Dear Friends,

For more than 25 years, Catholic Charities Legal Network has provided critically-needed pro bono legal services to local low-income residents of the Archdiocese of Washington. During fiscal year 2016 alone, the Legal Network advised more than 3,650 low-income clients, providing representation in more than 600 judicial or administrative law matters involving bankruptcy, family law, probate, employment, landlord/tenant and government entitlements. In many cases, were it not for the Legal Network, these clients would not have had access to needed legal services.

As I complete my service as Chair of the Legal Network’s Advisory Council, I want to express my appreciation to my colleagues on the Advisory Council and the Legal Network’s very able staff, led by our Director, Jim Bishop. The Advisory Council, our staff and our new Chair, John McCarthy, have worked closely with Catholic Charities to plan for a new Legal Network office in Prince George’s County, expected to open in the coming year. The new office will dramatically increase the Legal Network’s ability to serve clients in Maryland, and if you would like to provide legal assistance at the new office, please contact Jim Bishop.

It has been a pleasure serving as the Chair of the Legal Network Advisory Council over the past threeyears. The following pages capture a snapshot of the good work done, and offer a glimpse of what willbe done in the future, through your continued, and appreciated, support.

Dear Friends,

Catholic Charities Legal Network completed an exciting and successfulfiscal year. Our many accomplishments include:

•Providing pro bono legal services to 3,659 low-income metropolitan Washington residents. Nearly thirty percent of these residents were Spanish-speaking.

•Conducting 6 civil law seminars in District of Columbia Wards 7 and 8. These seminars addressed legal topics such as child custody, consumer law, and child and adult guardianships.

•Presenting 8 legal trainings to 127 attorneys from area law firms and sole practices. We recruited new attorneys from these trainings, helping the Legal Network maintain an attorney volunteer pool of approximately 650 attorneys.

•Strengthening alliances with law schools, including American University Washington College of Law, The Catholic University of America’s Columbus School of Law, George Washington University Law School, Georgetown University Law Center, Howard University School of Law, Notre Dame Law School, and the University of the District of Columbia David A. Clarke School of Law.

•Maintaining partnerships with the Hispanic Bar Association and the D.C. Consortium of Legal Services Providers.

•Reaching Latino populations through appearances with D.C. Superior Court Judge Hiram Puig-Lugo on Radio America—a local radio station with an audience of over 100,000 Spanish-speaking listeners.

These achievements are made possible because of the enduring support of this program’s friends and financial supporters. The Legal Network is fortunate to benefit from the financial and in-kind support of people like you, as well as charitable foundations and law firms large and small. Of particular importance is the long-standing relationship the Legal Network enjoys with the District of Columbia Bar Foundation, which funds our bilingual paralegal position. For nearly 27 years, the Legal Network has been on the forefront empowering the uneducated, undereducated, the disabled, and the poor to defend their legal rights.

To provide access to the highest quality pro bono civil legal services to the poorest of the poor within the Archdiocese of Washington without regard to their religious affiliation.

The Legal Network addresses:• Bankruptcy• Consumer Law• Family Law• Employment Law• Government Entitlements• Landlord/Tenant Law• Wills and Probate Law

The pro bono services we provide:• Telephone client intake• Information and referral• In-person client intake• Case placement with volunteer attorneys• Seminars on civil law topics for low-

income audiences• Legal training seminars and mentorship

for volunteer attorneys

The support of volunteer attorneys from law firms, the government, and solo practices allows the Legal Network to fulfill its mission of offering free legal assistance to the poor. These volunteers provide pro bono legal representation and conduct in-person intake with clients. Volunteer attorneys also monitor the Legal Network’s telephone intake line and schedule clients for in-person intake, providing referrals when appropriate. Additionally, they conduct civil law seminars for low-income groups, and they mentor attorneys who accept pro bono cases.

The Legal Network serves low-income communities in Washington, DC and the Maryland counties of Calvert, Charles, Montgomery, Prince George’s and Saint Mary’s.

The Legal Network assisted 3,659 low-income Washington, DC and Maryland individuals and opened 602 new casesin the following areas:

Betsy came to the Legal Network accompanied by a mental health case worker. Betsy lived in her deceased parents’ home, and she wanted to have the property transferred to her. Betsy’s father predeceased her mother, and Betsy was her mother’s only heir.

The Legal Network placed Betsy’s case with a volunteer attorney who probated her mother’s estate and transferred the home to Betsy. Then, the volunteer attorney lowered Betsy’s property taxes by advocating for her inclusion in a tax relief program for individuals with disabilities.

James D. Bishop, DirectorJim has directed the Legal Network for more than 20 years. He is a parishioner of Saint Patrick’sCatholic Church in the City and a native Washingtonian. Jim has participated as a family mediator inthe Superior Court of the District of Columbia’s Multi-Door Dispute Resolution Division for morethan 30 years. He serves on the Civic Board of Directors of the Council for Court Excellence, and he isa member of the John Carroll Society. Among Jim’s many honors include the Jerrold Scoutt Prizefrom the DC Bar Foundation, The John Carroll Society Medal, The Archdiocese of Washington's 75thAnniversary Cardinal's Award, and Catholic Charities’ Griffin Award. Both in 2015 and 2016, Jim wasmade an Honorary Goodwill Ambassador of Tourism by the Nation of Israel. Jim is a magna cumlaude graduate of Lincoln University in Pennsylvania and Howard University School of Law. Jim holdsa certificate from the University of Notre Dame Mendoza College of Business for completing theNonprofit Business Excellence Program for Catholic Leaders. He is a licensed member of the Districtof Columbia and Pennsylvania bars.

Ashlyn Anderson-Keelin, Thomas L. Shaffer Public Interest FellowAshlyn will join Catholic Charities Legal Network as its second Thomas L. Shaffer Public InterestFellow in fall 2016. Ashlyn is a May 2016 graduate of Notre Dame Law School. While in lawschool, Ashlyn was a summer intern with Catholic Charities Legal Network. Ashlyn earned aBachelor of Arts in English and Political Science, summa cum laude, from Georgetown College.She is a member of the Maryland bar.

Courtney Carroccio, Legal ConsultantCourtney joined the Legal Network in February 2015. She is a 2007 graduate of The ColumbusSchool of Law. She received a Bachelor of Arts degree at the University of Virginia in 2004. Sheis a member of the Maryland bar. Her primary duties include volunteer attorney recruitmentand fundraising.

Blanca Z. Lopez, Bilingual ParalegalBlanca has been with the Legal Network for over 10 years and has helped extend outreach intothe Latino community. She is originally from Bolivia and graduated from the UniversidadComplutense de Madrid in Spain.

Sharon Taylor-Smith, Part-Time Staff AttorneySharon has been with the Legal Network for nearly 15 years. She received a bachelor’s andmaster’s degree (both cum laude) from Virginia State University. She is a graduate of GeorgeMason University Law School and a member of the District of Columbia Bar.

Kelly E. Thompson, Staff AttorneyKelly began working with the Legal Network in 2012 as a Thomas L. Shaffer Public InterestFellow from Notre Dame Law School and has remained a full-time staff attorney with the LegalNetwork.
