CHAPTER-6

ADDITIONAL STUDIES

6.0 Introduction

Mining operations are associated with several potential hazards that effect adversely the human health

and environment. It would normally require the assistance of emergency services to handle it effectively.

The mining operation shall be taken up under the supervision and control of qualified staff including

Mine Manager (Grade I).

Similarly Sand mines also have impending dangers and risk which need to be addressed for which a

disaster management plan has been prepared with an aim of taking precautionary steps to avert

disasters and also to take such action after the disaster which limits the damage to the minimum.

Nevertheless, the following natural/industrial problems may be encountered during the mining

operation.

1. Inundation due to excessive rains.

2. Accidents by heavy machinery.

3. Slope failures at the mine faces etc.

6.1 Public Hearing

Public hearing is very significant part of the process of public participation envisaged under the

guidelines issued by MoEF, Government of India. It facilitates involvement of all the stake holders of the

project which is essential for ensuring smooth running of project and benefitting all sections of society in

the process of economic development of the region.

The public hearing of stone mining project viz. “Mining of Minor Mineral in the Mines of “Mahendrapur

unit-1” with production capacity of 1,68,000 MT Per Annum of sand of M/s. Om. Minerls at Tehsil

Narnaul, District Mahendragarh, Haryana” was conducted on 17-12-2014 at 3:00 pm. The details are

He stated that mining activity has already been done in this area and water level reach almost 600 feet due to this mining activity and if any more mining activity is done in this area then no water will be available for drinking purposes in the village.

Shri R. S. Yadav on behalf of the PP informed that they have been given permission for excavation upto a depth of 3m only and assured that we will not excavate for more than 3 m.

The Sand Mining will be restricted up to a depth of 3 m BGL while the average depth of Ground Water table in District Mahendragarh during Pre-Monsoon(June 2012) is 44.46 mBGL. This suggests that there will not be any intersection of water table by the mining activity in the area.

2. Sh. Lal Chand, Vill- Mukhuta.

He told that mining activity has already been done at 30m and requested to show the map of the proposed site as already trees are planted on the site.

Sh. Kuldeep Singh, Regional Officer, HSPCB, Dharuhera Region said that don’t compare this project with stone mining where mining activity is done through blasting and creates noise. As there will be no blasting done at the proposed site & still if there is any objection regarding the proposed project the PP will again explain the same in details and he assured that your objection/suggestion will be recorded and incorporated in the minutes and the same will be sent to the Ministry as it is.

The Core Zone comprising lease area does not have any agricultural or Forest land. However, the study area surrounding the lease area up to a distance of 10 km, have the significant size of agricultural and forest lands. The mining will be done within the core zone only which is river-bed.

showed the lease area of the proposed project and told that demarcation will be done of the proposed khasra of the lease area at the site in presence of mining department and mining activity will be done only on demarcated lease area.

Sh. Kuldeep Singh intervened that proposed site is for Khasra No.- 84-87 & 108 of Village- Ajmabad Mokhuta and Brahmnwas and assured that first of all demarcation of the lease area will be done by the Mining department and after that mining activity in demarcated lease aea will be allowed to M/s. Om Minerals for mining activity.

3. Sh. Ram Kishan, Vill.- Mukhuta.

He commented that illegal mining is going on in the area since last five years. They have complained to District Administration in this regard. Whenever District Administration comes to the mining site for demolition, its news is given to the people doing

He commented there is acute scarcity of water in their village and even drinking water is not available. Due to illegal mining level of water has gone down up to 600 ft. He further stated that lots of duct emission is caused due to flying of trucks on village roads.

Fund Allocation: The PP has proposed Rs. 7 Lakh for EMP and Rs. 8 Lakh for CSR. As per LOI (clause-xiii) of mining department, lessee will pay 10% of monthy installment towards the ‘mines and mineral development, restoration and rehabilitation fund’. i.e. about 2,54,36,250 Rs. will be paid by lessee.

7. Sh. Tara Chand S/o Lakshmi Narayan, Vill.- Mukhuta

He requested the Additional Deputy Commissioner, to carry out the videography of the area and all their work will be done itself.

Sh. Rajesh Sangwan, Mining Officer, Mohindergarh informed that the auction of proposed mining project having Khasra No. 84-87 and 108 was done about one year back on 28.12.2013, the villagers should have raised their objections at that time so that auction of the land could be stopped at the initial stage. Now about one year has been passed and the project has gone through various No. of stages and is now at its final stage of PH and even now you can raise your commnets/suggestions/objections if any. The same shall be recorded and sent to MoEF for further necessary action. As far as illegal mining is concerned strict action is taken against the person found involved in illegal mining on priority basis. He further stated that some Sand(Minor Mineral) washing plants are still operating in the area. Whether District Administration is not knowing about that and they are paying for that. He also requested ADC to visit the site.

ADC, Mohindergarh stated that earlier recordings of the area since starting of this project is available and recording of the present status will be done also. All the commnets /suggestions / objections of public have been recorded and the same shall be recorded and sent to MoEF for further necessary action.

He stated that North Haryana do not want to give water to South Haryana and Administrative Officers do not want to come to Mohindergarh even if the Administration wants to start mining in this area our submission is that employment should be given to atleast one person from each house and drinking water may be provided in
