Part 1: Station Design Concepts

Please review the station design options below and answer the questions that follow.

The façade options for the Metrorail station have been developed in coordination with WMATA and theNational Park Service, and based on comments received from various stakeholders, including the community,PYMIG, and the Board of Architectural Review.

Both options focus on the use of colors that will blend with the existing natural environment, and will usematerials that are consistent with materials found along the Parkway, such as the stone shown at the base ofthe station. Both Option 1 and Option 2 make use of an “exoskeleton” which helps reduce any glare from theglass on the upper level and also echoes the form of the trees that line the Parkway. In Option 1, the exoskeleton is a separate layer that extends beyond the station structure and allows additionalscreening of elements such as the service room on the bottom level. In Option 2, the exoskeleton is the same layer as the outer wall of the station.

Based on these themes, please provide any comments on the design options for the station.The two options are based on the same type of design and have few differences. Both options are based onthe original design for Metro by Harry Weese and is referred to as “brutalist design.” This style of design hasbeen used repeatedly by Metro when new stations are built. Brutalist design does not fit into the architecture ofAlexandria. There was clearly no consideration for the proximity to Alexandria and the architecture of it.Further, as these are just renderings, changes will certainly be made during the bidding and construction andthe completed building will be based on considerations other than the design that is chosen here.

Of more concern is the impact that the construction and access bridge will have on the Potomac Greensneighborhood. Having purchased a townhome near the traffic circle in Potomac Greens 10 years ago, I canstate that the proposed location of the access bridge from the east side was not being considered when Ipurchased my home. The original design, as represented to me by the builder, was to have a pedestrian bridgelocated much closer to Slaters Lane. This location would have discouraged the use of Potomac Greens Driveas a kiss-and-ride location as someone who utilized it would have to walk a significant distance to reach thestation. Now there is discussion of changing the roads into the Potomac Greens neighborhood and removingthe traffic circle in order not only to accommodate the construction traffic but also to allow for a kiss-and-ridestyle of drop-off for Metro riders. Again, this was not proposed when the properties were being built and sold.While I cannot speak for other owners, I can certainly say that I would not have purchased my home with thecurrent design.

The Draft Environmental Impact Statement that was presented in April of 2015 indicated that there were twooptions for construction traffic for Option B. The first option stated that construction traffic would utilize PotomacAvenue, the George Washington Parkway, and Potomac Greens Drive. The second option stated that




construction traffic would utilize Potomac Greens Drive and Potomac Avenue. We are now being told that theNPS will not allow access from the GW Parkway and CSX will not allow access across their tracks fromPotomac Avenue. It is estimated that 90-95% of construction traffic will use Potomac Greens Drive. Was thisknown prior to the decision to select Option B? Was the author of the Draft Environmental Impact Statementaware that these options were not viable when they were included in the Statement or did the person fail toresearch this prior to the inclusion of these options in the Statement? Utilizing only Potomac Greens Drive willnot only create years of construction traffic, it will also create a long-term traffic nightmare for people living inthis community when people drop off Metro riders at the access bridge on the east side of the station.

As a compromise, the city should consider bringing the construction traffic down Potomac Greens Drive duringthe construction of the station, but then not building a ramp from the east to access the station. This wouldallow Potomac Greens to return to a residential neighborhood after construction is finished.

Based on these themes, please provide any comments on the design options for the station.It is in no way clear how the option for construction access off GW parkway was discarded. The only statementavailable was: "NPS prohibits construction access from the GWMP and will not allow the use of the Parkway byconstruction traffic". Why? This is by far the easiest access point. It would cause the least cost for constructionsite logistics, lowest risk for accidents, the least disturbance for Alexandria residents, and open the potential formore nighttime entry and exit from the construction site. 1. Economics: The length of roadway that would need to be constructed off the parkway to the construction siteis shorter than the distance from the end of Potomac Greens Drive. Moreover, a platform for easier truck entryand exit could be developed to ensure proper merge area. The area where the parkway splits as it goes Southpresents an ideal location to facilitate an off and on ramp for construction trucks. 2. Disturbance: Nightime entry and exit from the construction site would not create any disturbance for localneighborhoods versus the current option where neighborhoods all along Route 1, Old Town Greens andPotomac Greens will all be affected by construction traffic. In fact, in using GW parkway nighttime traffic wouldbe of very little consequence to anyone due to the closure of National Airport and lack of any residences orbusinesses along than route. 3. Safety: the volume of construction traffic through neighborhoods along Route 1, Slaters Lane, Old TownGreens, and Potomac Greens could have the potential for loss of life or injuries given the number of children inthe area and the amount of pedestrian traffic. 4. Traffic: GW Parkway has relatively light traffic outside of rush hours, unlike Route 1 and Slaters Lane wherebackups can occur outside these times. Moreover, the volume of trucks entering and exiting the constructionsite is likely to cause and exacerbate backups at the junctions of Slaters Lane and Potomac Greens Dr and alsoon Route 1 at Slaters Lane. 5. Security: the limitations on truck traffic on GW parkway due to security concerns could have been one of the




factors for the withholding of permission to use this route. However, there are procedures in place to permittrucks to use the Parkway and all construction trucks could easily be fitted with GPS tracking systems that couldbe monitored by the Parkway Police. 6. Environmental Concerns: The decision not to breech the tree wall off GW may be another concern becauseit would affect station visibility once construction is completed. The solution here could be earth berms or hillsthat would support tree planting immediately. Frankly, the construction disturbance area is directly adjacent tothe final tree line next to the Parkway anyway. If you look at the area from your car or on google maps the treeline that has been included in the drawings does not truly exist as a solid structure and is more like a brush andtree line – it is possible to see through during the winter season. This could easily be remedied postconstruction with landscaping. 7. Opaque Process: Overall, the opaque process with the NPS has prevented any meaningful answers to any ofthese questions. This option must be revisited for the good of all residents in the way of the constructionprocess. That this entry/exit option was not considered more seriously or better explained to residents of thecommunities during consultation meetings counts as a serious misstep in this process. It was raised at eachmeeting and the statement noted above was the only response.

