CREDITEXPECTATIONS

•Creditmustbeearnedineachrequiredsubjectandyear-endminimumcreditsmustbeearnedpriortothatstudentmovingtothenextyear’slevel.•Astudentreturningwithfewerthan30creditswillbeconsideredafreshmanandplacedinafreshmanhomeroom.•Astudentreturningwithfewerthan60creditswillbeconsideredasophomoreandplacedinasophomorehomeroom.•Astudentreturningwithfewerthan90creditswillbeconsideredajuniorandplacedinajuniorhomeroom.•Studentsmusthaveaminimumof120creditstograduateandthesecreditsmustbeintherequiredprogramareasasstipulatedbyNewJerseystatelawandoutlinedclearlyintheBoardofEducationPoliciesandthestudenthandbook.

ATTENDANCE

GeneralProceduresTheeducationalprogramofferedbythisdistrictispredicatedontheregularattendanceofallstudentsandrequirescontinuityofinstructionandclassroomparticipation.Theregularcontactofpupilswithoneanotherintheclassroomandtheirparticipationinawell-plannedinstructionalactivityarevitaltothispurpose.Therefore,toacquireathoroughandefficienteducation,eachenrolledstudentshallattendtheentiretyofeachclass,eachdaythatschoolisinsession.Toreinforcethisbasicphilosophy,thePrincetonPublicSchoolsBoardofEducationhasinstitutedapolicythatdeniescredittostudentswhohaveattainedapassinggradeinacourse,buthaveexceededthefollowingnumberofabsences:

PowerSchoolattendancemanagementsystemassignspointstoeachabsenceandtardy.Three(3)pointsareassignedforeachabsenceandone(1)pointisassignedforeachtardytoclass.Three(3)tardiestoclassisequaltoone(1)absence.Lossofcreditwilloccuratthefollowingpointlevels:

Absencescausedbyreligiousobligationorabsencesthatareschoolimposed(e.g.,suspensions,fieldtrips)donotaccumulatetowardthelimitof18absences.Pupilsabsentfromschoolforanyreasonareresponsibleforthecompletionofassignmentsmissedbecauseoftheirabsence.Nostudentexcusedforareligiousholidayshallbedeprivedofanawardoreligibilitytocompeteforanawardortheopportunitytomakeupatestgivenonthereligiousholiday.

VerifiedAbsencesAnabsencethatiscausedbyillness,minorinjury,familyemergency,pre-approved(throughthePrincipalorAssistantPrincipal)familyneed,collegevisits(maximumofthreedays),driver'stest,ormedical/dentalappointmentthatcannotbemadeoutsideoftheschooldaywillbeclassifiedasaverifiedabsenceifanotesignedbyaphysicianorparent/legalguardianorcollegedocumentationisreceivedintheattendanceofficewithinthree(3)daysofthestudent’sreturnfromtheabsence.Allverifiedabsencesarecountedtowardthetotalfordenialofcredit.UnverifiedAbsencesThereiszerotoleranceforunverifiedabsencesforallstudents.Anystudentabsentfromaclasswillbeconsideredtruantunlessawrittenverificationfromaparent/legalguardianispresentedorthestudenthasparticipatedinaschool-sponsoredactivity.Repeatedtruancyofthistypewillbecomeadisciplinarymatterwithappropriatesanctions.AttendanceProceduresAdailyattendancelistwillbegeneratedattheendofperiodtwo.StudentswhoarrivelatetoschoolmustreporttotheattendanceofficeimmediatelyinordertoreceiveanAdmitSliptoclass.Unverifiedandverifiedabsencesarecountedtowardthetotalfordenialofcredit.RightofAppealUponreceivingnotificationconcerningexcessiveabsences,thestudenthastheoptiontoappealanyextenuatingcircumstancesregardinghis/herattendancerecordtotheAttendanceReviewCommittee.TheappealmustbefiledinwritingwiththeAssistantPrincipalwithinfive(5)schooldaysofreceiptofthenotice.TheAttendanceReviewCommitteemayrecommendamodificationofthecreditstatustothePrincipaliftheydeemtheextenuatingcircumstanceswarrantsuchaction.ThePrincipalshallhavethefinalauthorityinallappealsatthehighschool.CallsandNotesParentsarerequestedtocalltheattendanceoffice(Ms.Hanat806-4280,ext.3806)between7:00a.m.and8:30a.m.toreportabsencesfortheirchildreninadvance.Inaddition,astudentreturningfromanabsencemustbringanotefromaparent/guardianoraphysiciantotheattendanceoffice(locatedoutsidetheMainOffice).Ifanoteisreceivedwithin3days,theabsencewillbelistedas"verified".Verifiedabsencesarecountedtowardthetotalfordenialofcredit.AppealProcessStudentsinanygradelevelwhoexceedthestatemandatedattendancerequirementof90%presentinclassmustsubmitaformalattendanceappealinwritingwithappropriatedocumentationtotheAssistantPrincipalresponsibleforthatstudent.Theattendancecommitteewillgrantordenyappeals.Grantedappealswillresultinrestoredcredits.

TardytoSchoolAstudentistardytoschoolwhentheyarriveafterthe7:50belltobeginfirstperiod.Ifastudentistardytoschool,he/shemustsigninuponarrivaltogetapasstoclass;otherwisehe/shewillbemarkedAbsentfortheentireschoolday.Ifastudentarrivestoschoollateduetoillness,minorinjury,familyemergency,preapprovedfamilyneed,driver’stest,ormedicalappointment,thestudentshouldbringaletterofverificationwiththemuponarrivaltoschool.ThestudentwillbemarkedTardyVerified.AllothertardiestoschoolwillbemarkedTardyUnverified.Bothverifiedandunverifiedtardiesarecountedtowardthetotalfordenialofcoursecredit.TardytoClassAstudentistardytoclasswhentheyarriveafterthebell.Tardinessresultsinthelossofin-classtimeandisadisruptiontothelearningprocess.Itisexpectedthatstudentsbeontimetoclass.Tardinessisadisciplinaryissueandwillbedealtwithassuch.Teachersareencouragedtohandleminortardyinfractionsaspartofthenormalclassroomprocedures.Tardypointsdoaccumulateintototalabsencepointswhichimpactclasscredit.Astudentwhoarrivesmorethan10minuteslatetoaclass,withoutavalidpassfromateacherorthemainoffice,willbeadmittedtoclasswiththetimerecorded.ChronictardinesswillbereferredbytheteachertotheAssistantPrincipalforappropriatedisciplinaryconsequences.LeavingSchoolEarlyAnoteshouldbesentwiththestudentrequestingdismissal.Pleaseindicatethereasonforandtimeofdismissalandparent/guardiancontactnameandnumber.Thestudentshouldbringthenotetotheattendancewindowbeforeschoolbegins.Thestudentwillthenbegivenapasstoleaveclassatthespecifiedtime.Thisisthestudent’spasstoleaveclass.He/Shewillnotbecalledoutofclassfordismissal.Aparent/guardianmaycometotheattendancewindow/mainofficetosignastudentoutifnonoteishandedinbythestudent.StudentsbeingdismissedearlybyaparentwillbemarkedAbsentVerifiedfortheclassestheymissed.Documentationfromadoctor,driver’stest,and/orcollegevisitshouldbehandedinwithin3daystohavetheseabsencesverified.SeniorPrivilegeSeniorstudentswith90ormorecreditsmaybepermittedtoleavetheschoolpremiseswhentheyhavenoscheduledclassesorotherschoolactivities,providedthattheirparentsorlegalguardianshavesignedandsubmittedtotheHighSchooltheconsentwaiverandindemnificationform

preparedbytheBoardofEducation.Seniorssoauthorizedmustsignoutbeforeleavingandsigninuponreturningintheattendanceoffice.Theprivilegemaybewithheldorwithdrawnforcause

notwithstandingtheconsentoftheparentand/orlegalguardian.

