The 7 strategic priorities, the pillars of the MASAP :

1. Mainstreaming CC into regional and national policies, programs and plans;

2. Regional and international cooperation and partnership on adaptation;

3. Implementation of transboundary, gender sensitive adaptation options;

4. Access to adaptation finance;

5. Monitoring, data collection and sharing;

6. Capacity development for climate change adaptation strategies and plans;

7. Outreach of MRC products on climate change and adaptation.

Background information for MASAP

strategic priori ty n#3

MASAP’s strategic priority n#3 : Enable implementation of transboundaryand gender sensitive adaptation measures

Roadmap:

Promote implementation of transboundary adaptation projects in climate change hotspot areas;

Promote and support identification of additional relevant PINs; and

Network with other organizations to formulate and implement PINs as described under strategic priorities #2 and # 4.

MASAP’s key priority n#4 : access to climate finance

Roadmap:

Identify mechanisms of access to adaptation finance by the MCs and MRC ;

Support the mobilization of funding, including access to adaptation finance, for the formulation and implementation of the PINs described under strategic priority #3

1. Pre-identification of relevant ‘sectoral’ adaptation measures in each of the BWA components

2. Support from MRCS to shape these sectoral measures into concept notes of transboundary adaptation project (‘PINs’ - Objective: 20 PINs, each MCs leading 4 PINs as well as MRCS leading 4. ) – recruitment of consultant

3. Identification of potential benefit-sharing mechanisms into these projects

4. Consolidating with other relevant initiatives (especially NIP Joint Projects and National Projects with Basin Wide Significance)

5. Formulation of a portfolio of TB adaptation projects in the LMB

6. Definition of criteria for selecting the 3 to 4 more “mature” (ready for realization) PINs

7. Identification of the most relevant climate finance window for each of the mature PINs, depending on the project specificities, focus, size, etc – support from consultant

8. Development of full project proposal specifically prepared for the identified financing window

9. Supporting the process of project submission until external funding is secured for these projects

1. One regional consultation (Nov 2016) and one regional working session (Feb 2017) : identifying new ideas for transboundary adaptation projects is very challenging

2. Because of MRC mandate, the priority is to identify projects with a basin impact

3. Some projects’ ideas identified through the NIP process could be complemented to reflect the MASAP and have a basin impact

4. The complemented ideas could be developed to become eligible to climate finance

5. MRCS suggests to investigate further the three following projects’ ideas: ensuring the preservation of Tonle Sap as a functional ecosystem , review of intra-basin water-uses in NE Thailand, improving IWRM in the Mekong Delta

6. Any new idea of an adaptation project with basin impact is welcome