Based on these themes, please provide any comments on the design options for the station.It is laughable we are being asked to comment on the aesthetics and landscaping of 2 proposed metro stationsunder the assumption the residents of Potomac Greens OKed their initial placement in our community in thefirst place. PYMIG is trying to look like they are doing this on the up and up by asking for public commentwhen in fact the design and shape of the metro are amongst the last things that should be considered. Howimportant matters like: (1) Construction vehicles traversing through Potomac Greens and Carpenter Road for2-3 years; (2) Security and crime during construction and after construction in a neighborhood we all know is acul de sac; (3) Clean up issues of the land home to a massive rail switching station since 1906; (4) Assessmentof the property values since no study has shown a definitive increase; (5) Tax ramifications to all PotomacGreens residents; (5) Proximity of residents to noise and vibrations and light caused by the station; (6) Parkingmatters of all kinds; (6) Location of the ramp to and from the station and many, many more issues. It isextremely short sighted (and arrogant) of PYMIG to assume these matters have been discussed amongPotomac Greens residents because the truth of the matter is that they haven't -- and PYMIG knows this. Yetthey are operating under the assumption these issues have been discussed.

But what does this have to do with theresidents of Potomac Greens who will be suffering a majority of all the inconveniences during construction andthe anticipated inconveniences after construction. The fact that the PYMIG is even posing these two questionsregarding the design of the station and park is insulting and condescending.

That placement will benefit ALL members of PotomacGreens and Old Town Greens equally. Further, contrary to some assertions made, the majority of homeownersat the north end of Potomac Greens Dr/Carpenter Road do NOT want the pedestrian access bridge located atthat end of the Potomac Greens development.

Based on these themes, please provide any comments on the design options for the station.While I find both aesthetically pleasing, I would like to better understand how they would appear from ourneighborhood (Potomac Greens). Outside of station design, I have concerns around construction impacts. Myask is that WMATA and the city "over" communicate on construction hours so we as a community can planappropriately. I have not experienced adequate notification from WMATA when track maintenance has beenperformed after hours and hope this does not continue with the development of this station.

Having the exoskeleton as a separate layer creates a uniform exteriorappearance and "lightens" the appearance of the station. By creating a uniform appearance (vs. the contrast ofthe exoskeleton and the walls of the service station), Option 1 does more to minimize the visibility of the stationby creating a less distracting exterior appearance.

I would like to thank all involved in the Metro station process for their work in addressing these designquestions, and I would hope that they will not allow this design process to be hijacked for other purposes by asmall but vocal faction of residents who live east of the station. Long-time residents of the Old Town/PotomacGreens neighborhoods have long looked forward to having both a Metro station and pedestrian access to thewest side of the railway. (In fact, when the planning board allowed the west-side residential developer to buy itsway out of the requirement that it build a pedestrian bridge by contributing to the Metro station, some neighborsattended the hearings and secured commitments that the board would consider increasing the developer'scontribution if the completion date of the bridge slipped past 2016. Hopefully those pledges will be considerednow.)

We understand concerns about parking, traffic, and health exist, and we will work to ensure that the city doesits utmost to protect those impacted by the construction. But it is preposterous that newer residents would try totorpedo Metro access for all others. Those of us who lived through the construction of Potomac Greens alreadyhave endured the construction traffic (from home builders) that benefited those who moved in the last round ofhomes built or moved in after the completion of construction.

Clearly more construction traffic is in store for these neighborhoods. To endure that disruption and end up




without convenient access to the Metro would be unacceptable.

The DC metro system has beenplagued by bad design decisions that did not consider construction and maintenance costs. As such, we have asystem that almost bankrupt. This station is funded by a small city with limited tax revenue base. Why do weneed to use so much glasses and steel? I do not see such design at the King metro station or at Braddockstation. How much does each option cost tax payers? When we buy a house or a pair of shoes, isn't that one ofthe most critical question to ask? Timeless design is the bare minimal, simple and functional design.

Current Location of the station should be shifted closer to the business center to facilitate growth and customeruse. this will increase city tax base. Location closer to the Potomac Greens residential area will be harmful to the health of the residents especiallychildren.For example digging up the area will expose the environment to the buried toxic materials. This will behazardous to the health of the residents, especially children.Let us remind you of "Love Canal: near Buffalo, NYand the subsequent heath problems. Potomac Greens traffic and parking issues will signiificantly increase traffic to the residential area as well asaccidents in an area with children. The construction will increase dust and pollution affecting the health of the residents especially our children. Please consider these concerns , especially the long term health issues of the residents and the children.Thank you.

