Subsequently, Mis Wonder Marble LLP has applied to the State Govt. for

amalgamation of all the above-mentioned 12 mining lessees. In response to the

request made by Mis wonder Marble LLP for amalgamation, the SME, (HQ-III) has

inform Mis wonder marble LLP that the State Govt. has an intention of amalgamating

the said 12 mining lease into one, subject to certain conditions .

. In this context there is a requirement of obtaining EC (Environmental Clearances) for

the amalgamated mining lessees forming one lease admeasuring 48.0 ha.

18 2. INTRODUCTION TO THE PROJECT/BACKGROUND INFORMATION:

(i) Identification of project and project proponent. In case of mining project, a copy of

mining lease/letter of intent should be given.

(a) Identification of project

(ii)

The project under reference is a Marble Mining project having a lease of 48.0 hect.

Mining is proposed to be done by mechanized open cast method. It is situated near

village Kothara in tehsil & District Banswara. It lies on GT Sheet No. 461/6 and

surrounded by the latitudes of23°31 '51.6 & 23° 32'25.2" and the longitudes of74°

18'15.2" & 74° 18 '50.3".

A copy of Letter oflntent dated 26.05 .2017 has been enclosed as Annexure No. I

The project proponent is taking all safe guard measures to protect environment in the

mines and whole of the area.

(b) Identification of project proponent: The project proponent Mis Wonder Marble

LLP is a Limited Liability Partnership firm. It has the following partners-

19 (iii) Need for the project and its importance to the country and or region:-

This area has good quality Marble. Marble is a highly favoured construction stone

used in flooring, tiling of walls, constructing kitchen platforms, etc. GuuJ 4uality of

Marble is still imported from European and other Countries as the domestic

production of Marble is not sufficient to meet the demand. Therefore production of

Marble from this Mine will save foreign exchange and thus it will act an imports

substitution.

(iv) Employment Generation (Direct and Indirect) due to the project:

It is not possible to exactly quantify the in direct employment generation. But the

following types of employment opportunity will be generated-

1. Engagement of truck /.dumpers for transportation of minerals to the processing units

2. Development of Hotels and Restaurant to cater to needs of visitors.

3. PROJECT DESCRIPTION:

(i) Type of project including interlinked and interdependent projects, if any.

As already stated it is a marble mining project where marble blocks will be cut with

the help of diamond wire saws drilling machines, cranes, dumpers, etc. Neither inter

linked nor interdependent projects are likely to come up along with the project under

The project is situated 20 Ks in west of Banswara. To reach mine site from District

the 'headquarter B~ne has to travel upto Talwara which is 15 KM. from

Banswara on Garhi road. From Talwara a bifurcation towards Tripura Sundari takes

place and the mine is at a distance of 0.50 km. from the said bifurcation.

(iii) Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental considerations gone into should be highlighted:­

Since, mining is a site specific project, it cannot be shifted at will. Its location is

dependent on the availability of mineral. All possible measures have been proposed to

protect the environment in and around the project.

(iv) Size or magnitude of operation:-

It is proposed to produces 67,06,000 tonnes per year at the mine. Almost all the

operation will be mechanized.

(v) Project description with process details (a schematic diagram/flow chart showing

the project layout, components of the project etc. should be given).

Extraction of marble blocks is proposed to be done by mechanized open cast method.

Activities to be carried out in the course of mining are enumerated below:-

1. Reconnaissance survey

2. Prospecting and exploration.

3. Detailed exploration.

4. Removal of overburden.

5. Formation of Gullies to create free face.

6. Drilling of large dia holes for inserting Diamond wire saw into them.

7. Insertion of diamond wire saws into the holes.

8. Cutting out of blocks with diamond wire saw.

9. Dislodging of marble block come its original position with help of air bag etc.,

10. Sizing I sorting of marble blocks according to colour, blockability, texture etc.

11 . Loading of marble blocks with cranes/ loaders on to trucks/ trailers/

tipper/dumpers.

(vi) Raw material required along with estimated quantity, likely source, marketing

area of final product/s, Mode of transport of raw Material and Finished I

Since, it is a marble mining project no raw material will be required for its production.

The marble blocks cut out at the mine are transported to processing units by

dumpers/trucks. HSD is required to be used at the mine for running various mining

machineries.

21 (vii) Resource optimization/recycling and reuse envisaged in the project, if any,

should be briefly outlined.

