rd Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 29th - 30

th October, 2013 at Conference Hall, ERC, NCTE,

15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below

At the outset, the Regional Director welcomed all the members of Committee and apprised them

about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the

permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the

Committee for its due consideration and appropriate decision.

Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the

above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act 1993

to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final

decision.

cause notice issued after VT, the Committee discussed the matter in detail and observed as under:

1. Kharagpur Tribal PTTI was granted recognition by ERC NCTE is plot no. 2 for D.El.Ed course.

Further the institution namely Kharagpur Tribal B.Ed Training college was applied for additional

course for B.Ed in the same plot no. 2 and granted recognition by ERC from the academic session

2012-13.

2. As per NCTE Regulation 2009, an institution can apply for one basic unit only of an additional course

or for an additional unit of the existing recognized course after completion of three academic sessions

of the respective course. Now the instition has applied for additional intake for D.El.Ed. course in the

existing recognized course in the same plot No. 2. The institution has not completed the 3 academic

sessions in B.Ed additional course. The institution is not eligible for submission of application for

additional intake in the existing recognized D.El.Ed. course.

In view of the above, the committee decided to refuse the application of the instition for the applied course

D.El.Ed(Additional Intake) under section 15(3)(b) of NCTE Act 1993.

The VT experts may be directed over telephone/e-mail to conduct the inspection of the institution immediately

after intimation to the institution and submit the report to ERC, NCTE on or before 20th November, 2013

3. As per request of the University 30 days time was allowed to conduct the inspection subject to

submission of building completion certificate vide letter dated 08.05.2013.

In view of the above, the committee decided to refuse the application of the university for the applied course

B.Ed under section 14(3)(b) of NCTE Act 1993.
