social services throughout the Land. ...introduced a system with InStar which has binding rules for the procedure at the

interface between prison and liberty (and thereby significantly reduces interruptions).

...initiated mutual internships and joint advanced training measures for probation officers and prison staff (thereby fostering the common understanding as an overall institution).

...redesigned treatment and educational measures so that they may be used in both parts of the system (and are thus more effective).

...involved more private responsible agencies and volunteers (thus imposing more responsibility upon the community).
