March 2017 Located in the southwest corner of the U.S.-Mexico border, San Diego County is part of the California-Baja California region, one of the most dynamic and innovative mega regions in the world. The total population of this rapidly growing border region exceeds 6 million, and the combined gross regional product exceeds $300 billion. Much of the region’s prosperity and security, along with the nation’s, hinges on border crossings that facilitate the legal movement of people and goods that support fair trade, tourism, advanced manufacturing, culture, and education. The existing border crossings – San Ysidro, Otay Mesa and Tecate – suffer from chronic congestion and hours-long border wait times that harm economic growth and air quality. Therefore, the San Diego Association of Governments (SANDAG) – representing all 18 cities in the region and the county government – and the state of California are leading a groundbreaking effort to build a new port of entry and connecting highway. The project known as State Route 11/ Otay Mesa East Port of Entry (POE) aims to provide a safe, secure, and efficient border crossing. Opportunities The SR 11/Otay Mesa East Port of Entry Project (POE) will feature a four-lane tolled road connecting directly to a state-of-the-art Customs & Border Protection compound for processing both personal and commercial vehicles, and a California Highway Patrol commercial vehicle enforcement facility. By working together, local, state, and federal agencies have a historic opportunity to design, build, and finance border infrastructure that will serve as a role model for the nation. Project Details

Signi� cant progress has been made on the SR 11/Otay Mesa East POE Project. The � rst segment of SR 11 and three connectors linking SR 11 to the regional freeway system opened in 2016. Funding has been secured to complete the remainder of SR 11, along with other key interchanges.

The project team’s key focus in 2017 is to conduct an analysis on which innovations should be incorporated into the new POE. The analysis will help de� ne the con� guration of the port complex. Another focus of 2017 is to advance discussions with federal partners on how to fund the operations and maintenance of the new crossing on the U.S. side.

Ubicado en la esquina suroeste de la frontera de EE.UU.-México, el Condado de San Diego es parte de la región de California-Baja California, una de las mega regiones más dinámicas e innovadoras del mundo. La población total de esta región fronteriza en rápida expansión excede los seis millones de personas y su producto regional bruto combinado supera los US$300 mil millones.

Gran parte de la prosperidad y seguridad de la región, al igual que la de toda la nación, depende de cruces fronterizos que faciliten el movimiento legal de personas y bienes y sean un apoyo para el comercio justo, turismo, técnicas de manufactura de punta, cultura y educación.

Las garitas terrestres existentes – San Ysidro, Otay Mesa y Tecate – sufren de congestionamiento vehicular crónico y de largas horas de espera en la frontera, lo que perjudica el crecimiento económico y la calidad del aire.

Detalles del proyecto

El Proyecto State Route 11/Otay Mesa East POE ha avanzado signi� cativamente. El primer segmento de la SR 11 y tres conectores que conectan a la SR 11 con el sistema regional de autopistas fueron inaugurados en 2016. Se han obtenido fondos para construir el segundo segmento de la SR 11, así como otras intersecciones clave.

El equipo del proyecto se enfocará en 2017 en analizar las innovaciones que se deben incorporar a la nueva garita. Este análisis ayudará a de� nir la con� guración del complejo fronterizo. También en 2017 se enfocará en avanzar el diálogo con los aliados federales sobre cómo se � nanciarán las operaciones y el mantenimiento del nuevo cruce en EE.UU.