Also, the pedestrian bridge from Potomac Greens neighborhood is a must, especially if they're the ones puttingup with the construction traffic. The city does, however, need to ensure that parking is not abused in PotomacGreens.

As aresident of Potomac Greens, I understand the impending inconvenience that will occur from construction,but support metro and will certainly benefit in the long run from the new station. I support a ramp east to thecommunity, though agree that some parking restrictions or security will be necessary, but that shouldn't stop itfrom being built.

Based on these themes, please provide any comments on the design options for the station.These designs seem way too modern and a bit of a monstrosity when set within the beautiful Potomac Greensneighborhood. Potomac Greens draws upon the older colonial, red brick type architecture, which has drawn somany PG residents to the neighborhood. We would strongly like you to consider utilizing red brick and typical"old town" architectural elements to help the station blend with our neighborhood, especially since it is primarilyin PG and not Potomac Yards. Of two above, design #1 is better than #2, but still way too large andoverwhelming for our subdued neighborhood. You might want to look at examples in Chicago, where they haveneighborhood infill stations on the north side which are street level for ideas as well. Please minimize theoverwhelming use of glass and metals, and try to use more "old town" materials (brick, etc). Also, I am extremely concerned about the impact the construction of the metro will have on our neighborhood atPG. I strongly encourage you to use Carpenter for construction traffic, and not Potomac Greens Drive, as thelater will run the large trucks right through the center of our neighborhood and cause a greater risk of harm toresidents, and especially small children. If you use Carpenter, it will allow residents to at least freely walk withinthe central regions of the neighborhood without risk. Also, it seems there needs to be some form of direct compensation for Potomac Greens residents who will beliving in the neighborhood and enduring the construction hassles. Since this ordeal will be quite traumatic forresidents, there should be some direct financial compensation in form of tax relief during years of construction,as well as written guarantees that our PG neighborhood will never be in the additional special tax district (or atleast for those residents who were in residence in the neighborhood during the construction phase of themetro... they should always be exempt from any special tax for the metro for the hassle of dealing withconstruction). Also, given the tremendous impact of the proposed construction on the children of our neighborhood,specifically, including the loud noise, the restricted movement given construction traffic, the removal of




playgrounds, and the overall increased stress this project is causing on families here, I would like you to givesome thought to how you can compensate children and families, specifically. Currently, residents in PG payextremely high property taxes, and our children are assigned to failing schools. Please, consider with openhearts how you can possibly restructure school assignments for PG children to please give them moreopportunities to learn, especially since you are proposing a project of such significance to their home and theirdevelopment. We are also concerned about health risks of moving possibly contaminated soil from region of old train yards.As PG residents, we strongly request that you routinely survey the air quality with independent contractors andremediate as needed asap to ensure health and safety of residents during and after construction process. Also, please let us know how you will ensure integrity of our homes from cracking and damage withconstruction of metro so close to our homes, how you will mitigate sound and vibration issues, how you willhandle parking concerns, and also most importantly how you propose to handle safety concerns once the newmetro is up and running.

For most of the Potomac Greens residents, this is the primary location for our dogs to run and play, as well aslocation for a children's park. We would greatly appreciate a dog run area or large grassy area where dogs canhave breaks as needed as we don't otherwise have many options in this area. More grass than concrete wouldbe preferred. Also, we strongly encourage you to not make it seem as a city park with excessive benches assince it is in an immediate residential area with small children, it will minimize loitering. We want the park tomaximize natural beauty, with trees and rows of flowers each season, but not to encourage non-residents toloiter in our neighborhood for safety reasons. I *strongly* encourage you to get input from the Alexandria Policedepartment on park and metro design in terms of how they can maximize safety for all concerned, especiallyresidents of our community.

However, the station design is complementary to Potomac Yard butnot to the design of Potomac Greens and the Parkway/wetlands. Should be smaller in scope. This is the largestmetro station with 2 buildings above ground. To incorporate the environment of the east side of the tracks thescale should be smaller. The ramp was originally to be built at Old Town Greens and incorporated with Metro.No need for the large ramp with bicycle lanes etc encroaching on the Potomac Greens community. The riderscan use Four Mile or Monroe. If a walkway is necessary it can be a standard walkway with access to an elevatorat the station for handicap access. Construction concerns for environmental, quality of life and safety for theresidents and children of the east side of the rail. Does the City along with Potomac Greens and Old Town Greens have the ability to sue the Park Service foraccess for construction?

Toxic waste site. This will be impossible/impossible to clear--the assurance of mitigation are insulting.Alexandria, VA will be the next Flint, MI. 2. Impact to Potomac Greens neighborhood. Traffic - Allowing more than pedestrian and bike traffic will bedisruptive enough, but vehicular traffic is a nonstarter. It is already difficult enough to get out of theneighborhood onto Slaters Lane. There is only one way into and out of this neighborhood, and allowing trafficfrom nonresidents as well as buses will create major safety and security risks to our residents. In short, it will be a true eyesore. There are manyconcerns that the station brings and need to be addressed before the final EIS. These include specific plans forwhat will be done about unearthing contaminants when construction begins; what will be done to abate noise,vibration, and light from the station; what will be done to ensure safety of the nearby residents duringconstruction and once the station is built; what compensation will be provided for damage to the nearby homesfrom the construction and putting pilings in; and what will be done to mitigate traffic from the construction andonce the metro is built for the nearby communities. In addition, no walkways or ramps to Potomac Greensshould be constructed. In lieu of this, a beautiful nose/light abatement barrier should be erected to beaccompanied with trees and other landscaping to further hide the monstrosity of a station.

