CHAPTER - 1

EXECUTIVE SUMMARY

EMIL is presently producing 4.0 MTPA of iron ore from Koira Iron Mines

(KIM) which is spreading over an area of 90.143 ha and falls under the

jurisdiction of Koira, Nuagaon, Kadodihi & Harischadrapur villages of

Koira Tehsil, Sundargarh District, Odisha.

The management has proposed to increase the iron ore production from

4.0 to 6.0 MTPA from the Koira Iron Mines.

Presently EMIL has installed five mobile screening plants (3X150 &

2X250 TPH) & one crusher plant (200 TPH) at the mine. Further based

on the friable nature of the ore and to achieve the targeted production,

management has proposed to install additional 2nos of mobile

screening plant of 250 TPH capacity each within the ML area.

Presently EMIL is using about 500 m3/day of water in the KIM. This

water will be sourced from bore wells within the mining lease area

equipped with pumping arrangement.

The mine gets dedicated power supply from WESCO power Supply

Company through a 33 KV line. Power will be mainly consumed by the

crusher and screen plants and for the lighting purposes and the energy

consumption is 700 kVA. Enhancement up to 1200kVA line is under

consideration for future expansion. Existing 1 MVA transformer will be

replaced by 2.5 MVA-33/11KV power transformer. For crusher unit

existing power supply of 500kVA (11KV/0.415KV) transformer will be

replaced by 1MVA (11KV/0.415KV) transformer to meet the enhanced

load in future days.

Standby power : EMIL has a back-up captive power in the form of

two Diesel Generator set (1010 & 500 kVA) to ensure uninterrupted

power supply for the running of the mine.

Presently EMIL has employed 87 persons (open cast) & 21 (above

ground) for mining and allied services which are of permanent in

nature. Further 675 persons have also been employed through

outsourced agencies which are of temporary in nature.

The mineable reserves in the mining lease area are estimated to be

about 48.54 million tonnes as on 1st Nov 2015. With the above reserves

and at the planned production rate of 6.0 MTPA, the deposit will have

life of 08 years.

Presently EMIL is using mechanized method of mining to win the iron

ore.

The waste material generated during the earlier mining operations was

dumped over an area of 1.602 ha. The old dead dumps are terraced and

are stabilised through geo textile covering and subsequent grass

seeding as well as plantation programme.

The total area except 8.533 ha (for public use) will be utilised for mining

and other allied activities as depicted in the existing and proposed land

use plan.

Sub-grade iron ore will be stacked separately & will be blended with

higher grade ore in proper ratio to maintain the marketable quality.

The mining activity carried out in the area has a positive socio-

economic impact in the localities as direct & indirect employment

potential is generated due to mining and allied activities in the area.

Apart from this, the company contributes towards health & hygiene and

educational front in the area by organizing health camps and

developing & aiding educational institutes, organising awareness

programme. In addition to that, company has started a long term

planning for overall development of nearby villages & committed for the

cause under the banner of Aditya Birla Janseva Trust for sustainable

and inclusive development of the society.

The mine has obtained Environment Clearance for 4 Mtpa iron ore

production from the MoEF, Govt. of India. vide letter no. J-

11015/171/2011.IA-II (M) dated 07.05.2015. The mine has obtained

Stage-II Forest Clearance from MoEF on 29th August 2013 vide letter

no: - 8-102/2010-FC under F.C. Act, 1980 over an area of 59.458ha

forestland involved in the project.

CHAPTER - 2

INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION

i. Identification of project and project proponent. In case of mining

project, a copy of mining lease / letter of intent should be given.

The iron ore produced from the above mines is considered potential in

terms of availability of high-grade iron ore (Fe content 63 – 65%) in the

area and is suitable for rapidly growing sponge and pig iron industries

in the area.

KOIRA IRON MINES

Koira Iron Mines (KIM) is one of the oldest iron ore mines in the Koira

mining sector of Odisha and has been in operation since 1971.

KIM spreading over an area of 90.143 ha falls under the jurisdiction of

Koira, Nuagaon, Kadodihi & Harischandrapur villages of Koira Tehsil,

Sundergarh District, Odisha. The deposit is of medium to high grade

iron ore (Fe content 60 – 65%) is suitable for rapidly growing sponge &

pig iron industries of the country and for export of iron ore fines to

outside India.

Presently EMIL is adopting mechanized method of mining to win the

iron ore from the mines.

