GADC’s Mission

GADC's mission… is to promote gender equality by: promoting mutual respect between men and women

enabling policy makers and institutions to develop and carry out plans and programmes that address gender inequalities; and

strengthening support structures at the national and local levels in order to eliminate gender inequalities

GADC’s Main Programmes

GADC has operated three main programmes include:

1. Training and Internship

2. Advocacy and Networking

3. Community Outreach(Men’s Perspective Project-MPP, Women’s Empowerment through Legal Awareness-WELA and Cambodian Men’s Network-CMN)

Training and Internship Programme Provide basic gender training to youth

associations, NGOs, government institutions and other stakeholders

Provide specific and targeted gender training, and mentoring to policy planners and implementers in government institutions, local administrations, NGOs, and other stakeholders

Improve capacity of Ministerial staff through internships to enable them to perform gender mainstreaming-related activities in their respective ministries successfully.

Advocacy and Network Programme

Develop and conduct effective advocacy campaigns for gender responsive laws, policies, plans and institutions.

Monitor and report on Government's achievements and shortfalls in relation to gender responsive laws, policies, plans and programmes.

Coordinate and Mobilize GADNet & CPWP to increase the number of women initiating and participating in advocacy activities on issues directly affecting them and women elected as local government officials who have the skills to develop and implement advocacy campaigns

Community Outreach Programme

CO contributes to increased mutual recognition of and respect for the rights and contributions of men and men in the family, community and nation.

There are three projects under Community Outreach:

1. Empowerment Women through Legal Awareness (WELA)

2. Men’s Perspective Project (MPP)3. Cambodian Men’s Network (CMN)

WELA The WELA project team establishes and manages

community-based women’s core groups (CGs) to empower grassroots women through legal awareness and intervention; to monitor and lobby LAs/polices for the implementation of laws. The WELA team also monitors media report on the cases of violence against women.

MPP The MPP team establishes and manages

community-based men’s groups (CMGs) to transform traditional masculine ideologies of men towards ending violence against women and promoting gender equality in family and community.

CMN Strengthen the network of men through the

countries (current existing 12 provinces and Phnom Penh with over 1,000 network members)

Mobilize the network to hold campaign to eliminate VAW

Enable men through activisms to understand that VAW is men’s problem and men must address the problem of VAW themselves.

Advocate and lobby for adoption and implementation of the laws that protect women from all forms of violence

The Proposed Interventions

The aim of the intervention is to mobilize and widely support networks to contribute to the

prevention of VAW.

1. Capacity building and Orientation meeting Training and orientation meeting to CMN members:

- would revolve around the underlying messages of the materials, specifically the reasons why the messages are raised for the campaign and its link to gender inequality, masculinity and VAW.

- Enable CMN members to organize some activities, for example group dialogues, public meeting and materials distributions, in their target areas as well.

Outreach meetings:Outreach meetings will be conducted by CMN members after they get trained. The meetings discussing gender concept, masculinity, gender-based violence and key messages of campaign, would feature the community men, youths.

Training and Orientation meeting to Core Groups (CMGs):- Held to explain to the CMG members the

messages of the campaign materials; how the messages link to gender, masculinity and VAW in contemporary Cambodia and the ways the campaign materials would be translated to the target people.

- Could secure solid understanding of the core group members before they are handed over the responsibility to disseminate the information to the male villagers.

- With the technical backup from CMN staff, the core groups would take charge in organizing village meetings and door-to-door visit to build up the comprehension of the villagers on campaign messages, the current situation of gender and gender-based violence, and the interrelation of social and cultural norm and masculinity.

Training to Youths:- Trainings on gender, masculinity, VAW and

campaign messages will be organized to the youth group members of youth organizations (students of high schools and universities) in Battambang provincial town.

- The youth would be supported to further disseminate the information to other youths in their universities, high schools and communities.

The 16-Day White Ribbon Campaign (WRC)- The villagers, particularly men and youths, will

be called on to join the campaign with the avowal not to commit violence themselves or turn their back to any VAW they have witnessed.

- Through campaign, the public meetings and door-to door campaign will be organized to spread the messages and the activists will greet the villagers in their houses, specifically the male ones, to convince them to take part in fighting VAW.

- Posters, leaflets, T-shirts and ribbons, which will be worn and pinned by the activists, with messages and slogans will be produced in the response to the issues addressed by the campaign.