1. Tobeeligibleforseniorsign-out,astudentmustbeasenioringoodstanding.Onlyseniorstudentswhohaveearnedaminimumof90creditsatthebeginningofthisschoolyearwillbeentitledtothisprivilege.

2. AllseniorswhoparticipateinthesignoutprivilegemustfirsthaveonfileintheAssistantPrincipal’sOfficeavalidconsentwaiverform.

3. Beforeleavingthecampus,studentswillberequiredtosignthelogbookintheAttendanceOffice,indicatingthetimeofleaving,theirdestination,andtheirexpectedtimeofreturn.Uponreturningtocampus,studentswillberequiredtosignin.

4. StudentswhodonotconductthemselvesinanappropriatemannerinthecommunitymaybesubjecttoalossofthisprivilegeatthediscretionofthePrincipal.

LOCKERS/SEARCHANDSEIZURE

Eachstudentisassignedalockerforhis/heruse.Studentsaretouseonlythelockerassignedtohim/her.Studentsaretokeeptheirlockersneatandclean,andfreeofgraffiti.Lockerdoorsaretobeclosedandlockedatalltimeswhennotinuse.Theschooldistrictisnotresponsibleforthecontentsofanylockerandadvisesallstudentsnottoleavevaluablesinthelockers.Studentswhodonotmaintainlockersaccordinglymaybereferredforappropriatedisciplinaryconsequencesand/orbefinedfordamagescausedtolockersthatrequirecleaningorrepairs.Thelawprotectsallstudentsfromunreasonablesearchandseizure.However,schoollockersremainthepropertyoftheDistrictevenwhenusedbystudents.Lockersaresubjecttoadministrativesearchwhen"reasonablesuspicion"existsintheinterestofschoolsafety,sanitation,ortheenforcementofdisciplineandotherschoolregulations,andtosearchbylawenforcementofficialsonpresentationofaproperwarrant.Expectlockerstobesearchedbytheadministrationperiodicallyduringtheyear.

Astudent’sperson,possessions,andlockermaybesearchedbyaschoolofficialprovidedtheofficialhasreasonablegroundstosuspectthatthesearchwillturnupevidencethatthestudenthasviolatedorisviolatingeitherthelawortherulesoftheschool.Theextentorscopeofthesearchshallbereasonablyrelatedtotheobjectivesofthesearchandnotexcessivelyintrusiveinlightoftheageandgenderofthestudentandthenatureoftheinfraction.Searchesthatresultintheelectroniccommunicationsofastudentshallbeconductedwithequalsensitivityasthatrequiredofphysicalsearches.WhenadministrativesearchisdeterminedtobenecessarybythePrincipalorhis/herdesigneeoronpresentationofaproperwarrantbylawenforcementofficials,asearchshallberequestedofthepersonresponsiblefortheelectroniccommunicationsystemorhis/herdesignee.Nothinginthispolicyshallbeconstruedastopreventsearchesbythepersonresponsiblefortheelectroniccommunicationsystemorhis/herdesigneeforthepurposesofroutinemaintenanceofthesystem:nonotificationtothestudentusersshallbenecessary.Attheendofeachschoolyear,studentsmustemptylockersofallcontents.Anybooksfoundwillbereturnedtotheappropriatedepartmentsupervisor.Allclothing,and/orpersonalbelongingsleftinthelockersattheendoftheschoolyearwillbedonatedtoacharitableorganization.

AFFIRMATIVEACTION

PrincetonPublicSchools,asarecipientoffederalaid,continuestoabidebytheprovisionsofTitleIXoftheEducationalAmendmentsof1972.TitleIXprohibitssexdiscriminationinschools,whetheritbeinacademicsorinathletics.NoindividualinthePrincetonPublicSchoolssystemshall,onthebasisofsex,beexcludedfromparticipationin,ordeniedthebenefitsof,orbesubjectedtodiscriminationunderanyeducationalprogramoractivity.AnyTitleIXconcernsshouldbebroughttotheattentionofMr.LewisGoldstein,AssistantSuperintendentofHumanResources.

HARASSMENT,INTIMIDATION,BULLYING,HAZINGBOARDPOLICY

TheBoardofEducationprohibitsactsofharassment,intimidation,orbullyingagainstpupils.Asafeandcivilenvironmentinschoolisnecessaryforpupilstolearnandachievehighacademicstandards.Harassment,intimidation,orbullying,likeotherdisruptiveorviolentbehaviors,isconductthatdisruptsbothapupil’sabilitytolearnandaschool’sabilitytoeducateitspupilsinasafeenvironment;andsincepupilslearnbyexample,schooladministrators,faculty,staffandvolunteersshouldbecommendedfordemonstratingappropriatebehavior,treatingotherswithcivilityandrespect,andrefusingtotolerateharassment,intimidation,orbullying."Harassment,intimidation,orbullying"meansanygesture,written,verbalorphysicalact,oranyelectroniccommunication,thattakesplaceonschoolproperty,atanyschool-sponsoredfunctionoronaschoolbusandthat:

1. Ismotivatedbyanyactualorperceivedcharacteristic,suchasrace,color,religion,ancestry,nationalorigin,gender,sexualorientation,genderidentityandexpression,oramental,physicalorsensorydisability;or

2. Byanyotherdistinguishingcharacteristic;and3. Areasonablepersonshouldknow,underthecircumstances,thattheact(s)willhavethe

effectofharmingapupilordamagingthepupil’sproperty,orplacingapupilinreasonablefearofharmtohis/herpersonordamagetohis/herproperty;or

4. Hastheeffectofinsultingordemeaninganypupilorgroupofpupilsinsuchawayastocausesubstantialdisruptionin,orsubstantialinterferencewith,theorderlyoperationoftheschool.

“Electroniccommunication”meanscommunicationtransmittedbymeansofanelectronicdevice,includingbutnotlimitedto,atelephone,cellularphone,computer,pager,orothermobiledevice.Actsofharassment,intimidation,orbullyingmayalsobeapupilexercisingpowerandcontroloveranotherpupil,eitherinisolatedincidents(e.g.,intimidation,harassment)orpatternsofharassingorintimidatingbehavior(e.g.,bullying).Thedistrictprohibitsactiveorpassivesupportforharassment,intimidation,orbullying.Pupilsareencouragedtosupportotherpupilswhowalkawayfromtheseactswhentheyseethem,constructivelyattempttostopthem,andreporttheseactstothebuildingPrincipalordesignee.