Since minerals are depleting asset it must be conserved as much as possible.

Maximum recovery of marble if mining is done with help of diamond wire saws.

Mineral will be extracted from maximum possible depth. Recycling of marble is not

possible.

(viii) Availability of water its source, Energy/power requirement and source should be

given.

Availability ofwater its source:-

The rain fall in area being about 1 OOOmm, and the nature of rock being permeable

upto a certain extent, the ground water is sufficiently recharge with rain water. The

area falls under safe category as far as availability of ground is concern. The drinking

water is obtained through bore wells. Arrangements have been made for storing rain

water into mining pits. The stored water is used for various mining operation like

drillings dust suppressions etc., About 'TJ.{10 KLD of water will be required at the

project.

Energy power:-

About 5 to 6 KLD of HSD will be consumed at the mine daily in order to meet the

desired production. The quantity of HSD required will depend upon the rate of

production and development done. This may vary from time to time. The HSD is

procured directly from the oil marketing companies.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their

Management/disposal.

There is no plan for mineral beneficiation hence there is no tailing or liquid effluents.

The waste is dumped on barren land outside lease area as approved in mining plan.

Retaining wall will be made on the toe side to prevent spreading of the waste material.

At the end of mine life this dump top will be covered with soil and thereafter )llpeJ( Mintect)_.CQ_nsultants (QCl-NABET Accr~ited~ltant) plantation will be done to stabilize the dump.

22 However, marble powder slurry generated during drilling and wire saw cutting will

' get deposited in the sump at the bottom of the pit. This sump will be desilted from

time to time and wet slurry will be disposed off on the waste disposal dumping

ground and burying the same under rock debris.

(x) Schematic representations of the feasibility drawing which give information of

EIA purpose.

As per the MoEF notification No. J-13012/12/2013-IA-II(I), dated 24th December,

2013 the project falls in 'B' Category. Earlier EC of all 12 mining leases, 4 hect each,

were issued by SEIAA separately. Environmental studies and monitoring of data were

conducted and EIA and EMP for all the mines were prepared earlier. Public hearings

were also conducted for each mining lease separately. Later the partnership firm had

applied for amalgamation of all 12 mining leases to make one mining lease of 48 hect.

All figures of production, waste generation, water requirement, manpower etc., are the

sum of individual 12 mining leases. Therefore it is requested to exempt it from the

public hearing and studies conducted earlier may be used for this .

24 4. SITE ANALYSIS:

(i) Connectivity:

a) By road -The lease area is situated near village -Kothara, Tehsil & District -

Banswara, the shortest distance from Kothara to marble mine is 0.3 Km, village

Kothara is about 14.00 Km. from Tehsil & District Banswara

b) By Rail - The nearest Railway station is at Dungarpur which is 85Km

c) By air - The nearest Airport is at Udaipur which is about 180Km. from the

mme

(ii) Land Form, Land use and Land ownership.

(iii) Physiography: Regionally the area presents rugged topography formed by small hills

generally rising to about 228mRL from general ground level.

The lease area comprises outcrops of dolomitic marble which stratigraphically

belongs to the Kalinjara formation of the Lunavada group of the Aravalli Super group.

The marble outcrops are forming undulating hilly terrain exhibiting typical nagged

topography. The dolomitic marble expressed in the area is fine-grained, jointed and

fractured at surface, at places marine. White is the dominant colour of the rock with

pinkish, purplish and at places bluish tinges. The rock is hard and compact and marine

enough to support block mining barring Sm to 1 Om top fractured zone.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies

(including area under CRZ)), shortest distances from the periphery of the

project to periphery of the forests, national park, wild life sanctuary, eco

sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case

of notified industrial area, a copy of the Gazettee notification should be given.

That there is no Wild life sanctuary, National Park within Buffer zone. The area does

not fall in CRZ, no eco sensitive zone exist in buffer zone. However Inter State

boundary falls within 10 km. from area.

(v) Existing Infrastructure:- There is a mine office a store room, a rest shelter and a

first aid room at the mine. Roads also already exist up to the pit top.

(vi) Soil classification:

The soil available in the area is mostly loamy to siltty.

(vii) Climatic data from secondary sources:

Banswara district is situated in the southern part of Rajasthan. The climate of

Banswara district is mild as compare to the climate of ...

