PROPOSAL FOR SERVICE
CITY OF DUBLIN PERFORMING ARTS CENTER QUALIFICATIONS The Hodge Group (THG) is excited to have the opportunity to work with the City of Dublin,
Ohio University, Dublin Arts Council and Crawford Hoying to conduct a feasibility study. This
study will work to assess the outcome of a potential Performing Arts Center in the up-and-
coming Bridge Street District of Dublin, Ohio. The proposed Performing Arts Center would
serve as a home to Ohio University’s College of Performing Art’s Professional Theater
Company, Tantrum, as they establish a year-round performance season. THG would assess the
potential for giving and the overall attitude about the possibility of a Performing Arts Center in
Dublin.
The Hodge Group has been a part of some of the most significant performing arts and culture
initiatives in Ohio and nationally. Some would include:
• The Shuster Performing Arts Center – Dayton, OH
• Golisano Children’s Museum – Naples, FL
• Bayshore CAPA – Naples, FL
• Thurber House – Columbus, OH
Additionally, we are involved in working with the Southeastern Ohio High School for the Arts
initiative, which is a partnership with Ohio University and Zane State College and not related to
performing/culture arts we were the lead fundraising counsel for the Dublin Methodist Hospital
on behalf of Ohio Health.
We have grown to merge the best of philanthropy with public funding, social impact investing
and financial instruments to create a one of a kind approach to the philanthropic marketplace.
Specific examples of successful campaigns include:
1. Ruth Ellis Center, Highland Park, Michigan, we led a transformative campaign for the
largest facility of its kind in the country that has a residential program for LGBTQ youth

in the foster care and juvenile justice system. By teaming them up with IFF a mission
driven lender, the impact of their campaign will be immediate.
2. Cristo Rey Columbus High School, Columbus, Ohio, we have concluded our work
with the first new Catholic Diocese high school in downtown Columbus determining the
potential and strategies for philanthropic income as it came along side a complex tax
credit financing structure.
3. Tri-County Board of Recovery and Mental Health Services, Troy, Ohio, in the field
of behavioral health, we are working to create a one of a kind, one-stop facility, One
Wellness Place. It is believed that this initiative will be a part of the state capital budget,
one of several clients we are confident will be successful in the process. Additionally,
CareSource, Dayton Ohio views this project as a priority. This is an example of a cutting
edge public/private partnership.

A. QUALIFICATIONS AND EXPERIENCE

B. PROJECT TEAM
Russ Hodge, CFRE – Lead – averages three to five active clients
Russ Hodge has over 35 years of fundraising experience. Throughout the years, Russ’
hands-on management style and innovative fundraising techniques have helped The
Hodge Group raise more than $500 million for a variety of organizations. Russ is often
sought out as a key speaker at fundraising conferences locally and nationwide, and is a
member of both the Giving Institute and Association of Fundraising Professionals (AFP).
In 2010, Russ Hodge presented at American Library Association (ALA) on “Philanthropy
and its Relationship with Government Financing” and at the Foundation Center in
Cleveland and Columbus on “Individual Donors, Building a Genuine Relationship.” Russ
is the past recipient of AFP’s Fundraiser of the Year for Central Ohio and an AFP Master
Trainer.
Curt Reph – Co Lead
Curt currently serves as Senior Counsel with The Hodge Group. Curt has led and
contributed to many successful campaigns throughout his eighteen-year career as a fund-
raising consultant. The campaigns Curt has been involved in ranged in size from
$650,000 to $20 million. Curt started his fund-raising career as a partner with The Suddes
Group where he managed campaigns for Chambers of Commerce and regional economic
development organizations (EDC’s). He continued his work as a partner for Capital

Funding Strategies, which merged with Resource Development Group. Curt learned the
art of not-for-profit consulting with Russ Hodge as a team leader and part of the
consulting team for 35+ projects/campaigns. Curt worked as the Director of Development
at the Austin E. Knowlton School of Architecture at The Ohio State University where he
helped fund a $500,000 scholarship in the name of a former school director.
Sharon Schreiber – Brand Management
Sharon Schreiber serves as Director of Brand Marketing for The Hodge Group team. She
has over 20 years of experience in philanthropy, branding, marketing and public
relations. Sharon has been a consultant for the past 16 years, working with nonprofit
organizations, government, associations, foundations, small to mid-size business, as well
as Fortune 500 consumer brands such as Wendy's, Kroger, Bob Evans Farms, and
Redbox. She has also worked with a global pharmaceutical manufacturing company on
work and safety issues. She specializes in working with startup organizations and new
project initiatives including launching a $20 million campaign to build a Paul Newman
Hole in the Wall Camp for seriously ill children.
Ellen Ticktin – Grants and Research
Since beginning her private practice as a grantwriter and fundraising consultant in 1996,
Ellen Ticktin has worked with over 50 nonprofit agencies in Greater Cleveland. Her work
has involved developing grant proposals for programs and strategies for successful
capital and endowment campaigns. Prior to working as a consultant, she spent 21 years
as a professional in the nonprofit field, including the American Heart Association, Ohio
Civil Rights Commission, Jewish Family Service Association of Cleveland, and the
Jewish Community Federation, where she was the Assistant Director of Endowments and
Foundations. She has been an Instructor in proposal writing seminars sponsored by the
Foundation Center of Cleveland and Grantmakers Forum.
With a long-time interest in writing and journalism, Ellen completed her undergraduate
work in 1969 at Barnard College where she was awarded the Columbia University Press
Prize for her writing on the college newspaper. In 1977, she completed her graduate

