1. INTRODUCTION
1.1 Background
The Africa Community Access Partnership (AFCAP) has supported the preparation of a Low Volume Roads Manual in Tanzania. The Manual has been developed through an extensive process of consultations, to which many road sector stakeholders have contributed their time, knowledge and effort. The Manual takes into account the needs of all road users, including non-motorised transport. It provides practitioners with comprehensive guidance on the wide range of factors that need to be considered in a holistic manner when undertaking the upgrading of unpaved roads to a paved standard. Improving the road safety conditions on low volume roads at optimum costs has been a key consideration.
With the application of the principles and guidance on the provision of LVRs provided in the Manual, Tanzania is expected to make significant progress towards safe and sustainable rural road infrastructure.
To mark the culmination of the project, an event was organised by the Ministry of Works, Transport and Communication to launch the Low Volume Roads Manual.
1.2 Objectives of Launch Event The main objectives of the launch event were as follows:
To raise awareness of the existence of the Manual as a national standard.
To sensitise stakeholders to the scope and content of the Manual and the benefits of its application in Tanzania.
To officially launch the Manual as a major milestone towards improving road transport infrastructure in Tanzania.
1.3 Launch Details
The launch event was held at the Protea Courtyard Hotel conference room on Thursday 2nd
February, 2017. The programme for the event is attached as Annex A.
The event was attended by just over 40 delegates from a number of organizations including Ministry of Works, Transport and Communications (MoWTC), headed by the Permanent Secretary, who was the Guest of Honour, the President’s Office-Regional Administration and Local Government (PO-RALG), TANROADS, Association of Consulting Engineers Tanzania (ACET), Tanzania Civil Engineering Contractors Association (TACECA), cooperating partners (UK Department for International Development (DFID) and the European Union), Non-Government Organizations (NGOs - AMEND) and the Africa Community Access Partnership (AFCAP).
A number of press and local television organisations recorded the launch event, at the end of which a joint press statement was issued by MoWTC/PO-RALG/AfCAP.
The joint press statement is presented in Annex B whilst the attendance list is presented in Annex C.

2. LAUNCH EVENT
2.1 Welcome and Opening Remarks
The Welcome and Opening Remarks were made by Eng. Ven Ndyamukama, Director of Roads, and chairman of MoWTC Review Group for the Manual. During the course of his remarks he stated that:
There was a long-felt need for the LVR Manual, particularly for the roads managed by
PO-RALG which generally carried relatively low levels of traffic and for which the MoWTC standards were overly conservative.
AfCAP, at the request of PO-RALG, had agreed to support the Government of Tanzania in the preparation of the LVR Manual for which MoWTC was indebted.
Tanzania’s road density per 1000 sq. km was one of the lowest in the region and the country also had a relatively low (< 25%), but improving, Rural Accessibility Index – factors that indicated that many more rural roads would need to be constructed. This highlighted the need for the LVR Manual.
Eng. Ndyamukama concluded his remarks by recognizing the contribution made by many stakeholders involved in producing the Manual, including AfCAP, the Consultant’s team, the Technical Working Group and Steering Committee for overseeing the development of the Manual.
2.2 Introductory Remarks
The Introductory remarks were made by Dr. Fikiri Magafu on behalf of the Permanent Secretary of PO-RALG. During the course of his remarks he stated that:
PO-RALG will be a major user of the Manual since most of the roads under the organisation’s jurisdiction are located in rural areas and carry relatively low volumes of traffic.
The development of rural roads in Tanzania faced many challenges including premature failure, high cost of construction and maintenance and unsafe networks due the traffic mix.
Conventional design methods and construction procedures often result in
unnecessarily high costs. As a result, there was a need to have innovative technologies linked to efficient and cost effective approaches to low volume road provision which led to the need for the new Manual to guide Council Engineers.
The development of the Manual was a collaborative effort between many
stakeholders including MoWTC, PO-RALG, Road Fund Board, TANROADS, ACET with specific contributions on road safety by AMEND.
Dr. Magafu concluded his remarks by thanking AfCAP for their support in preparing the Manual as well as in establishing the Local Government Infrastructure and Transportation Research Centre (LoGITReC) and also supporting the monitoring of the trial sections at Bagomoyo and Siha.