- The key messages of campaign materials of JCC will be used and distributed during the period of the campaign.

II. Community Outreach Programme-Based Activities

Training to Local Authorities:- It is a must that the local authorities are to be

taught on gender concepts to guarantee that they change to perform their work with gender sensitivity. The local authorities are the only agents to enforce the law, not CMN members or core groups.

- The authorities are commune chiefs, village chiefs and police in the provinces of Prey Veng, Kampong Chhnang, Pursat and Battambang.

Village meeting to male villagers:- The core groups would be responsible for

holding village meetings after they get trained.

- The village meetings aiming to change the male’s perceptions on gender and masculinity, which have been reinforced by the social and cultural norms, to eventually reduce incidences of DV and VAW.

Door-to door visits: (Interpersonal communication)- CMGs hold door-to-door visits to personally talk to

the villagers, particularly the ones failing to join village meetings.

- Door-to-door visits would build up the relationship between the CMGs and the men and to open up opportunities of them, who find themselves impossible to express their family issues in the village meetings as the meetings are sometimes too public to discuss family matters.

- Door-to-door visits let CMGs talk privately with the males and the perpetrators to learn from them in a way that they could prevent their violent acts.

Expected Results

375 CMN members (aged from 24-49) will have increased their understanding and knowledge on gender, masculinities and underlying causes of VAW and gender equality and enabled them to continue to fight VAW.

45 CMG members will have increased their knowledge on masculinities and VAW and messages of campaign materials and enabled to integrate messages of campaign into village meetings.

125 local authorities include chiefs and vice-chiefs of villages, commune councilors, and police will have increased their understanding and knowledge on gender, masculinity concepts and messages of campaign materials and strengthened their law enforcement in the manner of gender sensitivity.

Expected Results .....Cont.

1,000 community youths and adult men aged from 25-49 and youths increased their knowledge on gender, masculinities and underlying causes of VAW to 20 percent and 5 percent of them would change their ways of thinking and behaving by attending the village meetings.

The visited 1,000 community youths and adult men aged from 25-49 would increase their understanding underlying causes of VAW and promoting gender equality and 10 percent of whom would change their ways of thinking and behaving.

Expected Results ....Cont.

The trained 90 youths aged 15-25 would increase their knowledge on gender, masculinities and underlying causes of VAW to 20 percent and 10 percent of them would change their ways of thinking and behaving.

At least 500 campaign activists involved in the WRC activities will have increased their understanding on VAW and 10% of them continue spreading out gender concepts, VAW to their community people.

At least 4,000 villagers will have informed about the VAW by WRC activists.

Prey Veng, Kg. Chhnang, Purat, Battambang, Kg. Thom, Kg. Cham and Takeo Province.

The intervention will be carried out in both provincial and community level.

1 Conduct 1 orientation meeting for a total of 25 key CMN members from 10 provinces of CMN target province.

2 Conduct 2 orientation meetings for a total of 45 community-based men’s core group members (CMGs) in 4 target provinces.

3 Provide 4 training courses for a total of 125 participants (including commune council s, village chief and police) from 5 target communes of Prey Veng, Kg. Chhnang, Pursat and Battambang provinces.

4 Hold 40 village meetings for in the five communes for 1,000 community men and youths by CMGs.

5 Hold door to door visits to disseminate gender concept, masculinities, VAW, related laws and distribute campaign materials with community people by CWGs

6 Conduct 12 meetings for total of 360 male participants of six (target groups of CMN-NGOs including youths and male adults) target provinces of Kg. Cham, Kg. Thom, Kg. Chhang, Pursat, Battambang, and Takeo.

7 Conduct 3 trainings to 90 youths on gender, masculinities and VAW.

8 Organize 16-Day White Ribbon Campaign in Battambang, Pursat, Kampong Chhnang and Prey Veng Province.

M&E

Pre-test and post-tests will be conducted to measure the understanding of the participants involved in the respective trainings/meetings.

Case log will be monitored to track the increase of knowledge and changes in thinking, behaviour and attitudes in every three months, by which involved by CMN and CMGs. Questionnaires will be developed based the set indicators.

The evaluation of project will be conducted at the end of project life by the M & E team. The evaluation findings will be inserted into the annual narrative report.

Costs

o The estimated cost for the programme and Management & Administration costs will be ranged from USD 30,000 to USD 35,000.