studies in Social Work at Case Western Reserve University’s Mandel School of Applied
Social Sciences. (Please refer to A.1 through A.4 for complete resumes).
SERVICES The following details are how The Hodge Group will work with the City of Dublin to conduct a
feasibility study. The validity of our process is in the fact that we use multiple forms of
information gathering and multiple research techniques

A. ORIENTATION
This orientation will include a comprehensive overview of the City of Dublin’s plans for the
Performing Arts Center in order to equip the firm with background information with which to
carry out the study. The orientation will ultimately enable The Hodge Group to speak
knowledgeably about the project and the plans for the future of the Performing Arts Center, as
well as prepare a preliminary case statement. We make ourselves available for orientation to
become properly acquainted with your institution and its culture before we get started.
B. INTERNAL READINESS
During this time The Hodge Group will focus on capacity building and preparing for the
implementation of a comprehensive campaign. All of this is designed to ensure that the City of

Dublin has the capacity to implement a funding program as called for. (Please see Appendix A.3
for a sample list of assessment items)
C. STUDY PREPARATION
There are three primary steps involved in study preparation: Case Statement Development,
Questionnaire Formulation and Survey Group Selection.
Our study preparation is designed to prepare for work that is both philanthropic and political.
During this process, the firm is examining the project as a whole and identifying income sources
within the total project. We will take a very comprehensive view and examine multiple funding
streams.
Case Statement Development
THG will work with the leadership of the key stakeholder groups, referred to herein as the
Stakeholder Group for convenience, to further develop the case statement and prospectus for a
new facility that demonstrates the projects ROI and how it impacts the mission of the City of
Dublin’s Performing Arts Center long-term. They are:
• City of Dublin, Ohio University, and Dublin Arts Council staff
• Donors
• Key stakeholders
• Key foundations
Written from the stakeholders’ viewpoint, the case statement will document the organization’s
need for funds. For study purposes, the case statement is designed to be brief, easy to read and
persuasive—a carefully worded statement designed to spur input and open dialogue.
THG recommends that the case statement be amended to reflect the comments and input
obtained during the interview process from the Stakeholder Group. In this manner, the case for
support is formulated based on internal and external knowledge and perceptions. Through the

study process, the case statement will become a document that is not only the City of Dublin’s
case for support but also a community document and a plan for the future.
Questionnaire Formulation
The questionnaire will be used to guide each interview. Although extemporaneous comments
and conversations take place during the interviews, responses to the interview questions will be
tracked and compiled, forming the statistical basis for the study recommendations.
Obviously, many fundraising questions must be asked during each interview. However, the
questionnaire will also be used to gain community insight and knowledge about the Performing
Arts Center from a perspective that is broader than funding availability. The development of the
questionnaire is critical to the information-gathering process, as it allows for the process to be far
more dynamic, thereby creating meaningful results.
Survey Group Selection
THG will work closely with the City of Dublin, Ohio University, and the Dublin Arts Council’s
staff to define the demographic groups to be surveyed and the number of people to interview
from each group. An estimated 25 one-on-one interviews in person and by phone will provide an
adequate representation to extrapolate the needed information for a successful study. We will do
WealthEngine™ and other research as is needed.
THG believes that the following groups should be considered for an interview. They will be both
local and state wide:
• City of Dublin
• Prospective major donors
• Stakeholder Group
• Leadership
• Foundations
• Potential funders

• Corporations
• Community leaders
• Others who may have an important contribution to the study outcome
D. STUDY INTERVIEWS
The interviews will be scheduled by representatives of the City of Dublin at the convenience of
each interviewee and will last approximately 45 to 50 minutes. To be cost effective, a minimum
of five interviews per day is recommended. The interviews are conducted one-on-one in an
atmosphere of privacy. The interviewee will be presented with the case statement for review.
Attitudes toward the Performing Arts Center and funding will be determined. Phone interviews
will be used when necessary.
Immediately following each interview, THG will prepare notes detailing interviewee responses.
Comments, responses and suggestions regarding the Performing Arts Center will be documented
for use when compiling study data and preparing recommendations. We share what the
interviewees said in a collective philanthropic capacity. We do not share what each individual
indicated they may or may not give. We are testing case, message, availability and methodology.
We will share the spirit of interviews with you to the best of our ability. We are seeking
identifications of reasonable funding sources for this project.
E. FINDINGS & RECOMMENDATIONS
When completed, the study will be divided into two sections: Findings and Recommendations.
Findings At the conclusion of the interview process, a comprehensive review of all data will be
undertaken. This review will examine subjective responses, as well as statistical conclusions
drawn from the multi-faceted research that was conducted. Our findings are substantiated
through the test of reasonable availability through the interview process as matched against a