Pupilsarerequiredtoconformtoreasonablestandardsofsociallyacceptablebehavior;respecttheperson,propertyandrightsofothers;obeyconstitutedauthority;andrespondtoschooldistrictteaching,supportandadministrativestaff.Remediation/interventionmayinclude,butisnotlimitedto:parentconferences,pupilcounseling,peersupportgroups,correctiveinstructionorotherrelevantlearningorserviceexperiences,supportivepupilinterventions,behavioralmanagementplans,and/oralternativeplacements.Consequencesmayinclude,butarenotlimitedto:admonishment,temporaryremovalfromtheclassroom,administrativedetention,out-of-schoolsuspension,reportstolawenforcement,and/orremovalfromschool.EachschoolPrincipalwilldevelopandprovideaschool-basedprogramforappropriaterecognitionforpositivereinforcementforgoodconduct,self-discipline,goodcitizenshipandacademicsuccess.“Hazing”ofanykindwillnotbetolerated,andmaybeconsideredaformofassault(seeDangerousConduct).StudentsinvolvedinsuchactivitieswillfacedisciplinarysanctionsasprovidedintheCodeofDiscipline.

DATINGVIOLENCE

TheBoardofEducationbelievesasafeandcivilenvironmentinschoolisnecessaryforthestudentstolearn.Actsorincidentsofdatingviolenceatschoolwhethertheyareverbal,sexual,physical,oremotionalwillnotbetoleratedandwillbedealtwithinaccordancewiththeschool’spupilcodeofconduct.Remediation/interventionmayinclude,butisnotlimitedto:parentconferences,pupilcounseling,peersupportgroups,correctiveinstructionorotherrelevantlearningorserviceexperiences,supportivepupilinterventions,behavioralmanagementplans,and/oralternativeplacements.Consequencesmayinclude,butarenotlimitedto:admonishment,temporaryremovalfromtheclassroom,administrativedetention,out-of-schoolsuspension,reportstolawenforcement,and/orremovalfromschool.Retaliationtowardsthevictimofanyactorincidentofdatingviolenceshallbeconsideredwhenadministeringconsequencestotheallegedaggressorbasedontheseverityoftheactorincident.

CODEOFDISCIPLINE

PrincetonHighSchoolhopestofosteraphilosophyofrestorativejusticethatemphasizesvaluesofempathy, respect, honesty, acceptance, responsibility and accountability. Our goal in thisapproach todiscipline is toprovideways toeffectivelyaddressbehaviorandprovidea safeandsupportiveenvironmentthatnurtureslearning.Thefollowingisalistofbehaviorsandconsequencesthatwillserveasaguideforadministrativeaction.Theremaybecircumstancesthatcouldalterresponsestocertainbehaviorsandthesewillbehandledonacase-by-casebasisbytheadministration.Remediation/interventionmayinclude,butisnotlimitedto,parentconferences,pupilcounseling,peersupportgroups,correctiveinstructionorotherrelevantserviceorlearningexperiences,supportivepupilinterventions,behavioralmanagementplans,and/oralternativeplacements.Forthepurposeofunderstandingtheabbreviationsusedbelow,thefollowingdefinitionsshouldbeconsidered:

SUBSTANCEABUSE

ThefollowingproceduresareestablishedinimplementationofPolicyNo.5530,Substance

Abuse.

Thepossession,use,ordistributionofalcoholicbeverages,controlleddangeroussubstancesasdefinedatN.J.S.A.24:21-2,anabolicsteroids,anychemicalorchemicalcompoundthatreleasesvaporsorfumescausingaconditionofintoxication,inebriation,excitement,stupefaction,ordullingofthebrainornervoussystem,including,butnotlimitedto,gluecontainingasolventhavingpropertyofreleasingtoxicvaporsorfumesasdefinedatN.J.S.A.2A:170-25.9orover-the-counterandprescriptionmedicationswhichareimproperlyusedtocauseintoxication,inebriation,excitement,stupefaction,ordullingofthebrainornervoussystem.Therefore,studentswhopossess,use,distribute,orallowthemselvestobeundertheinfluenceofalcoholorcontrolleddangeroussubstances(CDS)onschoolpropertyoratschool-sponsoredactivitiesareinviolationofstatelawandBoardofEducationpolicyandshallbesubjecttotheprovisionsoftheseprocedures.TheBoardofEducation’ssubstanceabusepoliciesandproceduresshallbeexplainedintheStudentHandbook.Inaddition,studentsshallbemadeawareofthepoliciesandproceduresregardingsubstanceabusethroughclassroomtrainingsession(s)conductedannuallywithinthefirstthirty(30)daysoftheacademicschoolyear.I.PossessionofControlledDangerousSubstancesorDrugParaphernalia

A. Anystaffmemberwhoseizesordiscoversanysubstanceoritembelievedtobeacontrolleddangeroussubstanceordrugparaphernaliashallimmediatelynotifyandturnoverthematerialtotheprincipal(“principal”means“principalordesignee”throughoutthispolicy).TheprincipalshallimmediatelynotifytheSuperintendent/designee,whointurnshallnotifytheappropriatelawenforcementagencyasperthe“District/LawEnforcementMemorandumofAgreement”toreceivesuchmaterial.Thestaffmemberorprincipalshallsafeguardthematerialagainstfurtheruseordestructionandsecureituntilsuchtimeitcanbeturnedovertotheappropriatelawenforcementagency.

B. Theprincipalshallprovidetotheappropriatelawenforcementagencyasperthe

“District/LawEnforcementMemorandumofAgreement”allinformationconcerningthemannerinwhichthematerialwasdiscoveredorseized,theidentityofallpersonswhohadcustodyofthematerialfollowingitsdiscoveryorseizure,andtheidentityofanystudentorstaffmemberbelievedtohavebeeninpossessionofthematerial.(Seeexceptionbelow.)

C. Inexceptiontotheabove,theprincipalorstaffmembershallnotdisclosetheidentityof

anystudentwhovoluntarily,onhisorherowninitiative,turnedoverthematerialtoaschoolemployee,providedthereisreasontobelievethatthestudentwasinvolvedwiththesubstanceorparaphernaliaforthepurposeofpersonaluse,notdistributionactivities,andfurtherprovidedthatthestudentagreestoparticipateinanappropriatetreatmentorcounselingprogram.

D. Anyteachingstaffmemberhavingreasontobelievethatastudenthasinpossessionorinanywaybeeninvolvedinthedistributionofacontrolleddangeroussubstanceordrugparaphernaliaonornearschoolpropertyincludingonaschoolbusorataschool-sponsoredfunctionshallreportthematterandsupportingreasonsassoonaspossibletotheprincipalor(intheabsenceoftheprincipal)thestaffmemberinchargeatthetimeoftheallegedviolation.Soinformed,thatpersonshallnotifytheSuperintendent,whointurnshallnotify,assoonaspossible;theappropriatelawenforcementagencyaspertheDistrict/LawEnforcementMemorandumofAgreement.Thisissubjecttotheprovisionsregardingconfidentialitycitedbelow--SectionIX.

E. TheSuperintendent/designeeshallprovidetheappropriatelawenforcementagencyas

perthe“District/LawEnforcementMemorandumofAgreement”allinformationconcerningthematter,includingtheidentityofthestudentinvolved.TheSuperintendent/designeeshallnotdisclose,however,theidentityofanystudentwhohasvoluntarilysoughttreatmentorcounselingforasubstanceabuseproblem,providedthestudentisnotcurrentlyinvolvedorimplicatedindrug-distributionactivities.