1) The effect on the health of Potomac Greens residents as the previous superfund site is disturbed. How willthis be mitigated? 2) What will be done to increase the security of the Potomac Greens area if the ramp from the station toPotomac Greens is built? 3) What will be done to mitigate the noise, vibration, and light pollution to Potomac Greens of both theconstruction period and the finished station? 4) The city proposes two routes through Potomac Greens (Carpenter Road or Potomac Greens Drive) for theimmense construction traffic that will be required, once again with the stated purpose of giving residents a say.However, no mention is made about curves on Carpenter Road that make this option improbable, and nomention is made of any parking lanes that will not be allowed during construction. It seems like it is pre-determined that construction traffic will go through Potomac Greens Drive. What will happen to the parkingcurrently on both sides of the road? 5) If the ramp from the station to Potomac Greens is built, the corner of Potomac Greens Drive and CarpenterRoad will become a defacto Kiss and Ride location, and the northern part of Potomac Greens will become afree parking lot. What will you do to prevent this?

If these “options” were determined by the earlier survey that came from thumbnail sketches ofcurvilinear vs. geometric, etc., I can attest that as one average person, I had no idea from those thumbnailsketches what kind of designs these might be leading to…

Neither option seems in keeping with several of the criteria specified – that it “sit lightly in the landscape,” that it“be complementary with its surroundings,” and that it “minimize the visibility from the parkway.” Thepredominance of glass in a building that will be illuminated well into the night makes it impossible to blend in forthose evening and nighttime hours, and will surely add significant light pollution to the adjacent neighborhood.During the site selection process, officials addressing residents’ concerns about the light and sound impacts ofthe new station stated that elements would be incorporated into the design to “mitigate” the light and soundimpacts. This design seems to enhance, rather than mitigate them.

While the architecture does echo Potomac Yards, I fail to see any aspects that are complementary to PotomacGreens, which is its actual neighbor. The stone that echoes “materials of the Parkway” is such a smallproportion of the overall visual effect as to be negligible. Overall, the modern design does not seem at all inkeeping with the kind of timeless architecture that has worn so well in Old Town Alexandria, and contributed tomaking it such a distinctive and appealing city. I would be interested in seeing a design that incorporated morebrick and natural stone, and less glass and visible steel structure.

I would like to see a design that provides for a much lower-profile building. Does the whole building have to riseto the height necessary to scale the CSX tracks, or could the station instead be a lower-profile building with only




the bridge scaling that height?

I couldn’t tell from the picture: does this design provide for pedestrian bridges at both the north and south endof the station? (My memory is that this was called for in the original plan.) If so, in keeping with the goal ofminimizing the visual impact, I would recommend reconsidering the design to allow for a single pedestrian /bikeway bridge and ramp. As a Potomac Greens resident, I do want access to the metro and to the PotomacYards development from the east side of the tracks. But I don’t think we need a walkway across to PotomacYards with 24/7 access. The hours that the station is open would be adequate.

No concrete, nolighting post, no benches. The wetland area near the Potomac Greens home community should go undisturbed,both at the conclusion of the project and during construction itself. I am VERY concerned about my family'swellbeing, safety, and peace of mind if a massive project like this goes forward. What's worse, is that MetroALREADY has millions of dollars in unfinished projects that pose a threat to riders day in and day out. Whywould the city of Alexandria want to invite those sorts of headaches and dangers at this time? NOTHING shouldproceed on this project until Metro is able to account for its many, many failures elsewhere - from hazardousfires and broken escalators to the very likely chance that the entire blue line -- which would allegedly servicethis very station -- may have to be closed for months on end. Continued pursuit of this project is wildlyinexcusable in light of these issues.

I have many concerns, and frankly, none of them have been properly addressed by Metro or the city ofAlexandria. This metro will not improve my quality of life, and very likely, it will provide an incentive for me tomove my family away from the area altogether. I am concerned about environmental impacts and the exposureof unknown substances near my home. I am concerned about living in a construction zone while this 3 or 4 (ormore) year project gets stalled and delayed and stretched out. I am concerned about losing access to qualityparking. I am concerned about the Potomac Greens neighborhood becoming a de-facto kiss-and-ride. I amconcerned about the potential rise in crime. I am concerned about the cost that could fall to taxpayers - and theneighborhood for upkeep of the station and surrounding area. ALL of these are legitimate issues that deserve tobe addressed directly and without delay. No further action should be taken until the citizens of the communityhave some guarantees -- and some clarity -- about what exactly the city of Alexandria and metro plan to do tonot only mitigate these concerns, but eliminate them altogether.

* the construction area is a former SuperFund site, with 1998 EPA site sample reports showing heavy metals,pesticides and -- most importantly - PCBs, given it's 100+ year use and dumping ground for chemicals,petrofuels, flyash and ???

*it will result in restricted parking, potential special tax area and a speed zone for commuter drop-off andservice vehicle access

*the heightened security concerns given bridge and public access

*the structure is mammoth and unsightly, basically on par with Tysons Corner metro, and will be a blight for thisneighborhood and adjacent GW National Parks area.

