A&D Funding and Procurement

• Related Issues: Funding Instability Reauthorize FAA Funding for the FAA Office of Commercial Space Transportation Reauthorize NASA

• Recommendations: Appropriate 2017 Defense funding within the caps established by the Bipartisan Budget Act of 2015 no

later than 30 September 2016. Employ sound budgetary principles for the long-term development and manufacturing of complex

aerospace systems and architecture necessary to accomplish strategic national goals. Provide long-term reauthorization with adequate funding for the FAA in order to meet program

requirements. This is also instrumental in providing certainty and stability for the aviation marketplace and workforce. Reauthorization should include adequate funding to successfully implement NextGen, commercial space transportation operations, safely integrate UAS into the NAS, and complete priority FAA modernization initiatives.

Provide adequate funding and ample resources for the FAA Office of Commercial Space Transportation in order to keep pace with the continued progress of the commercial space industry.

Provide long-term reauthorization with adequate funding for NASA in order to meet program requirements and maintain our nation’s leadership in space exploration, research, and technology.

A&D Competitiveness and Security

• Related Issues: FAA Modernization and Reform Act Integration of UAS into NAS Space Traffic Management Export-Import Bank Board Appointments

• Recommendations: Provide long-term reauthorization with adequate funding for the FAA in order to meet program

requirements. This is also instrumental in providing certainty and stability for the aviation marketplace and workforce. Reauthorization should include adequate funding to successfully implement NextGen, commercial space transportation operations, safely integrate UAS into the NAS, and complete priority FAA modernization initiatives.

Prioritize FAA Modernization and Reform initiatives to expedite streamlining of the FAA certification process and incorporate continuous improvement processes.

Take appropriate action in the current fiscal environment to identify the lead authority for Space Traffic Management and Congress authorize adequate resources for its implementation.

Quickly confirm the President’s three appointments to the Ex-Im Bank Board so U.S. aerospace companies can remain competitive in the global market.

A&D Workforce Enhancement

• Related Issues: Workforce Preparation Maintaining and Retaining a Skilled Workforce Integrating New Knowledge into the Workforce Foreign Professionals in STEM Fields

• Recommendations: Continue to pass legislation that enhances the pipeline of STEM-educated workers into the U.S. economy. Enhance NSF Graduate Research Fellowship funding. Appropriate funding for NASA through reauthorization to provide financial stability for research grants and/or

fellowships. Provide tax incentives for industry to participate in STEM programs and training and development programs

for the incoming, existing, and transitioning workforce, e.g., internships, apprenticeships, and tailored courses. Pass STEM visa legislation similar to that considered in the 112th Congress to encourage the retention of

foreign professional STEM workers in U.S. industry. Direct more exchange between government, industry, and academia in the A&D sector via inter-government

personnel agreements, and provide incentives for stakeholders to participate in these activities. Develop programs that enable integration of emerging A&D fields into the knowledge base and competency of

the existing workforce, including the skills necessary to complete end demonstrations of new technologies.

Co-sponsorship Review Committee (CRC)

• Purpose of the Committee To review, assess, and decide on requests for co-sponsorship. This includes both when AIAA co-

sponsors another organization’s event and when another organization co-sponsors an AIAA event. AIAA will consider nominations for co-sponsorship for events hosted by like-minded organizations where

such events enhance our strategic objectives and are framed in terms of a long-term partnership. Not all co-sponsorship arrangements will be vetted by the Co-sponsorship Review Committee. The AIAA

President and Executive Director reserve the right to consider and approve some arrangements at their discretion.

• Committee membership The CRC shall have 4 members, comprised of representatives from appropriate Standing Committees.

These Standing Committees include the International Activities Committee, Public Policy Committee (John Rose is the rep), Region and Section Activities Committee, and Technical Activities Committee.

• The Public Service Award honors a person outside the aerospace community who has shown consistent and visible support for national aviation and space goals. Nominees may not be current AIAA members but may be a public figure who is widely known outside of aerospace community, positive public image, a supporter of the aerospace industry who has shown consistent and visible support of national aeronautics and/or astronautics research and development, shown unhesitant willingness to be identified with aerospace programs/supporters, and is not a member of the aerospace community or who has no personal vested interest for advocacy. Because of the unique nature of this annual award, it is generally presented at the Aerospace Spotlight Awards Gala.

• The Durand Lectureship, named in honor of William F. Durand, was approved by the Board of Directors in 1983. It is presented for notable achievements by a scientific or technical leader whose contributions have led directly to the understanding and application of the science and technology of aeronautics and astronautics for the betterment of mankind. This lectureship is delivered as the keynote address for the AIAA Public Policy Luncheon during the AIAA Science and Technology (SCITECH) Forum.

• Engagement Activities Educates AIAA members, the public, elected officials, and other key

stakeholders about the breadth of the aerospace profession and what it accomplishes, as well as to focus attention on issues important to sustaining progress and advances in the profession