2.3 General Introduction
In his General Introduction to the launching event, Eng. Nkululeko Leta, the AfCAP Regional Technical Manager, East and Southern Africa, firstly provided a general overview of AfCAP as a programme which he mentioned was funded by DfID (UKAid), country demand-driven and focusing on provision of cost-effective and sustainable rural access. He then went on to say that:
The need for the LVR Manual was identified by PO-RALG as the authority responsible for
managing the vast rural road network in Tanzania. The project was approved by the AfCAP National Steering Committee as a priority on which basis AfCAP agreed to support the development of the Manual.
AfCAP support was provided through engagement of experts with extensive experience in
the region and internationally to ensure the Manual incorporated recent innovations in provision of LVRs and regional experience and good practice.
There was an extensive consultation process to ensure contributions from national
stakeholders that included the MoWT as custodian of national standards and the targeted users of the Manual in the LGAs, guided by the TWG and RTC. Ownership of both the process and output of the project was critical for embedment and uptake.
Benefits are likely to accrue across the country from application of the Manual and its
usage will lead to refinements and updates.
He concluded his remarks by exhorting all stakeholders to start using the Manual for the provision of the next generation of LVRs in Tanzania.
2.4 Consultant’s Presentation of Manual
The objective of the Consultants’ presentation of the LVR Manual, which was made by the Team Leader, Eng. Mike Pinard, was to sensitise stakeholders to the purpose, scope and general content of the document. The presentation included a summary of the main chapters of the Manual with a focus on one particular chapter – Structural Design of Paved Roads which provides an innovative approach to the design of such roads.
The key points of the presentation are summarized as follows:
The purpose of the Manual is to promote rational, appropriate and affordable
implementation of low volume roads (LVRs) that make appropriate use of local resources and are cost-effective and sustainable.
The Manual is based on design Manuals for LVRs prepared recently under AFCAP in other
African countries and has also incorporated relevant local and regional experience in its development.
The Manual applies specifically to the design of new, or upgrading of existing, unpaved
roads, which carry relatively low volumes of traffic – typically less than 300 vehicles a day over their design life with a design traffic loading of up to 1 million Equivalent Standard Axles (ESAs).
One of the key features of the Manual is to promote the use of locally available resources in an environmentally optimised manner which is expected to lead to significant life-cycle cost savings compared to conventional approaches.

2.5 Keynote Speech and Launch of Manual
The keynote speech was made by the Permanent Secretary, Eng. Joseph M. Nyam uhanga. At the outset of his speech he mentioned that there was a growing recognition of the need to supplement the existing standards and Manuals with one that catered specifically for the needs of low volume roads. Thus, completion of the preparation of the Manual and its inauguration, was a major milestone towards improving road transport in Tanzania.
During the course of his speech, he went on to say that:
Tanzania’s mainland classified road network was 87,581 km of which 35,000 km are National Roads managed through TANRAODS; the remaining network of about 52,518 km of District Roads fall under the jurisdiction of Local Government Authorities (LGAs) under PO-RALG.
There is an additional unclassified road network of about 56,300 km which is also managed by the LGAs which means that, effectively, these authorities manage about 108,000 km which carry mostly low volumes of traffic.
Of the 10,000 km of paved roads, 9,200 km are National Roads and 981 km are District Roads.
The road asset value in 2015 was estimated at USD 6.2 billion which needs to be maintained for it to contribute to the growth of the national economy.
Connecting rural communities to basic services is vital for enhancing socio - economic development in Tanzania by helping farmers to reach markets, children to attend schools and people to access to health centres in a safe and efficient manner.
The Manual specifically promotes the use of locally available resources in an environmentally optimized manner.
It is with pride that MoWTC launches the LVR Manual which will serve as a standard reference and ready source of good practice, based on past and current research in both the African region and internationally.
MoWTC acknowledges the role played by a number of organisations:
o PO-RALG who initiated the project.
o AfCAP for organizing, funding and managing the development of the Manual.
o The Consultants who, together with the Technical Working Group and the Steering Committee have made all st akeholders proud, by their contribution to the development of the Manual.
o The Development Partners for their valuable support to the road sector.
The keynote speaker concluded his speech by saying: “I have the honour to declare that the Manual for Low Volume Roads is officially launched”. These words concluded the launching event of the LVR Manual.

2.6 Closing Remarks
In his Closing Remarks, Eng. Nkululeko Leta, the AfCAP Regional Technical Manager, East and Southern Africa, expressed satisfaction at the large turnout to the launching event. He mentioned that many of the contributors to the development of the Manual were in the room and should be proud of their efforts which had culminated in a document that was now a national standard. He went on to say that:
Now that Manual has been completed, it must be used widely nationwide to enable
benefits to accrue and also to ensure feedback and constant updates to keep the document current.
AfCAP, in discussions with PO-RALG, is to prepare a programme for training and
dissemination of innovations contained in the manual. The Local Government Infrastructure and Transport Research Centre (LoGITReC) will be at the forefront of driving the collection, collation and incorporation of revisions to the manual in collaboration with MoWT.
He concluded his remarks by extending his thanks to all those who attended the launching event which he thought was a great success.

It is with pride that we launch today the Manual for Low Volume Roads (LVR 2016).
Improving rural transport infrastructure is vital for enhancing the socio-economic development
of Tanzania. Connecting rural communities to basic services such as education, health and
markets throughout the year will be achieved through cost-effective and sustainable provision
of rural roads that will serve the few but necessary vehicles using them. Most of the roads in the
rural areas are categorised as ‘Low Volume Roads’.
The LVR Manual applies specifically to the design of new, or upgrading of existing, unpaved roads,
which carry relatively low volumes of traffic – typically less than 300 vehicles a day. This landmark
Manual will serve as a standard reference and ready source of good practice and is based on
current and recommended practice and research, both emanating from the African region and
internationally. In particular, research results and lessons learnt from the Africa Community
Access Partnership (AfCAP) on pavement design and use of materials have been integrated. The
Manual specifically promotes the use of locally available resources in an environmentally
optimised manner. It is expected to lead to significant cost savings compared to conventional
approaches.

Roads Agency (TANROADS) manages 35,000 kilometres of Trunk and Regional Roads and is
responsible for a series of technical Manuals and standard specifications that are written for
the practicing engineer in Tanzania. The series describe current and recommended practice and
set out the national standards for roads and bridges.