Frankly, I am very concerned releasing any of the 100+ years of toxic waste from the railroad yardcommensurate with the backfilling by Pepco at a later time period, which has been deep-sixed for years. Thecost and risk of decontaminating the area should be evaluated vis-a-vis the cost of just putting the Metro stopon the west side of CSX where the land is proven safe.

The idea of a pedestrian bridgeon the Potomac Greens side of the station is a mistake that will be detrimental to the residential feel of theneighborhood. Potomac Greens has only one way in and out - this will result in a large number of cars going upand down Potomac Greens by commuters rushing to catch a train. Parking will be a mess; "kiss and ride"commuters will not keep within he 25mph limit; children/parents will be at risk crossing the street. A 24/7pedestrian bridge will invite crime. No one ever complains about getting to the metro at Braddock Rd andPotomac Greens/Old Town Greens already support a shuttle to the metro for its residents. The station willcertainly be an asset for the expanded residential/commercial area along Jeff Davis highway; access fromPotomac Greens is unnecessary and not worth the resulting mess.

Based on these themes, please provide any comments on the design concept for Potomac Yard Park. We have serious concerns about the impacts of the design and construction on the Potomac Greens and OldTown Greens neighborhoods.

In terms of the construction, traffic will be making use of roads that are not designed to handle this volume andtype of vehicle traffic. These roads will likely become unsafe for any pedestrian or bicycle traffic, including themany children that live in the area. In addition, both the traffic and actual construction will create noise andvibration problems that will greatly degrade the quality of life for all residents, including those not directlyadjacent to the roads. The City should at minimum install additional soundproofing in the area, and likely willneed to do more than that to alleviate the problem.

In terms of the metro station design, the addition of a pedestrian bridge to Potomac Greens creates manyunintended and potentially dangerous consequences that the City does not seem to have considered so far. For one, there is no precedent for opening a Metro station directly adjacent to a quiet suburban neighborhoodthat was previously isolated from most traffic and transit options. Given the current increase in crime in andaround the Metro, the value of the property in Potomac Greens, and the general lack of foot or vehicle traffic inthe area, there will be a greatly increased risk of property and other types of crime. Possible mitigationstrategies might include having a police offer permanently posted on the bridge or in the neighborhood, orhaving an exit gate that is secured by key code. I do not believe that this latter option in particular will havemuch of an effect on usage of the station, since residents from outside of this general area will likely use theBraddock Road Metro station instead.

In addition, opening this Metro station will permanently increase vehicle traffic in these two neighborhoods,which as mentioned above are not designed to handle that volume of traffic and could become unsafe forpedestrians. The City should consider posting signage indicating that vehicles are not permitted at the Metrostation, and may want to consider having a police officer ticket motorists who drive into the neighborhood todrop off passengers. In addition, Metro riders may also try to make use of the limited, free resident parking inthe neighborhood, which is already in low supply. The City should consider requiring parking permits in theneighborhood if Metro access is provided.

It's a bitdisingenuous in to pretend the residents' opinions matter. If the word "prison" seems to come up in manycomments here, perhaps more thought should go into it. Costs associated with each would also help to choosebetween Prison Option 1 and Prison Option 2 (which looks slightly less menacing) I like the comment fromanother reviewer of how a Federal type building would be more harmonious with the surroundingneighborhoods. Especially since the City of Alexandria holds us up to higher standards when it comes to ourown homes. Lastly, I have a hard time hearing about how neighborhoods that won't be affected by the specialtax assessment, should be compensated for inconveniences or spared from a kiss and ride to avoid crime, orwould prefer to be shuttled in (and create more traffic for the other neighborhoods), etc. please realize that wewill ALL benefit from the good of having a station close by and the bad of having a station close by. We will allget an influx of people into our neighborhoods, fight traffic, construction, deal with parking, etc., but only PY willhave to pay out of their pockets. Yes, after all, the benefits outweigh the inconveniences, but having said this,lets have consideration for those footing the bill. Give us some real cost efficient options or distribute the costsfairly.

Perhaps I'm coming too late to the process (it looks like these two designs were developed with at leastsome community input prior to us being given this choice), but at this point, it doesn't really matter to me. Whatmaterials used in the structure are "consistent with the materials found along the Parkway" other than thestone? Glass? Steel? Was the public ever given a wider choice in architecture than these glass and steelstructures? I realize cost probably plays a large role in choosing the materials and I totally get that cost is a bigfactor, but I don't see how the materials chosen reflect the surrounding area other than the stone.

PY Metro Alternative B construction is increasingly unacceptable due to proximity of pre-existing homes. As theprocess moves forward and details emerge, this choice appears to make less sense. Previous options (such asalternative D) are much more viable from a community/environmental perspective. If construction continues as planned - Remove East Walkway / Pedestrian Ramp Install sound/light/vibration barrier instead of east ramp – natural/historic material such as brick is preferred. Soil contamination concern throughout site – even very small amounts of dust over 3 years is a health hazardand excessive burden within pre-existing neighborhoods. Wetting soil to reduce dust and covering dump trucksis simply not enough to ensure health and safety of community.




