INTRODUCTION: The Port of Pasco Old Grain Terminal Pier is located on West River Street. The pier structure is 240 feet long x 50 feet wide. This wood-frame structure is supported on timber pilings. Approximately 95% of the pier structure is over the water of the Columbia River. Since no drawings were available for this inspection the bents have been numbered 1-24 with Bent 1 upstream and Bent 24 downstream. The piles have been identified A-J with Pile A being offshore and Pile J being inshore. See attached drawings for reference. Associated Underwater Services (AUS) conducted a site inspection on May 8-9, 2013. The inspection included underwater video, soundings, probing with an ice pick, and four small core samples. The core sample holes were plugged with Splash Zone epoxy after samples were removed. The pier deck consists of 2”x4”s on end bearing on 6”x12” joists that are spaced 2' -0'' center to center. These are supported by 12”x12” pile caps on 11' -6' to 12' -0'' spacing. The pile caps are supported by 11'' diameter timber pilings that are spaced 6' center to center. The piles are braced by diagonal timber cross bracing in both the east to west and north to south directions. The diagonal cross bracing runs from the pile cap down to the water line. UNDERWATER INSPECTION: 33 piles were inspected underwater: Bent #1 Pile G Sounding was good, probe was good with ⅛” of penetration. 1' foot

of depth. Bent #4 Piles C, D, G Sounding was good, probe was good, with ⅛” of penetration.

Depth at Pile C was around 11'. Bent #5 Piles B, E Sounding was good, probe was good with ⅛” of penetration. Depth

at Pile B was 15' and depth at Pile E was 4'. Bent #6 Piles B, C Sounding was good, probe was good with ⅛” of penetration. Depth

at Pile B was at 14' and depth at Pile C was 6'. Bent #7 Piles B, C, D, G Pile B had small splitting near diagonal cross brace. Sounding

sounded soft. Probe was good. See sample that was taken from some of the splintering. Depth was 14'. Piles C, D, and G sounding was good, probe was good with ⅛” of penetration.

Bent #9 Pile C Sounding was good, probe was good with ⅛” of penetration. Depth was 10'.

Bent #10 Piles C, G Sounding was good, probe was good with ⅛” of penetration. Depth at Pile C was 10'.

Bent #11 Pile D Sounding was good with 3/8” of penetration on probe. Depth was 4’.

Bent #12 Pile G Sounding was good, probe was good with ⅛” of penetration. Bent #13 Pile A Steel Fender Pile: Good condition with light rust. Very little pitting. Bent #14 Pile B Sounding was good, probe was good with ⅛” of penetration. Depth

was around 14'. There is no Bent #14 Pile B.

Bent #16 Piles C, D Sounding was good, probe was good with ⅛” of penetration. Bent #18 Piles E, G Sounding was good, probe was good with ⅛” of penetration. Depth

at Pile E was around 3'. Bent #19 Piles B, C, E Sounding was good, probe was good with ⅛” of penetration. Depth

at Pile C was 10'. Bent #20 Piles C, H Pile C sounding sounded softer with a probe of 3/8” of penetration.

Pile H sounded good, probe was good. Depth at Pile C was 10'. Bent #21 Piles B, F, G Sounding was good, probe was good with ⅛” of penetration. Pile F

was in 3’ of water. Bent #22 Pile B Found debris on bottom (old tires and axles). Sounding was good,

probe was good with ⅛” of penetration. Depth was 15'. Bent #23 Pile C Sounding was good, probe was good with ⅛” of penetration. Bent #24 Pile E Sounding was good, probe was good with ⅛” of penetration. TOPSIDE INSPECTION: A visual inspection and sounding was made on all the piles above the water line. The piles were all found to be in good condition. One horizontal brace was broken between Pile 9B and Pile 10B. A shot crete layer was installed along the shoreline. This layer has cracked and separated. The areas that are intact are undermined. There is heavy compression damage on Bents 4 through 12.

The crushing was observed on the first four piles on the north end of the pier near the loading dock between Bents 4 to 12.

DECKING INSPECTION:

A string line was pulled across the top deck and found the extreme was 3'' out of plane.

BOLLARDS: There are a total of seven bollards on the dock running east to west. The timbers that they are through bolted to are dry rotted and cracking.

Shotcrete retaining wall has cracked and is now bearing against the piles. The gap at Bent #22 was 15 ½''.

CORE SAMPLES: Four random core samples were taken above the water line with a ½” hole saw. After the samples were removed the holes were filled with a two part epoxy called Splash Zone. All core samples taken were found in good condition. Samples were submitted with this report.
