FUTURE STATE/VISION OF ACH SECTOR & CRITICAL VALUES

Future State (Vision) We want to see a future that is Organised, Creating jobs, Thriving

Take example from other cities of the works (London, New York) look at Tourism ,(Northwest Province should

be the preferred destination) We would like to be the preferred destination for arts and culture

Contributing economically

Driving force in National Building and Social Cohesion Agent of Transformation (for example we want to

transform the landscape of heritage, having ceremonial events especially in rural areas

Have a better future for the arts and culture in 2063 (to something like outreach programmes, so that the

people will know what arts and culture is like so that they do not take arts cheap)

Proper funding model for the ACH.

Looking forward to a sector is not over reliant on government funding (self sufficient). (It would be good for

artists do not have to wait for government to provide support) (this begins to talk to education and training.

our artists.

kids bursaries but they do not give back they

go to Gauteng

Lets make interventions that when we give

bursaries to young children, they should be

obliged to give back to the community after

completing school.

The issue of anatomy is frustrating policy

implementation at Provincial level because of

issues of misalignment of Departments to the

National Department.(For example at

Provincial level where various sectors are

clustered under one Departments, there is

budget competition which often downplays the

arts and culture.

To undertake interventions to address issues

of this alignment.

Traditional African values are not reflected in

our Laws of our country. How are our values

protected who’s values are these laws

How do we project Nation building and social

cohesion because it does not only depends on

people who are crafters/but the Department

does not take these people serious especially

crafters who are taking care of heritage craft.

Artists do not have indepent organisations that

represent them. Lack of collaboration and

support from each other. Overseas artists

support each other.

We should encourage our networks to support

each other. E.g utilisation of social media

followings.

Critical Challenges Relating To Your Theme Proposed Solutions

Arts practioners are not paid well for cultural services

and funding allocated to projects is too low.

This breaks the moral the artists and the sector at large.

For example, if mechanism were

developed to address and eliminate the

business culture of “Tenderpreneurs” were eliminated then artists would thrive

How should the DAC, its public entities and the sector be organized to achieve the vision for the sector

• Accountability is a huge issue.

• There are varying interpretations of the meaning of Institutional Arrangements and Governance.

• ACT that are governing the sector need to be implemented. Mabana Arts Centre being governed by an ACT (e,g. Cultural Institutions ACT like Market Theatre and by National Government.)

• We should look at it broadly, starts with the Department Nationally to a ward in the local community-how we are structured.

• The structural mapping of the current White Paper comprised of National NAC, Provincial Arts Council).Therefore we need to evaluate the current White PAPER

• National, Provincial and Local are custodians of the Policy.

• Other organisations such as Mabanas’ are educations Institutions

• The formation of CCIFSA was to say that artists should organise themselves independently

• We want arms length

• It is the artists who should initiate structures like CCIFSA. These structures should be able to control for example foreign film makers taking advantage of local

• Business in the sector: How does Government assist for artists to be able to make business. Government should address or create an environment that enables HHP to stay in Mahikeng.

• Promote indepent artists who will be able to express ideas independently and freely and for example challenge power without prejudice. This way we would be enabling social cohesion.

Funding within the sector

How should funding for the sector be organised within the DAC and the sector

• It would appear that resources are available but the problem is the officials as they

already know who they will be funding and repeat funding the same groups. There

is a need to be structures which will facilitate monitoring on the disbursement of

funding.

Infrastructure And Related Matters

How should ACH infrastructure be organized to realize the essence of this theme

• Soft infrastructure

• Community Arts Centres that are well thought out.

• Bricks and mortar that has got programmes running inside and are well funded. This

way we create job creation

• Other Departments should be involved like DoE where they can run programmes in

the CAC’’

• Maintaining existing infrastructure.

• Use technology in a meaningful way to filter down from the top to bottom.

• Access to the internet has been declared as a basic human need and therefore the

DAC should engage with other departments to advocate for arts and culture in

relation to access to technology.

Skills Development, Education And Training

What should happen with regards to Skills Development, Education And Training to realise the essence of this theme

• Arts education needs to be integrated in the conventional education system

• There needs to be bursaries that are disbursed but also retaining the skills back into the sector in particular locally to plough back.

• Need to monitor how arts centres are working.

– On par locally and international

– Accountability locally and National

• Syllabus

• Education and training should be provided to the community to know about the sector (Policies/Funding/Processes/How government functions).This will empower better participation on the part of the communication.

• Look at working with the SETAs on issues Quality assurance and leveraging on funding.

• SA has its own content and styles that have been innovated by artists such as Gibson Kente however they are not acknowledged. Tylor Perry is another example in the USA that can be looked as a benchmark and locally we have some like Casper Nyovest, HHP Chana that can be engaged to share how they have made these possible

• PALAMA (new intakes in Government will undergo Bathopele process.) In the arts we need to have a programme similar to a Bathopele which will help participants have a better grasp of the issues on the sector

• Training in Copy Rights Law and issues related to IP.

• Solutions for artist in Mahikeng, Bop studios should be open and be made easily available for artists to utelise.

Cultural Diplomacy And International Relations

What is our understanding of cultural diplomacy

Artists need to mobilise enough power to lobby government to appropriate sufficient funds, see meaning out of the policies.

Promotion (how do we relate to our foreign policy)

How do we package our culture and sell it internationally

How do we advance tourism

Role of the artist in relation to identity (What South Africans are)? The artists can be valuable in this regard.

Need more international related cultural events like for example , indeigenous games.

Add on to Olympics, we need to add indigenous games and the international community should learn these games.

We need to change perceptions

How can cultural diplomacy be used to achieves what this theme stands for

Incorporate traditional methods that deal with Global issues, such as saving water, storing water etc

Usually when the State goes out to the world the President engages with primary sectors. We need the delegations accompanying the president to include artists.

Research And Development

The relevance of Research And Development in our three is:

Produces data that facilitates proper planning.

How can Research And Development assist in our theme

Need to conduct correct and appropriate research which takes into consideration

the South African context. E,g the History lessons and customary law

Languages And Related Matters

How can language matters help progress/achievement within this theme

Government “practicing what we preach”.

Challenges to accessibility to Centres/Museums/Infrastructure where

population cannot access because of language.

South African Languages are not appreciated and Media is not promoting

the languages.

• Role Of Business – The role of business should include CIS.

– Business should be engaged to contribute through their CIS to the development of arts

and culture

– We need to develop a business case (massify/make sure that people attend theatre

shows, by tickets).Its about numbers that makes business case, mobilise numbers,

produce quality products.

• Media – Apply to change the perception of the sector, project it as a serious trade.

– To be mobilised for the promotions of South African languages.

• Role of Society – Is it fair for society when there is no water for them to burn the Library

– A society that turns its back on its arts it turns its back to itself

– Pride in our culture and products. Defending our things.
