Skills, Knowledge, and AbilitiesYou will be a progressive and collaborative leader who can effectively lead the Procurement Centre of Excellence to achieve its mandate and foster a positive organizational culture.

You will demonstrate the following selection criteria:

• Bachelor’s Degree or Master’s Degree in SupplyChain Management, Business, or a related field,or a combination of equivalent education andexperience in a related field.

• Senior management experience in aprocurement organization with a focus oncategory management, materials management,performance management, and strategicplanning.

• Senior management experience in the publicsector including leading large, multi-disciplinaryteams, and managing complex programs.

• Experience providing leadership and direction inthe design and implementation of legislation,policies, and programs.

• Experience in budgeting and financialmanagement.

• Political acumen and experience providingstrategic advice to senior leaders and officials oncomplex topics and sensitive issues.

• Experience developing performance metrics andreporting.

• Experience in continuous improvement and/orLean/Six Sigma.

• Interpersonal skills and the ability to developand maintain relationships with stakeholders atall levels.

• Verbal communication skills and the ability tocommunicate on challenging topics to all levelsof the organization, stakeholders and the public.

• Written communication skills and the ability towrite politically sensitive and confidentialmaterials for senior leaders as well as publicfacing documents.

Department OverviewManitoba Finance, Central Services is responsible for the delivery of corporate information and communications technology (ICT) support services, accommodation, constructions, capital project management, and procurement services to meet government's current and future needs.

Central Services:

• Manages approximately 400 governmentowned facilities across the Province; providescomprehensive facility management services,preventative maintenance program andmaintenance project design and deliveryacross the portfolio;

• Manages, coordinates, and monitorsaccommodation projects, major capitalprojects, and strategic accommodationplanning;

• Provides strategic leadership to improvegovernment’s ICT environment throughplanning, implementation, and procurementof all ICT goods and services;

• Provides government with centralizedtendering and contracting services for goodsand related services;

• Oversees the Manitoba government'scorporate supply strategies, establishescontracts for common use goods and relatedservices;

• Oversees leasing and fleet managementsupporting public sector organizationsoperating in Manitoba, including provincialand federal departments, not-for-profitagencies, school divisions, municipalities, andcrown corporations; and,

• Manages government’s office and supplieswarehousing and distribution agency.
