CONSULTING FIRM TO ENHANCE THE PATH/STEPS-TO-WORK MANAGEMENT INFORMATION SYSTEM (STWIS)
INVITATION FOR EXPRESSIONS OF INTEREST
The Government of Jamaica has received financing from the International Bank for Reconstruction & Development (World Bank), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under the project Social Protection Project. Bidding will be governed by the Guidelines, Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank BorrowersThe project intends to apply part of the loan proceeds to payments under the contract for the captioned consultancy service.
OBJECTIVES OF THE CONSULTANCY
The objective of this project is to develop and implement an enhanced Steps-To-Work MIS that will support the information needs of the applicants/beneficiaries and Steps-To-Work team through the design and implementation of the required software solution. The system will be expected to verify applicants/beneficiaries information against the PATH database, accept applications; evaluate, monitor and manage beneficiaries training, family/individual interventions, and payments; track appeals and other cases to successful closure, record and monitor the employment experience of trained beneficiaries. It will also be expected to integrate closely with other benefit delivery partners including other Ministries and payment agencies. The system must be designed to accommodate significant growth rates and to facilitate a high volume of online updates and queries and therefore must be built on a scalable service-oriented architecture. To accomplish this objective, The MLSS is seeking to hire an MIS Firm that will be responsible for implementing the system solution making use of existing hardware and software resources where possible; adding the necessary resources to implement a web-enabled service oriented architecture to provide a solution that will support all Programme phases, inclusive of application, evaluation, compliance monitoring, payment, employment placement and job monitoring.

The MIS Firm will Develop/Build:• Project Implementation Plan• System Requirements Document• System Prototype• System Architecture• System Database• Data Migration Plan• GUI and Presentation Layer Design• Acceptance Test Plan• Completion of successful Acceptance Test Plan• System documentation, Technical and User manual, Video tutorials • Completion of technical training• Completion of user training• Completion of On-site technical support• Final system acceptance and contract closeoutThe Social Protection Project now invites eligible Consulting Firms to indicate their interest in providing the services. Interested Consulting Firms may submit expressions of interest for the above services. Firms must provide information indicating the following: • Qualifications in the field of the assignment; • Technical and Managerial capabilities of the firm; • Core business and years in business; • Qualifications of key staff; Client references; and

QUALIFICATIONS, EXPERIENCES AND SPECIFIC KNOWLEDGE
1. B.Sc. in Computer Sciences or equivalent from an accredited tertiary institution
2. At least 3-4 years of programming, including web development, with 1-2 years as a Programmer/Analyst
3. ASP.NET, C#.NET ,VB.NET (optional)4. Working knowledge of Microsoft’s MVC is an asset5. CSS, AJAX, Crystal Report 6. Linux or Apache,7. Structured Query Language8. Relational Database (MSSQL 2005/2008, INFORMIX, MYSQL)9. Hypertext/Extensible Markup Language (HTML/XML)
