Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 10th

- 11th

August, 2016 at Conference Hall, ERC, NCTE, 15,

Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below

were present at the time of the 220th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them

about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the

permission of Chairperson, Shri Mukesh Kumar (Convener) presented the Agenda before the Committee for

its due consideration and appropriate decision.

ATTENTION !

1. The committee unanimously decided that the institution may reply in

response to the decision of the committee uploaded on the ERC website

without waiting formal letters from the office of ERC. The replies so

received will also be considered by the committee.

2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per

programme. (See ERC website: www.ercncte.org for detail).

3. The institution need to submit list of 10 schools for internship and school based

activities duly approved by District Education Officer.

4. Institutions must give the affidavit for consent / willingness for number of units

either one or two if it was not submitted earlier.

5. The institution shall comply with the additional facilities required (additional

built-up area, additional staff, additional funds etc) for the SECOND UNIT as

prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014

before 31.10.2015.

6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any

course or training in Teacher Education without obtaining recognition or

permission under this Act, the qualification in teacher education obtained

pursuant to such course or training or after undertaking a course or training in

such institution, shall not be treated as a valid qualification for purposes of

employment under the Central Government, any State Government or

University, or in any school, college or other educational body aided by the

Central Government or any State Government.

7. The Committee suggested to prepare Data Bank for the teachers.

8. The institution needs to install Fire Safety equipment and submit

the Fire Safety Certificate if not submitted earlier.

Chuyapara Swami Vivekananda Primary Teachers Training College ERCAPP(3027)

D.El.Ed by the same society “Chuyapara Maa Sarada Welfare Society.

(i) The Chuyapara Maa Sarada Welfare Society has submitted two applications in

different name i.e one is in the name of “Chuyapara Shree Ramakrishna Teachers

Training College and Research for B.Ed programme (ERCAPP3027) and another is in

the name of “Chuyapara Swami Vivekananda Primary Teachers Training College for

D.El.Ed programme (ERCAPP3027).

(ii) Both of the applications are in the name of diffeent institutions which come under the

recognition to any teacher education programme.

of institution where a big pond was seen in front of the building but VT members

multipurpose hall. It seems that the building is running a school, but the VT members

unfortunately did not mention the actual facts in the report.

(ii) To dispel the confusion, it is decided that the same VT members will re-visit within seven

days to the institution on their own cost ad submit the actual videography with

measurement of the actual institution building. Further, the committee decided to keep

on record the existing CD for future comparison.

b. In response to above decision, both the VT experts namely, Dr. Prativa Rani Singh and Dr.

Dhirendra Kumar Mahapatra have re-visited the institution and submit the report on 18.04.2016

mentioning following observations:

(i) The VT members entered into the college through the new enty gate of the said

college, which was under construction during earlier visit, which was hopefully

mentioned in the earlier report, as the “approach road needs to be improved”.

(ii) The VT members re-measure the multipurpose hall of the college and found to be 2100

Sq fts.

(iii) On the measrement of the total building of the college, it is found that the completed

portion is 3500 Sq mts. and about 800 Sq mts is yet to be completed in all respect.

c. The committee considered the report of the VT members and observed that the institution is

still deficient on the following grounds:

(i) In the IInd visit, the total view of the building has not been shown for which the IInd

floor seen under construction could not ascertain whether it is completed or not.

(ii) As per VT report, the building is still under construction.

(iii) The approach road towards the institution needs to be developed.

(iv) The new ently gate and the road/gate shown earlier are not seen at a time in the new

CD.

(v) The report of the VT members does not reflect the factual details of the institution of

their second visit.

(vi) Building completion certificate issued by any Govt Engineer not submitted.