Mining lease was granted for exploitation of Iron Ore over area 90.143

hectares at Koira Iron Mines by the Government of Orissa in the year

1971 for a period of 30 years in the Koira, Nuagaon, Kadodihi &

Harischandrapur villages. The original lease expired on 26.08.2001

and accordingly the Lessee has filed renewal application in “Form-J” of

MCR-1960 on dated 27.7.2000 vide RML no 125 to the State

Government of Orissa 12 month prior to expiry of the lease, for a

further period of 20 years over an area of 90.143 hectares.. As per

provision under Section 8 (A) of MMDR Amendment Act’ 2015, the

period of Koira Mining lease over 90.143 Ha. gets extended up to

26.08.2021.

ii. Brief description of nature of the project

KIM is spreading over an area of 90.143 ha, and falls under the

jurisdiction of Koira, Nuagaon, Kadodihi & Harischadrapur villages of

Koira Tehsil, Sundargarh District, Odisha.

EMIL proposes to increase the iron ore production from 4.0 to 6.0 MTPA

from KIM by adopting fully mechanized opencast method of mining.

iii. Need for the project and its importance to the country and or

region.

Due to the increase in demand for iron ore, as per capita consumption

of iron in India is growing upward and demand from sponge iron plant

& pig iron plant is also rising. EMIL proposes to increase the iron ore

production from 4.0 to 6.0 MTPA from KIM.

iv. Demand– supply Gap

During 2016-17 the scenario for demand & supply of iron ore is likely

to be 185 million tones & 163 million tones. The ban on mining for its

limited production in the State of Karnataka & Goa is likely to continue.

If the ban is extended to States of Odisha, Jharkhand and Chhattisgarh

then the problem will further worsen. This scenario is more likely to

affect the steel manufacturers, who are not having any captive mines

and meet their requirements from the open sources.

In view of the global market demand scenario and technological

advancement, efforts have been made by the Company to study the

possibility of enhancement of production from 4.0 to 6.0 MTPA and to

bridge the demand – supply gap.

v. Imports vs. Indigenous production.

The Iron ore produced from KIM caters to the buyers within and outside

the country as per the specifications laid down by the various buyers.

The iron ore is hematite and mainly used in:

Sponge Iron Plant

Blast Furnace Pig Iron Plant

Agglomeration of iron ore fines for sinter /pellet plants. Iron ore fines for cement making.

At present company is supplying sized iron ore (calibrated iron ore) of

high grade to Prakash Industries Ltd., Scan Steel, SMC Power

Generation Limited, Anjani Steel Limited, Sunflag Iron & Steel Co

Limited, Super Smelters Limited, Action Ispat & Power Limited, MSP

Metalliks Limited, Visa Steels Limited, Tata Sponge Iron Limited, Essar

Steels Limited, Jai Balaji Jyoti Steels Limited, Shivom Minerals Limited

etc.

vi. Export possibility

EMIL has export license & hence there is a proposal for export of iron

ore fines as per the quality requirement via Paradip, Haldia & Vizag

port.

vii. Domestic / export markets

Calibrated Lump Ore will be supplied to various plants i.e. Sponge and

Pig Iron. Subgrade ore will be blended with high grade ore in proper

ratio to maintain the marketable quality and will be dispatched as per

customer specification.

viii. Employment generation (direct and indirect) due to the project.

Presently EMIL has employed 87 persons (open cast) & 21 (above

ground) for mining and allied services which are of permanent in

nature. Further 675 persons have also been employed through out

sourced agencies which are of temporary in nature. Due to the

proposed project, the enhancement of employment will be to the tune of

about 20 permanent and about 80 through outsourced agencies.

CHAPTER - 3

PROJECT DESCRIPTION

Koira Iron Mines (KIM) is one of the oldest iron ore mines in the Koira

mining sector of Odisha and is in operation since 1971.

KIM spreading over an area of 90.143 ha falls under the jurisdiction of

Koira, Nuagaon, Kadodihi & Harischandrapur villages of Koira Tehsil,

Sundergarh District, Odisha. The deposit is of medium to high grade

iron ore (Fe content 60 – 65%) and is suitable for rapidly growing

sponge & pig iron industries and for export of iron ore fines.

The Koira leasehold area is having two distinct hillocks. The two

hillocks are situated in the northern part trending in NE–SW direction.

The entire hillock has gently sloping topography. Elevation of the area

varies from 560 m to 630 m AMSL in north eastern peak and 570 m to

610 m AMSL in south western peak.

Out of the total area of 90.143 ha, village Forest covers 59.458 Hectares

and Govt non-forest land covers 12.252 hectares, and balance is

tenanted area of 18.433 hectares.

Geology of the mining lease area

The major portion of the surface area consists of Lateritic ore & Laterite.