F. Forthepurposesofthissection,anadmissionbyastudentinresponsetoquestioningby

theprincipalorteachingstaffmember,orfollowingthediscoveryofacontrolleddangeroussubstanceordrugparaphernaliabytheprincipalorteachingstaffmembershallnotconstituteavoluntary,self-initiatedrequestforcounselingandtreatment.

G. Wheneverastudentisreportedtothepolicebytheadministrationand/orarrestedon

schoolpropertyforviolatinganylawprohibitingpossession,use,sale,orotherdistributionofanycontrolleddangeroussubstanceordrugparaphernalia,theparent(s)/guardianshallbeinformedimmediatelybytheprincipal.

II.PossessionofAlcoholicBeverages

A. Anystaffmemberwhohasreasontosuspectthatastudentisinpossessionofanalcoholicbeverageonschoolpropertyincludingonaschoolbusorataschool-sponsoredfunctionshallreportthatsuspicionandsupportingreasonstoaschooladministratorortheprofessionalstaffmemberinchargeofthefunctionassoonaspossible.

B. Theschooladministratororprofessionalstaffmemberinchargeshallconfiscatethesuspectedbeverageinaccordancewithstatute,code,andlocaladministrativeproceduresrelatingtostudentsearchandseizuredueprocessrights.

C. Thebeverageshallbeturnedovertotheprincipal.Beveragesshallbedisposedofassoon

astheprincipaldeterminestheyarenolongerneededasevidence.

D. Theparent(s)/guardianofthestudentshallbeinformedbytheprincipalassoonaspossible.

E. Sanctionsshallbeimposed.(SeeSanctionsVIIbelow.)

III.SuspectedtobeUndertheInfluence

A. Anyeducationalstaffmemberorotherprofessionaltowhomitappearsthatapupilmaybecurrentlyundertheinfluenceofalcoholorotherdrugsonschoolpropertyincludingonaschoolbusorataschool-sponsoredfunctionshallreportthematterassoonaspossibletothecertifiedornon-certifiedschoolnurseortheschoolphysicianandthePrincipal(or,inthePrincipal’sabsence,toapersondesignatedbythePrincipal)asrequiredinN.J.S.A.18A:40A-12.IfthePrincipalandthecertifiedornon-certifiedSchoolNurseorschoolphysicianarenotinattendance,thestaffmemberresponsibleforthefunctionshallbenotifiedimmediately.

B. ThePrincipaland/ordesignee,inresponsetoeveryreport,shallimmediatelynotifythepupil’sparent(s)orlegalguardian(s)andtheSuperintendent.

C. ThePrincipaland/ordesignee,inresponsetoeveryreport,mustarrangeforanimmediatemedicalexaminationofthepupilforthepurposesofprovidingappropriatehealthcareforthepupilandfordeterminingwhetherthepupilisundertheinfluenceofalcohol,orotherdrugs.Themedicalexaminationshallbeperformedbyaphysicianlicensedtopracticemedicineorosteopathythatisselectedbytheparent(s)orlegalguardian(s).Iftheparent’sorlegalguardian’sphysicianlicensedtopracticemedicineorosteopathyisnotimmediatelyavailable,medicalexaminationshallbeconductedbytheschoolphysician.Ifneithertheparent(s)orlegalguardian(s)doctornortheschoolphysicianisimmediatelyavailable,thepupilshallbetakentotheemergencyroomofthenearesthospitalforexamination.Thepupilshallbeaccompaniedbythepupil’sparent(s)orlegalguardian(s)ifavailableandbyamemberoftheschoolstaffappointedbythePrincipal.

Parentalorlegalguardianpermissionisnotrequiredfortheschool’sphysicianoremergencyroomexamination.Theparent(s)orlegalguardian(s)may,butisnotrequiredto,accompanythepupiltotheschoolphysicianand/oremergencyroom.ThePrincipaland/ordesigneewillsupervisethepupilwhilethepupiliswaitingfortheparent(s)orlegalguardian(s)totakethepupiltothephysicianorwhilethestudentiswaitingforandreceivingtheexaminationbytheschoolphysicianorintheemergencyroom.Anexaminationconductedbyaphysicianselectedbytheparent(s)orlegalguardian(s)shallbeattheexpenseoftheparentandshallnotbeattheexpenseoftheschooldistrict.Anexaminationconductedbytheschoolphysicianorbyaphysicianattheemergencyroomofthenearesthospitalshallbeattheexpenseoftheschooldistrict.

D. Theschooldistrict,incooperationwiththemedicalprofessionallicensedtopractice

medicineorosteopathywillestablishtheminimumrequirementstobeusedforthesemedicalexaminationsconductedinaccordancewithN.J.A.C.6A:16-4.3etseq.Theminimumrequirementsfortheexaminationwillbeperiodicallyreviewedandupdatedasneeded.Anysubstancescreeningconductedbytheschoolnurseand/orotherstaffisnotasubstitutefortherequiredmedicalexaminationrequiredinN.J.S.A.18A:40A-12.

E. Awrittenreportoftheexaminationofthepupilshallbefurnishedbytheexaminingphysiciantothepupil’sparent(s)orlegalguardian(s),thePrincipal,andtotheSuperintendentwithintwenty-fourhoursofthereferralofthepupilforsuspecteddrugoralcoholuse.

F. Whenthemedicalexaminationisperformedbyaphysicianotherthantheschool

physicianorattheemergencyroomofthenearesthospital,theparentisrequiredtoverifywithintwenty-fourhoursofthereferralofthepupilforsuspecteddrugoralcoholusethatthemedicalexaminationoccurred.Theverificationwillincludetheprintedname,addressandphonenumber,andsignatureoftheexaminingphysicianindicatingtherequiredreportispendingandthedatebywhichitwillbeprovided.

G. Ifthewrittenreportoftheexaminationisnotsubmittedtotheparent,Principalor

Superintendentwithintwenty-fourhoursofthereferralofthepupil,thepupilwillbeallowedtoreturntoschooluntilsuchtimeapositivedeterminationofalcoholorotherdruguseisreceivedfromthephysician.

H. Ifthewrittenreportofthemedicalexaminationverifiesthatalcoholorotherdrugsdonot

interferewiththepupil’sabilitytoperforminschool,thepupilwillbeimmediatelyreturnedtoschool.

I. Ifthereisapositivedeterminationfromthemedicalexamination,indicatingthepupil’s

alcoholorotherdruguseinterfereswithhisorherphysicalormentalabilitytoperforminschoolthepupilwillbereturnedtotheparent’scareassoonaspossible.Attendanceatschoolwillnotresumeuntilawrittenreporthasbeensubmittedtotheparent(s)orlegalguardian(s),PrincipalandSuperintendentfromthephysicianwhohasexaminedthepupiltodeterminewhetheralcoholorotherdruguseinterfereswithhisorherphysicalormentalabilitytoperforminschool.Thereportmustverifythepupil’salcoholorotherdrugusenolongerinterfereswiththepupil’sphysicalandmentalabilitytoperforminschool.RemovalofapupilwithadisabilityshallbemadeinaccordancewithN.J.A.C.6A:14-2.8.

