Compared to 2010 : decreased by 20 %

Home invasion/burglaries 2011: 275 As of december 2010 a home

invasion/burglary team has been installed and the Forensic Department has been intensified.

Robberies 2010: 106 Robberies 2011 : 121 14 % increase compared to 2010 more arrests by robbery team but other

circumstances influence the amount of robberies. Like the increased gold value, more demand from jewelers and pawnshops, businesses are not following closing times, not investing in preventive measures.

CONCLUSION

The serious forms of criminality (offences

against human life and robberies with use of grave/serious force) are on the rise and the lighter forms of criminality are declining.

• Early release and change in severity of criminal behavior

Total overload of investigative capacity/workload higher then available manpower

Manpower in the General investigation department including support received from the Royal Marechausse has also been put into the ongoing 10 murder cases. No more manpower is available presently. In principle there would have been no manpower to investigate the last case of the businessman on Backstreet if there was no loyalty and extra efforts of the officers

CONSEQUENCES 2 The overuse of personnel: 16hrs days,

return to incidents while on call and even on their days off

choices: Pull out manpower from the uniform division to assist in these investigations, which results in less “BLUE” on the street. This is NOT to advise

OPERATIONAL PROGRESS 1

The basic Police training 2011-2012 consisting of 13 trainees will be available for four weeks after every eight weeks, to help in the execution.

BavPol – training which will be ending in December 2011. As the minister of justice promised, 36 of which will be assigned to the police organization,

Expansion with police officers from Holland (20), selection has been rounded off/phased intake from November 2011 until February 2012

There are also patrols in civilian in the town area to increase the possibility of conducting an arrest. The patrols are based on proper information and time consuming analysis

Noticeable joint controls by customs and other organizations.

What to do next?

Agreement to be held in regards to the control Unit and VKS. An integral approach on many areas, to effectively deal with this situation, is definitely necessary. Not only involving the two parties in question but also on a larger scale.

A proposal to carry out preventive searches in town areas and if necessary into the neighborhoods.

Immediately introducing surveillance cameras in the town area.

Unconventional tactics BOB-law Ratify police agreement with French side Integral approach on several areas to

effectively combat this problem. Make necessary funds and equipment available

for a fast and complete execution of the plan of approach

PROPOSAL 3

Solid information position is a must, including information to and from neighboring islands

Take preventive measures to avoid influx of criminals that the island will be used as a battlefield

A strong governmental approach