OB / Soil & alluvium is the top most cover and found mostly in the

western part of the lease area. It is of yellowish brown in colour and

some growth of vegetation is found over such rock types. Top soil is

also found within this lithology sporadically.

Laterite & Lateritic Ore covers some portion of the area. It is

formed on the surface as a result of lateralization and are of

conglomeratic in nature containing rock fragments (clastics)

including pebbles of rounded to sub rounded Iron ores cemented

together by a semi – hard ferruginous matrix.

Lateritic Ore is reddish brown to brown in colour. It is of hard to

friable in nature. The iron ore pebbles quality varies from high grade

to medium grade in Lateritic ore.

Shale is light yellow to yellowish red in colour and plastic in nature.

It is encountered in the bottom of the active quarry-6 as bottom

shale and Ferruginous shale found as inter-burden between iron ore

bodies.

Quartzite Is found mostly as the lower most lithology of the region.

Geological Formation

Based on the information from bore hole (RC as well as Core drilling)

information, the sub surface geology of the area has been described as

per the following.

By observing the above Lithological sequence within the lease area, the

main Iron ore bearing zone is confined within blue dust, siliceous blue

dust, soft & biscuit ore & in shaly Iron ore. There is occurrence of Iron

ore within lateritic ore which is varying in physical nature as well as in

quality.

Reserves and life of the mine

Summary of grade wise Geological and mineable reserves available as

on 1st Nov, 2015 in the mining lease area status are given below:

With the above reserves and at the planned production rate of 6.0

MTPA, the deposit will have life of 08 years.

i. Type of project including interlinked and interdependent projects,

if any.

EMIL proposes to increase the iron ore production rate from 4.0 MTPA

to 6.0 MTPA from Koira Iron Mines (KIM) stretching over an area of

90.143 ha and falls under the jurisdiction of Koira, Nuagaon, Kadodihi

& Harischadrapur villages of Koira Tehsil, Sundargarh District, Odisha.

The RoM generated is being screened by deploying mobile screen plant

at the pit head itself. Mobile Screens are very much useful for screening

of soft powdery ore where the fines and lumps recovery is about 65-85

% and 35-15 % respectively. The top lateritic capping contains pebbles

/ rubbles of hard iron ore impregnated in a ferruginous matrix. Hence

the lateritic ore is crushed to liberate the lumps. The lump recovery

from lateritic ore is 50 %. The rest 50% fines are lateritic in nature

bears minerals like Geothite, Limonite etc. and treated as sub grade

fines.

EMIL has installed five mobile screening plants (3X150 & 2X250 TPH) &

one crusher (200 TPH) at the mine. Further based on the friable nature

of the ore and to achieve the targeted production, management has

proposed to install additional 2nos of mobile screening plant of 250 TPH

capacity each within the ML area.

Sub-grade ore from the mining lease is being kept separately in

earmarked area. The collected material is being dispatched to local

customers as per their requirement. Sub-grade material (iron ore fines)

is being segregated and stored separately in the earmarked area & used

to blend with high-grade ore for despatching the same to manufacturing

units as & when required.

It is a Category - A project, which necessitates obtaining Environment

Clearance from MoEF as per EIA notification-2006, amendment of 2009

and April 2011 of MOEF, New Delhi.

ii. Location (map showing general location, specific location, and

project boundary & project site layout) with coordinates.

The Koira iron Mines is located near Koira, Nuagaon, Kadodiha &

Harischadrapur villages of Koira Tehsil, Sundargarh District, Odisha.

The mining lease area is bounded by latitude 210 53’ 42.58572” to 210

54’ 27.61380” N and longitude 850 13’ 07.73544” to 850 14’ 04.07976”

E and figures in the Survey of India Topo Sheet F45N1. The highest

altitude of the mines is about 630 m above MSL.

Fig – 1 shows the Location Map of the mine.

The mining lease is bounded by the leasehold area of M/s O.M.M Ltd.

and M/s S.D.Sharma on the North. The following are in the immediate

vicinity of the mine in all the four directions

North : The ML area of M/s. S. D. Sharma lies on the northern fringes

of lease.

East: To the east of the mining lease site the village of Koira is

located.

South: The southern side of the mining lease site is partially

agricultural Land of Koira Village.

West: Village Nuagaon

Fig – 2 shows the Key plan of the mining lease.

iii. Details of alternate sites considered and the basis of selecting the

proposed site, particularly the environmental considerations gone

into should be highlighted.

