1. Introduction

1.1 About TAREA – Lake Zone

TAREA Renewable Energy Association – TAREA, Lake zone is a non-government

organization, non-profitmaking with no political or religious affiliation and shall be

gender and environmentally sensitive

I. Vision

To be reputable umbrella association supporting and enabling the sustainable

growth of the Renewable Energy Sector through mainland Tanzania.

II. Mission

To promote and advocate the increased use of renewable energy developing

an effect network of members and stakeholders, emphasizing the need for

quality and best practice through sector.

III. Objectives

a) To advance knowledge and skills

b) To manage knowledge and disseminate information

c) To network members and other key actors in the public and private

sector.

d) To support the creation of an enabling environment and framework for a

sustainable renewable energy market.

e) To support and encourage best practice, including development and

enforcement of standards and codes of conduct.

f) To promote the local manufacture of Renewable Energy products and

enterprise development in the Renewable Energy sector.

g) To facilitate market development of Renewable Energy technologies,

applications and services.

1.2 Introduction on projects undertaken by TAREA – Lake zone

During the year 2014/15: TAREA undertook number of projects in Renewable Energy

Technologies (RETs). Through this report, it aimed to give an overview on

solar fishing lighting projects and Villagebomm project.

2. Solar Fishing activities

During the year 2014/15: it witnessed arrival of DTP-Volunteers coming to TAREA LZ at

the 30th August, 2014. TAREA received Mr. Sören Östergaard and Mr. Linus Kemme came

from Germany through solar lantern study and intercultural learning program between

DTP/TAREA and they supported to operate projects as followings:

The first three month they mainly took to learn Swahili in order to improve local

communication. In this time the volunteers helped to design and fabricate the hot box

solar cooker with which they were able to cook tea in the office. In late December until

the mid of January they visited Zanzibar for the obligational mid-term seminar of the DTP

where they met with the coordinators and the other 14 volunteers. TAREA, in person of

Jacob Ruhonyora, and its volunteers visited Mwnaza City Council and met with Mr.

Kamata (the fishers’ officer). The moll between M.W.A.N.Z.A. e.V. representatives,

TAREA, City Council and Luchelele Beach Management unit (BMU) was reviewed with the

aim to start the implementation on solar fishing project in Luchelele.

Unfortunately there was a lack of support and collaboration from the City Council and the

Luchelele BMU, although volunteers made more than three times a follow-up. Because

the discussed conditions weren’t kept the project was unsuccessfully.

Following that failure, TAREA opted to search an alternative way to progress the project

and visited the Bwiru BMU where they met with Mr. Juma and agreed to start and to

support the project implementations. TAREA prepared own floating materials (Swahili:

sikimai) to carry lamps and battery during night fishing. All in all they went six times, but

only succeeded only at four nights with their studies. The reason was the bad weather

with windstorms and heavy rainfalls. Due to this the volunteers weren’t able to go fishing

with the fishermen. The collected data from the studies are as following:

During these studies on night fishing TAREA represented by Sören Östergaard, Linus Kemme

and Jacob Ruhonyora were together with fishermen. It observed that decline of fish catches

have resulted by the impact of climate change and increased global warming. The low catch

seems to associate also with illegal fishing (fishing with a small size net or in the breeding

zones), explosives and chemicals.

Following the field results, the solar lanterns seem to have a good fish catch. To buy them

and affect fishes TAREA communicated with M.W.A.N.Z.A. e.V. (Würzburg, Germany) to get

the possibility of solar lanterns supply. The studies also showed that, the battery used to

seem to be expensive and unaffordable to fishermen in need. The costs are about TSH

400,000/= which is approximated US $200 per each while the pressure lamps were sold at a

price of TSH 75,000/= which is equivalent to US $37,50. [Expected exchange rate: TSH

1,000 = 0,5 US $]

M.W.A.N.Z.A. e.V. decided to study on alternative solar lanterns manufactured by

OMNIVOLATAIC. The product which is preferred due to good catch results is named

“Marathoner Beacon” and is available at the well-known solar product agent in Mwanza (Zara

Solar). They are sold at a price of almost TSH 250,000/= so they are to affordable for the

fishermen.

During the progress, the volunteers assembled a solar lantern by using only local available

materials. It includes a battery of 7Ah and 12V, lead acid, a lamp (12V), a solar panel of 5

Watts, five oceanic metal reflectors, a water proof box, wire of the length of one meter and

a switch socket. All in all the costs were TSH 73,500/=.

It was planned to be sold at TSH 120,000/= which is cheaper and affordable to the most

fishermen. The self-build lamp worked almost like other lanterns in getting fish catches. After

the demonstration most of the fishermen showed big interest to buy one but unfortunately

the volunteers had a shortage of funds to manufacture those products. Instead TAREA

continued to communicate with M.W.A.N.Z.A. e.V. (represented through Mr. Stolz) for seeing

a possibility of using solar lanterns manufactured by OMNIVOLTAIC (“Marathoner beacon”)

in case of positive testing results.

