Industry: Government Summary: One million tourists from all over the globe come to visit Turkey’s palaces each year. To monitor the access and passage of visitors and staff through these historic landmarks, the government of Turkey has installed an integrated system comprised of S2 Security, Milestone Systems and Axis Communications products. The open platform of the solution allows integration of the video system with a fire detection system, access control, and analytics. Challenges: • Provide robust security system for popular historic site • Deploy single system throughout multiple locations • Install integrated IP-based system that will manage access control and video Key Results: • Live video viewing, both centrally and remotely, increases response time • Easy searching and export of recorded events • IP-based system allows security manager access from any location at any time • System built to scale as needs expand • Open platforms ensure easy integration and optimal return on investment for government funds System Integrator: Systems integrator Baglan and security dealer BIMSA Solution: S2 NetBox IP-Based Security System Integrated with Milestone XProtect Enterprise IP Video Software and Axis Cameras S2 NetBox Success Stories:Volume 8 Protecting theTwelve Palaces ofTurkey Preserving National Treasures Each year, one million tourists from all over the globe come to visit the 12 palaces of Turkey. The Dolmabahce Palace, located in the center of Istanbul, is run and maintained by a staff of 1,000. This majestic palace covers over 110,000 square meters including all the connected buildings such as state apartments and offices, a huge ceremonial hall, and the imperial harem. The main palace edifice has 285 small rooms, 46 large reception rooms and galleries, six Turkish baths, and 68 lavatories. The interior rooms and entrance salon hold priceless porcelain, paintings, and handcrafted fine art. Rustem Coskun, IT Manager for the Department of National Palaces in Turkey, manages all 12 of the country's historical palaces. When tasked with choosing a security system to protect the palaces, Coskun took a deep dive into the market and ultimately decided on an integrated system comprised of the S2 NetBox IP-Based Security System, Milestone XProtect Enterprise IP Video Software and Axis cameras. “I did a lot of research before taking the decision to go IP with our security,” recalls Coskun. “It was soon clear that IP was the way to go. Milestone Systems coupled with the S2 NetBox provides an open platform that gives us the long- term flexibility and scalability to get the most for the government's investment.” “Dolmabahce is a very big palace with visitors from all over the world, which brings security risks like vandalism,” adds Coskun. “This kind of thing may only happen once a year, if that – but with irreplaceable national treasures, once is too much.” “We also have about 1,000 workers around the buildings and property,” explains Coskun. “About 80% of our security problems are internal.” Testing and Implementation Systems integrator Baglan worked with security dealer BIMSA to implement the integrated solution. Necdet Kabil, President of Baglan comments: “Rustem Coskun is focused on long- term future-proof investments. He did site surveys of the palaces and calculated the purchase and operational costs versus the performance, flexibility and scalability, to come to the decision for IP video surveillance and access control. He had evaluated every offering in the market. Because he had done so much work in the planning, the decision to use Milestone, Axis and S2 was easy. They are the leaders in IP video software, network cameras and IP-based integrated security management.”

Preserving National TreasuresEach year, one million tourists from allover the globe come to visit the 12palaces of Turkey. The DolmabahcePalace, located in the center of Istanbul,is run and maintained by a staff of1,000. This majestic palace covers over110,000 square meters including all theconnected buildings such as stateapartments and offices, a hugeceremonial hall, and the imperial harem. The main palace edifice has 285 smallrooms, 46 large reception rooms andgalleries, six Turkish baths, and 68lavatories. The interior rooms andentrance salon hold priceless porcelain, paintings, and handcrafted fine art.

Rustem Coskun, IT Manager for theDepartment of National Palaces inTurkey, manages all 12 of the country'shistorical palaces. When tasked withchoosing a security system to protectthe palaces, Coskun took a deep diveinto the market and ultimately decidedon an integrated system comprised ofthe S2 NetBox IP-Based Security System,Milestone XProtect Enterprise IP VideoSoftware and Axis cameras.

“I did a lot of research before taking thedecision to go IP with our security,”recalls Coskun. “It was soon clear thatIP was the way to go. Milestone Systemscoupled with the S2 NetBox provides anopen platform that gives us the long-term flexibility and scalability to get themost for the government's investment.”

“Dolmabahce is a very big palace withvisitors from all over the world, whichbrings security risks like vandalism,”adds Coskun. “This kind of thing mayonly happen once a year, if that – butwith irreplaceable national treasures, once is too much.”

“We also have about 1,000 workersaround the buildings and property,”explains Coskun. “About 80% of oursecurity problems are internal.”

“I set up trial versions of Milestone, Axisand S2, testing different CPUs andcameras, calculating image resolutions, bandwidth usage, everything required tomake the optimal security system,” saysCoskun. “At the end of all this work, Icould confirm that Milestone-Axis-S2was the best solution. We are veryhappy now because we have noproblems with it; it is working very well.”

Open Platforms SupportIntegrationIntegration of the S2 Security systemand Milestone IP video managementsoftware ensures that all access controlpoints throughout the property areconnected to the surveillance video thatcan trigger recordings of every personpassing in and out and mark them bydate and time. The fire alarm system hasalso been integrated with the Milestone-Axis-S2 solution.

“We know that everything inside thepalace and around the property issecure, monitoring it with MilestoneXProtect Enterprise, the S2 NetBox andAxis network cameras,” Coskun says.“We can watch everything live on theintegrated system, and search in thearchived video database to find anythingthat may have happened, marked bydate and time, recorded based onmotion detection.”

The palace’s 200 security personnelinclude soldiers, guards, and office staff.Twelve of these operate the integratedMilestone-S2 system, mostly using acentral security control room as themain monitoring station.

The outer gate to the palace is guardedby soldiers and all visitors must enterthrough a single passageway where bagsare checked. The grand entrance portalfurther inside the property also hasguards posted in official uniforms, nearthe access control system barriers eachperson must pass through.

“With the Milestone-S2 system, securitypeople are alerted if there is motiondetected somewhere no one issupposed to be,” adds Coskun. “Theyhave wireless connections and call thepalace manager who can only open andclose the palace during off-hours withsigned and sealed papers. We can watchevery person who enters the palacegrounds from the first gate, through thegardens, in and out of every building, atthe cafes - we know exactly whereeveryone is the entire time they arehere.”

Success Drives ExpansionFollowing the success of theDolmabahce deployment, the remaining11 palaces were each fitted with theintegrated sytem. Today, Rustem Coskuncan access the system for all 11 palacesremotely, from any location, via the S2system’s web-browser based interface. This is particularly useful as he travelsfrom palace to palace or to governmentheadquarters.

“With the Milestone-Axis-S2 system, theminimum of personnel are required toachieve the maximum security withadvanced software functionality,”concludes Coskun. “We are very happywith this solution.”
