The Development Plan contains:

A map: What‟s allowed where ?

Regulations: Size? Height? Function?

Elucidation: What, Why and How


It is a framework plan: reserve space in terms of zoning with a

scope of 10 years

Not an action plan, a development plan does not include:

o Maintenance policies

o Detailed designs of roads, public facilities etc.

Above mentioned issues are also important, but should be

addressed in other plans/ policies with a different scope

o Designate main part for „Centre‟/ mixed use

(will be reflected in topic on commercial and public functions)

o Reserve space for the extension of the boardwalk

o Create nodes around north-south drives, with commercial functions

o Reserve space for extension of boardwalk and commercial nodes

o Land use designation for the beach to ensure accessibility and

prevent the beach from being built



2 Great Bay Marina / Harbor Village:

o Intensify and enlarge public waterfront

o Partly within development plan for Point Blanche



3 Hotels and resorts

o Solitairy hotels/ guest houses: part of „centre‟ land use designation

o Resorts: seperate land use designation for stay-over tourism

Clem Lebega square and

and protected via the Monument Ordinance

o Route: cruise terminal,

Captain Hodge Pier, Central

axis to Pond Island, salt

pans and back

o In development plan: part of

underlying land use

designation


Archaeology

How to protect archaeological value?

o Set regulations for development in areas with:

- High archaeological value

- Research + approval from specialists needed


General remark: existing situations

What if existing situation (building or usage) is different from the

Development Plan?

-> Situation can be maintained, if:

o It was legally put there

o It was already there before publication of draft Development plan


General remark: preparatory resolution

o Preparatory resolution is in effect for Simpson Bay area and the

hillside areas above the 50 meter altitude

o New developments for these areas have to comply with the

Development Plans which are currently in preparation

o Information is available on the government website