Aparent(s)orlegalguardian(s)whoserefusaltocomplywithN.J.S.A.18A:40A-12frustratestheoperationoftheregulationsandthereturnofthepupiltoschoolshallbedeemedtohaveviolatedtheCompulsoryEducationActN.J.S.A.l8A:38-25and18A:38-31,and/ortheneglectlawspursuanttoN.J.S.A.9:6-1etseq.,andmaybesubjecttoprosecution.Furthermore,refusalorfailureofapupiltocomplywithN.J.S.A.18A:40A-12shallbehandledbythedistrictinaccordancewithN.J.A.C.6A:16-4.1(c)2.Refusalorfailuretocomplywithrequiredmedicalexam/testingwillbetreatedasaviolationofthesubstanceabusepolicy.Refusalisconsideredaconfirmationofuseandthestudentwillbesuspendedforfour(4)daysandbesubjecttoallotherdisciplinaryaspectsofthepolicy.Tampered/dilutedtestresultswillalsobeconsideredaviolationofthesubstanceabusepolicy.Thestudentwillbesuspendedforfour(4)daysandwillbesubjecttoallotherdisciplinaryaspectsofthepolicy.

J. Whilethepupilishomebecauseofthemedicalexaminationorafterthepupilreturnstoschool,astudentassistancecoordinatororindividualwhoholdsaschoolnurse,schoolpsychologist,schoolsocialworker,orpupilpersonnelservicesendorsementontheEducationalServicesCertificateandaretrainedtoassessalcoholandotherdrugabuseshall:

1. Conductanalcoholandotherdrugassessmentofthepupilandareasonableinvestigationofthesituationforthepurposeofmakingapreliminarydeterminationofthepupil’sneedforeducationalprograms,supportiveservicesortreatmentwhichextendbeyondthegeneralschoolprogrambyvirtueoftheuseofalcoholorotherdrugsbythepupil.Thefindingsoftheassessmentaloneshallnotpreventapupilfromattendingschool;and

2. CooperatewithcommunityagenciesasdefinedinN.J.A.C.6A:16-4.l(b)andjuvenilejusticeofficialsinprovidingevaluation,referralandcontinuityofcareforsubstanceabusetreatment.

K. Whilethepupilisathomebecauseofthemedicalexaminationorafterthepupilreturns

toschool,thePrincipalorSuperintendentmayrecommendorrequirealcoholandotherdrugassessmentofthepupilorevaluationbyappropriatelycertifiedorlicensedprofessionalstomakeapositivedeterminationofapupil’sneedforprogramsandserviceswhichextendbeyondthegeneralschoolprogram,asnecessary.Thefindingsoftheseadditionalevaluationsaloneshallnotbeusedtopreventapupilfromattendingschool.

L. Ifastudentvoluntarilyadmitstobeingundertheinfluenceofalcoholand/ordrugs,thestudentshallnonethelessberequiredtosubmittoamedicalexaminationandtestingasindicatedabove.

M. Graduatingseniorswhoconsumealcoholand/ordrugsjustpriortoorduringthe

graduationceremoniesshallnotbeallowedtoparticipateintheceremonies.

N. Ifatanytimeitisdeterminedapupil’suseofsubstancespresentsadangertothepupil’shealthandwell-being,thestudentassistancecoordinatororindividualwhoholdsaschoolnurse,schoolpsychologist,schoolsocialworker,orpupilpersonnelservicesendorsementsontheEducationalServicesCertificateandaretrainedinalcoholandotherdrugabusetreatmentreferralshallinitiateareferralforsubstanceabusetreatment.

O. Anyeducationalornon-educationalschoolstaffmemberwhoingoodfaithreportsapupil

tothePrincipalorPrincipal’sdesigneeincompliancewithPolicy5530shallnotbeliableincivildamagesasaresultofmakingsuchareport,asspecifiedinN.J.S.A18A:40A-13and14.

IV.SuspectedUseataSchool-SponsoredFunctionAfterSchoolHoursand/oroffSchoolProperty

A. ThesameproceduresasthoseunderIII(useduringschoolhoursorataschoolfunction)aboveapplywiththefollowingmodifications:

1. Stafforchaperoneswhosuspectuseofalcohol,anabolicsteroids,orcontrolleddangeroussubstancesarerequiredtoreportthesuspicionandsupportingreasonstotheprofessionalstaffmemberincharge.Thestaffmemberinchargeshallactastheprincipal’sdesigneeunlessoruntiltheprincipalisabletoassumeresponsibility.

2. Oncethestudentisremovedtoaprotectedenvironment,thestudent’sparent(s)/guardianshallbenotifiedoftheincidentandgivenadescriptionofthesituation,observedsymptoms,andfollow-upactionstaken.Arrangementsshouldbemadefortheparent(s)/guardiantoassumephysicalresponsibilityforthestudentassoonaspossible.

3. Abuildingadministratorshallbeinformedassoonaspossible.Theprincipalshall

informtheSuperintendentassoonaspossible.

4. TheproceduresasdescribedinSectionIII-Bshallbefollowed.Theassistanceofalocalrescuesquadand/orlocalpolicemayberequestedtoinsuresafetransporttoanappropriatemedicalfacilityand/ornearesthospital.

5. Thestaffmemberinchargehasthediscretionaryauthoritytoterminatea

group’scontinuedparticipationinaneventandreturntoPrinceton.Inmakingthisdetermination,telephoneconsultationwithabuildingprincipalshallbeattempted.

6. Anystudentwho,asaresultofthechemicalscreening,isdeterminedtobe

substance-freeshallbenotifiedbythebuildingprincipalofhis/herstatusandbeimmediatelyreinstated.Thebuildingprincipalshallalsoimmediatelynotifytheparent(s)/guardianregardingthestudent’sstatusandthestudent’sreinstatement.

B. Allstudentsparticipatinginovernightfieldtripswillberequiredtosubmitasigned

permissionformstatingthattheyhavereadthesubstanceabusepolicyandunderstandthatviolationofthepolicywillresultinparentalnotification,removalfromtheevent,andsanctionslistedinsectionVII.

C. Medicalexaminationsduetopolicyviolationsatschool-sponsoredfunctionsafterschoolhoursand/oroffschoolproperty,aswellasovernightfieldtripsshallbeattheexpenseoftheparent(s)orlegalguardian(s)andshallnotbeattheexpenseoftheschooldistrict.

V.SaleorDistributionofAlcoholorControlledDangerousSubstancesonSchoolPropertyorDuringSchool-SponsoredFunctions

A. Anystaffmemberwhohasreasontosuspectthatastudentwasobservedpassingalcoholoracontrolleddangeroussubstancetoanotherstudentisrequiredtoimmediatelyreportthatsuspicionandsupportingreasonstotheprincipalorprofessionalstaffmemberincharge.Thisreportshallincludethenames(ifpossible)ofallindividualswhowitnessedorparticipatedinthetransaction.TheprincipalorprofessionalstaffmemberinchargewillimplementproceduresI-B(possession)above.

SanctionsforthesaleordistributionofalcoholordangeroussubstancesareasdescribedinSectionVII-A-2.