During the summers the maximum and minimum temperature recoded are 45° C and

25 ° C respectively. Similarly, during winter the maximum and minimum temperature

recorded are 20°C and 0°C respectively. The average annual rainfall in the region is

about 990 mm.

(viii) Social Infrastructure available: There is no inhabitation within the lease hold.

However, the following Infrastructure exists around the area-

5. PLANNING BRIEF:

(i) Planning Concept (type of industries, facilities, transportation etc.) Town and

Country Planning/Development authority Classification.

It is a mechanized opencast marble mining project. NH No.113 and SH No. 10 pass

at a distance of 5.20 Kms (NE) and 3.15 (NE), respectively from the project.

Mining is done with the help of drills, diamond wire saws, cranes, dumpers, etc., by

There is no likelihood of increase in population as a result of coming of the project because

mostly the local people will be employed at the mine.

(iv) Assessment of Infrastructure Demand (Physical & Social).

In case of increase in production in future, widely and consolidation of the existing

road will be required. The infrastructure structure like office building, first aid room,

rest shelter, etc., already exists at the mine.

For social up liftmen, necessary facilities will be provided to the local school and

religious palces. Campse will be arregne in the nearby villages for regular health

check up and providing medical health. Training programs will be arranged for

making the local people self deepened.

(v) Amenities/Facilities.

All the amenities and facilities as required under the statutes will be provided at the

mine. Since, the worker engaged at the mine come from local villages, they don' t

require housing facilities .

6. PROPOSED INFRASTRUCTURE:

(i) Industrial Area (Processing area):

There is no proposal of setting up any processing unit in and around the mining

project.

(ii) Residential Area (Non Processing Area):

Since, the mine workers come from the nearby villages there will be no requirement

of developing the residential area.

(iii) Green Belt:

Greenbelt will be developed over an area of 16.0 ha outside the lease hold. The area

of plantation has been earmarked by the MoEF. A total of about 7 516 will be planted

within the greenbelt.

(iv) Social Infrastructure:

Necessary facilities will be proved to the local schools and religious places for

enhancing the standards of education and religious facilities.

Medical will be arranged periodically for the benefit of the local people. Similarly

training facilities will be provided to the local people for making them self

depended. Drinking water facilities will be provided to the needy villages.

(v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc).

(vii) Sewerage System.

No sewerage system exists at the mine.

(viii) Industrial Waste Management:

No industrial waste is generated at the mine.

(ix) Solid Waste Management:

The soil d waste obtained in the form of overburden as well as side burden will be

managed by forming dumps over approved areas outside the lease hold.

Proper retaining wall will construct along the toe of the waste dumps to prevent its

spreading. Inactive dumps will be vegetated after laying a top soil layer over the

waste dumps.

(x) Power Requirement & Supply I source.

HSD as well as electricity is used at the mine for running the mining machinery etc.

About 5 to 6 KLD of HSD will be consumed at the mine daily in order to meet the

desired production. The quantity of HSD required will depend upon the rate of

production and development done. This may vary from time to time. The HSD is

procured directly from the oil marketing companies.

Presently there is an A VNL connection of 1400 KV A at the mines site. The

requirement of energy will depend upon the rate of production and will be increased if

the need arises. The present daily requirement is appox 12000 KWH per day.

7. REHABILITATION AND RESETTLEMENT (R & R PLAN):

(i) Policy to be adopted (Central/State) in respect of the project affected persons

including home oustees, land oustees and landless laborers (a brief outline to be

given).

No person will be deprived of their homes or land. Thus, there is no need of preparing

their rehabilitation and resettlement plan.

8. PROJECT SCHEDULE & COST ESTIMATES:

(i) Likely date of start of construction and likely date of completion (Time schedule

for the project to be given).

The estimated cost of the integrated project is about Rs.60.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS):

(i) Financial and social benefits with special emphasis on the benefit to the local

people including tribal population, if any, in the area.

Date:

The existing 12 mining proposed which proposed to integrated into one have provided

employment opportunity in the residents of nearby villages. It has raised the standard

of living of the local people, because their source of income has increased. In due

course of time the standard of education in the area will improved considerably.

Similarly the local people are getting various health facilities from the existing

project.

They are being dominated by the travel people, the area deriving maximum benefits

from the projects.

Drinking water facilities will be provided to a number of sounding villages. Large

scale plantation and formation of a large water reservoir in the area will greatly

improve the environment of the area