It is an operating mines for last 4 decades and the mineral deposit is

site specific. On exploration of the area it is established to bear 48.54

million tonne of iron ore with average grade of 63.20% Fe. No river,

stream, water body exist within the lease area. No physical

displacement of people is involved and the area is also not ecologically/

environmentally fragile area. The question of alternative site for mining

does not arise. In view of the above, the proposal is submitted for

enhancement of iron ore production from 4.0 to 6.0 MTPA.

iv. Size or magnitude of operation.

The KIM has total lease hold area of 90.143 Ha. EMIL proposes to

increase the iron ore production from 4.0 to 6.0 MTPA from KIM by

adopting opencast mechanized method of mining. The Total Geological

reserve available in the area is about 67.18 Million Tonnes, out of which

mineable reserve is about 48.54 Million Tonnes.

The method of mining is open cast mechanized mining by benching

from top to bottom on hill slopes.

The ore body has extended for a length of about 1100 meters with a

width of 595m with a marginal quantum of sub-grade recovered from

the benches during the process of mining.

The height and width of the benches are 9m and 15m respectively and

the individual bench slope is 700 and the overall pit slope is less than

450.

Based on the characteristics of the ore, bench parameters and

production requirement, the spacing & Burden, frequency and

quantum of drilling is planned. Presently, crawler mounted Down the

Hole Hydraulic drifter machine with top hammering action is engaged

for drilling. The diameter of the drill hole is 105 mm to 115 mm.

Hydraulic excavators with 1.7-3.5 m3 bucket capacity and 20 to 35

tonnes carrying capacity dumpers are engaged for ore & overburden

extraction and transportation respectively.

The successive benches in descending order are usually formed.

Quarry advancement takes place almost equal to the advancement of

ore benches. At the end state, half of ore left out in benches will be

taken away by multiple slicing for the interest of mineral conservation.

Overburden is being removed by engaging hydraulic excavator as &

when required with a combination of 20 to 35 tonne dumpers. For hard

lateritic strata (overburden) drilling & blasting is required. After

exposing the ore body, drilling is done on the exposed surface by

crawler mounted DTH machine. The following parameter is maintained

for day-to-day action.

vi. Raw material required along with estimated quantity, likely source,

marketing area of final product/s, mode of transport of raw

material and finished product.

No raw material is required as it is a mining project to exploit iron ore.

vii. Resource optimization / recycling and reuse envisaged in the

project, if any, should be briefly outlined.

Sub-grade ore is being kept separately in designated earmarked area.

The finished product like CLO & fines is being dispatched to local

customers as per their requirement. Sub-grade material (iron ore fines)

is being collected separately in an earmarked place & used to blend

with high-grade ore for sending the same to cement manufacturing

units as & when required. For reuse, in future sub grade ore having Fe

content 45% to 54% is being stored separately.

The Used Engine oil /Transmission oil/Hydraulic oil will be collected

and stored in barrels and the same will be disposed off to the

authorised vendors by OSPCB/CPSB for its reuse .Similarly the

batteries of HEMM will be disposed off to the authorised vendor for its

reuse.

viii. Availability of water ,its source, energy /power requirement

The mine gets dedicated power supply from WESCO power Supply

Company through a 33 KV line. Power will be mainly consumed by the

crusher and screen plant and for the lighting purposes and the energy

consumption will be 700 kVA. Enhancement up to 1200kVA line is

under consideration for future expansion. Existing 1 MVA transformer

will be replaced by 2.5 MVA-33/11KV power transformer. For crusher

unit existing power supply of 500kVA (11KV/0.415KV) transformer will

be replaced by 1MVA (11KV/0.415KV) transformer to meet the

enhanced load in future days.

Standby power : EMIL has a back-up captive power in the form of

two Diesel Generator set (1010 & 500 kVA) to ensure uninterrupted

power supply for the running of the mine.

The geological set up, rainfall distribution and the degree of secondary

porosity in the geological formations for storage and movement of

groundwater control the hydro-geological framework of the area. The

area has undergone several phases of intense tectonic deformations,

which has been responsible for the development of deep-seated

intersecting fracture system. These structural elements chiefly control

the occurrence and movement of groundwater. The major set i.e.

lineament NW-SE trending is the conduit for groundwater movement.

The wells located in the vicinity of this lineament records copious yield.

In the study area aquifers are recharged by water from direct

precipitation and seepage from surface water bodies. If the underlying

basement rocks are incised by open fractures, the downward movement

of the water from the upper weathered residuum zone is facilitated.

Groundwater occurs under unconfined condition in the weathered

residuum whereas in the underlying fractured rocks groundwater

occurs under unconfined to semi-confined condition. In extreme

condition groundwater may occur under confined condition. In the Iron

Ore Group of rocks the thickness of the weathered residuum varies

between 25 to 50 m. The potentiality of this aquifer appears to be low.