B. Anystaffmemberwhohasmoregeneralsuspicionsregardingstudentdistributionofalcoholorcontrolleddangeroussubstancesisrequiredtoreportsuchsuspicions,withreasons,totheprincipalassoonaspossible.Iftheprincipal,inhis/herfollow-upofthereport,developssufficientreasontobelievetheremaybesubstancetotheallegation,he/sheshallreportthesuspicionstothelocalpoliceandinformtheSuperintendent.Theparent(s)/guardianshallbeinformedimmediatelybytheprincipal.

VI.ProceduresforEvaluationandTreatment

A. ThestudentshallbereferredtothestudentassistancecoordinatortodeterminetheneedforasubstanceabuseassessmentbyappropriatelycertifiedBoardofEducationstaffand/orbyacommunityagencyorprivatepractitionercertifiedbytheappropriatedrugandalcohollicensingboard.

B. Thesubstanceabuseassessmentorotherappropriateassessment(e.g.,ChildStudyTeamevaluation)wouldserveasabasisfordeterminingatreatmentplan.Suchaplancouldincludechangedprovisionsforaprogramofinstruction,counseling,andrelatedserviceswhilethestudentisreceivingtherapeuticormedicalcareforadiagnoseddependencyproblem.AnytherapeuticormedicalcareforadiagnoseddependencyproblemshallnotbeattheexpenseoftheBoardofEducation.

1. Parent(s)/guardianshallparticipateinthedevelopmentoftheplanasacomponent

ofa“ReentryAgreement”.TheReentryAgreementshallincludethedevelopmentofatreatmentplan,astudentbehavioralcontractandrequireparticipationinastudentassistanceprograminthedistrictandthecommunity.

2. Thetreatmentplanmayincludeperiodicsubstanceusescreening,tobeconductedatparentalexpense.

C. TheBoardofEducationisnotrequiredtoassumefinancialresponsibilityforservicesprovidedbynon-schoolstaff.

D. Theplanshallbeimplementedassoonaspossible.

VII.Sanctions

d. DisciplineactionshallbetakenasindicatedinBoardPolicy5610,StudentSuspension,specificallytheassignmentofacasemanagertoserveasasinglepointofcontactandtomonitorthestatusofthestudent.Inaddition,communityserviceasaconsequenceofviolatingpoliciesandproceduresmayberequired.

e. Asaconditionofreadmission,thestudentandparent(s)/guardianmustmeetwiththestudentassistancecoordinatorandjointlydevelopaReentryAgreement.TheReentryAgreementshallincludeastudentbehavioralcontractandaThird-PartySubstanceEvaluation/Assessment.

f. ThejointlydevelopedReentryAgreementmustbeunderstoodandsignedbythebuildingprincipal/designee,theparent(s)/guardian,andthestudent.

g. Statelawrequiresthatpossessionofdrugsbereportedtothepolice(seeSectionI-Cforexception).TheSuperintendentshalldeterminewhetherthepossessionand/oruseofalcoholshouldbereportedtothepolice.

2. Distribution/Sale:

C. FailuretoCooperate1. Ifastudent’sparent(s)/guardianorifthestudentisunwillingtocooperateinthe

implementationoftheReentryAgreement,therecommendation(s)ofthecommunityagencyortheseprocedures,thedistrictadministrationandtheBoardofEducationshalltakeappropriateactionasprovidedforunderVII,Sanctions.

2. Thisactionshallbebaseduponthefacts,theadviceoflegaland(ifappropriate)medicalcounsel,andtheexistingschooldisciplinepolicy,whichincludessuspensionorexpulsion.

D. IdentificationandRemediationofPupilsInvolvedwithSubstances.1. Teachingstaffmembersshallbealerttothesignsofapupil’sinvolvementwith

substances,inaccordancewiththetrainingofferedinin-servicetrainingsessions.2. Ateachingstaffmemberwhosuspectsthatapupilisinvolvedwithsubstances,but

notundertheinfluenceofthem,shouldreferthepupiltotheSchoolNurse,theStudentAssistanceCoordinator,aGuidanceCounselor,theChildStudyTeam,oranotherprofessionalstaffmemberortrainedresourceperson,asappropriate.ThestaffmembershallnotifythePrincipalofthereferral;ifappropriate,thePrincipalshouldnotifythepupil’sparent(s)orlegalguardian(s)ofthereferralanddiscusswiththeparent(s)orlegalguardian(s)thepossibilityofmedicalortherapeutictreatment.

3. Whenapupilinvolvedwithsubstanceshasdiscussedhis/herinvolvementwithateachingstaffmemberwithanexpectationofconfidentiality,thestaffmembermayrespectthatconfidence.Theteachingstaffmembershouldencouragethepupiltoseekaidfromaprofessionaltrainedincounselingandtoconfideinhis/herparent(s)orlegalguardian(s).Whenthestaffmemberbelievesthatthepupilrequiresprofessionalcounselingorinterventionthatthepupilwillnotseekonhis/herown,thestaffmembermayreportthepupiltothePrincipal,whoshalldeterminewhethertonotifythepupil’sparent(s)orlegalguardian(s)andmayreportthepupiltoanappropriatedistrictprofessionalortrainedresourcepersonortoanappropriateagencyforevaluationandpossibletreatment.

VIII.Amnesty

A. Studentswhovoluntarilyacknowledgeanalcoholordrugproblemtoamemberofthestaffortotheadministrationandvoluntarilyenrollinaschool-basedand/orapprovedcommunity-basedsubstanceabuseprogrammaybegrantedamnestyfromthesanctions,forfirst-timeoffenses,providingtheyremainwithintheparametersofappropriatebehaviorincluding,inanyevent,refrainingfrompossessionoruseofcontrolleddangeroussubstancethereafter.

B. Thereshallbenoamnestyforstudentsfoundtobesellingdrugs.C. Studentswhoreferthemselvestoanymemberofthestudentassistanceteamforreasons

relatingtosubstanceabuseshallnotbeconsideredtobeinviolationofBoardpolicy,andtheyshallcomeunderproceduresrelatingtothestudentassistanceprogram.

IX.ConfidentialityofStudentInvolvementinInterventionandTreatmentPrograms

A. Allinformationconcerningastudent’sinvolvementinaschoolinterventionortreatmentprogramshallbekeptstrictlyconfidentialinaccordancewithapplicablefederalregulations(42CFR2).

B. Nothingintheseproceduresshallbeconstruedinanywaytoauthorizeorrequirethetransmittalofanyinformationorrecordsinthepossessionofastudentassistancecounselorortreatmentprogram.

C. Schoolofficialsshallnotdisclosetolawenforcementofficialsortoanypersonotherthanamemberofthedistrict’sstudentassistanceprogramthatastudenthasreceivedorisreceivingevaluationortreatmentservicesfromthedistrict’ssubstanceabuseprogram.Norshallschoolofficialsdiscloseanyinformation,includingthestudent’sidentityorinformationaboutillegalactivity,wheresuchinformationwaslearnedinthecourseoforasaresultofevaluationortreatmentservicesprovidedbythedistrict’sprogram.

X.StaffLiability

A. AnystaffmemberwhoreportsastudenttotheprincipalincompliancewiththeprovisionsoftheseproceduresshallnotbeliableincivildamagesasaresultofmakingsuchareportasspecifiedinN.J.S.A.2A:62A-4andasprovidedforunderN.J.S.A.18A:40-4.2.

