Why are we here?• VDOT Summer repaving includes Kingstowne Village

Parkway. Project limited to restriping existing pavement.– Kingstowne Village Parkway from Beulah Street to South Van

Dorn Street is scheduled to be repaved

• Opportunity to improve vehicular safety, improve traffic flow, add bicycle facilities, improve pedestrian safety– Beulah Street to Hayfield Road

• Low to no cost for the County

Road Diets• Removing travel lanes from a roadway and reallocating

the space for other uses

• Rule of thumb: Roads with less than 20,000 vehicles per day don’t need four travel lanes

• Kingstowne Village Parkway: 6,000 vehicles per day

• Average speeds dropped by 1 mph

• Vehicles over 50 mph declined from 13% to 1% of traffic

• No change in traffic volume

Fairfax County’s first Bicycle Master Plan was adopted by the Board of Supervisors on October 28, 2014.

Traffic and Speed Study• Approximately 6000 vehicles per day (vpd)

on Kingstowne Village Parkway– 4 lane roadways designed for 20,000+ vpd

• Eastbound speed: 85th percentile 44 mph

• Westbound speed: 85th percentile 51 mph– Both sites recorded faster speeds going

westbound than eastbound

• 4 lanes and low traffic volumes encourage fast driving

Traffic Impact of Hilltop Village• Reviewed the Traffic Impact Analysis for

Hilltop Village Center development

• Projects potential of 17,826 new, external vehicle trips after complete build out – Includes trips to site and away from site

• Projects 5% of trips using Kingstowne Village Parkway– 891 total trips (approx. 445 each direction)

School Bus Pick up/Drop off• 9 separate locations between Buelah Street and Hayfield

– Elementary School: regular runs - 14 stops– Middle School: regular and late runs - 3 stops– Secondary School: regular and late runs - 4 stops

• Bus drivers are told that they may wait for a queue to clear