The transmissivity and yield of wells tapping the weathered basement

rock and shallow fractured basement rock up to a depth of 60 m below

ground level (bgl) varies from 0.5 to 3 m2/day and up to 300 litres per

minute respectively. On the other hand wells tapping the deeper

fractured rocks up to 200 m bgl has higher potentiality with

transmissivity ranging from 11.76 to 21.56 m2/day (CGWB).

Presently EMIL is having NOC for drawal of 500 m3/day of

Groundwater from bore wells within the mining lease area. Further

water is drawn from Rainwater harvesting pond developed in

abandoned portion of Quarry no-6 for industrial & plantation purpose.

ix. Quantity of wastes to be generated (liquid and solid) and scheme

for their management / disposal.

The deposit of iron ore is massive lensoid in nature and ore body is

quite thick but the thickness is intercepted by different type of

unwanted rock types available at different layers.

Iron ore is overlain by overburden, which is mainly laterite, moorrum/

soil and alluvium. Apart from the overburden, the waste is also

encountered during the ore excavation.

Total overburden and waste generation during the life of the mine is

estimated to be about 14.73 Million tonnes.

Overburden and waste rock removed from the mine is being kept in

overburden dumps. At present two such dumps are exists at Koira

mines out of which dump no-1 is dead and has been rehabilitated by

plantation programme. Permanent retaining wall / toe wall (505Metre),

garland drain (505Metre), 04 numbers of settling pits have been

constructed around the dumping yard to protect wash-off.

CHAPTER - 4

SITE ANALYSIS

i. General

The Koira Iron ore Mines having lease area of 90.143 ha. Falls in village

Koira, Kadodihi, Nuagaon, Harishchandrapur under Koira Tehsil in

Sundergarh dist, Odisha. The mining lease area is bounded by latitude

210 53’ 42.58572” to 210 54’ 27.61380” N and longitude 850 13’

07.73544” to 850 14’ 04.07976” E and figures in the Survey of India

Topo Sheet F45N1.

ii. Connectivity.

The mining lease is located 1 km west of Koira Village and Roxy railway

siding is located 28 km in the South-West direction. Whereas, the

nearest Railway station on Barbil –Tatanagar line of S.E Railway at

distance of 38 km and is connected to the metropolis of Kolkata.

The district Head quarter of Sundergarh is located 200 km to the North

– West direction accessible by National Highway 215 and 23 and State

Highway No. 10. NH-215 runs at about half a Km away from the mine

lease area.

The site is well connected by metal road with steel cities Jamshedpur

(185 km), Rourkela (100 km) and district town Sundergarh (200 km).

Biju Pattanaik International Airport is located at about 275km from the

site.

Salient features of the mining lease are given in Table – 1. Some of the

mining leases present within 10 km radius are given in the Table – 2.

iii. Land form, land use and land ownership.

Out of the total mining lease area over 90.143 ha, Village Forest covers

59.458 Hectares, Govt. Non-Forest land covers 12.252 hectares, and

balance area is private tenanted land covering an area of 18.433

hectares. Out of total 90.143ha surface right granted over 78.252ha

iv. Topography (along with map).

The Koira leasehold area is having two distinct hillocks. The two

hillocks in the northern & southern portion are trending in NE–SW. The

entire hillock is undulating. Elevation of the area varies from 560 m to

630 m AMSL in north eastern peak and 570 m to 610 m AMSL in south

western peak.

The area falls within the watershed area of Karo River, which flows in

the NW to SE direction at about 0.68 km to the NW of the mine. One

seasonal nala originate from a perennial spring just adjacent to the

southern boundary of the mine, flows in a northerly direction before

meeting the Karo river about 3 km downstream. During the rains, the

surface runoff flows down the natural slope of the mine is channelized

to rain water harvesting ponds and as many as 11 nos of settling pits

have been constructed to arrest the suspended solids before discharge

to natural water course.

v. Existing land use pattern (agriculture, non-agriculture, forest,

water bodies (including area under CRZ), shortest distances from

the periphery of the project to periphery of the forests, national

park, wild life sanctuary, eco sensitive areas, water bodies

(distance from the HFL of the river), CRZ, in case of notified

industrial area, a copy of the Gazette notification should be given.

Out of the total lease area of 90.143 ha, mine operations for ore

production are being carried out in an area of 32.391 ha (already

broken).

The forests in the immediate vicinity of mining lease are distributed in

the Khajurdihi Reserve Forest to the South, the Toda and Sarkunda

Reserve Forest to the west and south-west, the Karo Reserve Forest to

the north and the Mendharmaruni Reserve Forest the north east. A

patch of dense mixed Sal jungle exists at about 1.5 km to the south-

east of the mining lease covering the Bhabani and the Kalmanga Pahars

(hills).