With good luck M.W.A.N.Z.A. e.V. will address TAREA to develop a write-up regarding to the

carbon emission projects in effort to replace kerosene pressure lamps through the use of

solar lanterns in fishing in the Lake Victoria. The project is at final stage and early next year

hoping to take place.

Through the studies we observed that by using kerosene pressure lamps in night fishing

some threats that can affect fishermen including explosions, kerosene effluence to the catch

and water that affects the ecology of the Lake Victoria. It experienced and observed that the

running costs (e.g. purchase of kerosene per day, week, month and year) of the pressure

lamps take more that 50% of the income as it is analyzed following:

Traditionally one boat uses 4-6 pressure lamps per night. These costs of fishing by using

pressure lamps don’t involve the carbon emissions, labor charge, transport of kerosene from

station to fishing site as well as levy and public revenues..

Introduction of solar lanterns for shine issue fish well, reduce running cost and increase

income taken home by the fishermen and help to reduce ecological carbon emissions

contributed by kerosene effluents in Lake Victoria.

3. Other projects undertaken by volunteers

I. The volunteers have been innovated a new project named Villageboom that

aimed to help households that are located in off-grid areas to have access to

alternative clean and cheap energy. The volunteers started this program when

they came back from Zanzibar with a few lamps for service trial.

The households which are isolated from grid seem to like to utilize these solar

energy lamps and showed high demand on these lamps. Initially they bought

about 15 lamps and sold them at cheap prices. Then they imported 50 lamps

form Dar es Salaam to supply the households in need. Because of facing

limited time to run the service effectively and because of the delay of

requesting their money from the Headquarter it became a challenge to them

to supply these products to the households in need.

It’s my sincere hope that Madam Ms. Tanja will consider this and allow the

new volunteers in TAREA lake zone to write the project proposal prior the

time concerning the Villageboom project in this November because the

demand of those lamps from poor households off grid communities is very

high.

II. Day to day operations have been undertaken by the volunteers in different

missions including:

- Developing data base for TAREA LZ members, communication and support

proposals and reports preparations

- Visiting members (in and outside Mwanza City). It helped them to know the

members, to get an overview over TAREA’s members and what they are

dealing with. Although there were some challenges to face some members. In

addition they recruited new members and solicit fees and contribution from

the members.

- Visiting public leaders including the regional commissions, directors and

head of department in various locations as Mwanza, Ukerewe, Geita,

Mousoma and Bukoba.

4. Challenges encountered

While working together with the volunteers at TAREA Lake Zone, we have face blocks

as following:

- The first project has been canceled because of the heaviness of the buoys. Due

to this heaviness the lamps were rarely used and refused by the fishermen.

- The Moll of the first project has been canceled between participating stakeholders

(M.W.A.N.Z.A e.V., TAREA, BMU and City Council). The project materials were

donated to potential stakeholders and M.W.A.N.Z.A e.V. promised to develop a

new project on solar lantern.

After all parties agreed and signed the cancellation agreement of MoU the

charging station materials for solar lanterns situated in Luchelele was agreed to

given one of the Mwanza e.V representative Mr.Sweetbert Lutinwa to Support

reliable energy provision to the pupils in his English Medium Primary School

situated in Nyegezi Mwanza. Unfortunately the impact was vice versa as up to

date the Materials were not submitted to him, Instead it was shifted from its

original place and hiden at the unknown place. I tried to make follow up to the

City fishery officer who has given the obligation of provide the materials to Mr.

Lutinwa without Success. I decided to discuss this issue with the new City relation

officer Mr. Kaaya, where we went and report the issue to the acting Mwanza City

Director. She was not really happy with the situation and promised to make follow

up on this issue. She promised to give feed back to us when we visited and meet

her next time. We promise to continue make strong follow up until secured the

solution of this issue and give feedback to Michael Stolz.

- Poor management of the charging station based at Luchelele

- Poor collaboration between signed Moll parties. Some partners didn’t collaborate

and others wanted to be paid from TAREA to cooperate.

- High cost of purchasing solar lanterns and it is still unaffordable to fishermen.

- Battery boxes became poorer and sometimes allow water to enter into the boxes

with the batteries.

5. Conclusion on the study

- According to impact of the global warming and climate fish catch has been

decline with the years in almost all Lake Vitoria and Lake Tanganyika.

- The support given by the volunteers has been very important and very helpful for

TAREA Lake zone and its partners by helping implementation of planed field work.

6. Recommendation

- Following observation on effects of climate change TAREA LZ requests to the

M.W.A.N.Z.A. e.V. to bring more new projects engaging carbon emission as part

of sustainable solution to eradicate increased global warming and climate change.

[Standing October 2015: there is a project in collaboration with M.W.A.N.Z.A. e.V.

on a solar lamp renting system which will take place in the beginning of

December.]
