported an 80% increase in earnings before interest, tax, depreciationand amortisation to R23,75-million for its second quarter.

Roads to nowhere?Very little or nothing seems tobe happening at two roadprojects in greater TubatseMunicipality.

A project to tar the road fromthe other side of the steel bridgeat the Jane Furse turn-off fromthe R555 through Mampuru toTukakgomo has seeminglycame to a standstill.

Platinum has previouslyreported on problems during theconstuction of this road. Thecontractor had failed to payworkers and they went on strike.Construction was resumed at alater stage, but as far as couldbe determined the sameproblems struck. At this stagethe construction yard and theroad is all but abandoned y thecontractor, with only twosecurity guards keeping watchover a couple of trucks(photographs left and bottom).

The guards told the newspaperthat nobody else was present onthe terrain “they left, saying theyare coming back, but we do notknow when.”

The other road, the acces roadfrom Ngwaabe, not far from theMampuru road, also seems eerlilyquiet.

On the bottom photograph, aresident from a nearby villgae, MrIsaac Ratau stands at this road,that when completed, will link upwith the R555 through Masevenvillage near the entrance to thenew De Hoop dam. This roadseems to be very recently workedon, but at the moment noequipment or construction teamswere in sight.

Last year when PlatinumGazette spoke to the residentengineer on site, the had plannedto complete the project by Augustlast year.

How would you suggest governmentFifty-one percent of young South Africansbetween the ages of 15 and 24 areunemployed. These figures came from astudy done by the SA Institute of RaceRelations. Their data was sourced fromStatistics South Africa’s quarterly LabourForce Survey. This 51% is also more thandouble the national unemployment rate of25%.The study found that 63% of African womenare unemployed and only 15% of youngIndian men are without work.47% of coloured youth are unemployed, 23%of Indian youth and 21% of white youth.The 1.4 million young people who officiallycounted as unemployed do not includestudents doing full-time studies.The unemployment declined significantly inthe higher age groups.In the same week The SA Institute for RaceRelations also released figures stating thatsalaries in the public sector are up to 44%more than in the private sector.People employed in the public sector makeup 13% of the 12.8 million people in SouthAfrica who are employed. The surveyhowever indicated that the actual number ofpeople working in the public sector is higheras their figures excluded employees workingat public institutions such as water-, tourismand liqour boards.“The figures include 1.27 million peopleworking in national and provincialdepartments, up from 1.01 million in 1999”they said.“In addition, there are 240 000 localgovernment employees and 94 000employed in the eight state-ownedenterprises which report to the department ofpublic enterprises [Alexkor, BroadbandInfraco, Denel [Pebble Bed ModularReactor}, SAA, [SA Forestry CompanyLimited], [SA Express] and Transnet)”.According to Ms Lucy Holborn from theInstitute for Race Relations “It is importantthat we keep track of the size of the publicsector. Personnel accounts for nearly a thirdof total government spending in the 2010/11budget”.They’ve also found that wages increasedfaster in the public secor that in the privatesector. “In 2000, average public sectorearnings were 12% higher than those in theprivate sector. In 2010, they were 44%higher than those in the private sector”.We asked readers how they thinkgovernment can solve the highunemployment rate of the youth and whatthey think about the large gap between theaverage salary spending in the public andprivate sectors.

Mr Thapelo Lekolwane said: “I think theyshould take that money that is paid moreto the public sector and do training to getskilled young people. Governmentemployees are anyway often not that hardworking”.

They must develop training in sports for young people.Then host events where we pay to go see it and that will paysalaries, but giving education and practical experience is thebest”. Responsibilities: The main purpose of this role will be the controland management of Safety Function for Furnace & Pelletising Envi-ronment. To assist with the development of the safety program in theareas of responsibility. Requirements: In order to apply, you will need grade 12/Matric Cer-tificate. A formal Safety Qualification such as SAMTRAC with 5 yearsFurnace or Pelletising & Sintering Plant experience. Be com-puter literate. (MS Word and MS Excel). Having a medical certificateof fitness and a valid Code EB (08) driver’s license are essentialrequirements. Proven knowledge and experience in Health and SafetyRisks in a furnace and/or Pelletising & Sintering Plant environment.National Diploma in Safety Management with 5 years Furnace orPelletising & Sintering Plant experience.