No National parks/sanctuaries/Biosphere reserve located within 10 km

radius. The nearest elephant corridor is located at 57 km from the

project site.

The area falls within the watershed of the Karo nala, which flows at a

distance of 0.68 km to the North –west of the mining lease site.

vi. Existing infrastructure.

All the requisite infrastructures are in place for the proposed

production. These facilities are being used for present production and

the same will be optimized for increased production.

MINING MACHINERY

EMIL will procure the additional mining machinery required for

achieving the iron ore production of 6.0 MTPA.

WATER

Presently EMIL is having NOC for 500 m3/day of Ground water from

bore wells within the mining lease area. Which are well equipped with

pumping arrangement.

POWER

The mine gets dedicated power supply from WESCO power Supply

MAGAZINE

The EMIL has provided licensed magazine for storing explosives for use

within the mining lease. The explosives are stored in a magazine located

in an isolated place in the South western region of the ML. The License

capacity of the magazine is as follows :

The mine is using shock tube detonation system for initiation along

with nitrate mixture/emulsions and cast boosters as primers.

SITE SERVICES

EMIL has provided Rest shelters,Blasting shelters, Fast-aid center

,drinking water, Site-offices, Stores, Workshop for HEMM, Explosive

magazine and toilets within the mining lease as per requirement.

TOWNSHIP

EMIL has provided staff quarters to the mine staff within the proximity

of the mining lease area in Kadodihi village.

Basic facilities like lighting, drinking water facilities, dispensary,

shopping complex, guesthouse, Gym, recreation facility, Indoor games,

library etc. are provided for the employees.

MEDICAL SERVICES

Medical services including basic first aid and treatment for common

diseases are provided by the dispensary, First Aid station in the office.

For general treatment the employees also avail the facilities in Koira

Hospital run by the central Govt. Ambulance service has also been

provided for treatment in referral hospitals like IGH-Rourkela etc.

The company also provides First Aid training to all its Foremen and

Mining Mates for attending minor injuries at the place of work.

vii. Soil classification

Major part of the mine area is covered with Laterite/Lateritic soil and is

devoid of any topsoil. Topsoil of insignificant thickness is available in

virgin forest land. Topsoil if encountered in course of mining operation,

it will be removed and preserved for use in the afforestation activities.

The Ph of the soil within the mining lease is in range of 4.89-5.2,

Phosphorus as P2O5 10mg/Kg, Sand % in the range of 39-56, silt% 21-

25 and Clay % is 19-40.

viii. Climatic data from secondary sources

Secondary information on the prevailing climate of the area was

obtained from the District Statistical Handbook and based on

observations made by Indian Meteorological Department (IMD). The

climate of the study area is characterized by an oppressively hot

summer with high humidity. Summer generally commences in the

month of March. Temperature begins to rise rapidly attaining the

maximum in the month of May. During summer, the maximum

temperature goes up to 45C. The weather becomes more pleasant with

the on-set of the monsoon in June and remains as such up to the end

of October. The temperature in the month of December is lowest.

Sometimes it even drops down to 4.6C. The average annual rainfall is

1493.9 mm.

ix. Social infrastructure available.

The nearest human settlement from the mine site is situated at the

Koira, Nuagaon, Kadodihi & Harischandrapur villages, where most of

the mineworkers reside. The main livelihood of the nearby population is

from mining and related activities.

The population in the surrounding villages within the 5 KM radius of

Koira ML is 61249 nos. The villagers depend upon mining and to some

extent on agriculture activities for their livelihood.

The workers of KIM are accommodated in the existing colony of EMIL.

The colony has facilities like dispensary, shopping complex,

guesthouse, Gym, recreation facility, Indoor games, library etc.

All the villages are electrified. Educational facility from primary up to

graduation level is available in Koira township .The health care facility,

postal services, drinking water facility & various Religious

establishment are available in Koira township.

CHAPTER - 5

PLANNING (BRIEF)

i. Planning concept (type of industries, facilities, transportation etc)

town and country planning / development authority classification.

The proposed project is an existing mine. The mine has obtained EC for

4 MTPA iron ore production which will be enhanced to 6 MTPA. The

RoM is screened and crushed to produce differ quality of Iron ore using

one 200TPH crusher plant,3 nos of 150TPH screening plants & 2 nos

250TPH screening plants. It is proposed to increase the population of

crushing & screening plant as well as other fleet of machineries to meet

the proposed production capacity of 6MTPA.

ii. Population projection

It has been proposed that work will be carried out by open cast fully

mechanised method. On enhancement of production, total employment

generation both directly and through contractual means will be about

100 Nos. Out of which about 95% of employees will be from local

community. Such direct & indirect employment will help economic

growth of locality.

