The 6.1-acre area to the north of NW Quimby can be developed in anumber of ways. The flexibility of the unplatted blocks and the locationmake it an attractive location for a multi-building campus development ora community-focused draw.
A small unifying plaza space provides a development focus and des-tination for the precinct and a singular termination for 12th, and 13thavenues and the pathway from The Fields Park.The plaza is a focus for active ground floor uses such as restaurantsand retail, creating a small retail center.The remaining streets within this zone will be “universal” streets,featuring shared pedestrian and vehicular access at a neighborhoodscale. These will define the character of the neighborhood, some-thing quite distinct from any other in Portland.The open space is shielded from railroad and Naito by Block 27. Awater feature at the plaza could further offset freeway noise.The low-to-mid-rise height of Block 27 allows unobstructed views tothe bridge and river beyond from Blocks 23 and 26.Blocks 27 and 29 are adjacent to the railroad with the potential forabove grade parking on the northern face of these blocks.Block 24 has an unobstructed view of the River and direct access toboth The Fields Park and the North Campus zone. Its ground floorlevels can engage directly with the regular foot traffic through thispassage, while its upper floors can open up to the views. The overallheight of the block will be capped at 175-feet, allowing for a largerfloor plate and enabling Blocks 20 and 23 to have clear views aswell.The buffer along the northeast diagonal of the campus can be agreen space or hardscape with tree canopy.The far northwest end of the site provides bike and pedestrian con-nections to NW Thurman street and the waterfront greenway.

This 3.5 acre park is both a district-wide draw and a front yard to the fivemostly-residential buildings that ring its edges. It will be the anchor of thePark Edge zone (see next page).
It is literally a field for play. The large central meadow will be ringedby trees and a network of pathways, providing places for dog-walkers,playing children, and retreat-seekers.The extension of the boardwalk and a covered park structure willprovide opportunities for a temporary open-air market and places todisplay public art.A pedestrian bridge will provide an easy connection over the railroadtracks to Centennial Mills and the waterfront greenway.Pettygrove, a designated green street, will run between blocks 17 and20, providing a link between the park and larger district.With its sweeping views northward, the park serves as a transitionzone between the developed land around it and the Willamette River.HOYT. will bring educational programs – including ones focusedon the peregrine falcons who nest near the Fremont Bridge – to theneighborhood.
