Purpose of the Development Plan

It is a framework plan: reserve space in terms of zoning with a

scope of 10 years

Not an action plan, a development plan does not include:

o Maintenance policies

o A plan of approach for maintenance

o Detailed designs of roads, public facilities etc.

Above mentioned issues are also important, but should be

addressed in other plans/ policies with a different scope

o Existing situation: mixed use Philipsburg - Bobby’s Marina –

Harbor Village – Port area

o Many tourists form cruise ships

o Few tourist attractions, few facilities

o Existing situation: poor conditions for tourists who want to walk

from the cruise terminal to Philipsburg; no shade, lots of traffic,

unattractive

o Intensifying and enlarging public

accomodate charter sailboats and yachts

o Boardwalk along the Bay / around the

marinas

o Maintaining Bobby’s Marina