The iron ore deposit will be mined to a depth of 501 mRL. The iron ore

will be mined systematically by bench method laterally as well as depth-

wise and the ore will be exploited from the top to bottom. The overall pit

slope will be kept at 450. The dimensions of the quarry at the

conceptual stage will be as follows:

After extraction of the ore during the course of mining, the Reclamation

& Afforestation programme will be done in mined out area in a phase

wise manner up to the end of life of the mine so as to bring better land

use of the mined-out area.

The year-wise proposal of reclamation & rehabilitation is depicted in

the table given below.

The reclamation & afforestation will be taken up within the area

improve the nutrient value of the topsoil. Subsequently greenery

development will be made with suitable plantation. As far as possible,

the species selected for re-vegetation should be of local species so that

there is fast and healthy growth. The remaining mind-out area of

18.540ha. will be converted into a water reservoir by fencing semi-

permanent boulder wall to protect the excavated area and pisciculture

will be carried out in the area.

iv. Assessment of infrastructure demand (physical & social )

Adequate physical and infrastructural facilities are available in this

area.

v. Amenities / Facilities.

All social amenities / facilities such as education, health care &

other civic amenities are available in the locality.

CHAPTER – 6

PROPOSED INFRASTRUCTURE

i. Industrial area ( processing area)

Additional crushing and screening facilities adequate to meet the 6

MTPA production at Koira mines will be installed for processing of the

RoM.

ii. Residential area ( non-processing area)

EMIL has provided accommodation for employees of the company

within the proximity of the mining lease area in Kadodihi village.

iii. Green belt.

The safety zone area of 7.5 mtrs around the ML boundary, around

explosive magazine & housing colony shall be maintained as per

stipulation. Further as a post mining land use the area degraded by

mining operation, stack-yards, roads etc. shall also be covered under

the plantation programme. Total area to be covered under plantation

programme in post mining phase shall be 63.052 ha.

iv. Social infrastructure.

The mining activity carried out in the area rather has a positive socio-

economic impact upon the nearby human settlement as direct &

indirect employment potential is generated due to mining and allied

activities in the area. Apart from these, the company promotes health

and education awareness in the area time to time by organizing health

and education camps. In addition company has started a long term

planning to develop adjacent villages & committed for social obligation

under the banner of Aditya Birla Janseva Trust.

v. Connectivity (traffic and transportation road/ rail/ metro/ water

ways etc.,)

The mining lease is located 1 km west of Koira Township and Roxy

railway siding is located 28 km in the South-West direction whereas,

the nearest Railway station Barbil of S.E Railway Line at a distance of

38 km.

The district town of Sundergarh is located 200 km to the North – West

direction and is accessible by National Highway 215 and 23 and State

Highway No. 10. NH-215 runs about half a Km away from the mine

lease area.

The site is well connected by metal road with steel city Jamshedpur

(185 km), Rourkela (100 km) and district town Sundergarh (200 km).

Fine ore will be transported to Paradip/Haldia Port for export. CLO will

be supplied to various plants i.e. domestic Sponge and Pig Iron Plants

through available road/ rail network.

vi. Drinking water management (source & supply of water)

Drinking water requirement will be to the tune of 95kl/D. This amount

of water will be withdrawn from the existing bore wells within lease area

after due treatment of the same.

vii. Sewerage system

Generated municipal waste from mines office and canteen will be

segregated & the Bio-degradable waste will be processed to compost.

The non-Biodegradable waste will be disposed to secure landfill site

within the lease hold. One STP of 10 KLD have been commissioned for

these domestic effluent in office & canteen and one 50KLD STP at

workers colony area.

viii. Industrial waste management

Hazardous waste of stream 5.1 and schedule – 1 like used oil & waste

containing oil are generated in the mines. The used oil are auctioned to

authorized recyclers and the waste containing oil are kept in barrels

and stored in impervious pit under shed within hazardous waste yard.

ix. Solid waste management.

Overburden and waste rock removed from the mine is being kept in

overburden dumps. At present two such dumps are present at Koira

mines out of which dump no-1 is stabilised. Permanent retaining wall

constructed around the dumping yard to protect waste from wash-off.

At present the dead end of the active dump is covered with coir matting,

grass seeding and plantation programme.

Proposed Dump at the western part of Quarry no –6 has been

demarcated & will be used in future for which the following

methodology adopted for the execution of the dumping activity:

RCC retaining wall constructed along the boundary of dump

periphery.