Physical safety of residents (specifically children and pedestrians) during and after construction is a primaryconcern. Thorough proof of proper toxicity remediation is required. 3rd party validation of remediation is also necessary. The PG community enjoys the traffic circle and is concerned that once removed, Potomac Greens Drive willbecome an unintentionally high(er) speed traffic zone. How exactly will homeowners be compensated for cleanup of exterior (and possibly interior) living space.Painting, window breakage, crack repair, etc. What happens to the Tennis Courts on Potomac Greens Drive? OTG Tot-Lot relocation requires additional thought. Community input and sign off relevant to the RFP process. 3rd party review of all remediation plans and construction proposals. Give MetroWay a chance to succeed. Recent continual Metro safety issues suggest that WMATA resolve systemic problems prior to building this infillstation. _____________

To answer the above AlexEngage question... The best plan to sit lightly on the landscape would be to have onecentral escalator/pedestrian bridge (similar to the McLean Metro in that respect) over the CSX tracks. Archwaysand Brick are more in line with the character of Alexandria. This design would consolidate the two towers oneither side and prevent north and south towers from being so close to and imposing on preexistingneighborhoods. It would also present an alternative that sits most lightly on the landscape, be complimentary tosurrounding areas, minimize visibility of the station and still provide a focal point for views of nearbysurroundings. In place of a ramp, a noise/light/sound barrier should be placed on the east side of the station.This would retain the character of neighborhoods east of the station while also providing a quality visual screenthat respects the view of the station from the GW Memorial Parkway. The combined communities east of CSXoverwhelmingly do not desire a ramp on the east (Old Town Greens / Potomac Greens) side of the proposedstation.

Neither fits into the architecture and historythat is Old Town. They both seem imposing and ugly and missing the intention of sitting "lightly in thelandscape".

Consider adding natural stone, and perhaps making it look like the rest of Old Town or at the very least, the GWParkway.

Aside from design, there appears to have been little to no thought given to opening up the Potomac Greensneighborhood on the north end with the pedestrian bridge. It seems, at best, misguided to put a 24/7 accessbridge into a totally residential neighborhood at the end of a horseshoe. In the event of nefarious activity, itwould be almost impossible to pursue a perpetrator. During the day there is almost no one home. There arecare givers for small children and maybe the occasional dog walker. Why leave them open to the possibility ofcrime during the day?

Additionally, the horseshoe shape of the community would turn Potomac Greens and Old Town Greens into ade-facto kiss and ride. It would also invite people to park illegally in the neighborhood significantly impactingthe character and design of this fully residential neighborhood. If there must be a pedestrian bridge, move it toanother location in the community.

The first option seems like it achieves the goal of sitting lightly in the landscape most effectively, although I'mnot sure that the renderings from this angle is doing it much justice, especially without trees shown.

From within the station, the first option seems like it would also give the best views. The "exoskeleton" beinglighter would help it dissolve into the background of trees.

Based on these themes, please provide any comments on the design options for the station.One such theme that has also been heard consistently from the communities is that the Metro station designshould take into consideration "costs". It is impossible to assess whether options 1 or 2 are the ones of leastcost to the city. Also, it is impossible to assess which of these options is least expensive.

When the City decides to create a Special Tax District to tax a narrow base of residents to afford theconstruction of a new Metro Station, City Staff needs to be transparent to indicate that in EVERY STEP OFTHE WAY the issue of COSTS was taken into consideration and permeated the decision making process.

This is simply not the case here. While I personally do not object either of the options presented, they do notprovide a real opportunity for community engagement and choice. City staff is set on a path and seek tovalidate decisions already made. The consultation is rather marginal and the community is choosing detailsrather than the concept. I would like to see an alternative design that would result in "significant" cost reductionsrelative to the one being proposed here. Then, we would be given a real choice by the city to choose betweenthe "fancy" design alternative and the "on-a-budget" version.

Please minimizeany sitting space and or opportunity for solicitation outside the station. The most important aspect is to maintainthe integrity of the park.

In addition, it is again a concern that the resources from the Metro Station budget will be used to constructadditional park space. This is particularly the case in relation to Potomac Greens Park. As you know, PotomacGreens was left out of the Tax District on a very controversial decision, but is getting a brand new park (whichwill be paid with resources from tax payers from Potomac Yard).

Both designs are unappealing, represent a modernity which is inconsistent with Alexandria and particularlythe architecture of Potomac greens, Olde Towne Commons and Olde Towne Greens. Station should be made tofit in to and Olde Towne cityscape, using brick and natural stone and far less visible steel structure. 2. I want the walkway entrance from Potomac Greens Park on the East side of the tracks deleted from theproject entirely.(the Metro maintenance roadway entrance may remain as planned). It may seemcounterintuitive, as it would appear to eliminate the advantage of having a Metro stop in the neighborhood, butquite the reverse is true. The neighborhood is a non-thoroughfare now, such that residents, their guests,maintenance & service personnel, house hunters, realtors and neighborhood pedestrians (often walking theirdogs) are the only persons who enter the neighborhood with good and lawful intent. The community alreadyruns a shuttle bus to the Braddock Road metro, free to residents and guests, at peak hours to service ourcommuting residents' needs. By introducing a metro walkway entrance at the end of our neighborhood on theEast side of the tracks, it invites the addition of transients, commuter traffic, traffic, unwanted commuter parking,petty crime, violent crime, noise, congestion, etc. Likewise, it opens the door for the city to put ourneighborhood back in the special tax district at some future time. This walkway access would be a disaster forthe character, safety and security and residential property values in the neighborhood and must be deleted fromthe plan. 3. The neighborhood needs further protection against additional noise and light pollution created from thestation proximity, particularly with the introduction of the squealing brake noise now to be introduced by a closeby metro rail stop. Aesthetically and architecturally appropriate wall barriers need to be built to further shield theneighborhood from noise and light pollution. 4. The station will be built on a EPA designated superfund site the soil of which is reportedly contaminated withrail yard petroleum products and pot-ash (and other pollutants and carcinogens) from the nearby