B. Anystaffmemberwhofailstoreportasrequiredbytheseproceduresmaybefoundliablefornegligenceand/ortobeinviolationofstateadministrativecodeandstatedruglaws.

C. Theidentityofanystaffmemberreportingastudenttotheprincipalincompliancewiththeprovisionsoftheseproceduresshallremainconfidential.

XI.ReportingtotheState

EachincidentofsubstanceabuseshallbereportedtotheCommissionerontheViolence,VandalismandSubstanceAbuseIncidentReportform.

XII.Police-SchoolRelations

A. Anagreementbetweenschoolandlawenforcementofficials,outliningproceduralrelationshipsandresponsibilities,shallbecontainedinthe“District/LawEnforcementMemorandumofAgreement”.

B. Theagreementshallensurecooperationbetweenschoolstaffandlawenforcementauthoritiesinallmattersrelatingtotheuse,possession,anddistributionofcontrolleddangeroussubstancesanddrugparaphernalia.

C. Theagreementshallbereviewedannually.Revisionshallbemadeasnecessary,inconsultationwithappropriatelawenforcementauthorities.

XIII.ReviewandDissemination

A. Theseproceduresshallbereviewedannually,asrequiredbylaw.B. Thepolicyandproceduresfordiscipline,evaluation,andtreatmentofstudentsshallbe

explainedtostudentsatthebeginningofeachschoolyearandmadeavailableannuallytoallschoolstaff,students,andparent(s)/guardian.

XIV.Training

A. Allnewstaffshallreceivein-servicetrainingonsubstanceabusepoliciesandprocedureswithin60daysoftheiremployment.

B. Allstaffshallbetrained,asdeemednecessarybytheSuperintendent,regardingthespecificobservablebehaviorswhichmayindicatesubstanceabuseandthereferralofthoseindividualsforevaluationandcounseling.

C. Parent(s)/guardiansubstanceabuseeducationalprogramsshallbeofferedannuallyattimesandplacesconvenienttoparent(s)/guardianonschoolorotherpremises.

PASSIVEBREATHALCOHOLSENSORDEVICE

TheBoardauthorizesPBASDscreeningbefore,during,andafteranyco-curricularorextra-curricularschoolsponsoredactivities/eventsincluding,butnotlimitedto:dancesathleticevents,proms,classtrips,overnighttrips,schoolassemblies,dramaproductions,orgraduationceremonieswhentheBuildingPrincipalordesigneehasreasontobelievetheuseofalcoholbypupilsmaybepresent.WhenitisdeterminedaPBASDwillbeused,oneofthefollowingoptionsisavailable:

1. Everypupilattendingorpupilparticipatinginsucheventwillbescreened.

2. TheBuildingPrincipalordesigneemay,incertaincircumstances,determinetohavepupilsscreenedonarandombasis(i.e.blindselectionofmarbles,orotherbonafiderandomselectionprocesspredeterminedbythePrincipal);andor

3. TheBuildingPrincipalordesigneemayscreenbasedonreasonablesuspicionofalcoholuse.

POLICEINSCHOOL

Policemayentertheschoolofficially,iftheysuspectacrimehasbeencommitted,orhaveawarrantforsearchorarrest.Ifthepolicequestionastudent,schoolauthoritiesmustseethatallquestioningtakesplaceprivatelyinthepresenceoftheprincipalandhis/herdesignee.Nolawenforcementofficerwilldirect,solicit,encourage,attendorotherwiseparticipateinthequestioningofanyjuvenilebyschoolofficialsunlesssuchquestioningcouldbelawfullyconductedbythelawenforcementofficeractingonhisorherownauthorityinaccordancewiththerulesandproceduresgoverninglawenforcementinterrogationsandinterviews.Allinformationobtainedbyschoolemployeesconcerningthecommissionofanoffense,whetherobtainedasaresultofthequestioningofastudentorotherwise,willbereferredtotheappropriatelawenforcementagency,providedhowever,thatnothinginanyagreementshallbeconstruedtoauthorizeorrequireaschoolemployeetodivulgeinformationorrecordssubjecttotheconfidentialityrequirementsof42C.F.R.Part2,oranyotherapplicableregulation,laworruleofevidenceconcerningconfidentialandprivilegedcommunications.

Ifatallpossible,parentsshouldalsobepresentatthequestioning.Studentsarenotrequiredtoansweranyquestionsotherthanthoseconcerningtheirname,age,address,orbusinessintheschooluntilaparentorlawyerispresent.Studentshavetherighttobeinformedoftheirlegalrights,tobeprotectedfromunnecessaryforce,andtoremainsilent,justasonewouldifonewereoutofschool.(Alsosee,“AModelforanAgreementBetweenEducationandLawEnforcementOfficials”.

WEAPONSANDDANGEROUSINSTRUMENTS

Anystudentfoundorsuspectedtobeinpossessionofanyweapon,device,orsubstancereadilycapableofinflictingseriousbodilyinjuryshallbereportedtotheadministrationimmediately.Thisincludespossessiononschoolproperty(includingschoolbuses)orataschool-sponsoredfunction.Thepolicemaybealertedwhenastudentisfoundtobeinpossession,orsuspectedtobeinpossession,ofaweapon.Thedecisiontocontactthepoliceshallrestwiththebuildingprincipalandshallbebasedonthenatureanddangerousnessoftheinstrumentandanylegitimateusesitmayhaveinschool.ThepoliceshallbeinformedwheneverastudentusesorthreatenstouseaweaponinpossessionpursuanttoN.J.S.A.2C:39-1(f).Theinstrumentmaybeconfiscatedbytheadministrationorsuchactionmaybereferredtothepolice.Objectsordinarilynotconsideredweapons,butgenerallyconsideredtools,suchasSwissarmyknives,willbeconfiscated.Thedecisionregardingtheimpositionofanypenaltiesforpossessingthesetypesofobjectsshallbebasedonthenatureanddangerousnessoftheobjectandanylegitimateusesitmayhaveinschool.Criteriaandarangeofpenaltiesforconsiderationwhendisciplinaryactionisnecessaryincasesofweaponsoffensesbystudent(s)shallbeavailabletotheBoardofEducation.Penaltiesmaybeinvokedsingularlyorincombinationbaseduponthecircumstancesoftheindividualcase(s).ThefollowingshallactasguidelinestotheBoardofEducationindeterminingdisciplinaryaction:

TOBACCOUSE

TheBoardofEducationrecognizesthatsmoking/tobaccousepresentsasignificanthealthhazardthathasbeenshowntohaveseriousconsequencesforboththesmoker/userandthenonsmokerandis,therefore,anundesirableactivity.TheBoardrecognizesitsdutytoprotectstudentsandstaffwhodonotsmoke/usetobaccofromanenvironmentthatisnoxioustothemandmayresultinserioushealthproblemsifnotproperlycontrolled.Moreover,theinformationsharedwithstudentsinhealthclassesandthroughoutthecurriculumshallbeconsistentwiththepoliciesoftheBoard,aswellastheBoard’spositionregardingthehazardsoftobaccouse. Therefore,itshallbethepolicyoftheschooldistrictthatthereshallbenouseoftobaccobyanypersoninanybuildingoranydistrictpropertyandanyschool-ownedandoperatedvehiclesat

Anystudentinvolvedinanyactofvandalismresultingindamagetopropertyownedbytheschooldistrictwillbesubjecttodisciplinaryconsequencesandpossiblereferraltothepolice.ThePrincetonPublicSchoolDistrictshallseekcompensationfromtheparent/guardianofanychildwhocommitsanyactofvandalismresultingindamagetopropertyownedbytheDistrict.N.J.S.A.18A:37-3-Liabilityofparentsofpupilsfordamagetoproperty:TheparentsorguardianofanyminorwhoshallinjureanypublicornonpublicschoolpropertyshallbeliablefordamagesfortheamountoftheinjurytobecollectedbytheBoardofEducationofthedistrictortheownerofthepremisesinanycourtofcompetentjurisdiction,togetherwithcostsofsuit.