chart of standards. We must have sufficient inventory in each giving category to determine the
potential of the project.
The findings will be compiled into a document that will have an in-depth review of the following
issues:
• What is the role of philanthropy short and long term?
• What is a realistic philanthropic fundraising goal?
• What degree of financial and volunteer support exists?
• What are the principle sources of funding?
• What type of fundraising and cultivation activities should be implemented?
• What new sources of funds have not been identified?
• Is the staff of the City of Dublin, Ohio University, and the Dublin Arts Council
willing to invest the time required for campaign success?
• Who are the key donor prospects?
• What is an appropriate timeframe for the campaign?
• How is the project perceived in the community?
• Are the resources in place to run a campaign?
• What is the relationship of the project to any levy?
Recommendations and Deliverables
The recommendations that are developed based on the findings are what move an organization
forward. THG will include goals and action steps based on the information drawn from the study.
Some items included in the recommendation section are:
• Appropriate overall campaign budget and philanthropic campaign goal, including
potential number and size of gifts
• Core strategies, goals and objectives through collaboration with the campaign
staff and other leaders
• Timeline for implementation including a plan to establish and maintain records of
campaign activities

• Cultivation strategies
• Clarified staff, Committee and volunteer duties and requirements
• Identified key areas of staff, Committee and volunteer training to be executed

• Communication strategies for the execution of the campaign

The Hodge Group will make several presentations of the recommendations and action steps to
the City of Dublin and other stakeholder groups at the conclusion of the study as necessary. The
outcome of this would be the development of an overall finance strategy.
PROJECT COST The fee for service for the finance capacity study is $28,000 excluding travel expenses one-half
($14,000) due upon project execution and the final one-half ($14,000) at final presentation.
In addition the estimated cost for the case statement from initial preparation to final print is
$2,400.

A.1 RUSSELL L. HODGE, CFRE Russ currently serves as Principal for The Hodge Group, one of the fastest growing fundraising
consulting firms in the nation. His hands-on management style and innovative fundraising
technique has been the blueprint for his success in achieving philanthropic goals for a variety of
organizations.
Prior to founding THG, Russ held political fundraising staff positions in two gubernatorial
campaigns in Missouri and Nebraska. In addition, he has served as a consultant on a third
gubernatorial campaign and one presidential campaign as well as served as the deputy director of
the Ohio Republican Party Finance Committee. Russ’ vast array of resources and solid-
networking abilities has earned him a nationally recognized track record in the fundraising arena.
• Provided leadership for approximately fifty campaigns with goals that ranged from $20M to $50M
• Recruited, trained and hired more than fifty senior development officers for various organizations
• Successfully directed the completion of grants to many national foundations
• One of the youngest Americans to successfully climb Mount McKinley

Raiser of the Year. Russ was named as a member of the U.S. State Department Delegation to
Slovenia NGO (Non-Governmental Organizations) and is a nationally recognized lecturer and
instructor in philanthropy. He is currently an instructor in the Not-for Profit Management
Certificate Program for The Ohio State University and for The Foundation Center in Cleveland,
Ohio. Russ is an Association of Fundraising Professional (AFP) Master Trainer.

A.3 SHARON SCHREIBER Sharon Schreiber serves as Senior Counsel and Director of Brand Marketing for The Hodge Group. She has over 20 years of experience in philanthropy, branding, marketing and public relations. Sharon has been a consultant for the past 16 years, working with nonprofit organizations, government, foundations, small to mid-size business, as well as Fortune 500 consumer brands such as Wendy's, Kroger, Bob Evans Farms, and Redbox. Prior to starting her consulting firm, she served as the executive director for the Licking County Foundation, increasing the assets of the foundation by 200% and initiating proactive grant making to meet community needs; executive director of the Thomas J. Evan Foundation, a private foundation; and executive director for The Ohio State University Newark branch campus, where she managed and allocated funds for a $5 million endowment. In addition, she served as the director of public relations for the University of Florida Health Science Center where she was responsible for the opening of a multi-specialty physician clinic. Sharon began her career opening a branch office in Naples, Florida for then, one of the largest public relations firms in central Ohio. Sharon has served in leadership roles for community hospitals, and both the United Way and the American Heart Association. She attended Clemson University for two years before transferring and graduating from The Ohio State University with a bachelor's degree in Journalism with an emphasis in public relations. Sharon is a member of the Public Relations Society of America and the Cause Marketing Forum. She is an avid reader and studies industry trends in marketing, philanthropy and branding.