decommissioned power plant. Building on this soil without proper environmental remediation and safeguardscould introduce these toxic materials to the neighborhood's atmosphere and contaminate nearby homes andpeople. 5. The construction phase of the project will tear up the neighborhood (removal of traffic circle on PotomacGreens Drive, destruction of playgrounds, tennis courts and park areas, etc. for a period of several years untilconstruction is complete and the neighborhood is restored to status quo ante condition - to which neither thecity nor Metro has committed. This situation will crush the resale and rental real-estate market and propertyvalues in the neighborhood for a period of time. The city and Metro need to compensate the residents for thisloss of value until the project is complete and the neighborhood has been properly restored. 6. If I hear "that's what the neighborhood wants" from a member of either the City Council or the PYMIG onemore time based on surveys taken in 2006 when the Potomac Greens neighborhood was under constructionand sparsely populated, I am going to scream! If the city needs a metro stop at Potomac Yards for economicdevelopment, well fine. But it doesn't need to destroy our neighborhood right next door in the process. 7. This neighborhood is home to a lot of lawyers, a couple of Members of Congress and at least one U. S.Senator. If these concerns are ignored in this forum, there are other more formal, litigious and injunctive ways tovoice our displeasure. Let us hope that wont be necessary. Thank you.

Protection from the elements (heat, cold, precipitation) is a primary concern as you await the trainand depart/approach. Some metro stations seem to have the impression that we are located in Miami orSouthern California where it either does not rain or the weather is always perfect. It gets hot (humid) and coldand standing at the platform outside during each extreme without something to assist in offsetting the weatheris very uncomfortable.

Looking at past design concepts on the PYMIG website, it is too bad that thecurvilinear designs are no longer on the table. These designs should be presented with and without theproposed plantings. While I like Option 2 less, a few well positioned screening trees and I would be hardpressed to see the difference. I hope there are at least limited fluid dynamic studies of how the usual windpatterns interact with the exoskeleton and the separated roof. A few feet this way or that way can make a hugedifference in eddy formation.

I failed to find the location of bike parking or dedicated kiss-and-ride drop off points.While it might be nice to think those will be provided for at a different entrance, the park being so close to theroad will be used regardless. Putting covered bike parking on south side of the park would limit bicyclists ridinginto the park and crossing the major pedestrian routes. Kiss-and-ride should be encouraged away from thepedestrian street crossing.

The success of the current linear park (of which this would be an extension) lies in the multiple activity zonesalong a linear route. This portion of the park should continue the theme. It can have less structured areas oneither side, but needs a fairly structured and formal entry in order to accommodate the numbers of people thatwill hopefully use the station. It will be difficult, though, to activate the plaza directly in front of the station since itis across the street from commercial development and not directly engaged with an activity that would causepeople to gather. Perhaps a program component could be considered that would add small program elements,like a newspaper stand, small bakery or similar functions so that people had a reason to spend a few minutes atthe metro before they move across the street.

It is a "lesser of the two evils" since neither sits lightly inthe landscape nor would either option be complementary to existing structures. Cost should be a factor. I also disagree with earlier comments that there should not be a "kiss n' ride" - there should be one. Everysingle person who bought into the PG or PY neighborhoods knew that a Metro station was coming andapproximately where it would be located. For them to complain now is ridiculous. There needs to be ped/bikeand car access to the station from both east and west.

Elevated walkway is visually lighter and the horizontal divides directly relate to where it abuts the station.Option 2 doesn't at all. 2. Station itself is visually lighter with fewer window divides. 3. The sweeping roof softens the overall appearance.

However, I'm not fond of all the horizontal bars on the lower 2/3 rds of the Option 1 station walls. Maybeincorporate something similar to Option 2 but with the entire middle third being horizontal bars above treatmentused in top third of Option 1 vertical windows. Or panels? The effect would be lighter/more open and not socage-like.

The park will likely be more of a placeof beauty and a nice preservation of open space. Think National Mall and the Alexandria waterfront. I'm notsure all of the benches are necessary. The picnic tables are not necessary. I especially dislike the lower rightconcept depicting a patchwork of concrete and grass and picnic table areas. I believe that less concrete, moregrass and/or ground covers is a more beautiful and environmentally better approach. Make the concrete asingle color for a more open and expansive look, not so choppy. Add trees for interest and to break up theexpanse if necessary. Or maybe sculpture.

Based on these themes, please provide any comments on the design options for the station.Ideally I would prefer to see something that reflects the historic roots of Potomac Yard, Old Town, or Del Ray -like a greenhouse with some victorian or art deco touches. Option 1 allows better views from the upper platformand the stronger exoskeleton would provide an opportunity to grow flowering vines up the structure exteriorallowing the station to blend into the landscape. Singapore does an excellent job designing the "city within agarden" concept that would fit nicely here against the GW Parkway.

You seem not to be hearing us. Providing only a pedestrian pathguarantees conflicts and aggravation because people on bicycles will use whatever path is there.

Thedifference between Option 1 and Option 2 isn't a choice. It is starting to look like the same industrial metrostation you would see at Tysons or NoMa. Just in a darker color. There has been way too much interest indown playing for the NPS that it is off track and not meeting the above criteria. This is NOT sitting lightly in thelandscape, it is NOT complementary to the surroundings, and the extra façade is not adding to the landscape.The arched roof almost identical to NoMa. This should be scaled down as much as possible. I think the progress since the last meeting was a major step backward. I would not encourage the city toapprove this whatsoever. I also think there needs to be some explanation of cost relationship with options.Options should be varied enough that they are a choice - versus appearing like lip-service to community input.

I wonder if there is a way to make the station fitwith the surrounding buildings? If we have to curtsey to the BAR to change a door color, should not the city'sown building be just as compliant?

The bike path could be quitechallenging as you will have bike riders coming across the foot bridge and travelling North and South alongPotomac Ave. Something must be done to de-conflict the bike riders from the pedestrians, especially thoseaccessing the metro station.

Just as important: the traffic on Potomac Greens Drive is already incredibly dangerous especially for children.The bike lanes have helped decrease speeds but there are still people (and contractors) who drive well inexcess of 50 mph.

Additionally, as we saw with the construction of Potomac Greens, truck traffic on the private portions of OldTown Greens is not uncommon.

Lastly, I wonder if there is any way to make use of the train tracks and spurs near the site to reduce the need fortruck traffic?

There are obviously things that must be done while the metro is not running. What kind of planning (includingsmartly designing the station) to minimize the noise impacts on the community, especially at night?

See my comment above about using the train. Could you prefab major pieces and then bring them in by rail?This was done in PA and saved money and schedule.

There are still some issues that need to be addressed: Access from Potomac Greens needs to be mandatedas pedestrian / bike access only. All vehicle drop-offs should be on the East Glebe/Potomac Avenue side whichis already a commercial property and not a fully residential neighborhood. Direct Pedestrian Access foradjoining neighborhoods MUST be part of the new Potomac Yard Metrorail Station, but should also take intoaccount security concerns and institute measures to protect the residents, such as being well-lit, equipped with24/7 surveillance systems with archival storage, and periodic police patrols.

To assist with this, access to and from pedestrian bridges should just be for those who have paid a metro-fare.

If I had to vote, I'd go with option 2.As a PG resident, I'm more concerned with the proposed ramp, and how far down the track line it projects intoour alleys. However shouldn't it be in line with Old Town Alexandria architecture where brickis the main wall material perhaps with arches along the platform "wall" and rising higher than indicated - may bethe first 15 feet or so allowing for dummy windows or the like. I prefer option 1 bridge as well. Main concern with the station design is the access form Potomac Greens and the impact it will have on thecommunities to be disturbed through construction and afterwards. There has been NO contact with ourresidents association so how do you know what we would like and more importantly what we would not like tohappen. Security of the access - how to stop vagrants from making a home in our community? How to stop thebridge being an extension of the playgrounds on the West side? Light and noise pollution, how to know thattraffic caused vibration damage to homes? How to stop Kiss and ride drop offs on the PTG side? Traffic exitingthe community at Slaters lane backs up already due to inefficient traffic light timing. What time will constructiontraffic start and stop? How much notice for overnight and weekend work? the list is endless and thecouncil/metro is mostly silent on these matters.

The park should be more structured, pedestrians/passengers crossing the bike path at Glebe Road need tohave a way of knowing bikes may be approaching. Cyclists may need to have STOP lights on the path when thepedestrian crossing is go. Enforcement of traffic laws especially cyclists on the roadway going through redshould be a top priority. Some consideration for access from South Potomac Yard (stairs?) as ramp extend sofar north. How to ensure only metro riders use the bridge or at least only valid residents and guests use thebridge to get to Potomac Greens?

Based on these themes, please provide any comments on the design options for the station.Issue: Direct Pedestrian Access for adjoining neighborhoods MUST be part of the new Potomac Yard MetrorailStation. In my case, that means direct access from Potomac Greens.

With this direct access there are two concerns that I would like addressed.

First concern is security. The Metro access needs to be open, easily visible, well lighted, and equipped with24/7 surveillance systems with archival storage. Institute periodic police patrols.

Second concern is people trying to create a Kiss and Ride drop off point in our neighborhood. This is a safetyissue for the residents, especially the children, and is also an issue of creating traffic jams preventing residentsfrom entering or exiting their community. To address this, request any and all approaches be used to eliminateor greatly discourage this practice. Examples are: •Do not provide any pull off areas on Potomac Greens Drive and Carpenter Road •Do not allow stopping / standing / parking of a vehicle in thru traffic lanes •Install traffic cameras like the city’s Red Light Cameras to issue citations to violators •Allow tow truck operators to tow violators at owner’s expense •Institute periodic police patrols

I can't make out exactly where this park is located, but would like to know what will be done on the east side ofthe tracks, especially given the toxins in the soil and the potential danger to citizens if they become airborne.Would also like to know how the Old Town Greens/Potomac Greens will be remediated after in excess of 80trucks a day shuttling through a quiet neighbourhood populated by significant numbers of small children.Additionally, would appreciate some renderings of what is anticipated on the east side of the tracks in terms ofwalkways etc.