Garland drain of permanent nature has been constructed along

the outside periphery of retaining wall following the contours.

The dumping operation started along the demarcated boundary

by leaving 3 meters space from the retaining wall.

The three phase of dumping should be up to a height of 8mts. in

an average. The total height of the dump will be 24 meters.

The dump has to be terraced.

The angle of slope for each individual terrace will not be more

than angle of repose (~28o)

The width of the terrace to be adequately maintained so that the

chance of erosion is minimized.

Contour trenching will be adopted subject to favourable

circumstances along the slope of the terrace for retaining of water

for quick stabilization of loose dump by planting fast growing

species/grass seeds.

After spreading of sweet soil & fertilizer, Agave, Vertiver grass and other

fast growing shrubs will be panted on the slope of the dump.

Garland Drains

Garland drains have been constructed around the dead overburden

dumps so that erosion by surface runoff does not pollute the nearby

water resources.

Land Reclamation

It is proposed in the scheme of mining that the worked out portion of

quarry No.6 will be subjected to reclaimation & afforestation

programme.

Topsoil management

The topsoil encountered during mining operation shall be removed and

utilised for reclamation & afforestation of the worked out pit and other

plantation activities.

Topsoil removed during site preparation at the Koira mine site would be

separately stripped, handled and stored subject to availability and used

for plantation programme.

x. Power requirement & supply / source.

The mine gets dedicated power supply from WESCO power Supply

Company through a 33 KV line. Power will be mainly consumed by the

crusher and screen plant and for the lighting purposes and the energy

consumption will be 700 kVA. Enhancement up to 1200kVA line is

under consideration for future expansion. Existing 1 MVA transformer

will be replaced by 2.5 MVA-33/11KV power transformer. For crusher

unit existing power supply of 500kVA (11KV/0.415KV) transformer will

be replaced by 1MVA (11KV/0.415KV) transformer to meet the

enhanced load in future days.

Standby power : EMIL has a back-up captive power in the form of

two Diesel Generator set (1010 & 500 kVA) to ensure uninterrupted

power supply for the running of the mine.

CHAPTER – 8

Project schedule & Cost Estimates

i. Likely date of start of construction and likely date of completion

(time schedule for the project to be given).

The mine is already under operation. The proposed enhancement of

iron ore production will be achieved in the year 2017 – 18.

ii. Estimated project cost along with analysis in terms of economic

viability of the project.

The project cost is about Rs. 55.33 crores. The NPV of Rs. 4.496 crores

has been deposited for the total forest area of 59.458ha at the rate of Rs

7.30 lakhs Per ha. The EMIL has also submitted financial assurance of

Rs. 19,06,725 in form of bank Guaranty against the land proposed to

be used during the scheme period ending 26 Aug, 2021.

The Koira Iron mine contains Iron ore which is suitable for Sponge Iron,

pig Iron plants & Steel melting shops. The stripping ratio of RoM to

waste is 1:0.25. Dry crushing and screening facility will be adopted for

calibration of Ore. On the basis of % of Fe content for Iron ore fines and

CLO in the present market the average sells realisation will be about

Rs.3500/Mt based on the range of our products. The production cost is

worked out to be Rs 739.20 /Mt which includes fixed cost, salary,

contractual services etc. The variable cost covers consumption of HSD,

explosives, lubricants, spares, royalty & taxes etc. Considering cash

flow statement, it is found that the project is estimated is financially

viable and feasible for mining.

CHAPTER – 9

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

i. Financial and social benefits with special emphasis on the benefit

to the local people including tribal population, if any, in the area.

Due to mining activates at Koira Iron ore mine at present about 783

persons have been engaged in mining & allied activities either directly

or contractual means which is likely to increase on enchantment of

production to 6MTPA. All the man power will be drawn from the locality

which constitutes mostly of SC/St category.

The potential social impacts associated with mining operations are

quite significant. This is more so in the case of Koira Iron mines which

is located in an area which is dominated by tribals. It is imperative that

ESSEL Mining involve the community and stakeholders through a well

planned Community Development Program through a corporate

citizenship model that promotes social responsibility and optimal

business performance. The key to adopting the approach is to recognize

the following:

That for the mining and minerals sector to promote socially sustainable

and inclusive development, it is necessary to understand the socio-

economical-cultural fabrics of the locality.

That development needs to take a holistic view of society ensuring that

not only business imperatives but also social imperatives are catered;

There are overlaps between social development agenda and mining

sector development agenda. These need to be co-ordinated and

optimized through the integration of social dimensions into the

business systems.