CAREOFSCHOOLPROPERTY

Studentsshallnotthrowpaperordebrisofanykindonschoolfloors,thegrass,sidewalksorstreetsadjacenttotheschool.Studentsarealsorequiredtocleantheirtablesoffoodandutensilsinthecafeteriawhenfinishedeating.Trashbinsshallbeprovidedforthosepurposes.Allemployeesoftheschooldistrictshallenforcethisrule,andtheadministrationshalltakeanydisciplinaryactionnecessarytocurbviolations.Itshallbetheresponsibilityofallemployeesoftheschooldistricttosafeguardschoolpropertyfromdamagebystudents.Violationsshallbereportedtotheadministrationfordisciplinaryactionandassessmentfordamages.

DANGEROUSCONDUCT

Theschoolisentrustedwiththesafetyofallstudents.Potentiallydangerousbehaviorsuchaspushing,hittingorassaultinganotherstudent(s),throwingsnowballs,waterballoonsorotherobjects,useorpossessionoffirearms,knivesorwaterpistols,climbingontheroof,etc.willresultinappropriatedisciplinaryactionwhichmayincludesuspensionand/orreferraltothepolice.Anystudentfoundtobeinpossessionofordetonatingfirecrackersorotherexplosivedevicesatanytimeonschoolpropertywillbesuspended.Suchstudentswillalsobeprosecutedtothefullestextentpossibleaccordingtolaw.

FIGHTING

Fightingwillnotbetolerated.SuspensionwillbeassignedforafirstoffenseandsubsequentoffensesasdefinedbytheDisciplineCode.Immediateparentcontactandre-admissionconferencesareincludedinsuspensionprocedures.Anystudentinvolvedinfightingoranyformofassault,eitherverbalorphysical,maybe

suspendedforaminimumofoneday.Studentswhodisrupttheschoolenvironmentandendangerthesafetyofothersbyfightingmaybereferredtothepolice.Allpartiestotheviolencewillbesuspended;however,theoveralldurationoftheindividualsuspensionsmayvarywiththelevelofinvolvementand/orseverityoftheactions(asdeterminedbytheadministrativestaff).

THEFTS

Inordertopreventthefts,studentsareurgedtotakethefollowingprecautions:

• Besuretocloselockerdoorscompletelyandsecurelocks.Simplyclosingthelockerwillnotnecessarilysecureit.

Theschoolprovidesanenvironmentinwhichthestudentwillbesafefromaccidents.Ifanaccidentorsuddenillnessoccurs,firstaidwillbeadministeredandthestudent’sparentnotified.Theschoolphysicianornursewillgivenocarebeyondfirstaid.Forthisreason,itisimportanttohaveemergencynumberstocallwhenparentsarenotavailable.InSeptember,emergencycardsareissuedtoeachstudentfortheparenttocomplete.Thesecardsshouldbeupdatedwhentelephonenumberschange.

HEALTHOFFICE

Studentsarenotpermittedtorenderfirstaidtothemselvesortootherstudentsonschoolproperty.Certifiedfirstaidschoolpersonnelshallrenderfirst-aidcareonlytostudentswhoareinjuredatschool.Studentswhoareinjuredathomeorinareastheschoolisnotresponsibleshallnotbetreatedbyschoolpersonnelexceptasanemergencymaydictate.

ADMINISTRATIONOFMEDICATIONINSCHOOLS

Manystudentsareabletoattendpublicschoolbecauseoftheeffectiveuseofmedicationinthetreatmentofchronicdisabilitiesandorillnesses.Anystudentwhoisrequiredtotakemedicationduringschoolhoursmustcomplywithschoolregulationsstatingthattheadministrationofmedicationtopupilsshalloccuronlyinexceptionalcircumstancesinwhichthechild’shealthmaybejeopardizedwithoutit.

• Pupilsrequiringmedicationduringschoolhoursmusthaveawrittenstatementfromthefamilyphysicianthatidentifiesthetype,dosage,time,andpurposeofthemedication.

• Writtenpermissionbytheparentorguardianrequestingthattheschoolnurseadministerthemedicationismandatory.

Allstudentsshouldleavethebuildingatthecloseoftheschoolday.Exceptionswillbemadeforthosestudentswhoareinvolvedinco-curricularactivities,usingthelibrary,orreceivingassistancefromtheteachingstaff.Itshallbeunderstoodthatstudentsmustbeunderthedirectsupervisionofastaffmemberatalltimes.

DANCE/CONCERT/MOVIESOROTHERACTIVITYNIGHTS

Whenadance,concert,movie,orothereveningactivitynightisbeingheldatPrincetonHighSchool,thefollowingruleswillbeineffect:

• Studentswillnotbepermittedentryafterthefirsthouroftheconcert,dance,movie,orevent.

• Anystudentwhoknowsthathe/shewillnotbeabletoarrivewithinthefirsthouroftheactivitymustobtainpermissionforalateentryfromtheassistantprincipalinadvance.

• Studentswholeavethebuildingwillnotbepermittedtoreturn.• Disorderlypersonswillberemovedfromthebuilding,andnorefundswillbegiven.

Parentswillbecontactedintheeventofsuchaproblem.• Smoking/tobaccouse,alcoholicbeveragesanddrugsarenotpermittedonschool

FAMILYLIFEEDUCATION

TheacademicenvironmentinPrincetonHighSchoolisverychallenging.Themajorityofourstudentsmeetthatchallengebyearningexemplarygrades.Thecomparisonsamongstudentsinherentinrank-in-classcalculationsunnecessarilyincreasecompetitionwithintheschool.Furthermore,webelievethatourstudents’levelsofachievementarenotequitablyorfullycommunicatedbythissinglefiguretranscriptstatistic.Therefore,PrincetonHighSchooldoesnotreportclassrank.SchoolRecords

Parentsareentitledtoinspectofficialorpermanentschoolrecords(priortoandaftergraduation),relatingtostudents,withascheduledappointment,inthepresenceofaschoolofficial.Thismeansthattheyhavearighttoinspecttheactualrecordandnotmerelyhaveitemsselectedfromtherecordbyschoolofficials.Howeverschoolofficialsmaywithholditemsofinformationwhich,intheirjudgment,areofaconfidentialnature,orinwhichtheapplicantforsuchinformationhasnolegitimateinterest.Schoolauthoritiesmaydeterminethetimeandmannerofpresentationofthisinformation.Forexample,theymaysuggestthatacounselor,qualifiedtointerpretdataintherecords,bepresent.NewJerseyAdministrativeCodeTitle6providesforaccesstorecordsbythefollowingpersons:
